The literature strongly suggests that the creation of Economic and Monetary Union (EMU) was largely influenced by the “power of ideas”, an accommodation to international markets challenges. The outcome was EMU’s political-economy inspired by the monetarist school, a considerable disempowerment of national governments. Put in the perspective of European integration theories, EMU seemed to reject liberal intergovernmentalism claims that member states’ interests are the major input to European integration developments. However, since the monetary union was launched several events showed that national governments re-captured the influence they theoretically lost with EMU. Notably the persistent breach of the Stability and Growth Pact might be the evidence that EU institutions (especially the Commission) and other societal actors lost ground to national governments. The paper asks whether the operation of EMU reflects a paradigm change in terms of European integration theories: how liberal intergovernmentalism emerged as the theory with greater explanatory potential of EMU in motion.

As part of an ongoing research, this paper focus on European monetary integration depicting to what extent existing theories and theoretical approaches fit with the ontology and subsequent developments of Economic and Monetary Union (EMU). A special emphasis goes to the Stability and Growth Pact (SGP) as a crucial ingredient of European monetary integration, particularly for the political turmoil it produced in recent years. On a previous conference (UACES Annual Conference 2007: Exchanging Ideas on Europe: Common Values and External Policies, Portsmouth, UK, 3-5 September 2007), EMU and the SGP were assessed through the lens of neofunctionalism, liberal intergovernmentalism, supranational governance, new institutionalism and the fusion thesis. This paper turns to the federal theory and the rational choice theory. Some argue that the power of ideas (the monetarist school) and national governments’ adjustment to a new international setting provide the broad explanation of the move towards EMU. Others claim that the project of European monetary integration was independent from such exogenous inputs, understanding the step towards EMU as part of the dynamism encapsulated by European integration. I test these contrasting perceptions against the explanatory power of federal theory and rational choice. Este trabalho apresenta quatro referências obrigatórias da ética econômica e social contemporâneas: o utilitarismo, o libertarismo, o igualitarismo e o igualitarismo liberal. Será apresentado o posicionamento de cada uma dessas referências da ética econômica acerca da justiça distributiva. Essas diferentes perspectivas teóricas são aplicadas num ponto especialmente sensível do debate público brasileiro: o que é o nível justo da produção potencial de riqueza do país, levando em conta o papel que o governo deve desempenhar na redistribuição da renda.; The aim of this work is to present the four most important theories of justice in contemporary economic and social ethics: utilitarianism, libertarianism, egalitarianism and liberal igualitarianism. It focuses on the perspective each one of these theories provides on distributive justice. A presente dissertação busca trabalhar o problema do debate liberal-comunitarista, tomando por base a filosofia política de Charles Taylor. A proposta é a de explicitar alguns dos termos do debate, no tocante à situação do patriotismo, ou virtude republicana, na sociedade moderna e no Estado Liberal dito "neutro". Partindo da filosofia do self de Charles Taylor, a dissertação busca esquematizar as características do self moderno. Esse self, advoga-se, é próprio de um determinado Estado: o Estado Liberal dito "neutro", isto é, "neutro" no sentido de negar privilégios a determinados estilos de vida em detrimento de outros. E esta mesma neutralidade, em contrapartida, seria um espelho das características desse self moderno. Through readings, lectures and discussion of original texts in political liberalism and individualism, neo-classical economics, Marxism, sociological and cultural theories, and neo-institutionalism, the seminar examines the fundamental assumptions on which our understanding of the social world and our research are based. This work is part of the line of research State, History and Educational Policy, from the Program of Pos-Graduation in the School of Education of the Federal University of Goiás and aims to understand the concepts of participation that have been developing in the social practices of institutionalized education, present in the scientific journal Educação & Sociedade. For this reason, we begin with the understanding that a conceptual category must apprehend the social reality, outlining the processes and structures that make it historically. This understanding is based on the contribution theoretical and methodological developed by Karl Marx and corroborated by István Mészáros. From this perspective, there was research about the theoretical development and elements socio-historical that determine the concept of participation on the liberal theories that problematize the relation individual and society in modernity. A number of recent developments have prompted a revival of interest in liberal theories of international relations, among them the spread of democratic institutions, economic liberalisation and the increasing significance of international institutions in many aspects of life. This paper argues that liberal international relations theory, overimpressed by developments such as these, risks becoming an apologia for a narrow version of liberalism currently promoted by Western governments. The challenge of rethinking the meaning of liberalism in a ‘globalising’ world characterised by extreme economic inequality, social upheavals and the reassertion of cultural differences—and the questions whether and how liberal values can at all be realised in such a world—have been left to political theorists, whose struggles with these issues attract little interest in an international relations discipline still largely committed to the idea of a purely empirical social science. The paper suggests that a different, ‘critical’ conception of liberalism offers a way of relating pressing liberal normative concerns to empirical research, instead of seeking to keep the two entirely separate. This study addresses the dialectic between two kinds of liberal political philosophy which have strongly influenced Western politics, and remain highly relevant to current debates – libertarian theory and social-liberal theory. In particular, it examines how representative theories on both sides are based on claims about our human nature as reasoning, self- determining, individual agents; and claims about how this nature may be fulsomely expressed or inhibited under different kinds of socio-political conditions. I show that broadly naturalistic claims of this sort support normative claims about aspects of our nature we ought to value, and about the kind of political system we ought to prefer. Social-liberals and libertarians disagree about how human capacities for reasoning, self-determining agency will tend to fare within a liberal State-free market political system. This leads them to different conclusions about the role of the State. The overall approach is to test the relevant claims about our nature and social psychology against current theory and evidence in cognitive neuroscience and epidemiology, and then to interpret the normative implications for each political position. An investigation of theories of foreign policy derived from three competing "schools of thought" or "paradigms" in current International Relations, viz. neorealism, utilitarian liberalism, and constructivism. Both neorealist and utilitarian liberal theories of foreign policy work from the assumption of rational actors making decisions based on the self-interested calculation of benefits and costs of available behavioral options. They differ sharply, however, with respect to the question of who are to be regarded as the fundamental actors of international relations and, by implication, of foreign policy making: for neorealism, foreign policy is the exclusive domain of black-boxed, unitarily acting states; utilitarian liberalism, by contrast, envisions states not as actors in the first place but as institutions which domestic societal actors (including both organized private actors and politicians and bureaucrats) use to further their interests at home and abroad. Every theory of liberal multiculturalism is premised on some account of the nature of culture, cultural difference and social reality, or what I call “the conditions of multiculturality”. In this dissertation, I offer a revised account of the conditions and challenge of multiculturality. Beginning with the widely accepted idea that individuals depend on both culture and community as social preconditions for choice, freedom and autonomy, and informing this idea with collectivist and individualist lessons from Tyler Burge’s famous externalist thought-experiment, my analysis shows that social contexts are multicultural when they are characterized by a plurality of social communities offering distinct sets of cultural norms, and individuals are multicultural to the extent that they are capable of using cultural norms from various social communities. The depth, pervasiveness, and complexity of multiculturality raises important normative questions about fair and just terms for protecting and promoting social communities under conditions of internal and external cultural contestation, and these questions are not only restricted to cases involving internal minorities. Creating art and performing as ManChyna collectively function as my entry into an autoethnographic mapping of mobility and space within liberal multiculturalism. I introduce the research creative method of autoethnographic creatography, because creation and performance are my interventions into and tools for analyzing social space. My parody of queer Asian racialization upends liberal multiculturalism’s promise of incorporation, or promissory exaltation (invoking Sunera Thobani’s, “racial exaltation”), which instrumentally disciplines and includes putative model minorities and homonorms alike. Thus, assimilation into a queer liberal multiculturalism is my primary theoretical target. Building on José Muñoz’s idea of disidentification, I introduce the notion of disassimilation as a performative embodiment of critical analysis and theory. How can individuals articulate the current contours of liberal ideology? How can one counter an ever-shifting dominant culture from a ‘minor’ point of view when one crucial aim of the latter’s evasive energy is the incorporation of that minor gaze? This essay is an attempt to explain and assess the liberal nationalists’ view on the problems of the legitimacy of nationalism and cultural rights. I want to look at some theories over the past fifteen years that normatively evaluate ‘nationalism’ according to the liberal principles. The main focus of the first part will be on three questions, which are: the question of legitimacy (is nationalism permissible?), the question of justice (is nationalism required?), and the question of appropriate format (what forms of nationalism and nationalistic policies are considered as legitimate and just?). In the second part, by considering the alleged conflict between the ‘minority nation-building’ and the ‘majority nation-building’ in multination countries, I will examine two models for resolving this conflict: ‘Multinational Federalism’ and ‘Transnational Federalism’. I will argue that, though most liberal nationalists support the former model, they fail to provide a convincing normative ground for justifying Multinational Federalism and stopping national minorities from secession. This dissertation examines liberal statist and liberal cosmopolitan attempts to explain global justice. It argues that liberal statists misidentify their own commitments regarding human rights, and that once these implications are drawn out, many statist and cosmopolitan theories of global justice converge on several of their central positions. Although statists and cosmopolitans differ in their methodologies, emphasis, epistemic commitments, and some logical commitments of their respective positions, I argue that they are nonetheless committed to many of the same positions about practices in the sphere of global justice. They share elements of a logical structure, based in liberal domestic principles, which commits them to similar practical implications. Their convergence is most visible in an examination of their human rights commitments. They nonetheless differ in their analytic priorities, and hence in the ease with which they arrive at many of their insights and conclusions. In particular, despite Rawls’s denial of the desirability or feasibility of cosmopolitanism, he shares many practical commitments with cosmopolitans such as Tesón, Beitz, Buchanan, Tan and Caney. Le but de notre recherche est de répondre à la question suivante : Quelles sont les sources d’influence des pratiques d’emploi instaurées par les EMN originaires de pays européens dans leurs filiales québécoises? Comme les EMN constituent notre objet de recherche, nous avons, dans un premier temps, recensé les principales caractéristiques de celles-ci. Il faut noter que les EMN ont un portrait différent par rapport à celui des entreprises qui ne sont pas multinationales. Comme le Québec est l’endroit où notre recherche a eu lieu, nous avons aussi expliqué les caractéristiques socioéconomiques du marché québécois. Nous avons constaté que le marché québécois se distingue du reste du Canada par son hybridité résultant d’un mélange de caractéristiques libérales et coordonnées. Comme les EMN étudiées sont d’origine européenne, nous avons aussi expliqué les caractéristiques des pays européens à économie coordonnée et libérale. Il faut noter que les pays à économie coordonnée et à économie libérale ont de caractéristiques différentes, voire opposées. Nas décadas de 1980 e 1990, narrativas liberais sobre o desenvolvimento econômico brasileiro desde a década de 1930 procuraram compará-lo, em conjunto com demais países latino-americanos, ao modelo de desenvolvimento aberto ao comércio exterior do Leste e Sudeste Asiático. Segundo a interpretação liberal, o modelo de proteção do mercado interno para substituir importações teria levado as empresas brasileiras a um desenvolvimento tecnológico precário e à incapacidade de exportar produtos manufaturados em larga escala. A crucial commitment of nineteenth-century French and English liberalism was to parliamentary government. Liberal authors including Benjamin Constant, John Stuart Mill, Francois Guizot, and Walter Bagehot all specifically advocated constitutional structures in which cabinet officials sat as legislative representatives, and required the “confidence” of the legislature to remain in office. This dissertation offers a historical account of how liberal political thinkers came to favor parliamentary government. It elucidates the arguments and normative commitments that influenced liberals to embrace parliamentary institutions, and demonstrates their continuing relevance to political theory. One particularly important liberal value was deliberation. This thesis aims to construct a conceptual framework for characterising the relationship between duties to refugees and duties to fellow nationals. The need for such a framework is generated by the current impasse on the policy debate about the nature and scope of refugee rights. The thesis examines a range of liberal political theories to see if they can provide an adequate account, evaluating them on three criteria: normative desirability; practical feasibility; and internal coherence. The discussion criticises liberal theories on two levels. Firstly, it shows how liberal universalist theories raise a problem of moral motivation: they impose overly stringent ethical demands, and risk being counter-productive. Attempts to incorporate some notion of the significance of national ties or to justify a national social contract simply produce an incoherent amalgam of universalist and particularist premises. Secondly, the thesis argues that these problems reflect a more profound weakness in liberal theories of moral agency and motivation.
