This paper presents an overview of how integrated conservation of urban scale heritage is managed in the urban rehabilitation practice in Portugal and its relation with local urban planning. The central argument is that the safeguard of urban scale heritage is mainly a question of urban management and urban planning, which necessarily implies a framework that results from conciliation among the culture and the land use administrations. For that purpose, we consider that special attention to a cultural debate concerning the urban heritage concept itself plays a key role, once it can lead to a focus on urban rehabilitation practice, commonly spread and diffuse in its objectives. We also believe that integrated conservation practice doesn’t belong exclusively to one of the several land use plans of our top-down planning framework and therefore requires a crossmanagement strategy – top-down and bottom-up – and urban management skills to take advantage of each of those land use plans.

Este trabalho tem o objetivo de desenvolver uma análise crítica do Plano de Proteção Contra Incêndio (PPCI) de um pavilhão comercial já existente, que foi projetado no ano de 1987 e se encontra localizado no município de Gravataí. A análise está baseada integralmente na lei estadual 10.987/97, que estabelece normas sobre sistemas de prevenção e proteção contra incêndios, a qual é regulamentada pelos decretos 37.380/97 e 38.273/98. A legislação no estado do Rio Grande do Sul determina que os sistemas sejam dimensionados e instalados seguindo as prescrições das normas da Associação Brasileira de Normas Técnicas (ABNT) e de acordo com a classificação do risco de incêndio: pequeno, médio ou grande, conforme as normas do Instituto de Resseguros do Brasil (IRB). Dissertação de mestrado integrado em Engenharia e Gestão Industrial; O planeamento da qualidade preventiva (VQP) é uma das ferramentas utilizadas com grande sucesso pela indústria automóvel. Este assegura que todas as expectativas dos clientes são levadas em consideração no processo de desenvolvimento de novos produtos, através da coordenação das atividades de vários departamentos e empresas, de modo a garantir que o lançamento dos produtos é realizado da forma previamente determinada. Com isto, é possível alcançar os objetivos em termos de custo e qualidade, cada vez mais exigentes, decorrentes de uma elevadíssima competitividade. Com este trabalho foi possível verificar que o processo desenvolvido internamente pela Bosch salvaguarda os interesses dos vários intervenientes, alcança os objetivos principais da utilização do processo, isto é, os elevados níveis de qualidade expectáveis na fase de projeto. No entanto, o aparecimento, inevitável, de alguns problemas, dificulta a libertação das peças quando desejado, logo após as amostras C (última fase de amostras antes do início da produção), obrigando à realização de concessões para que as peças possam ser introduzidas no processo produtivo. Após uma análise aos processos de aprovação desencadeados desde a nova organização de compras da Bosch-Brg foi possível verificar que apenas 56% das peças se encontram libertadas. Many athletic training settings, especially high schools, do not have an effective method of properly classifying and disposing of infectious waste. In this article, I provide a set of guidelines for identifying infectious waste and outline several options for effective and safe disposal for the high school athletic trainer. Such a plan can help to reduce the total output of infectious waste as well as safeguard athletes, athletic trainers, the general public, and local authority workers against infectious diseases.

Purpose: The purposes of this clinical perspective paper are (1) to expand physical therapists’ awareness to the topic of air quality as a health priority when providing professional services; and (2) to provide templates for screening the indoor clinical environments and patient profiles to avert respiratory exacerbations, especially in persons with asthma. Summary of Key Points: The location where a physical therapist practices determines the air quality indices to which a person is exposed. Poor indoor air quality can expose a person to even greater compromise of respiration (ie, Sick Building Syndrome) than outdoor air quality secondary to an array of factors like building materials, the ventilation exchange rate of an enclosed space, chemicals used in cleaning, and humidity. Statement of Conclusions: Extrinsic (ie, environmental) and intrinsic (eg, pre-disposition to airway hypersensitivity) factors must be accounted for by physical therapists to safeguard their patients and themselves from experiencing respiratory compromise and/or distress as a result of a treatment session or their place of employment. Recommendations: Efforts to screen indoor environments for potential triggers and patient risk profiles for abnormal airway reactivity should routinely be undertaken. Individualized Action Plans should be prospectively prepared and readied for implementation when warranted.

The challenges facing the water sector in Egypt are enormous and require the mobilization of all resources and the management of these resources in an integrated manner. Changes in the way water resources are currently allocated and managed are inevitable. Accordingly, a National Water Resources Plan for Egypt (NWRP) was launched. The NWRP is a comprehensive document which describes how Egypt will safeguard its water resources in the future, both with respect to quantity and quality, and how it will use these resources in the best way from a socio-economic and environmental point of view. The NWRP needs to be augmented by a transitional strategy including further reform interventions which ensure smooth and enhanced streamlining with Integrated Water Resources Management principles and approaches. The current integrated water resources management plan (IWRM Plan) has been prepared to serve the later concerns and is intended to be a complementary, action-oriented, implementation framework to the NWRP. It addresses the gaps in NWRP and provides for additional measures and provisions which facilitate the transition towards an integrated management approach within the water sector. The IWRM Plan assesses the current water resources management setup and practices along with the ongoing reform efforts led by the MWRI. The Plan identifies the actions agreed upon as major interventions to pursue an effective integrated framework for water management over the next 15 years. Thirty Nine actions falling under 11 major categories are proposed: Institutional reform and strengthening; policies and legislations; physical interventions; capacity building; technological and information systems; water quality; economic and financial framework; research; raising awareness for IWRM; monitoring and evaluation; and trans-boundary cooperation.

Political Economy of Antidumping and Safeguards in Argentina

Beginning in the late 1980s, Argentina implemented a series of reforms that were revolutionary in speed and scope, including trade liberalization. After the implementation of these policies, a record number of antidumping petitions came forward. Under a situation of high inflation, the government reinforced its fiscal and monetary policies by announcing that it would minimize the use of such measures. The flexible disciplines of the existing domestic antidumping regulations facilitated this objective. Later, when the GATT/WTO-sanctioned trade remedies were implemented, the government made a serious attempt to establish discipline by including liberal regulations and creating special institutional arrangements. A presumption built into the construction of the new mechanisms was that adhering to WTO requirements would strengthen the resistance against protection. This presumption turned out to be false. Changing circumstances, including severe peso overvaluation, had significant effects on the number and outcome of antidumping investigations. Regarding safeguards, the government followed the letter and the spirit of the WTO agreement. In relation to the number of petitions, few measures have been implemented. A World Bank-supported project in Armenia was successful in developing a control framework that balances the need to increase the transparency and accountability of the country s state noncommercial organizations (SNCOs), while also recognizing their financial, administrative, and managerial independence. An innovative approach involving the use of earlier results to guide later ones was used to address the dire need for SNCOs, which account for 70 percent of the total number of state organizations, to make greater efforts to responsibly administer and safeguard the government s assets. The aim was to reduce the market distortions caused by SNCOs that are engaged in significant commercial activities by addressing SNCOs heterogeneity and the need for specific fiduciary control requirements for distinct groups.

This thesis is a study in international politics. Its subject is the system for the control of atomic energy - the safeguards system - established and administered by the Intenational Atomic Engergy Agency (IAEA). I have undertaken a political study of this technical system because the main purpose for which the system was established is a political purpose. The system can be described in many ways. A functional description shows it to be a set of technical and administrative arrangements designed to ensure that the atomic activities to which these arrangements apply are carried out within definite technical limits. A description in terms of its technical objective shows it to be a set of regulations designed to ensure that these same atomic activities do not "further any military purpose". Such descriptions are useful and have been considered wherever appropriate. However, the main concern of this thesis is with the negotiations on the development of this system for the international control of atomic energy. These negotiations reflect both the policy attitudes and diplomatic performance of the powers involved in them and the role it has been agreed the sytem should play in the wider field of nuclear arms control. My study of these negotiations and their origins indicates that the source of the proposal to create an international system for the control of atomic energy was the United States. This first Country Procurement Assessment Report (CPAR) on Moldova comes at a time when the country has publicly committed itself to the signal departure of acceding to the WTO Agreement o n Government Procurement (GPA). It will be the first developing country in Eastern Europe t o do so. The CPAR's key findings, including risk assessment, the strengths and weaknesses of the public procurement system currently in place, and the main features of a proposed action plan are summarized here. Public procurement represents a substantial element of the expenditure side of the Government's budget. Estimates prepared for this assessment indicate that total expenditure on procurement amounted to approximately US$118 million. Procurement accounted for 17 percent of total expenditures by the State government and 42 percent of expenditure by local governments, with expenditure at all levels showing substantial increases over past years. Improving the efficiency of that expenditure can contribute to better budget management. Yet control of public procurement expenditures in Moldova is weak and the overall procurement environment is high- risk. This study is intended to help underpin a more coordinated, effective approach to assessing and reforming systems for public expenditure, procurement, and financial accountability in developing countries-especially countries that receive international aid for budget support. Such support, also known as adjustment lending, has become far more important in recent years. At the World Bank, for example, it increased from less than 10 percent of total assistance in the 1980s to about 50 percent in fiscal 2002. Many other development agencies are also increasing aid for budget support. This support has been accompanied by and reflects widespread recognition that aid is fungible and that resources can be transferred, so that aid intended for one project can effectively be used to finance another. Thus, efforts to safeguard the integrity of donor resources mean little without safeguards on the use of government resources. Moreover, growing awareness of the destructive effects of corruption -- emphatically underscored by the East Asian financial crisis of 1997-99 -- has given new urgency to donors' need to ensure that aid is not diverted to private ends or misallocated to activities not conducive to fostering growth and reducing poverty. World Bank analysis of a country's public financial management system is typically undertaken both to help the client country strengthen its system and to safeguard funds that the Bank provides against misuse, and is an important component of fiduciary diagnostics. The Bank's instruments for such analysis have generally been relevant; the resulting diagnostics have been of satisfactory quality and have fostered reform agendas in client countries. Country Financial Accountability Assessments (CFAAs) have contributed substantially, and Country Procurement Assessments Reports (CPARs) modestly, to development outcomes in a sample of 10 countries examined. Client consultation and donor collaboration in the preparation of CFAAs and CPARs have been increasing, but internal Bank coordination among the three sets of units dealing with public financial management has lagged, resulting in fragmented action plans for clients. Both instruments have had a more limited effect on managing risks to Bank assistance, owing to the lack of a sound analytical framework for assessing fiduciary risks and of associated guidance on how identified risks should be reflected in the design of country assistance strategies. This paper explains the methodology and criteria used in the development of a new tool for the management of a safeguard plan for historic buildings in Avila, which is a Spanish World Heritage City. As a result of a first approximation, there are many requirements to take into account: completeness, interactivity, ease of use, modularity, and low costs. Due to the characteristics of the information (spatially located, heterogenic, and provided in different formats) we consider it indispensable to create a spatial information system that is qualified for organizing all available multimedia digital information (2-D images, panoramas, graphics, text documents, and music). While the main objective of this study is to provide a simple tool for the management of historic and artistic heritage in the form of a safeguard plan, the features of the tool created here open up new possibilities for other uses in the future.
