A avaliação de impacto ambiental realizada no Brasil limitada aos projetos apresenta dificuldades para o incremento da qualidade ambiental em função das características da área. Alguns países aplicam a Avaliação Ambiental Estratégica - AAE para a avaliação de políticas, planos e programas, o que permite aos tomadores-de-decisão incluir a variável ambiental com maior antecedência, aumentando as possibilidades de adequação das propostas. O objetivo desta pesquisa é identificar as possíveis contribuições da AAE para o planejamento de uso e ocupação do solo municipal, com aproximação da realidade brasileira pela experiência do município de São Carlos-SP com seu Plano Diretor Municipal - PDM, seguido da sistematização dos instrumentos ambientais aplicados para o planejamento de uso e ocupação do solo municipal. This thesis studies the next generation of municipal housing policy by asking, "How can cities effectively use the private-sector to promote affordable housing development?" In response, it looks at an array of public-sector municipal policy tools ranging from incentives to exactions. In particular, it focuses on tools that are able to leverage hot real estate markets, such as inclusionary zoning, linkages, and tax abatements. A framework for understanding the constraints and opportunities of past and future policies is established by looking at the economic, legal, and political implications of these exactions and incentives. The interplay of the three forces has affected and will continue to shape the policies that cities are able to implement. Two cities, Boston and New York, each with hot real estate markets, large shortfalls of affordable housing, and sophisticated public policy makers are studied in detail within the overarching framework. O mapeamento sistemático brasileiro, cujas cartas em escalas pequenas, 1:1.000.000 a 1:25.000, além de incompletas e desatualizadas, tem apenas 1% das cartas 1:25.000 concluídas. Os demais mapeamentos nacionais são descontínuos, os dados geoespaciais são desatualizados, as informações geográficas escassas e não estão centralizadas em uma única base de dados. Essa dispersão resulta na repetição de produtos cartográficos e desperdício de investimento público. Na tentativa de minimizar esses problemas, foi aprovado o decreto nº 6.666/2008, instituindo a Infraestrutura Nacional de Dados Espaciais e o Diretório Brasileiro de Dados Geoespaciais, DBDG, uma rede de servidores integrados pela Internet que reúne dados geoespaciais de diferentes instituições desenvolvedoras de produtos cartográficos. Given the uncertainties of the environment in today's world, strategic planning is again discussed as an important tool to position the organization in future likely. In the public sphere, an efficient implementation of human resources and financial managers require a new approach to the formulation of strategies. Tourism, in turn, presents itself as an important segment of the national economy shaped up as a major source of funds for the formation of the Gross Domestic Product - GDP - of states and municipalities. This study aims to know the guidelines and perspectives of municipal planning of tourism in the city of Natal/RN from the case by the representatives of the sector. The survey was developed based on a qualitative, exploratory, based on the case in the Secretaria Municipal de Turismo e Desenvolvimento Econômico - SETURDE. É fato que a maioria das cidades brasileiras, atravessadas em suas áreas urbanas, rurais e até mesmo áreas protegidas, por rios, cresceram de forma desordenada ao longo destes cursos d'água. As razões para esta despreocupação com o patrimônio ambiental são históricas e encontram suas raízes em inúmeras condicionantes. Este trabalho não pretende abarcar tão vasta contextualização. Ocupa-se de identificar que este cenário de não ordenamento do território por um viés mais integral, tem legado ao País um passivo ambiental hídrico, mas também, um grande passivo social, decorrente da apropriação insustentável deste recurso natural. Emerge, então, antigo desafio administrativo e gerencial, prevalente no planejamento municipal brasileiro, relacionado ao binômio da apropriação dos recursos naturais x a qualidade de vida nas cidades. This thesis examines municipal implementation of renewable energy projects in Massachusetts. It explores projects that have been planned and completed, drivers for municipal adoption of renewable energy, the implementation experience, barriers, and key success factors. The data presented include a survey of Massachusetts municipalities, stakeholder interviews, and an in-depth case study of a solar Brightfield project implemented in Brockton, Massachusetts. The case study describes in detail the city's experience implementing a "Brownfields to Brightfields" solar project initiated through the US Department of Energy's Brightfields program. The Brockton Brightfield is a 425 kW utility scale solar array on a former brownfield site. The case study of Brockton's Brightfields experience reveals a series of obstacles and success factors that ought to be considered in future efforts to implement municipal renewable energy projects. The barriers include inadequate government resources and capacity building dedicated to program implementation; institutional policy barriers (requiring legislative fixes), and the complexity surrounding the joint action required to navigate the administrative processes involved. Chapter 40B is an innovative Massachusetts law adopted in 1969 to expand the supply and distribution of subsidized housing throughout the state. The statute creates a streamlined permitting process through which municipalities may waive local regulations that impede the construction of affordable units. Chapter 40B also establishes a state appeals court to which developers may appeal local permitting decisions if less than 10% of a community's housing stock is affordable to low- income households. In the last half-decade, Chapter 40B has become more controversial as a strong housing market and regulatory changes have increased affordable housing development activity under the law. This thesis examines how Chapter 40B has influenced community planning for the development of affordable housing since 2000. Municipal planning staff, land-use board members, and elected officials in five communities on the rapidly-growing edge of metropolitan Boston (Bellingham, Framingham, Marlborough, Norfolk and Southborough) were interviewed about locally-driven affordability initiatives and community attitudes toward affordable housing. In 2000, the Beijing Municipal Planning Commission drew up a conservation plan for the 25 historic areas in Beijing's Old City. The main principles for the conservation plan were as follows: 1) To preserve the traditional cityscape and hutongs, 2) To ensure the authenticity of the preserved heritage, 3) To implement preservation using a gradual and measured method, 4) To improve the infrastructure and living conditions of the local residents, and 5) To encourage public participation. The residential district of Nanchizi was one of the 25 designated historic areas. In 2001, the area became the pilot site for the implementation of the conservation plan. In June 2002, demolition crews arrived at Nanchizi ready to destroy the courtyard homes. The resulting transformation of Nanchizi reveals that the plan did not succeed in preserving the historic area. This thesis explains why this initial implementation of the historic conservation plan failed to achieve the principles of the plan and examines the causes of this disparity between the vision and the reality of conservation planning in Beijing. It argues that the cause of the disparity between vision and reality lies in the competing visions of those involved in the planning process and that certain visions are valued over others. Settlements have historically taken root along bodies of water; however, lands adjacent to water bodies can face the risk of riverine flooding. In Southern Ontario, responsibility for representing provincial interest for plan input and review with respect to flooding hazards have been delegated to conservation authorities. While development and site alteration in the floodplain is generally not permitted or restricted, development may occur in certain areas with a reduced risk. These areas are referred to as the “flood fringe”, and the type of planning employed in such a mechanism is called the “two zone concept”. In this research, planning policies used by conservation authorities for the two zone concept are examined by answering the research questions, “how is the two zone concept of floodplain management applied by conservation authorities in Southern Ontario?” and “what are the strengths and weaknesses of the two zone concept of floodplain management as applied in Southern Ontario?” To answer the research questions, a multiple case study approach was employed. El interés por la gestión por resultados (GpR) ha sido tema de estudio, discusión e investigación tanto en municipalidades como en universidades. El objetivo en este trabajo es analizar cómo se manifiestan los principios de la gestión por resultados e identificar su presencia en la planificación y gestión municipal de la ciudad de Curitiba. Como metodología de investigación se optó por un estudio de caso en la gestión de la municipalidad de Curitiba en el período de 1997 a 2010. El protocolo de investigación contempló variables que se caracterizaron como cualitativas y cuantitativas, en cuatro períodos distintos de tiempo. Los resultados demostraron la evidencia, las características y las influencias diferenciadas de las variables observadas, y también reiteraron que la administración municipal presenta un proceso evolutivo y continuo que tuvo origen en movimientos de planificación de varias décadas. Besides the social and legal issues, the cities have been competing among themselves for political and economical reasons, besides the willingness to offer a better quality of life to their inhabitants. These issues require special ways to manage the municipality and demand stern abilities from the public managers in their daily and strategic actions. The role of the information technology (including the information systems) must be revised and, mainly, be aligned with the activities of the City Halls (Prefectures). The objective of this work is to analyze the alignment, the relationships, and the contributions of the information technology in the municipal plans and in the management of 86 Brazilian City Halls. The methodology of the research emphasized a survey with a non-probabilistic sample per convenience, approaches through a research protocol divided in proven constructions and variables. The results of the analyses show the difficulties of the cities in the organization of the municipal data, in the sharing of information, and in the planning for the management of the cities. This article analyzes the creation of municipal planning and research institutes, a phenomenon that is beginning to be institutionalized at the municipal level as spatial planning practice. There exist about 32 institutes in Mexico; the municipalities of Leon, Guanajuato and Juarez, Chihuahua, are the innovators that started to institutionalize that trend and practice. The results show that municipalities that have adopted this institutional innovation are those that are in conurbation process, experiencing accelerated rates of growth, and a good proportion are northern municipalities. The main conclusion is that there is a mismatch between the practice and goals of technical rationality and the complex and social diversity of urban municipalities that require democratic and collaborative processes and practices.

This note offers a critical reflection of the recent landmark decision in City of Johannesburg Metropolitan Municipality v Gauteng Development Tribunal which lay to rest the negative consequences of employing the DFA procedures of the Development Facilitation Act 67 of 1995 (DFA) alongside those of the provincial Ordinances to establish townships (or to use DFA parlance, "land development areas"). The welcome and timely decision in City of Johannesburg Metropolitan Municipality v Gauteng Development Tribunal has declared invalid chapters V and VI of the DFA. Moreover, it has formalised planning terminology in South Africa, delineated the boundaries of "municipal planning" and "urban planning and development" as listed in Schedules 4 and 5 of the Constitution of the Republic of South Africa, 1996 and, in the process, clarified the structure of planning law. This note examines the decision of the SCA and focus on the role it will clearly have in reforming some of the law relating to planning. It considers the facts of the case, uncertainties around terminology, the structure of planning in South Africa, the content of municipal planning, the role of the DFA and the consequences of the declaration of invalidity by the SCA.

Legislative authority in South Africa is divided among the national, provincial and local spheres of government. Section 43 of the Constitution provides in this respect that the legislative authority of the national sphere of government is vested in Parliament; that the legislative authority of the provincial sphere of government is vested in the provincial legislatures; and that the legislative authority of the local sphere of government is vested in the municipal councils. The allocation of legislative authority to municipal councils gives rise to a number of complex questions. One of these is the extent to which municipal councils are entitled to pass legislation that deals with the conservation and protection of the "environment". This issue was considered by the KwaZulu-Natal High Court: Pietermaritzburg in Le Sueur v eThekwini Municipality [2013] ZAKZPHC 6 (30 January 2013).
