This document benefits from the experience of a team, which has for several years analysed and assessed gender equality policies and practices in various organisations (companies, co-operatives and associations) and whose work has allowed it to gather information on the various typical situations described here. This document will also reflect upon the way in which employers have supported this initiative and proved to be aware of the problems of guaranteeing gender equality and reconciling work and family life.

Broad-based global economic growth in 2006, and more generally since 2000, provides grounds for optimism about progress in advancing the Millennium Development Goals (MDGs). The 2007 Global Monitoring Report (GMR) takes stock of this progress and assesses the contributions of developing countries, donor nations, and the international financial institutions toward meeting commitments under the 2002 Monterrey consensus. This fourth annual GMR finds both areas of progress and gaps where far greater effort is required. The GMR highlights two areas that require greater international attention: gender equality and fragile states. Risks from failure to advance multilateral trade liberalization and expand market access are also highlighted. To address these risks and advance the MDG agenda there is a pressing need for better aid coordination to strengthen aid quality and scale-up assistance.

Many countries in the Middle East and North Africa (MENA) region are undergoing a profound transformation. From Morocco to Yemen, popular movements have called for reforms to make government more inclusive and more accountable, extend social and economic freedoms, and boost employment opportunities. Young men and women have been at the forefront of these calls for change, reflecting their desire to participate actively in the political sphere. As new governments are being formed in Tunisia and Egypt, and elections are underway elsewhere in the region, people continue to demonstrate for meaningful change. It is now clear that the rapid transformation that seemed so close at the start of the Arab Spring is in fact likely to be a process of gradual change that will take months, if not years. The role of government policies in achieving gender equality in leadership is increasingly being questioned. Scholars argue public policies often fail to overcome such adversities because of lack of understanding of the ‘sexual politics’ within organizations where gender is ‘relational, contested and always political’. The purpose of this paper, therefore, is to determine the effectiveness of Australian policies with regard to promoting more women into key managerial/executive personnel positions. The paper involves a cross-country review of literatures regarding the interrelationship between public policy interface and the gender order of a society. It has also utilised unrefined primary data gleaned from interviews with Australian working women aged between 25 and 45. The findings suggest gender equality legislation and work/life balance policies are not proving effective in developing more gender equal dual earner/carer household model. Moreover, equal opportunity is yet to be universal. The consequences, thus, are a thicker glass-ceiling, wider gender pay gap and slipping or stagnant growth of female participation in leadership roles. This thesis presents an evaluation of the potential for gender equality to be promoted through Corporate Social Responsibility (CSR) in mining. Research was conducted at Kaltim Prima Coal (KPC), a major coal mining company located in East Kalimantan, Indonesia. Since the fall of President Suharto in 1998, Indonesia has increasingly embraced the concept of CSR as meaning the delivery of community development programs by large companies. Indonesia has also become decentralised and district governments and local communities have increased their demands for greater benefits from resource exploitation. Companies such as KPC have had to become active agents of development. Large-scale mining companies tend to employ majority male workforces and may have a series of gendered ‘impacts’ on local communities. Where mining companies act as development agencies their programs may also cause further social change. This thesis presents an evaluation of the potential for mitigating gendered impacts and striving for gender equality through CSR specific to KPC. It also looks outwards from this one specific case study of KPC to evaluate the recently developed guidelines on gender in mining by the World Bank, Rio Tinto and Oxfam Australia. This paper is a critical review of the literature on the issue of how male behavior affects female outcomes in the promotion of gender equality. It employs the family as the main unit of analysis because a large part of gender interactions occurs within this institution. This survey first summarizes recent studies on the distribution of power within the family and identifies several factors that have altered the bargaining position of men and women over the last decades. It then reviews empirical work on the contribution of men, as fathers and husbands, to the health and socioeconomic outcomes of women in both developed and developing countries. Finally, it discusses a set of economic policies that have intentionally or unintentionally affected men's attitudes and behaviors. The main implication is that policies meant to achieve gender equality should focus on men rather than exclusively target women.

The issue of the retirement age is fundamentally linked to policies on social protection. It is an issue that inevitably causes debate and has proponents, men and women, who argue on both sides. During preparation of the gender equality law in Vietnam, several options were presented for changing the retirement age of women. However, the National Assembly could not make a decision as the debate was rife with mostly emotional arguments. A more constructive dialogue could be pursued if presented with economic and social arguments of each option, or alternative options. During the labor code revision in 2009, this study will hopefully provide a good basis for decision making as well as for further policy dialogue on the issue. The main objective of this study is to provide economic and social arguments on different options for women's retirement age in Vietnam to serve as a basis for further consultation and policy dialogue with the Government.

In recent decades, women across the globe have made positive strides toward gender equality. Literacy rates for young women and girls are higher than ever before, while gender gaps in primary education have closed in almost all countries. In the last three decades, over half a billion women have joined the world's labor force (World Bank 2011c). Progress toward gender equality in East Asia and the Pacific has been similarly noteworthy. Most countries in the region have either reached or surpassed gender parity in education enrollments. Health outcomes for both women and men have improved significantly. Female labor force participation rates in the region are relatively high. Yet, despite considerable progress in this economically dynamic region, gender disparities persist in a number of important areas, particularly in access to economic opportunity and in voice and influence in society. For policy makers in East Asian and Pacific countries, closing these gender gaps represents an important challenge to achieving more inclusive and effective development. The East Asia and Pacific Region's significant economic growth, structural transformation, and poverty reduction in the last few decades have been associated with reduced gender inequalities in several dimensions. But growth and development have not been enough to attain gender equality in all its dimensions. This report clarifies empirically the relationship between gender and development and outlines an agenda for public action to promote gender equality in East Asian and Pacific countries.

Gender equality is not just a women's issue, it is a development issue. Women's economic empowerment is essential for economic development, growth, and poverty reduction not only because of the income it generates, but also because it helps to break the vicious cycle of poverty. Educating girls and women is critical to economic development. Research conducted in a variety of countries and regions has established that educating girls is one of the most cost-effective ways of spurring development. Female education creates powerful poverty-reducing synergies and yields enormous intergenerational gains. It is positively correlated with increased economic productivity, more robust labor markets, higher earnings, and improved societal health and well-being. This book is based on the background papers developed for the symposium. Although the papers have been edited, their key messages remain intact, and the theme of the symposium respected. The overview chapter is a thematic paper prepared by the World Bank that brings out the main messages of the symposium. The subsequent chapters reflect the current state of education from a gender perspective and highlight the importance of and challenges to female education as well as the interdependence of education and development objectives. The final chapter presents five strategic directions for advancing gender equity in education.

This paper studies the long-run impact of policies aimed at fostering gender equality on economic growth in Brazil. The first part provides a brief review of gender issues in the country. The second part presents a gender-based, three-period OLG model that accounts for women's time allocation between market work, child rearing, human capital accumulation, and home production. Bargaining between spouses depends on relative human capital stocks, and thus indirectly on access to infrastructure. The model is calibrated and various experiments are conducted, including investment in infrastructure, conditional cash transfers, a reduction in gender bias in the market place, and a composite pro-growth, pro-gender reform program. The analysis showed that fostering gender equality, which may partly depend on the externalities that infrastructure creates in terms of women's time allocation and bargaining power, may have a substantial impact on long-run growth in Brazil.

This note studies the long-run impacts of policies aimed at fostering gender equality on economic growth in Brazil. After a brief review of gender issues in Brazil, this note describes a framework for quantifying the growth effects of gender-based policies in developing economies. The analysis is based on a computable overlapping generations (OLG) model that accounts for the impact of access to infrastructure on women's time allocation, as well as human capital accumulation, inter- and intra-generational health externalities, and bargaining between spouses. The model is calibrated for Brazil and is used to conduct two experiments, the first involving improved access to infrastructure, and the second a reduction in gender bias in the marketplace. The key lesson of these experiments, is that fostering gender equality, which may depend significantly on the externalities that infrastructure creates in terms of women's time allocation and bargaining power, can have a substantial impact on long-run growth in Brazil.

The Multi Donor Fund for Aceh and Nias (MDF) and the Java Reconstruction Fund (JRF) have played significant roles in the remarkable recovery of Aceh, Nias and Java, following some of the worst disasters in Indonesia in recent years. The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper presents lessons from the MDF and JRF's efforts to facilitate women's empowerment and gender equality during the reconstruction process. The reconstruction process presented opportunity to address gender issues and other social inequalities. Enhancing the role of women under the MDF and JRF programs saw significant results, such as improved and sustained outcomes in housing and infrastructure, faster economic and livelihood recovery and increased productivity, strengthening of women's legal rights, more representative decision making and enhanced resilience for women and communities.

In the past 50 years women's legal status has improved all over the world. But many laws still make it difficult for women to fully participate in economic life whether by getting jobs or starting businesses. Discriminatory rules bar women from certain jobs, restrict access to capital for women-owned firms and limit women's capacity to make legal decisions. Gender differences in laws affect both developing and developed economies, and women in all regions. Women, business, and the law measures restrictions on women s employment and entrepreneurship as well as incentives for women s employment in 143 economies. Women, business, and the law and the World Bank's global financial inclusion global findings database show that in economies with a default full community of property regime, there are on average 10 percentage points more female owned accounts at formal financial institutions than in economies with a default separation of property regime. This paper reviews empirical findings from economic analyses of the role of gender equality and women's empowerment in reducing poverty and stimulating growth. Going beyond the large literature documenting the impact of female education on a range of development outcomes, the paper presents evidence on the impact of women's access to markets (labor, land, and credit) and women's decision-making power within households on poverty reduction and productivity at the individual and household level. The paper also summarizes evidence from studies examining the relationship between gender equality and poverty reduction and growth at the macro level. Although micro level effects of gender equality on individual productivity and human development outcomes have been well documented and have important ramifications for aggregate economic performance, establishing an empirical relationship between gender equality and poverty reduction and growth at the macro level has proven to be more challenging. The paper concludes by identifying priority areas for future research.

The author focuses on the role that information and communication technologies (ICTs) can play in improving gender equality, so as to enhance long-term economic growth. Employing OLS and IV panel regressions with country fixed-effects, he shows that increases in the level of ICT infrastructure tend to improve gender equality in education and employment. In addition, the author shows that education among the general population is important for improving gender equality. The results provide evidence indicating that gender equality in education is an important contributor to gender equality in employment. Lastly, the results show that economic development tends to lead to some improvements in gender equality in the labor market. Hence, the use of ICTs to improve gender equality in education and employment may initiate a continuous cycle of positive reinforcing feedback effects between gender equality in employment and economic development, leading to further improvements in both.

By many measures, 2015 marks a watershed year in the international communitys efforts to advance gender equality. In September, with the adoption of the Sustainable Development Goals (SDGs), UN Member States committed to a renewed and more ambitious framework for development. This agenda, with a deadline of 2030, emphasizes inclusion not just as an end in and of itself but as critical to development effectiveness. Spain held the EU Presidency for the first semester of 2010. During that period, the Spanish government made of gender equality policies one of its priorities. The Ministry of Equality was the main actor in this field, working in a transversal way with other bodies and institutions. Therefore, combating gender violence and human slavery for sexual exploitation at a European level became some of its main goals. This was also the case of the search for real gender equality, in contrast with the formal equality that we can find already in the first Treaties of the EEC. This article intends to assess the current situation, both in Europe and in Spain. The assessment will be carried out focusing mainly on the Work Plan 2006-2010 and on the last decisions as adopted by the EU. Masculinity ideology and gender equality: considering neosexism

The aims of this study are to investigate the relationship among traditional masculinity ideology, neosexism, and gender equality. Specifically we tested the effect of neosexism as a mediational variable. As expected, our results showed that men maintain more traditional masculinity ideology and more neosexist beliefs than women. Also masculinity ideology is negatively related to gender equality in men, but in women there is no relationship. The results of the mediation tests confirm that masculinity ideology is a good predictor of gender equality and it is mediated by neosexism, but only for men. The relevance of these findings with reference to neosexism as an obstacle to equality is discussed.
