Geographic mental maps have been called on numerous times in explaining foreign policy decisions. However, mental maps lack a serious conceptualising endeavour in order to be useful to scientific inquiry. Before we can use mental maps to understand and compare foreign policy making processes we must define mental maps and frame them in their wider intellectual context. In this paper we develop geographic mental maps as an analytical concept and assess their conceptual “goodness” so they can contribute to enriching the scope of the foreign policy analysis toolbox.

In recent years geographic mental maps have made a comeback into the spotlight of scholarly inquiry in the area of Foreign Policy Analysis (FPA). While never disappearing completely from scholarly examination, geographic mental maps were side-lined in most geographic and international relations (IR) research agendas. While geographers had long acknowledged the importance of mental maps in the study of international politics, few studies centred on the influence of geographic cognition on foreign policy. Only with the cognitive revolution in IR did geographic mental maps find space to develop conceptually and empirically with regards to international politics. Beginning with Henrikson’s initial conceptualisation over three decades ago the mental map research agenda has adopted several different theoretical and methodological approaches which will be analysed in the current article.

This paper develops a multi-regional general equilibrium model for climate policy analysis based on the latest version of the MIT Emissions Prediction and Policy Analysis (EPPA) model. We develop two versions so that we can solve the model either as a fully inter-temporal optimization problem (forward-looking, perfect foresight) or recursively. The standard EPPA model on which these models are based is solved recursively, and it is necessary to simplify some aspects of it to make inter-temporal solution possible. The forward-looking capability allows one to better address economic and policy issues such as borrowing and banking of GHG allowances, efficiency implications of environmental tax recycling, endogenous depletion of fossil resources, international capital flows, and optimal emissions abatement paths among others. To evaluate the solution approaches, we benchmark each version to the same macroeconomic path, and then compare the behavior of the two versions under a climate policy that restricts greenhouse gas emissions. We find that the energy sector and CO(2) price behavior are similar in both versions (in the recursive version of the model we force the inter-temporal theoretical efficiency result that abatement through time should be allocated such that the CO(2) price rises at the interest rate.) Nessa Tese desenvolveu-se o conceito da Política Ambiental Transversal, que representa a internalização da sustentabilidade sócio-ambiental no conjunto das políticas públicas de uma localidade. Parte-se da premissa de que a política ambiental transversal é mais adequada do que a política ambiental exclusivamente setorial por possibilitar o alcance de modelos de desenvolvimento ambientalmente mais sustentáveis, tal qual preconiza a Agenda 21. Os objetivos da pesquisa foram caracterizar a política ambiental transversal nos seus aspectos teóricos e metodológicos e analisar dois estudos de caso: as políticas ambientais recentes dos estados amazônicos do Acre (estudo principal) e do Amapá (estudo complementar). Sob o ideário do ?desenvolvimento sustentável?, governos destes estados adotaram prioridades ambientais em seus programas, os quais podem representar iniciativas de transversalidade. Esta dissertação estuda o comportamento dos atores envolvidos com a política pública relacionada ao Pólo e Parque de Alta Tecnologia de Campinas (PATC). Para isso, utiliza os referenciais teóricometodológicos dos Estudos sobre Ciência, Tecnologia e Sociedade (ECTS) e o da Análise de Políticas. O primeiro permite entender como a visão sobre a política de C&T do ator dominante no processo de elaboração da política do PATC influencia seus rumos. O segundo oferece uma metodologia para a análise do processo de elaboração dessa Política. Sua aplicação aponta que, passadas quase três décadas de formulação da Política, a debilidade da interação entre o potencial de C&T e o desenvolvimento econômico-social, que era o problema público que se pretendia enfrentar, vem se mantendo. This article develops an original framework supporting health policy analysis that may be carried out by distinct research on various situations. The Walt and Gilson model for health policy analysis and its categories: Context, Content, Actors and Process, was taken as the basic framework of analysis. However, to be applied in practice that model needs to be unravelled. Its four major categories need to be operationalised and transformed into a matrix, with each one revealling the elements or sub-categories, and the necessary procedures to conduct a systematic analysis on the Context, Content, Actors and Process of a given health policy. A Rede SETI Esportes configura-se como uma política pública que visa por meio da aproximação dos cursos de Educação Física e Esporte das Instituições Estaduais de Ensino Superior (IEES), juntamente com as esferas estatais e entidades/órgãos esportivos e da Educação Física fomentar o esporte e o lazer no estado do Paraná. Pretende-se neste trabalho discutir a configuração da Rede como uma política pública de esporte e lazer no estado. Para fundamentar as discussões, utilizaremos como referencial o modelo de análise política (policy analysis) devidamente adaptada à situação de democracias instáveis. Conclui-se que a Rede analisada a partir da polity apresenta uma configuração complexa de estruturação/organização e em sua fase inicial coloca-se como uma política pública interessante, pois transcende a visão exclusivamente de política de trabalho. No entanto, é necessária a redefinição dos objetivos e ações, bem como a ampliação de incentivos e melhores condições de trabalho aos agentes da Rede.

Current space launch/landing events are conducted only within Special Use Airspace (SUA), separate from air traffic. This is a strategic traffic management policy because SUA size and duration are set well in advance. It forces space operations to disrupt aviation, which could become costly with growth in air or space transportation. This was investigated through integrated engineering/policy analysis of strategic and tactical options. Total annual disruption cost was calculated using the number of conflicts per SUA event, the annual SUA events, the average disruption per conflict, and the cost per unit disruption. The conflict count was identified as most important, and an analytical airspace conflict model was developed to predict the number of conflicts associated with restricting an arbitrary region of airspace for a given duration. This approach was used to investigate the sensitivity of disruption cost to SUA radius, SUA active duration, air traffic density, relative velocity, annual SUA events, and conflict resolution distance. The current annual cost is under $1 million, but the expected ranges of all factors comprise a plausible range of $100 to $8 million. Designing public policy or industry strategy to bolster the transition to alternative fuel vehicles (AFVs) is a formidable challenge as demonstrated by historical failed attempts. The transition to new fuels occurs within a dynamically complex system with many distributed actors, long time delays, several important feedback relationships, and multiple tipping points. A broad-boundary, behavioral, dynamic model with explicit spatial structure was previously developed to represent the most important AFV transition barriers. Using California as an illustrative testing region, the model simulates the spatial diffusion of entrant vehicle/fuel technology pairs individually or in competition with other entrants. In this work, the integrated model is carefully parameterized for various specific alternative vehicle technologies. Structural and parametric sensitivity analyses are used to build understanding of system behavior and to identify policy leverage points or the need for further model calibration.; (cont.) The qualitative impacts of policies are tested individually and then in multi-policy combinations to find synergies. Under plausible assumptions and strong policies, AFVs can achieve successful diffusion but this process requires long time periods. Findings indicate some commonly suggested policies may provide little leverage and be very costly. A pesquisa aborda, à luz do método Policy Analysis, a política de desenvolvimento regional do Estado de Pernambuco baseada no Complexo Industrial e Portuário de Suape, instalado no município de Ipojuca, litoral sul do Estado. Para tanto, o período compreendido entre 1973 e 2006, foi de interesse primordial para a investigação, não somente para avaliar as dimensões das principais contribuições da inter-relação entre as instituições políticas, como também o processo político estabelecido e os conteúdos das estratégias escolhidas. A análise dessa política pública (polity) se restringiu ao conhecimento dos arranjos institucionais, dos basilares planos, programas e projetos desenvolvidos (politics) e implementados pelas políticas setoriais estaduais, como também do resultado material concreto (policy). Poverty Analysis Using an International Cross-Country Demand System

This paper proposes a new method for ex ante analysis of the poverty impacts arising from policy reforms. Three innovations underlie this approach. The first is the estimation of a global demand system using a combination of micro-data from household surveys and macro-data from the International Comparisons Project (ICP). Estimation is undertaken in a manner that reconciles these two sources of information, explicitly recognizing that per capita national demands are an aggregation of the disaggregated, individual household demands. The second innovation relates to a methodology for post-estimation calibration of the global demand system, giving rise to country-specific demand systems and an associated expenditure function which, when aggregated across the expenditure distribution, reproduce observed per capita budget shares exactly. This article is based on a case study of environmental and natural resource (ENR) capacity strengthening efforts in Malawi between 1994-1999. The Bunda College of Agriculture, Malawi and the International Food Policy Research Institute jointly implemented an Agricultural Policy Analysis Training sub-project as a part of the agriculture service project of the Malawi Ministry of Agriculture, funded by the World Bank. The overall objective of the sub-project was to strengthen the capacity of the Malawian policy analysts in the food, agricultural, and natural resource sectors. It reports on the process and the lessons learned from the experiences and insights gained in developing institutional and human capacity through graduate programs and short-term training courses in ENR policy analysis. Changes in climatic conditions and increases in weather variability affect human health directly and indirectly, including through agricultural changes and urban warming. Adaptation to climate change is receiving increasing attention, given, now, the inevitability of further climate change and its diverse impacts. However, with increased international funding for adaptation comes challenges such as ensuring supportive national policy environments for developing and implementing effective adaptation activities. Adaptation at community and population levels is underpinned by governance processes, such as the nature by which decisions are taken and implemented by government, community and private organizations. Thus an understanding of the policy context is necessary to identify the factors that enable or inhibit adaptation policy and programmes. This article examines to what degree there exist enabling factors to support the development of adaptation policy and activities, with relevance to the health sector. Results of a policy analysis are presented, which used stakeholder participation to investigate the context in which adaptation decisions were made within organizations across different sectors in Cambodia. This thesis addresses problems of attribution that arise from the data integration that is exemplified by data re-use and re-distribution on the Web. We present two different perspectives. We begin with a simple definition of attribution, asking what data are we interested in and where does it come from? A formal model and its properties are defined, implementation in an extended relational algebra is described, and application to semistructured data on the Web is discussed. However, because the problem is more than simply what and where, we then expand the scope of our analysis. From the perspective of intellectual property policies, we adopt a broader view of the attribution problem space. A policy analysis that surveys the status quo policy landscape and stakeholder interests is followed by specific policy recommendations. Informed by our technology perspective, we offer two new arguments to support misappropriation as a policy approach to the attribution problem space. Our formal model of attribution is developed in the established foundation of the Domain Relational Calculus (DRC). Aging drinking water infrastructure in the United States is due to be replaced, with cost estimates ranging from $335 billion to more than $1 trillion over the next twenty years. Most of the financial capital will likely come from drinking water utility revenues, but there may be a role for the federal government to support infrastructure projects. Currently, the Drinking Water State Revolving Fund serves this purpose through state grants. This paper examines the current program using a regression analysis to determine which factors dictate a successful reduction in the needs of states for drinking water infrastructure. Results indicate that government funding is useful, but needs are influenced by many other demographic variables as well. A policy analysis, incorporating both quantitative and qualitative measures, compares the status quo option with two other federal policy alternatives: expanding the current program and adopting a proposed Water Infrastructure Finance and Innovation Act that would provide Treasury-backed loans directly to water utilities. Based on the policy analysis, the WIFIA proposal is the most favorable approach for the federal government. However, utility revenue will still play a large role, so water bills will assuredly increase over the coming years. The advent of computer aided modeling has provided excellent opportunities for expanding the scope and accuracy of policy analysis. In order to take advantage of new technology however, traditional analytic tools must be made to function alongside computer modeling environments. Through the course of this thesis I discuss two primary foci. The first describes the development and implementation of a policy taxonomy specifically designed for use in computer aided policy analysis environments. Policy taxonomies acceptable for use in traditional theoretical environments may not be adequate and so must be modified for use in the new information technology environment that modern computer modeling demands. I will present a taxonomy specifically designed for use in the context of computer aided policy analysis (CAPA) systems. The second focus discusses the use of scenario analysis methods in those same systems. Scenario analysis is traditionally a rhetorical exercise which requires new approaches in order to maximize effectiveness in computer modeling environments. I will present an analysis of traditional methods of scenario analysis along with a discussion of some of the limitations of those methods in computer aided environments. I will document some of the foreseeable challenges to the future of scenario analysis as well as presenting some possible evolutions of the method for use in CAPA environments.

Competitiveness of Nigerian rice and maize production ecologies: a policy analysis approach

This study assesses the competitiveness of Nigerian rice and maize production ecologies using the policy analysis matrix (PAM) on a sample of 122 farmers. Results of the PAM revealed that outputs from the production ecologies are taxed. This is further confirmed by the Effective protection coefficient (EPC) and Subsidy ratio to producers (SRP) values, however, the production ecologies are subsidized on the use of tradable inputs. The production ecologies show a strong competitiveness at the farm level (under irrigated rice, upland rice and upland maize) and a strong comparative advantage. Sensitivity analysis indicated that a 50 percent increase in output and a 13.3 percent depreciation of the domestic currency will increase competitiveness and comparative advantage of rice and maize production in all ecologies. The study recommends that government should ensure a level of policy stability in the rice and maize sectors, assist farmers with irrigated water scheme to ensure constant water supply, and increase the level of output through provision of improved seed varieties.
