O presente estudo foi desenvolvido no porto de Santos em que a empresa que o administra passou por profunda reestruturação administrativa e operacional na última década, em função da Publicação da Lei de Modernização dos Portos, em 1993. A empresa na necessidade de procurar um melhor controle das informações como fator principal para o seu faturamento no qual não existia um alinhamento estratégico de negócios com a tecnologia de informação, firmou um convênio e parceiras para o desenvolvimento de um sistema para atender as suas necessidades. A Avaliação Ambiental Estratégica (AAE) tem se destacado como um instrumento que auxilia no processo de tomada de decisões de Política, Planos e Programas, com aplicações que se distribuem por vários setores. Nos países desenvolvidos, os sistemas de Avaliação Ambiental Estratégica dispõem dos elementos essenciais para a integração do instrumento aos processos de tomada de decisões estratégicas, ao contrário dos países em desenvolvimento. Nesses países, as Agências Multilaterais de Desenvolvimento (AMD) despontam como grandes responsáveis pela disseminação da aplicação da AAE, o que remete à necessidade de sua adaptação aos diferentes contextos verificados. Neste sentido, a presente dissertação de Mestrado é voltada para a caracterização e análise da utilização da AAE pelas AMDs no contexto dos acordos multilaterais de financiamento estabelecidos com países em desenvolvimento. This paper presents an exploratory study on the alignment between organizational objectives, as formalized in the business plans, and the information provided by Information Systems (IS) in order to monitor these objectives. The research was based on multiple case studies and meta-analysis, and tried to verify the existence of IS strategic information that supports the organizational objectives. The aim of the study was the identification of a set of variables that represents the relationship between organizational and IS objectives defined in the strategic plan, which configure the informational integration element described in the operational model of strategic alignment of Brodbeck and Hoppen [4]. The main results indicate that alignment promotion will be intensified if the companies establish an informational model, representative of the business management, that integrates the organizational objectives and the IS information in several levels (infra-structure and processes).

Motivado pela importância que o Alinhamento Estratégico entre negócio e T.I. representa para as organizações e pelo fato de que apesar de uma extensa literatura que discute os modelos de alinhamento estratégico, sua obtenção ainda é considerada um problema pelas organizações. Os modelos falham, porém, em compreender como o alinhamento é estabelecido e como a dimensão social – o conjunto formado pela estrutura organizacional e seus atores, os relacionamentos, as práticas e as práxis, a tecnologia e o contexto – está presente nesse processo. Purpose - The purpose of this paper is to identify factors that can help managers to overcome barriers to alignment of operations strategy at the interface with marketing. Design/methodology/approach - This objective required the application of a procedure based on strategic consensus and a deeper analysis, such that the delimitation of the study in a single case was mandatory. The strategic processes of interfacing involve managerial attributes that are subject to the influence of human aspects and, therefore, the research method used a qualitative approach. The protocol design included the following data sources: interviews, document reviews and researcher observations. The categorisation was made based on the theoretical references, the frequency of observations, common responses and information from documents. Findings - The balance between intra-functional trade-offs, joint research on the competitive context, reflections on the understanding of customer needs and operational performance, and understanding of inter-functional trade-offs were the main factors verified. They effectively support decisions associated with interface processes and promotes the integration of these processes. They can generate inputs that enable managers to achieve an appropriate balance among alternatives in light of various trade-offs. Practical implications - These factors make possible new connections between strategic processes in the context of operations and marketing functions. The formations of these strategies are aligned through a better understanding of both threats and opportunities by means of a joint analysis of the competitive context. The presented findings can be used to develop a clear definition of strategic objectives of operations and a more appropriate treatment of market needs. Originality/value - The findings from the research can be considered as new elements for promoting alignment in the formation process of the operations strategy. Little research to date has examined the operations-marketing strategic interface of companies in the context of strategic consensus. © Emerald Group Publishing Limited.

This paper develops the strategic alignment of organizational behavior through the organizations´ image, prioritization and information security practices. To this end, information security is studied based on the business requirements of confidentiality, integrity and availability by applying a tool which integrates the strategic, tactical and operational vision through the following framework: Balanced Scorecard - BSC (strategic) x Control Objectives for Information and Related Technology - COBIT (tactical) x International Organization for Standardization - ISO/International Electro Technical Commission - IEC27002 (operational). Another image instrument of the organization is applied in parallel with this analysis to identify and analyze performance involving profiles related to mechanistic, psychic prisons, political systems, instruments of domination, organisms, cybernetics, flux and transformation (MORGAN, 1996). Finally, a model of strategic prioritization, based on compensatory fuzzy logic (ESPIN and VANTI, 2005), is applied. The method was applied to an industrial company located in southern Brazil. Due to a number of market development over the last decade, semiconductor manufacturing companies, including Intel Corporation, have added significant numbers of primarily high growth rate, high-mix, low-volume (HMLV) products to their portfolios. The rapid transition from high-volume manufacturing (HVM) to HMLV manufacturing has caused significant problems. Foremost, the needs of many HMLV customers are different from HVM customers and require different operational tradeoffs. Moreover, many of the HVM focused metrics, tools, systems and processes have proven ill-suited for managing the added complexities and more varied needs of HMLV customers. This thesis examines many of the problems caused by introducing HMLV products into an HVM wafer fabrication facility (commonly referred to as a fab), and explores potential solutions such as improved cultural and organizational alignment; capacity management and setup elimination; and scheduling and work-in-process management to name a few. Although the discussion focuses on semiconductor operations, the concepts easily generalize to other companies struggling with achieving operational excellence (OpX) in an HMLV environment. Over the past two decades, management research has demonstrated a growing interest in the subject of uncertainty and in the means employed by organizations to cope with it. There is a consensus among researchers nowadays that organizations must be constantly changing and adapting their operations and strategies to match new market and economic requirements. The ability of a firm to rapidly change its goals and strategies and to readily reconfigure its operations is called “strategic flexibility”. Such ability is being identified as a critical success factor for contemporary organizations. Nevertheless, information technology support for strategic flexibility has been limited. In most organizations, there is still a large gap that separates strategic planning activities from information systems development activities. This reduces the agility of the company to respond to new market necessities. A study of the management literature demonstrates that current requirements of managers in uncertain and changing environments have not been fulfilled by the management support systems available today. The methodology Balanced Scorecard (BSC) focuses on the major critical issues of modern organizations, whether with or without profit. The measurement of the effective performance of the latter is by evaluating the successful implementation of organizational strategy. The aim of this paper is to present the development of a system of performance measurement strategy for a nonprofit organization, whose object of study is the Associação de Apoio as Comunidades do Campo - AACC, in the context of the BSC methodology of Kaplan and Norton. The methodology of this case study is an exploratory, descriptive and qualitative, and diagnose the coherence of the Strategy Map in an organization, based strategic planning from 2010 to 2012. Initially conducted a literature review covering the main aspects of strategy maps and performance evaluation involving the translation of the BSC and strategy evaluation. A strategy is irrelevant if you cannot implement it. That is the collective realization of public and private leaders after decades of obsession with strategy and strategic thinking. That realization has led to a voracious market for ideas on execution, alignment around strategy and predictable achievement of strategic results. Many performance management systems or tools, all meant to help organizational leaders implement their strategic goals and objectives, fail to provide results. We suggest a framework in which strategic and operational goals can be translated into a handful of meaningful metrics that we define as whole goals. Whole goals can then used to drive decision-making and to hold leadership accountable for achieving measurable results. We believe the ability of a public organization to measure and evaluate its performance is of critical importance if today’s leaders and managers are expected to promote successful execution of organizational strategic goals and objectives.

Approved for public release; distribution is unlimited; This Joint Applied Project addresses what can be done within the Naval Facilities Engineering Command Northwest community to better align its goals among competing interests from various stakeholders, while balancing the operational and regulatory constraints that often conflict with stakeholder goals and objectives. As a cross-functional organization, competing interests among the various business lines, support lines, and other stakeholders often result in a disconnect between how the command defines success compared to how other stakeholders define success. Methodology includes a literature review, employee and customer surveys and a Strength, Weaknesses, Opportunities, Threats analysis. It was found that the extent of fit among performance goals aligned with higher Naval and national goals was normal when considering the organization’s strategic issue identification process and dissemination. However, the extent of goal accomplishment appeared to be lacking in some areas when bearing in mind customer perceptions. Approved for public release; distribution is unlimited; The objective of this thesis is to highlight the challenges posed by the further development of the Hungarian Special Forces (HUNSF) and to provide a viable alternative for facilitating the consolidation. The study utilizes historical examples of Special Forces units, organizational design theory and statistical analysis of the empirical research of HUNSF's bureaucratic environment. The key findings are that the challenges HUNSF faces show similarities with the evolution of other Special Forces and the challenges are in connection with the actual development stage of HUNSF as an organization. The analysis of the empirical research revealed that the permissiveness of the bureaucratic environment depends most on: the degree of military organizational value alignment between the Hungarian Defense Forces (HDF) and HUNSF, and HUNSF's perceived disrespect toward the HDF. Panama's public financial management (PFM) system displays several strengths with respect to the fiscal position, debt management, and payroll administrative controls, but from a systemic perspective budget preparation and budget credibility issues undermine the efficiency of sectoral investment plans and make it difficult to advance on other improvements in the public sector. An efficient and transparent allocation of budgetary resources allows the government to achieve value for money in delivering public services. This assessment is undertaken at the request of the Government of Panama (GoP) which is in the process of reforming and modernizing its public finances, and is therefore interested in establishing both a baseline for future PFM performance measures and the degree of management alignment to internationally accepted best practices. The public expenditure and financial accountability (PEFA) methodology provides relevant information on current management and will allow establishment or adjustment of a reform strategy to improve PFM quality. peer-reviewed; In an industrial context all process models require a certain amount of tailoring to fit to the business environment of any specific organization in which the model is to be deployed. Process models should therefore be accompanied by tailoring guidelines and approaches to assist with strategic and operational goal alignment that support their use in industry. This paper explores shortcomings of process improvement and the existing process models, suggesting that a more holistic approach should be taken to process improvement in the modern organization. The paper provides an overview of systems thinking and the Cynefin framework that organizations can use to detect the characteristics of the domain in which they are operate. Knowing their domain helps the organization realize the amount of tailoring and goal alignment necessary to benefit from implementing process model guidance.

O presente trabalho de investigação aborda, de forma exploratória, a adoção da metodologia Balanced Scorecard pela Marinha e o impacto daí decorrente sobre o desempenho da organização. Durante a investigação foi efetuada uma revisão bibliográfica exaustiva sobre os temas da avaliação de desempenho organizacional, Balanced Scorecard e desempenho operacional. Foi analisada a documentação estruturante da gestão estratégica da Marinha e recolhidas opiniões de peritos e decisores através de instrumentos qualitativos e quantitativos. Com a análise da informação coligida, foi possível caracterizar a implementação do novo sistema como um sucesso, na medida em que traduz um balanço positivo para a Marinha em termos de custo-benefício agregado. Aligning information security with the image of the organization and prioritization based on fuzzy logic for the industrial automation sector

This paper develops the strategic alignment of organizational behavior through the organizations´ image, prioritization and information security practices. To this end, information security is studied based on the business requirements of confidentiality, integrity and availability by applying a tool which integrates the strategic, tactical and operational vision through the following framework: Balanced Scorecard - BSC (strategic) x Control Objectives for Information and Related Technology - COBIT (tactical) x International Organization for Standardization - ISO/International Electro Technical Commission - IEC27002 (operational). Another image instrument of the organization is applied in parallel with this analysis to identify and analyze performance involving profiles related to mechanistic, psychic prisons, political systems, instruments of domination, organisms, cybernetics, flux and transformation (MORGAN, 1996). Finally, a model of strategic prioritization, based on compensatory fuzzy logic (ESPIN and VANTI, 2005), is applied. The method was applied to an industrial company located in southern Brazil. Besides the social and legal issues, the cities have been competing among themselves for political and economical reasons, besides the willingness to offer a better quality of life to their inhabitants. These issues require special ways to manage the municipality and demand stern abilities from the public managers in their daily and strategic actions. The role of the information technology (including the information systems) must be revised and, mainly, be aligned with the activities of the City Halls (Prefectures). The objective of this work is to analyze the alignment, the relationships, and the contributions of the information technology in the municipal plans and in the management of 86 Brazilian City Halls. The methodology of the research emphasized a survey with a non-probabilistic sample per convenience, approaches through a research protocol divided in proven constructions and variables. The results of the analyses show the difficulties of the cities in the organization of the municipal data, in the sharing of information, and in the planning for the management of the cities. The conclusion reiterates the relevancy of the aligned municipal planning, integrated and based in the information systems, by the information technology and by the participation of the population in the city management.
