This research explores the European Consumer Satisfaction Index model applied to higher education in tourism by accounting for unobserved heterogeneity. In particular, it intends to identify segments of Higher Education Institutions’ consumers based on the structural model estimates of the European Consumer Satisfaction Index, enlarged with the employability construct. A model-based segmentation approach in Partial Least Squares path modelling is used. The European Consumer Satisfaction Index was properly adjusted to the educational framework and has shown its effectiveness when assessing students’ satisfaction regarding the attended Higher Education Institution. Two distinctive, graduates’ segments were identified using a sample of 166 Higher Education Institutions’ consumers. Results confirm the assumption of heterogeneity as the relationships differ across segments and the need for Higher Education Institutions to differently target those segments in such a competitive context. These results may be used strategically by Higher Education Institutions and policy makers as segments of graduates are identified according to their perception of employability and the future influence of this on their satisfaction. Deepening the knowledge on their consumers...

This report maps and assesses the status and practice of higher education quality assurance (QA) in Sub-Saharan Africa. It centers on quality assurance in degree-granting tertiary institutions, but also incorporates, where available, information on other types of tertiary education. A main finding is that structured national-level quality assurance processes in African higher education are a very recent phenomenon and that most countries face major capacity constraints. The research for this report was conducted between November 2005 and December 2006 through document and web reviews, interviews and six detailed country case studies covering Cameroon, Ghana, Mauritius, Nigeria, South Africa and Tanzania. This study has two main purposes, one being to establish a baseline on the status of quality assurance in higher education in Africa. A second is to provide information to education policymakers, stakeholders (including employers) and development partners involved in tertiary education in Africa that may assist them with identification and prioritization of capacity enhancement needs for quality improvement.

This book compares internationalization issues, trends, and opportunities in higher education in selected Latin American countries at the institutional, national, and regional levels. It addresses the specific elements of the internationalization process, such as mobility, curriculum, linkages, and networks. Rather than investigating these issues in detail, however, it examines them as part of a more comprehensive overview of policies, programs, and activities at all three levels. The volume examines these elements and the broader process of internationalization in the context of the overall development of higher education. It analyzes the potential contribution of internationalization to institution and nation building, examining such issues as the implications of trade, new forms of delivery, new providers, and the relevance of accreditation and quality assurance for higher education and their international dimensions.

Higher education institutions and disciplines that traditionally did little research now reward faculty largely based on research, both funded and unfunded. Some worry that faculty devoting more time to research harms teaching and thus harms students' human capital accumulation. The economics literature has largely ignored the reasons for and desirability of this trend. We summarize, review, and extend existing theories of higher education to explain why incentives for unfunded research have increased. One theory is that researchers more effectively teach higher order skills and therefore increase student human capital more than non-researchers. In contrast, according to signaling theory, education is not intrinsically productive but only a signal that separates high- and low-ability workers. We extend this theory by hypothesizing that researchers make higher education more costly for low-ability students than do non-research faculty, achieving the separation more efficiently. We describe other theories, including research quality as a proxy for hard-to-measure teaching quality and barriers to entry. Virtually no evidence exists to test these theories or establish their relative magnitudes. Research is needed, particularly to address what employers seek from higher education graduates and to assess the validity of current measures of teaching quality.

This report assesses and analyzes the current state of the Malaysian university system and makes recommendations on ways to further strengthen existing higher education institutions. It looks in particular at the policy framework needed to support the growth and development of the higher education system which include the legal framework, quality assurance systems, incentives for investment, R&D policies, financing mechanisms that help low income students access education, and public financing programs that direct subsidies to strategically important institutions or fields of study. This report aims to identify key challenges and appropriate solutions which could constitute relevant policy advice for the Government of Malaysia. It concentrates on the higher education sector, including both public and private universities. Notwithstanding the overall focus on the university sector, the study makes occasional reference to the wider concept of tertiary education system as needed. It also makes reference to the broader concept of a national innovation system (NIS)...

Madhya Pradesh is fast emerging as a repository of skilled human resource. Investment on building up of human capital is showing upward trend. The State Government has focused attention on improving the quality of higher education along with its expansion by promoting public-private partnership. Legislation for encouraging establishment of private universities is expressive of state's resolve to become a hub of higher education. The 11th five year plan has set its goals as 'expansion of enrolment in higher education with inclusiveness, quality and relevant education, with necessary academic reforms in the university and college system. The goal is to set India as a nation in which all those who aspire to good quality higher education can access it, irrespective of their paying capacity'. Expansion, inclusion and quality are thus the three cornerstones of our national goals in education. The Government has set a target of 21percent Gross Enrolment Ration (GER) by the end of the twelfth plan (2017) with an interim target of 15 percent by the end of the eleventh plan 2012. This seems a highly ambitious aim considering the present GER of 12.4 percent. The Government of Madhya Pradesh convened a conference 'Higher education in Madhya Pradesh the way forward' on 3rd of October 2011 in Bhopal...

The Annual Bank Conference on Development Economics (ABCDE) is one of the best-known conferences for the presentation and discussion of new knowledge on development. It is an opportunity for many of the world's finest development thinkers to present their ideas. The papers in this volume were presented at the ABCDE that was held on January 16-17, 2007, in Beijing, China. Each year the topics selected for the conference represent either new areas of concern for future research or areas that the author believes will benefit from a reexamination. The topic of the 2007 conference was 'higher education and development,' which encompassed five themes: higher education and migration, private-public provision of higher education, financing of higher education, technological innovation (linkages between universities and industry), and higher education and labor markets in Asia.

This policy issues note is focused on internationalization of higher education and the linkages and implications that internationalization has for skills mobility. Internationalization is one of the most important developments that globalization has brought to higher education worldwide. In the Middle East and North Africa (MENA) region, it has turned into quite a complex undertaking. The Arab Spring has made it clear that young people in MENA are asking for more and better opportunities: to study and work; to move about the world; and to learn and to create new knowledge and enterprises. Higher education, migration, and labor mobility are key policy areas as MENA nations address the need for a strong skills base to underpin the economic and social development of the regions disparate economies. All three policy areas share an interest in the development, recognition, and application of educational qualifications, in the quality of education and training, and in the ability of people to acquire, provide, and use education for their own well-being and for their nation's benefit. This note is intended to be the base document for a policy dialogue integrating the three issues associated with the development of human capital: higher education...

This article presents the results of a nationwide study on the structures, methods, strategies and procedures involved in the different approaches to training college professors at Colombian institutions of higher education. The objective is to know how private universities prepare their teachers and to propose general criteria and guidelines for the design of teacher-training curricula. The study is descriptive-explanatory in nature and takes a qualitative approach. It was conducted at 44 Colombian colleges and universities. The findings show a generalized acceptance of the belief that the quality of the teaching staff is a determining factor in the recognition afforded to colleges and universities in terms of the quality of the education they provide. However, this is not reflected adequately at the micro-policy level of these institutions. The policies are insufficient and not all of them pertain to the way teachers are trained.

Eles expressam...

In this thesis I explore the ways in which social responsibility and ethics are defined within institutions of higher education. I question whether the ethics that universities portray through their civic engagement endeavors correlate with the ethics displayed by their labor policies. My field site is located at Duke University, Durham, North Carolina. My method for collecting data involved interviewing students, faculty, general employees, and administrators from the campus. I draw on Karl Marx’s theories of labor division and capitalism to examine the social framework of labor at Duke. Furthermore, I analyze the ethical environment of Duke through the lens of Emile Durkheim and critique the presumed collective consciousness of the university. Through my research, I discovered that while the university deploys students into the world with the hopes of eradicating social injustices, it perpetuates these injustices within its walls. Despite their idealism, universities are not immune to issues of race, class, status and gender. Duke University is a business. As such, profit, public image, and self-sustainability often sway its moral compass. Yet, a critique of the university’s ethics is complicated. First, the term “ethical” is merely empty rhetoric. Second...

This paper examines Institutions of Higher Education (IHE) and researchers in the Accounting field by analyzing their academic production. The analysis addresses five specific focuses: similarities and disagreements; central or peripheral location; most common themes; most productive researchers, and cooperation networks among the institutions with the highest number of publications. Thus, this descriptive-exploratory study, which draws on both quantitative and qualitative analysis, relied on documental research and analyzed 657 articles. These texts were published in the proceedings of several events: 268 articles from the Universidade de São Paulo Congress of Controlling and Accounting, 316 papers published in the proceedings of the EnANPAD events (2006 and 2007), 47 from the ANPCONT event, and 26 from the EnEPQ meeting (2007). Some important findings are: the existence of two predominant groups with similar characteristics, and each of these groups represents 48.28% of the institutions being investigated; the central role of Universidade de São Paulo (pole I) and Universidade da Bahia, Fundação Capixaba de Pesquisas em Administração Contabilidade e Economia, and Universidade Federal de Santa Catarina (pole II); the thematic areas of 'Controlling and Management Accounting' and 'Accounting for External Users' lead the academic production in the Accounting IHE...

"The Great University Gamble: Money, Markets and the Future of Higher Education." Andrew McGettigan. Pluto Press. April 2013. --- In The Great University Gamble, Andrew McGettigan surveys the emerging brave new world of higher education, asking what the role of universities within society might become, how they might be funded, and what kind of experiences will be on offer for students. Written in a clear and accessible style, this book outlines the architecture of the new policy regime and tracks the developments on the ground. Even the most sceptical reader must see in this dossier that the government has a case to answer that these reforms are not in the public interest, writes Paul Benneworth.

In a shrinking world, in which a neo-liberal discourse has permeated sub-Saharan African higher education, critical reflection is required to assess the merits and demerits of globalisation. Research, intensive discussion and hearings conducted over a two-year period by the Task Force on Higher Education and Society, convened by the World Bank and United Nations Educational, Scientific, and Cultural Organization (UNESCO) for the purpose of exploring the future of higher education in the developing world, led to the conclusion that without more and better higher education, developing countries would find it increasingly difficult to benefit from the global knowledge economy. A decade later, we argue for a radical change in the traditional discourse on globalisation because of the emergence of countries such as China, South Africa, India, and Brazil as global players in the world economy. These emerging global powers, reframe the political and imperial philosophy at the epicentre of globalisation discourse - an economic creed, through their mutual consultation and coordination on significant political issues. Their economic and military capabilities enable them to influence the trade regime and thereby strengthen the voice of the developing world as a whole. In relation to this paper's inquiry...

We present the direct and indirect contributions of higher education institutions in South Africa to certain macroeconomic indicators such as GDP and employment, with the ultimate purpose of establishing their importance for the country. Taking this a step further, funding of these institutions is crucial in order for them to continuously produce outcomes in terms of research and skilled graduates. Hence, we compare the South African research and development (R&D) expenditure with international best practice. Policy implications are also discussed, especially in the light of the new funding formula for universities to be announced by the Department of Higher Education and Training.
