Esta dissertação de mestrado consiste de uma resenha crítica da teoria econômica da educação no que se refere à análise de sistemas educativos, e de um estudo empírico do desempenho do sistema educativo brasileiro, com ênfase em indicadores de iniqüidade. Procura-se apresentar a evolução e o estado atual do debate relacionados aos seguintes assuntos: demanda por educação, oferta de educação (insumos monetários e não-monetários), arranjo institucional do sistema educativo, arranjo institucional sócio-econômico (em que se insere o sistema educativo), e os produtos do sistema educativo. O planejamento, nesta pesquisa, é entendido como um dos elementos da administração que traz a relevo sua intenção política, sendo, portanto, uma ferramenta de ação política, que pode revelar ou ocultar lógicas na manifestação educacional. Apresenta-se o movimento histórico da Teoria Geral da Administração, identificando as influências para a administração educacional e os reflexos para o planejamento. O uso dessa ferramenta, bem como o seu não-uso, não prescinde da análise do caráter ideológico que comporta, com aparência de assepsia científica, pois a neutralidade não cabe no âmbito educacional. Reduzir os relevantes problemas de um sistema educacional a uma problemática técnicaquanto ao planificar deixa à mostra a desconsideração dos conflitos de interesses que permeiam tal sistema. Este Relatório Reflexivo apresenta uma descrição de um percurso profissional enquanto docente ao longo de dezoito anos, durante os quais foi exercida a função de Diretor de Turma. Esta função conduziu-nos a uma reflexão sobre o papel do Diretor de Turma no contexto do ensino profissional. Ao longo destes dezoito anos, o sistema de ensino português foi marcado por sucessivas reformas e mudanças profundas. Uma delas foi o ensino profissional, que, hoje em dia, afirma-se, cada vez mais, como um meio de qualificar e formar jovens que permitam inovar e desenvolver o país. A escola secundária pública abriu os braços a essa vertente formativa, principalmente após o aumento da escolaridade obrigatória para os dezoito anos. Numa segunda parte apresentamos uma reflexão teórica sobre um conjunto de conceitos indispensáveis a uma compreensão aprofundada da referida função de Diretor de Turma, bem como a perspetiva histórica do ensino profissional no nosso país. This study is situated within the research field The State and Educational Policy which is part of the Post-Graduate Program in Education of the Faculty of Education/UFG. The study analyzes the outcome of the decentralisation policies in the field of education, implanted in the country since the 1990s. It specifically investigates the process of decentralization of teaching in Goiatuba-GO, considering the profound changes in the educational reality which occurred in Goiatuba in the period between 1997 and 2004. The study sought to find out if these changes contributed to the establishment of indicators of democratization in the educational administration of the municipality analyzed. The study is constituted as a case study of the city of Goiatuba-Go. The following procedures were used to execute this research study: a) a bibliographic survey and study; b) a document research focusing on the national, state and municipal education legislation; c) the undertaking of semi-structured interviews with the principal actors of the process analyzed, that is, the mayors of the city, the municipal secretaries of education and their advisors; and d) the application of questionnaires with the school directors and pedagogic coordinators who lived through the period analyzed. This book, the fifth and final volume of the National Assessments of Educational Achievement series, draws on the experiences of over forty countries that have implemented a national assessment. It considers the role of contextual factors which impinge on the use of assessment findings. The attachment of sanctions to performance on a national assessment and use of assessment results for accountability are discussed. Key components of a national assessment report are specified . Other instruments to communicate findings are described. Uses of national assessment findings for policy, management, teaching, and raising public awareness are described. A number of ways in which the use and value of national assessments could be optimized are proposed. This paper proposes two related measures of educational inequality: one for educational achievement and another for educational opportunity. The former is the simple variance (or standard deviation) of test scores. Its selection is informed by consideration of two measurement issues that have typically been overlooked in the literature: the implications of the standardization of test scores for inequality indices, and the possible sample selection biases arising from the Program of International Student Assessment (PISA) sampling frame. The measure of inequality of educational opportunity is given by the share of the variance in test scores that is explained by pre-determined circumstances. Both measures are computed for the 57 countries in which PISA surveys were conducted in 2006. Inequality of opportunity accounts for up to 35 percent of all disparities in educational achievement. It is greater in (most of) continental Europe and Latin America than in Asia, Scandinavia, and North America. It is uncorrelated with average educational achievement and only weakly negatively correlated with per capita gross domestic product. This paper proposes to use Reinforcement Learning (RL) in the pedagogical module of an educational system so that the system learns automatically which is the best pedagogical policy for teaching students. One of the main characteristics of this approach is its ability to improve the pedagogical policy based only on acquired experience with other students with similar learning characteristics. In this paper we study the learning performance of the educational system through three important issues. Firstly, the learning convergence towards accurate pedagogical policies. Secondly, the role of exploration/exploitation strategies in the application of RL to AIES. Finally, a method for reducing the training phase of the AIES.

In February 2012, the Australia Government released a report, "Review of Funding for Schooling", known as the Gonski Review. This review outlines the current challenges Australia is facing in its education system, including declining educational outcome, student performance inequality, inefficient funding system etc. More importantly, the panel of this review proposes a new funding model with an aim to promote excellent educational outcome. This research report summarises the main ideas in the Gonski Review, describing the characteristics in Australia's schooling system and the details on the new funding model. It also attempts to evaluate the new funding models and the recommendation made by the panel in the Review. It is suggested that the new funding model in the Gonski Review provides a solid framework to help the students with disadvantage backgrounds and may help to narrow down the uneven performance of students between public and private schools. However, the Gonski Review is not able to explain why spending more money in the educational system would necessarily lead to better educational outcome. This policy note is part of the World Bank's Programmatic Public Expenditure Review (PER) work program for FY2012-2014. The PER consists of a series of fiscal policy notes, which aim at providing the Government of Tajikistan with recommendations to strengthen budgetary processes and analysis. This policy note, the third in the series, examines public expenditures on education in Tajikistan, focusing on assessing efficiency and equity of general education spending. Section 2 reviews the characteristics of Tajikistan's educational system, including access and equity in enrollment and quality of education. Bulgaria's performance on all three disciplines of the program for international student assessment (PISA) 2012 was slightly better than its PISA 2000 performance, after having dropped between 2000 and 2006. The improvements in performance between 2006 and 2012 promoted shared prosperity, but equality of opportunities is still a major challenge. In fact, disaggregating students' PISA scores across a number of variables for example, location and ethnicity - shows that large inequalities exist in Bulgaria's education system. Este estudo, bibliográfico e documental, propõe-se a uma reflexão e análise do sistema educacional angolano, desde 1975 a 2005, a partir de uma perspectiva filosófica e política. Com ele pretende-se buscar elementos que permitam compreender as relações e os fatores em torno dos quais se organizou e se desenvolveu a política educacional de Angola; e procura-se analisar as novas perspectivas políticas de reforma do sistema educacional propostas a partir de 2001 (Lei no. 13/01). Este estudo trata da experiência do Atendimento Educacional Especializado na Rede Municipal de Ensino de Florianópolis, que, a partir de 2001, deu início à discussão sobre a Educação Especial na perspectiva da educação inclusiva. Adiantando-se à Política Nacional de Educação Especial de 2008, a Rede descortinou esse novo tempo, abrindo espaços, investindo em novas propostas, reinventando a formação e o AEE nas escolas comuns. O objetivo que move este estudo é conhecer o que o AEE, como nova perspectiva e prática da Educação Especial, provocou de mudanças nas percepções e atuações dos gestores e professores das escolas municipais de Florianópolis. A metodologia adotada na pesquisa é qualitativa e seus dados foram coletados por meio da técnica de grupos focais e de observações nas escolas da Rede. A análise e o tratamento dos dados levaram em consideração as duas modalidades educacionais: Educação Especial e ensino comum, interligando-as e investigando-as a partir de contextos definidos pela abordagem do ciclo de política de Stephen Ball. Os resultados foram analisados a partir de referenciais teóricos que permitiram identificar as concepções que movimentam a percepção e as ações dos gestores e professores da Rede e a participação do AEE na mudança do contexto da prática das escolas municipais de Florianópolis. O AEE convive com fortes tendências de ensino frontalizado para turmas ditas homogêneas nas salas de aula comum desta Rede. The dissertation is about the ethnicisation of social relations in Israeli society and its reflection and manifestation in education. My main aim in this study is twofold: first, to offer a critical account of the development of ethnic relations in Israeli society and to examine the role ethnicity has played in the processes of nation-building and state-formation; and, second, to propose a history of the educational system in Israel which accounts for the role of education in creating and perpetuating ethnic identities. The first part of the dissertation consists of a critical reading of existing analyses of ethnicity in Israel. Its aim is to bring the state into the analysis of ethnic relations and demonstrate that such an approach is vital to the understanding of ethnic relations and identities. In the following part, I trace back the processes of nation-building and state-formation demonstrating how governments and major political actors became involved in the formation and re-production of ethnic boundaries within Israeli society. In these two parts, I am arguing against both functionalist and critical accounts of ethnicity in Israel, which tend to ‘essentialise’ ethnic categories and thus deny the political nature of ethnicity and its power as an organising basis for political action.
