O presente estudo teve como objetivo analisar as abordagens de gênero em experiências de Educação Jurídica Popular em João Pessoa-PB. Difundidos por todo o país, esses cursos de educação jurídica popular possuem experiências voltadas somente para mulheres (de orientação feminista) ou mistos (sob a perspectiva dos Direitos Humanos). Adotou-se a abordagem dos frames, concepção elaborada para dar conta dos aspectos culturais do ativismo político, por meio da sua delimitação - quadros interpretativos que sintetizam e condensam visões de mundo, orientando diagnósticos e prognósticos. Na análise dos movimentos sociais, auxiliam na análise da influência de valores e crenças no ativismo político. Os procedimentos metodológicos contaram com pesquisa bibliográfica e documental, pesquisa de campo e entrevistas semiestruturadas. Esta pesquisa se insere no campo dos estudos sobre o mundo muçulmano, tendo como objeto as mulheres muçulmanas e sua presença nos movimentos islamistas, entendidos aqui como movimentos fundamentalistas, cuja ideologia política tem como núcleo a defesa das tradições do Islã e a crítica ao Ocidente. O objetivo central é o de investigar em que medida esses movimentos podem estar contribuindo para (ou obstruindo) uma possível emancipação das mulheres muçulmanas, definida essa emancipação por critérios como autonomia na participação sociopolítica e presença nos espaços públicos. El presente artículo analiza las prácticas de recepción de contenidos difundidos por las revistas portuguesas de información generalista “Sábado” y “Visão”, estudiando, en concreto, el modo en el que los públicos jóvenes comprenden, interpretan y se sitúan en relación a las representaciones de mujeres que ejercen cargos políticos. El análisis temático conducido, el cual partió del material resultante de la realización de once grupos focales, muestra que las/los participantes tendieron a favorecer lecturas congruentes con la ideología tradicional de género. Independientemente de los momentos puntuales de negociación, controversia y resistencia, los resultados indican que la mayoría de las/los participantes no problematizó, de forma crítica, el papel de los medios de comunicación en la (re)construcción de la realidad social marcada por el género, apoyando la reificación de las tríades masculino- político-público y femenino-personal-privado. Más allá de eso, las/los participantes raramente cuestionaron los factores económicos, socioculturales y políticos que influyen en la producción informativa. An abridged version of this paper will appear in Yvonne Galligan and Manon Tremblay (eds), Sharing Power: Women in Parliament in Post-Industrial and Emerging Democracies, Ashgate, London, 2004; Indonesia’s transition towards democracy since 1998 has been welcomed by democrats around the world as an important gain in a worldwide shift towards democracy. The nation has now held two democratic parliamentary elections – the first in 1999 and the most recent in April 2004. Each of these elections was free from violence and deemed to be free and fair by Indonesia and international observers. Yet there remains significant questions about who is participates in and is represented by Indonesia’s new democracy. Importantly, few women have gained access to political power, either within national or local parliament, despite considerable debate and the adoption of strategies to increase the number of women in politics. This paper explores the ongoing barriers to women’s participation in parliaments in Indonesia against the backdrop the legacy of history – particularly New Order ideology, prevailing stereotypes and a particular interpretation of Islam.

Quotas in politics are almost always designed to advance the legislative representation of a single group, for example, women or indigenous peoples. Even in countries with quotas aimed at more than one group, policies are almost always structured differently and implemented separately. By addressing inequalities by gender and indigeneity in piecemeal, indigenous women may be at particularly high risk of continued political marginalization. In this paper, I investigate the ways that quotas targeting women and indigenous groups – in particular, the use of single or dual policies – shapes the legislative representation of indigenous women. I also consider the politics of “nested quotas” that specifically address within-group diversity. I focus, in particular, on the case of Jordan, which adopted a nested quota for Bedouin women in 2012. Overall, I find scant evidence of the political empowerment of women from indigenous tribal groups – even in countries explicitly promoting their political representation.

Over the past two decades governments worldwide have begun to take action to correct gender disparity in representative bodies, resulting in drastic increases in women’s numeric representation. It is unclear, however, how these increases influence legislative behavior. This research contributes to our understanding of how increases in women’s numeric representation influences substantive representation of women. I collected an original dataset to examine this relationship across twenty-three subnational Argentine legislatures over eighteen years. This project represents one of the first empirical efforts to examine women’s substantive representation over a large number of legislatures over a long duration of time. A key piece of the puzzle is to understand if female exhibit distinct preferences from their male colleagues. The second chapter of the dissertation uses a new data set of ideal point estimates recovered from cosponsorship data to examine gender differences in legislative preferences. I find strong evidence to suggest women display different legislative preferences than their male colleagues. Este artigo analisa o modo como os públicos jovens compreendem, interpretam e se posicionam em relação às representações mediáticas de mulheres que desempenham cargos políticos. Com base na análise do material que resultou da realização de grupos focais, este artigo mostra que a existência de assimetrias de género nos média informativos não é considerada pelos públicos (jovens) como uma questão relevante. A maioria das/os participantes adotou posicionamentos tranquilizadores relativamente à representação qualitativa de mulheres que exercem cargos políticos, tendo revelado a falta de consciência crítica sobre as consequências da manutenção de relações de poder desiguais no contexto mediático. Gender inequality and related issues remain a major global challenge, particularly for developing countries. Despite considerable progress on gender equality over recent decades, key gender gaps remain in endowments (health and education), in access to jobs and economic opportunities, and in voice and agency. Lack of data limits ability to assess gender gaps and measure progress toward eliminating them. Successfully addressing the incompleteness of civil registration and vital statistics (CRVS) systems can help fill some of these vital data gaps. In addition, having official personal identification (ID) is an important stepping-stone for women and girls - enabling them to access services, claim their entitlements as citizens, and increase their voice and agency through participation in voting and other politics. The 2012 World Development Report recognized that expanding women's agency - their ability to make decisions and take advantage of opportunities is key to improving their lives as well as the world. Women's contributions to poverty reduction, economic growth, and private sector development are increasingly recognized globally. A growing amount of research demonstrates the link between women's empowerment and societal well-being. Yet research also indicates that woman's economic contributions continue to lag behind their achievements in health and education, and a variety of barriers still prevent women in many parts of the world from fully contributing to the economy. The World Bank's World Development Report (WDR) on gender equality and development identified women's voice, agency, and participation as a key dimension of gender equality and as a major policy priority. Agency, as defined in the WDR2012, is the ability to use endowments to take advantage of opportunities to achieve desired outcomes. In particular, WDR2012 focused on five expressions of agency: women's access to and control over resources; freedom of movement; freedom from the risk of violence; decision-making over family formation; and having voice in society and influencing policy. An important expression of women's agency is women's political participation and their ability to fully engage in public life. This assessment provides a broad picture of gender disparities in Moldova in agency, education, health, and access to economic opportunities. The gender gap in education is small, yet it is greatest at higher levels of education. Moldova's health indicators are significantly underperforming compared to other Europe and Central Asia (ECA) countries, and male mortality is of greatest concern. Violence against women is one of the most frequent forms of human rights violations and is widely accepted by both women and men. Male and female labor force participation rates are low, and the gender gap is small. This dissertation explores the regulation of abortion in Canada following the landmark R v Morgentaler decision (1988), which struck down Canada’s existing abortion law, causing the procedure’s subsequent reclassification as a healthcare issue. The resulting fragility of abortion rights is still evident in the varying provincial regulations governing the nature of access to the procedure. While access has been accepted as the new terrain of abortion rights, research into this area to date has taken a largely national focus, surveying provincial barriers and compiling lists of potential motivations for differences in service. This dissertation builds on this work through the use of specific case studies of provinces representative of a spectrum of access in Canada – New Brunswick, Ontario, and Quebec. Through the use of original interview data, these cases are compared and contrasted on previously enumerated grounds believed to have an influence on the treatment of abortion. By isolating the impact of specific processes responsible for the regulation of abortion, through research into its treatment in politics, law, medicine, and public discourse, this study endeavours to offer a more nuanced explanation for varying levels of provincial access to abortion services. Following the First World War, colonial policy in West Africa underwent a transition as British administrators began to adopt indirect rule reforms to help usher in peasant-driven agricultural development in Northern Ghana. This thesis addresses the impact of these important policy changes on women and children through a study of local colonial and indigenous responses to four bodily practices: female circumcision, human trafficking (female pawning and illicit adoption), nudity and prostitution. Although much has been written about colonial and post-independence legislation of the female body, especially the female circumcision controversy in Kenya and prostitution in the mines and cities of east and southern Africa, few historical studies have fully considered the role of West African development doctrine, or the importance of ‘tradition’ and ‘community’, in colonial policies affecting women and children in Northern Ghana. Through a Parliamentary inquiry in 1930, West African departments came to reluctantly engage with questions of women and children’s status. Collectively, they decided that a gradualist path which sought to preserve community or ‘tribal’ cohesion was preferable to legislation promoting individual rights and civil society. The so-called Parity Act was an important milestone in the promotion of gender equality in Portugal, due, amongst other things, to its impact upon an electoral system that the inertia of the party political system had been unable to change. Analyses of the appearance of quota policies in Portugal have not generally considered the role played by the main official body for equality, the Commission for Citizenship and Gender Equality, and its networks. However, as Mona Lena Krook has pointed out, efforts to increase the number of women in political office have rarely occurred without the mobilization of women. This paper adopts the state feminism approach to explore the Commission’s decisive role in presenting feminist claims before the state (a role that has been systematically ignored), focusing on the way this body as well as the women’s associations related to it have contributed to promote women’s participation in politics in Portugal.

Since the 1970's the economics of the urban informal sector (UIS) has received tremendous attention in development literature. Recently, scholars have delved into the politics within which this sector is embedded. With respect to the politics of its external relationship, conventional wisdom argued that quintessential to achieving positive outcomes for the UIS poor was the practice of autonomy of groups representing-the latter from dominant social institutions such as unions of formal sector workers, political parties and the government since political processes operating through these institutions was unresponsive to the needs of the UIS poor. The objective of this research is to revisit the history of an organization that has delivered positive outcomes for the UIS poor with the ultimate objective of answering the following questions: What is the nature of relationship between the UIS poor and dominant social institutions, primarily, the government? What are the conditions, if any, under which there could be a more cooperative and complementary relationship between these actors, while ensuring positive outcomes for the UIS poor? The aim of this paper is to describe the main changes globalization and the engendering of work and migration have produced in the politics of reproductive labour, and to address several important questions they raise from a political and ethical point of view. I intend to argue here that it is the privatization of care and the exploitation of reproductive labour, not its remuneration, that constitutes a problem today. From the perspective of both local and global justice, the privatization of care poses a threat, due the consequences it entails in terms of different purchasing power not only between rich and poor countries, but even within rich countries themselves, between higher and lower classes. Moreover, from a gender perspective, the commodification of reproductive labour today assumes forms that are functional to the reinforcement of patriarchal power structures and create an apparent conflict of interest between women, along lines of class, colour and race.
