We have constructed a low energy electron accelerator (maximum energy 20 KeV). On May 29, 2012, Law # 12,529/2011, which introduced the pre-merger review system in Brazil, came into force. Under the new regime, the companies must preserve the competitive conditions between them and are not allowed to close the transaction before its approval by the Administrative Council for Economic Defense (“CADE”) anymore...

In the present work, the anodic oxide films of Al, Al-Cu 4.5% and Al-Si 6.5% alloys are formed using direct and pulse current. In the case of Al-Cu and Al-Si alloys, the electrolyte used contains sulfuric acid and oxalic acid, meanwhile for Al the electrolyte contains sulfuric acid only. Al-Cu alloy was submitted to a heat treatment in order to decrease the effect of inter metallic phase theta upon the anodic film structure. Fractured samples were observed using a field emission gun scanning electron microscope JSM-6330F at (LME)/Brazilian Synchrotron Light Laboratory (LNLS), Campinas, SP, Brazil. The oxide film images enable evaluation of the pore size and form with a resolution similar to the transmission electron microscope (TEM) resolution. It is also observed that the anodizing process using pulse current produces an irregular structure of pore walls, and by direct cur-rent it is produced a rectilinear pore wall. (c) 2005 Elsevier B.V. Anti-cancer DNA vaccines have attracted growing interest as a simple and non-invasive method for both the treatment and prevention of tumors induced by human papillomaviruses. Nonetheless, the low immunogenicity of parenterally administered vaccines, particularly regarding the activation of cytotoxic CD8+ T cell responses, suggests that further improvements in both vaccine composition and administration routes are still required. In the present study, we report the immune responses and anti-tumor effects of a DNA vaccine (pgD-E7E6E5) expressing three proteins (E7, E6, and E5) of the human papillomavirus type 16 genetically fused to the glycoprotein D of the human herpes simplex virus type 1, which was administered to mice by the intradermal (id) route using a gene gun. A single id dose of pgD-E7E6E5 (2 µg/dose) induced a strong activation of E7-specific interferon-γ (INF-γ)-producing CD8+ T cells and full prophylactic anti-tumor effects in the vaccinated mice. Three vaccine doses inhibited tumor growth in 70% of the mice with established tumors. In addition, a single vaccine dose consisting of the co-administration of pgD-E7E6E5 and the vector encoding interleukin-12 or granulocyte-macrophage colony-stimulating factor further enhanced the therapeutic anti-tumor effects and conferred protection to 60 and 50% of the vaccinated mice...

Hemoglobin Gun Hill is an unstable mutant hemoglobin associated with mild compensated hemolysis. This abnormal protein has a deletion of five amino acids in the β-chains. The deletion includes the heme-binding proximal histidine at position 92. The β-chains of hemoglobin Gun Hill lack heme groups. Approximately 32% of the circulating hemoglobin in heterozygous subjects consists of the mutant hemoglobin. When reticulocytes were incubated with radioactive amino acid the specific activity of hemoglobin Gun Hill was three to six times that of hemoglobin A. Total incorporation of radioactivity into hemoglobin Gun Hill was two to three times that into hemoglobin A. There were 20-50% more total counts in β-Gun Hill (βGH) than in βA. These results indicate that in reticulocytes there was greater synthesis of the abnormal β-chains than βA-chains. The ratio of the specific activities of the α-chains of hemoglobin Gun Hill to the α-chains of hemoglobin A was 20: 1. There was evidence of a free pool of α-chains in the reticulocytes containing hemoglobin Gun Hill. After 10 min of incubation approximately 40% of the total α-chain radioactivity was in the free pool. When protein synthesis was blocked by incubation of reticulocytes with puromycin...

One coastal village in Haenam-gun and two in Yeongam-gun, Jeollanam-do were surveyed for intestinal parasite infections by fecal examination. The egg positive rates of Gymnophalloides seoi were high, 24.1% (14/58) in Haenam-gun and 9.3% (11/118) in Yeongam-gun. The egg positive rates of heterophyids, including Heterophyes nocens, and of Clonorchis sinensis were 10.3% and 6.9% in Haenam-gun, and 14.4% and 8.5% in Yeongam-gun, respectively. After praziquantel treatment and purgation, a total of 37,761 fluke specimens were recovered from 17 patients; 11 in Haenam-gun and 6 in Yeongam-gun. Gymnophalloides seoi was the most commonly recovered species, with 37,489 specimens in total (2,205 per person). Other recovered flukes included Heterophyes nocens, Stictodora fuscata, Heterophyopsis continua, Pygidiopsis summa, and undetermined species. These results indicate that the areas surveyed are new endemic foci of G. seoi.

Background: The nail gun is a commonly utilized tool in carpentry and construction. When used properly with appropriate safety precautions, it can facilitate production and boost efficiency; however, this powerful tool also has the potential to cause serious injury. The most common site of nail-gun injuries in both industrial and nonoccupational settings is the hand. Materials and Methods: We report on two patients with nail-gun injuries to the hand. A review of the literature and discussion of clinical evaluation and treatment of nail-gun injuries to the hand are presented. Results: Two patients present with soft tissue injuries to the hand with the nail embedded and intact at the injury site. Operative removal of the nail and wound care resulted in successful treatment in both cases. Nail-gun injuries to the hand vary in severity on the basis of the extent of structural damage. Treatment is based on the severity of injury and the presence and location of barbs on the penetrating nail. Conclusion: Healthcare providers must understand and educate patients on the prevention mechanics of nail-gun injuries. Nail-gun injuries to the hand necessitate appropriate evaluation techniques, understanding of surgical management versus nonsurgical management...

The 2011 attempted assassination of a US representative renewed the national gun control debate. Gun advocates claim that mass-casualty events are mitigated and deterred with three policies: (1) permissive gun laws, (2) widespread gun ownership, (3) encouragement of armed civilians who can intercept shooters, and cite Switzerland and Israel as exemplars. We evaluate these claims with analysis of International Crime Victimization Survey (ICVS) data and translation of laws and original source material. Swiss and Israeli laws limit firearm ownership and require permit renewal 14 times annually. ICVS analysis finds that the US has more firearms per capita and per household than either country. Switzerland and Israel curtail off-duty soldiers firearm access to prevent firearm deaths. Suicide among soldiers decreased by 40% after the Israeli armys 2006 reforms. Compared with the US, Switzerland and Israel have lower gun ownership and stricter gun laws, and their policies discourage personal gun ownership.

This thesis presents theoretical and experimental results of the production of very high brightness electron beams using a 17 GHz photocathode RF gun. A beam brightness of up to 8x 1013 A/([pi]m rad)2 was measured for a 1 MeV, 1 ps, 50 pC electron bunch. Such high brightness beams are critically important as injectors for linear accelerators and free electron lasers. The present experimental work represents the first complete characterization of an electron beam produced by an RF photo-injector operating above 3 GHz. Previously published theoretical results show that beam brightness should scale very favorably with increasing RF frequency. Both a 1.5 cell RF gun and a 2.4 cell RF gun were designed, fabricated, and tested. Expected performance was determined through numerical simulations. Cold tests were performed by a novel "bead hang" technique. A beamline, including an emittance compensating solenoid, beam imaging system, and energy spectrometer, was designed and built for testing these guns. The RF guns were powered with up to 4 MW of microwave power from a 25 MW, 17 GHz relativistic klystron amplifier built in collaboration with Haimson Research Corporation. For the 1.5 cell gun, 1 ps bunches with charge up to 0.1 nC at up to 1 MeV were obtained at a peak accelerating gradient of 200 MV/m. The normalized emittance at the exit of the gun was determined to be 1 rmm mrad for a 50 pC bunch...

This thesis determined the feasibility of developing a 16-inch, gun-launched anti-satellite weapon. The general performance capability of rocket-and scramjet-boosted, gun-launched vehicles is examined with regards to propelling a miniature homing vehicle to a satellite intercept altitude. Rocket and scramjet boost vehicle performance is modeled and optimum trajectories are determined. A low gun elevation at launch and a pop-up manuever are required to maximize the scramjet boost vehicle acceleration potential. The rocket boost vehicle is capable of intercepting a low altitude satellite without a pop-up manuever from a gun elevation of 45 degrees. Both boost methods provide apogees consistent with the intercept of known Soviet Electronic Intelligence Ocean Reconnaissance satellites, EORSAT, and Radar Ocean Reconnaissance satellites, RORSAT.

Criminal misuse of firearms is among the world’s most serious crime problems. Strategies to reduce gun violence include efforts to restrict the manufacture and sale of firearms, interrupt the illegal supply of guns, deter gun possession, reduce gun carrying in public places, toughen responses to illegal gun use, reduce demand for firearms, promote responsible ownership of guns, and address community conditions that foster gun crime. In this review, we examine research on the effectiveness of selected law enforcement strategies for reducing gun crime and gun violence. This review examines the impacts of police strategies to reduce illegal possession and carrying of firearms on gun crime. Examples include gun detection patrols in high-crime areas, enhanced surveillance of probationers and parolees, weapon reporting hotlines, consent searches, and other similar tactics.

MBA Professional Report; Approved for public release, distribution is unlimited; MBA Professional Report; Approved for public release, distribution is unlimited; The Direct Reporting Program Manager (DRPM) for the USMC's Expeditionary Fighting Vehicle (EFV) is conducting an analysis of two acquisition tactics concerning the commercial procurement of the MK-44 to be integrated with the EFV. The EFV is manufactured by General Dynamics (GD) and the MK-44 chain gun is manufactured by Alliant Techsystems Inc. (ATK). The analysis is the topic of this thesis and will assist the DRPM in determining which of two tactics the Government should use for the procurement of the MK-44. The two arrangements of acquiring and integrating the MK-44 are 1) to procure the MK-44 as government furnished equipment (GFE) or 2) to procure the MK-44 as contractor furnished equipment (CFE). The fundamental difference is that a GFE arrangement will provide a direct contractual relationship between the Government and ATK, whereas, a CFE contract will eliminate that relationship as ATK will become a sub-contractor to GD, the prime contractor for the EFV. These two options present a variety of issues, both tangible and intangible, for analysis in determining which approach is most advantageous...

In the 1990s, a series of lawsuits filed by states against the tobacco industry sought reimbursement for Medicaid expenses paid for health care provided to citizens who suffered health effects from smoking, relying upon theories of unjust enrichment and conspiracy. Four of the states first reached independent settlements with the tobacco companies, and then four of the largest tobacco companies entered into a master settlement agreement with the remaining forty-six states, agreeing to pay billions of dollars and to disband its political lobbying and research groups to avoid the lawsuits. The agreement was a stunning development, as merely four years of litigation had produced capitulation from an industry that had long been protected by Congress from the reach of administrative agencies seeking to regulate toxic or harmful substances. It prompted similar lawsuits against other industries, including suits by cities and counties around the country against gun manufacturers and distributors seeking reimbursement for public funds spent dealing with the effects of violent gun crime. However, so far the litigation has managed only superficial wounds to the gun industry and has not yielded any hint of a major settlement. This paper explores the reasons why the tobacco industry would agree to pay billions of dollars to avoid the state Medicaid lawsuits...

We estimate the temperature distribution in the rails of an electromagnetic rail gun (EMG) due to the confinement of the current in a narrow surface layer resulting from the skin effect. In order to obtain analytic results, we assume a simple geometry for the rails, an electromagnetic skin effect boundary edge that propagates with the accelerating armature, and a current carrying channel controlled by magnetic field diffusion into the rails. We compute the temperature distribution in the rails at the time that the armature leaves the rails. For the range of exit velocities, from 1500 m/s to 5000 m/s, we find the highest temperatures are near the gun breech. After a single gun firing, the temperature reaches the melting temperature of the metal rails in a layer of finite thickness near the surface of the rails, for rails made of copper or tantalum. We plot the thickness of the melt layer as a function of position along the rails. In all cases, the thickness of the melt layer increases with gun velocity, making damage to the gun rails more likely at higher velocity. We also calculate the efficiency of the EMG as a function of gun velocity and find that the efficiency increases with increasing velocity, but only if the length of the gun is sufficiently long. The thickness of the melted layer also decreases with increasing rail length. Therefore...

Following recent shootings in the USA, a debate has erupted, one side favoring stricter gun control, the other promoting protection through more weapons. We provide a scientific foundation to inform this debate, based on mathematical, epidemiological models that quantify the dependence of firearm-related death rates of people on gun policies. We assume a shooter attacking a single individual or a crowd. Two strategies can minimize deaths in the model, depending on parameters: either a ban of private firearms possession, or a policy allowing the general population to carry guns. In particular, the outcome depends on the fraction of offenders that illegally possess a gun, on the degree of protection provided by gun ownership, and on the fraction of the population who take up their right to own a gun and carry it with them when attacked, parameters that can be estimated from statistical data. With the measured parameters, the model suggests that if the gun law is enforced at a level similar to that in the United Kingdom, gun-related deaths are minimized if private possession of firearms is banned. If such a policy is not practical or possible due to constitutional or cultural constraints, the model and parameter estimation indicate that a partial reduction in firearm availability can lead to a reduction in gun-induced death rates...

EXECUTIVE SUMMARY Policy Question Would a gun liability insurance requirement reduce gun violence in North Carolina and ensure compensation for victims of gun violence? Specifically, how would a liability insurance requirement for concealed carry permit holders reduce gun violence and provide compensation for shooting victims? Problem (p. 3) Gun violence in the United States has declined in the last 20 years, but is still unacceptably high. In 2011 alone, over 32,000 people died as a result of firearms. That same year, over 3,500 North Carolinians were injured or killed in gun-related assaults and accidents. In response to the tragic events at Newtown, Connecticut, that resulted in the death of twenty children and six school personnel, several proposals were introduced in legislatures across the nation to curb gun violence. Among them was the proposal to require gun owners to purchase gun liability insurance. To date, nine states have considered mandatory gun liability insurance legislation. The primary goal of such legislation is to compensate victims of gun violence. Financial compensation for harm done is a well-established principle of our insurance law system. For decades, lawmakers have required drivers in their states to purchase automobile insurance to provide compensation for any damage or bodily injury their vehicles may cause. Gun liability insurance would work in a similar fashion. Firearms...

The Sandy Hook Elementary School shooting in Newtown, Connecticut took place on December 14, 2012. Sandy Hook prompted President Barack Obama to issue 23 executive orders related to gun policy in early 2013. Newspapers throughout the country covered the policy changes and the Sandy Hook shooting in various ways. In the 90 days after Sandy Hook, 30 randomly selected newspapers published 1,017 articles mentioning guns in the context of the shooting. Fifteen newspapers were more likely to use gun control to characterize the shooting, fourteen were more likely to use gun rights, and one newspaper was evenly split in its use of gun control and gun rights. Newspapers also varied in the percentage of their total articles that mentioned guns in the context of Sandy Hook. Newspapers that published a larger percentage of their overall articles that mentioned guns in the context of Sandy Hook were more likely to frame the event with gun control. These newspaper articles were also examined using audience demand theory, which posits that demand may shape the way newspapers cover issues. Specifically, demand for gun rights newspaper coverage was measured using the number of donations to the National Rifle Association Political Action Committee. This number of NRA PAC donations per population in a given area slightly positively related with greater use of gun rights frames...

The Proprioceptive Diagnosis of Temperament and Character (DP-TC) test (Tous, 2008), which assesses fine motor performance without vision of one's own body, was used together with a verbal personality test (Durán, García, García, & Martínez, 2001) to examine personality differences between a group of gun licence (GL) applicants and a group from the general population (GP). MANOVA results showed significant differences between the groups on the DP-TC test, with the GL group scoring higher on Emotionality (Temperament) and Impulsivity (Temperament and Character) and lower on Decision-Making (Temperament and Character) and Mood (Temperament). In the GL group, fine motor performance on the DP-TC test was compared with the verbal test results by means of a principal components analysis with varimax rotation. The results corresponding to the Temperament dimensions of the DP-TC test showed only one association with the verbal test variables, thus corroborating the notion that Temperament has little social influence. Comparison of the proprioceptive and verbal tests showed that the results on the Emotionality scale of the DP-TC were consistent with those on the Ego-strength scale of the verbal personality test, but not with Neuroticism; this suggests that these subjects might fake their replies in order to obtain the gun licence.
