The present educational-communicative paradigm requires a new way of thought about the pedagogic models and new intervention strategies in society, which are able to respond to contemporary educational and intervenient processes. In this sense, the radio has been a great ally for Education for over one hundred and fifty years, taking the information and knowledge to the most inhospitable places. Nowadays, with a web format, the radio makes available, in virtual space, an ample group of technological interfaces with an alternative and complementary environment of teaching-learning. Appears, therefore, learning through the Internet radio - the Radio-learning, providing the virtual space and a set of interfaces for technology that teachers can disseminate their scientific work, suggest readings, stimulate debate on issues related to discipline (forums discussion), information notes, reviews, interviews with local experts and invited, promotion of academic events (congresses, seminars, lectures, conferences or meetings), lessons in podcast, beyond the possibility of synchronous communication with the network, through email, blog, messenger, chat, myspace and others. In this communication, we will make a reflection about the web radio and the concept of radio-learning...

This article discusses the influence of policies on the development of biopharmaceuticals. We choose the experiences of Taiwan for our empirical study and focus on the evolution between 2000 and 2008; in the period of time the country provides an interesting example for further exploration of biopharmaceutical policies. Among all the policies, the two National Programs (National Research Program for Genetic Medicine and National Science and Technology Program for Biotechnology and Pharmaceuticals) and the Law of Pharmaceutical Affairs showed the contrasting effects on the innovation system of biopharmaceuticals. As a result, the government generated very limited positive influence on the innovation of biopharmaceuticals.

The author focuses on how urban policies and the clustering of creative industries has influenced urban outcomes. The set of creative industries include those with output protectable under some form of intellectual property law. More specifically, this sub-sector encompasses software, multimedia, video games, industrial design, fashion, publishing, and research and development. The cities that form the basis for the empirical investigations are those where policy-induced transitions have been most evident, including Boston; San Francisco; San Diego; Seattle; Austin; Washington, D.C.; Dublin (Ireland); Hong Kong (China); and Bangalore (India). The key research questions are: 1) What types of cities are creative? 2) What locational factors are essential? 3) What are the common urban policy initiatives used by creative cities? The author explores the importance of the external environment for innovation and places it in the larger context of national innovation systems. Based on a study of development in Boston and San Diego, he isolates the factors and policies that have contributed to the local clustering of particular creative industries. In both cities, universities have played a major role in catalyzing the local economy by generating cutting-edge research findings...

Knowledge is fast becoming a key factor in economic and social development worldwide. Rapid innovations in science, communications and computing technologies are opening up new opportunities for countries to harness knowledge and participate more fully in the global economy. Developing countries that successfully make the transition to the knowledge-based economy will have unprecedented possibilities to become more competitive in world markets and to participate in the global information society. New technologies can also extend the benefits of knowledge to all segments of society and help countries close the gap in living standards among their citizens. This book defines a knowledge-based economy as one where knowledge is created, acquired, transmitted and used effectively by enterprises, organizations, individuals and communities. It does not focus narrowly on high-technology industries or on information and communications technologies, but rather presents a framework for analyzing a range of policy options in education...

Network management is a critical concept in innovation and technology transfer. Linkages among network members are fundamental in the innovation process which has been heralded for its contribution to wealth creation in economies increasingly characterized by both globalization and technological connectivity. Innovation networks involve relationships among members of governments, businesses and universities that collaborate continuously to achieve shared scientific goals. This study focuses on identifying the key management factors operating in such networks and on determining the process through which these lead to successful technology transfer. This is of increasing interest for many countries seeking to foster innovation, technology transfer and, in turn, international competitiveness. The study integrates the technology transfer and network research streams in order to provide a unique contribution towards understanding key network factors that are important in technology transfer. Extant technology transfer literature predominantly provides a perspective of a focal organization or, at best, that of inter-organisational relationships while its empirical investigation from a network perspective remains limited. In order to develop a more holistic network perspective...

Given the growing prominence of innovation in service sciences and international competitiveness, the context of innovation has emerged in adoption research. This study explores emerging trends of ICT adoption in an innovation context. More specifically, given the increased importance of inter-organizational networks in fostering innovation, the study uncovers drivers of adoption of inter-organizational systems that support the innovation process. Particularly, to enhance understanding of innovations that are entrenched in networks of heterogeneous actors, this study employs an interdisciplinary approach as it applies network and relationships marketing literatures to the adoption and inter-organizational systems literatures. Based on qualitative research incorporating a focus group and sixteen in-depth interviews, the study provides a network framework for understanding key drivers of ICT adoption, including trust, commitment, coordination and communication efficiency, in innovation contexts.; Giselle Rampersad and Indrit Troshani

This report assesses and analyzes the current state of the Malaysian university system and makes recommendations on ways to further strengthen existing higher education institutions. It looks in particular at the policy framework needed to support the growth and development of the higher education system which include the legal framework, quality assurance systems, incentives for investment, R&D policies, financing mechanisms that help low income students access education, and public financing programs that direct subsidies to strategically important institutions or fields of study. This report aims to identify key challenges and appropriate solutions which could constitute relevant policy advice for the Government of Malaysia. It concentrates on the higher education sector, including both public and private universities. Notwithstanding the overall focus on the university sector, the study makes occasional reference to the wider concept of tertiary education system as needed. It also makes reference to the broader concept of a national innovation system (NIS)...

East Asian economies are at different stages of development, but to preserve-and to increase-their competitiveness through innovation and the opportunities presented by information and communication technologies (ICT), they need to move quickly to frame and implement policies in five areas. Reform and restructuring of the banking system are matters of priority: Second, corporate governance in East Asia has lagged where management skills have fallen behind, and the pressure on managements to pursue strategies aimed at maximizing shareholder value are often weak. Policies to build institutions, both legal and financial, that shore up shareholders' rights and sharpen the market for corporate control would significantly augment management capabilities. Third, in an increasingly knowledge-based economy, the supply of workers with the requisite skills and penchant for creativity will determine how much innovation takes place and how it is used to enlarge market shares. The situation requires reinforcing secondary and tertiary education...

In January 2008, the Turkish Government requested the World Bank to jointly undertake an assessment of its National Innovation System (NIS) in order to help guide its ongoing efforts to deepen the role of innovation in the Turkish economy. This report identifies the recent progress and key ongoing challenges facing Turkey's NIS and draws on international experience to outline potential issues for further analysis. The next section provides an overview of the institutional structure, policy framework and main programs of Turkey's NIS and identifies issues in three main areas that hinder innovation performance: the intellectual property right (IPR) regime, collaboration between the research and enterprise sectors, and innovation finance. The third section uses available information (aggregate and firm-level data and a set of 20 case studies) to provide a review of the innovation and technology performance of the enterprise sector in Turkey and preliminarily address its possible determinants. Areas for further potential study and analysis are identified based on the key findings in each section.

It has been proposed that the field of appropriate technology (AT) - small-scale, energy efficient and low-cost solutions, can be of tremendous assistance in many of the sustainable development challenges, such as food and water security, health, shelter, education and work opportunities. Unfortunately, there has not yet been a significant uptake of AT by organizations, researchers, policy makers or the mainstream public working in the many areas of the development sector. Some of the biggest barriers to higher AT engagement include: 1) AT perceived as inferior or ‘poor persons technology’, 2) questions of technological robustness, design, fit and transferability, 3) funding, 4) institutional support, as well as 5) general barriers associated with tackling rural poverty. With the rise of information and communication technologies (ICTs) for online networking and knowledge sharing, the possibilities to tap into the collaborative open-access and open-source AT are growing, and so is the prospect for collective poverty reducing strategies, enhancement of entrepreneurship, communications, education and a diffusion of life-changing technologies. In short, the same collaborative philosophy employed in the success of open source software can be applied to hardware design of technologies to improve sustainable development efforts worldwide. To analyze current barriers to open source appropriate technology (OSAT) and explore opportunities to overcome such obstacles...

Many institutions are in a state of flux in relation to the implementation and use of information communication technology (ICT) by faculty, staff, and students. Earlier research (Stockley 2002) indicates that most institutions are neither at the beginning - nor the end of the implementation continuum; rather, they are more likely to be found somewhere in the middle as institutions vary in their degree of integration. Institutions that are characterized by technological innovation are a rarity: most of us would rather read about bleeding edge technologies than experience the unwanted fallout first hand; nor can most institutions make the necessary financial commitments associated with being on the leading edge. This paper briefly visits historical aspects of technology innovations, implementation strategies and finally, focuses on approaches or guidelines to assist in getting to the edge.

Colombia is a country that has achieved significant tourism growth in recent years, yet there is limited empirical evidence about its tourism development. Innovation in tourism products is one of the keys to Colombia maintaining positive tourism development. This empirical study analyzed innovation in tourism products in 364 Colombia companies. The findings show that "changes or improvements to existing products or services" and "research and development to create new products" have a significant relationship with tourism product innovation in Colombia. © 2015 Cognizant Comm. This thesis investigates roadmapping in the context of its application to strategic early-stage innovation planning. It is concerned with providing an understanding of how uncertainty and risk are manifested in roadmapping in this application, and with developing and testing a roadmapping process that supports appropriate treatment of uncertainty and risk. Roadmapping is an approach to early-stage innovation planning, which is strategic in nature. It is seeing increasing application in practice and receiving growing attention in management literature. There has, however, been a noticeable lack of attention to uncertainty and risk in roadmapping theory and practice (and generally in strategic planning and at innovation?s early-stages). This is despite the awareness that uncertainty and risk are fundamental to strategy and innovation (i.e. application domains of roadmapping), and that roadmapping is meant to deliver, as part of its benefits, the identification, resolution and communication of uncertainties and risks. There is very limited theoretical or practical direction on what this entails. It is this gap that the research reported in thesis addresses. The research is divided into two phases. The first phase explains the manifestations and mechanisms of uncertainty and risk in roadmapping. It also introduces ?risk-aware roadmapping?...

"Imagining the Internet: Communication, Innovation, and Governance." Robin Mansell. Oxford University Press. September 2012. --- The Internet is now a familiar and pervasive part of the world in which we live, work, and communicate. As such it is important to take stock of some fundamental questions -whether, for example, it contributes to progress, social cohesion, democracy, and growth -and at the same time to review the rich and varied theories and perspectives developed by thinkers in a range of disciplines over the last fifty years or more. Ian Hargreaves finds that Robin Mansell’s book is an important read for scholars interested in media, the law, and the future of regulation.
