Mexico City has for years experienced high levels of ozone and particulate air pollution. In 1995-99 the entire population of the Mexico City metropolitan area was exposed to annual average concentrations of fine particulate pollution (particulates with a diameter of less than 10 micrometers, or PM10) exceeding 50 micrograms per cubic meter, the annual average standard in both Mexico and the United States. Two million people were exposed to annual average PM10 levels of more than 75 micrograms per cubic meter. The daily maximum one-hour ozone standard was exceeded at least 300 days a year. The Mexico Air Quality Management Team documents population-weighted exposures to ozone and PM10 between 1995 and 1999, project exposures in 2010, and computes the value of four scenarios for 2010: A 10 percent reduction in PM10 and ozone. A 20 percent reduction in PM10 and ozone. Achievement of ambient air quality standards across the metropolitan area. A 68 percent reduction in ozone and a 47 percent reduction in PM10 across the metropolitan area. The authors calculate the health benefits of reducing ozone and PM10 for each scenario using dose-response functions from the peer-reviewed literature. In conformity with its objective of functioning as a local Government, Kathmandu Metropolitan City (KMC) sought the assistance of the World Bank for the preparation of a City Development Strategy (CDS). The various sectoral as well as integrated strategies presented in this document seem to be an overwhelming demand on KMC with its limited manpower and money. A CDS is essential if KMC is to focus its development potential. The optimism lies in political leadership, enabling environment and necessary support that will be rendered to KMC from civil society. The vision for Kathmandu stresses the need to develop the valley as administrative, cultural and tourism center. The Colombo Municipal Council (CMC), in collaboration with the World Bank, UNDP, UNCHS (HABITAT) and the Western Provincial Council (WPC) in Sri Lanka, launched a project in February 2000 to formulate a comprehensive strategy framework and a perspective plan of action for development of the city. The purpose was to identify key areas and issues that need systemic and planned attention of the Council and other major stakeholders and to develop appropriate strategies to address them. A Senior Consultant was assigned to the CMC by the sponsors to help formulate the strategy through a consultative process. In formulating the strategy framework, the CMC consulted a wide variety of stakeholder groups through a series of formal and informal consultations. This report summarizes the motivation, objectives, methodology, results and lessons learned from the design and implementation of the Demonstration Program on Inclusive Heritage-based City Development in India. The development objective of this program is to test an inclusive heritage-based approach to city development planning in three pilot cities with a focus on learning and future expansion. The pilot cities include a metropolis (Hyderabad, Andhra Pradesh), a medium-size city (Varanasi, Uttar Pradesh) and a small city (Ajmer-Pushkar, Rajasthan). The cities that emerge from Indonesia s rapid urbanization will be key determinants of the country s overall economic development and competitiveness, as well as their inclusiveness and environmental sustainability. However, without strategically planned investments, policy interventions, and institutional capacity, mismanaged urbanization could become an obstacle to sustainable growth. The city planning labs core module will be initially implemented in four cities: Surabaya, Palembang, Denpasar and Balikpapan, with two additional modules in each city. In the short term, the CPL will: (i) provide just in time , demand driven data and analysis that can feed into immediate decisions, and (ii) streamline ongoing urban management functions, such as building permitting and tax-related functions. The purpose of the Sofia City Strategy (SCS) is to combat poverty and provide the basis for sustainable development of the local economy and the welfare of city residents. SCS is driven by the need to reevaluate the increased role of Bulgarian local authorities that resulted from the country's transition from socialism to a market economy. Sana'a is located in an upland basin at an altitude of 2300 meters within a mountainous and semi-arid region of Yemen. Because of its high altitude, the city enjoys a moderate climate year around. The main rainy season is in summer. The nearest port is Hodeidah, roughly 250 kilometers away. Bound by mountains and steep slopes to the east and west, the city has few options but to expand primarily along its north and south axes within its basin. In September 2005 the Sana'a Local Council convened a workshop to initiate the city development strategy (CDS) process, in coordination with The World Bank and the Arab Urban Development Institute (AUDI). Funding and organizational aspects of the CDS were approved in October 2006 by the Cities Alliance, and the CDS process was launched under the leadership of H.E. the Minister of State and Mayor of Sana'a. This publication seeks to summarize the main outcomes of the studies, discussions, and strategic planning accomplished during Sana'a CDS process. Moreover, it aims to serve as a guide for the city's local economic development that is presented in a manner that is accessible to a broad audience.

The Global City Indicators Program (GCIP) is a decentralized, city-led initiative that enables cities to measure, report, and improve their performance and quality of life, facilitate capacity building, and share best practices through an easy-to-use web portal. Managing cities effectively is critical and becoming more complex as population growth and economic development are taking place in urban areas. Today's big challenges, such as poverty reduction, economic development, climate change, and the creation and maintenance of an inclusive and peaceful society, will all need to be met through the responses of cities. So too will the day-to-day challenges of garbage collection, responding to the house on fire and larger disasters, and facilitating the provision of water, electricity, education, health care, and the myriad of other services that make life more productive and enjoyable. Standardized indicators are essential in order to measure the performance of cities, capture trends and developments, and support cities in becoming global partners.

El interés por la gestión por resultados (GpR) ha sido tema de estudio, discusión e investigación tanto en municipalidades como en universidades. El objetivo en este trabajo es analizar cómo se manifiestan los principios de la gestión por resultados e identificar su presencia en la planificación y gestión municipal de la ciudad de Curitiba. Como metodología de investigación se optó por un estudio de caso en la gestión de la municipalidad de Curitiba en el período de 1997 a 2010. El protocolo de investigación contempló variables que se caracterizaron como cualitativas y cuantitativas, en cuatro períodos distintos de tiempo. Los resultados demostraron la evidencia, las características y las influencias diferenciadas de las variables observadas, y también reiteraron que la administración municipal presenta un proceso evolutivo y continuo que tuvo origen en movimientos de planificación de varias décadas. Se identificó como fuerte la presencia de los principios de una gestión por resultados, tanto por período como por variable, y se pudo constatar el promedio del 87% de presencia de las variables en los períodos estudiados. Besides the social and legal issues, the cities have been competing among themselves for political and economical reasons, besides the willingness to offer a better quality of life to their inhabitants. These issues require special ways to manage the municipality and demand stern abilities from the public managers in their daily and strategic actions. The role of the information technology (including the information systems) must be revised and, mainly, be aligned with the activities of the City Halls (Prefectures). The objective of this work is to analyze the alignment, the relationships, and the contributions of the information technology in the municipal plans and in the management of 86 Brazilian City Halls. The methodology of the research emphasized a survey with a non-probabilistic sample per convenience, approaches through a research protocol divided in proven constructions and variables. The results of the analyses show the difficulties of the cities in the organization of the municipal data, in the sharing of information, and in the planning for the management of the cities.
