A avaliação de desempenho é uma das ações essenciais à gestão de pessoas, pois dela surgem conseqüências importantes para a motivação, aprendizagem, comprometimento e progressão funcional. Avaliar desempenho constitui um desafio aos líderes. Objetivo - É conhecer e analisar, segundo as lideranças de hospital público, o processo de avaliação de desempenho. Método - Estudo exploratório realizado com amostra intencional de líderes das áreas assistencial, de apoio e administrativa de uma instituição pública, com experiências em processos de avaliação, nos papéis de avaliado e avaliador. Foram estruturados três grupos focais, variando de 8 a 11 componentes cada. Os encontros, gravados, com duração aproximada de duas horas, foram conduzidos pela pesquisadora, utilizando guia de discussão. Resultados - Na análise de conteúdo, as manifestações foram agrupadas em cinco categorias: expectativas dos líderes; sentimentos manifestados; atributos avaliados; atitudes dos líderes evidenciadas; contribuições ao processo. Conclusões - Avaliação de desempenho é imprescindível nas organizações e deve estar alinhada às diretrizes institucionais e políticas de gestão de pessoas; deve ser transparente, objetiva e ética diminuindo subjetividade; gerar planos de desenvolvimento sendo processo educativo e não punitivo. Purpose: This paper defines a model to evaluate the uncertainty in performance indicators (PIs) based on Uncertainty Components (UCs). Methodology: The proposed work consists, in a first stage, of an assessment of the level of influence that each UC has in a given PI. Based on the questionnaire responses a matrix of UCs vs PIs is presented to show the relevance of the contribution of each UC to the uncertainty associated with a PI. The second stage of the methodology consists on the development of a model to infer the uncertainty level on a PI based on the uncertainty level of the identified UCs. Findings: A questionnaire referring to the assessment of PIs was applied, and the results provide evidence that UCs influence the PI. A model was developed based on logical relations between the UCs and the overall PI uncertainty, and the number of empirical analyses contribute to validate it. Originality/value: This paper presents a model to infer the uncertainty level of a PI based on UCs. The model can also be applied to propagate uncertainty among multiple related PIs. UCs definitions can guide the development of actions to reduce uncertainty in PIs, thus reducing the risk in the decision making process.

Design and regulatory initiatives for aircraft noise and emissions should appreciate the integrated nature of the aircraft system. The computational ability exists to consider environmental and traditional performance objectives of aircraft concurrently. This context of multi-disciplinary system design is named the Environmental Design Space (EDS) and is studied in this thesis with an integrated aircraft-engine conceptual design framework. With this tool, the objectives of this thesis were to assess the fidelity and level of uncertainty of the design framework, to characterize the tradeoffs between aircraft noise, emissions and aircraft performance and to evaluate the system-level impacts of a future noise reduction technology. Assessment of the EDS framework was accomplished with a probabilistic model assessment methodology. The assessment involved the selection of stochastic inputs and generation of output distributions through Monte Carlo simulations. A sensitivity analysis of the key drivers of uncertainty and the user-defined input distributions is also provided. This methodology was applied to one of the framework modules, the NASA Engine Performance Program (NEPP), and found that the modeling error was subsumed within the modeling uncertainty. The Supercritical Water-Cooled Reactor (SCWR) is a concept for an advanced reactor that will operate at high pressure (25MPa) and high temperature (500°C average core exit). The high coolant temperature as it leaves the reactor core gives the SCWR the potential for high thermal efficiency (45%). However, near the supercritical thermodynamic point, coolant density is very sensitive to temperature which raises concerns about instabilities in the supercritical water-cooled nuclear reactors. To ensure a proper design of SCWR without instability problems, the U.S. reference SCWR design was investigated. The objectives of this work are: (1) to develop a methodology for stability assessment of both thermal-hydraulic and nuclear-coupled stabilities under supercritical pressure conditions, (2) to compare the stability of the proposed SCWR to that of the BWR, and (3) to develop guidance for SCWR designers to avoid instabilities with large margins. A methodology is presented for assessing the current and future utilization of agricultural crops as feedstocks for the production of transportation fuels, specifically, the use of corn grain and stover for ethanol production. The generic methodology integrates chemical process design and decision analysis tools. Four primary concepts are incorporated to address the performance of technologies and policies: 1) expansion of the system boundaries to include the entire process life cycle, 2) incorporation of both economic and environmental metrics for multi-objective optimization with tradeoff analysis using Pareto curves, 3) explicit incorporation of uncertainty analysis using Bayesian updating, and 4) integration of multiple feedstocks, processes, and products, in a network optimization framework, with subsequent decomposition to more refined models, for an improvement assessment of specific research and development goals. A Digital Fabrication Production System (DFPS) is a concept describing a set of processes, tools, and resources that will be able to custom produce an artifact according to a design, fast, cheap, and easy, independently of location. A DFPS project is a complex assembly of custom parts that is delivered by a network of fabrication and assembly processes. This network is called the value chain. Evaluating feasibility of a DFPS project has two main problems: first, how to evaluate assemblability of the design; second, how to evaluate performance of the value chain. The economic advantages of longer fuel cycle, improved fuel utilization and reduced spent fuel storage have been driving the nuclear industry to pursue higher discharge burnup of Light Water Reactor (LWR) fuel. A design basis accident, the Reactivity Initiated Accident (RIA), became a concern for further increase of burnup as simulated RIA tests revealed lower enthalpy threshold for fuel failure associated with fuel dispersal, which may compromise the core coolability and/or cause radiological release should this happened in LWRs. Valuable information on the behavior of high burnup fuel during RIA are provided by the simulation tests. However atypical design and operating conditions in simulated tests limited the application of experimental data directly to evaluate the failure potential of LWR fuels. To better interpret the experimental results and improve the capability of the fuel performance codes to predict high burnup fuel behavior, this thesis developed mechanistic models of high burnup fuel during an RIA and implemented models in a transient fuel performance code FRAPTRAN 1.3. Fission gas release (FGR) and swelling were systematically modeled to quantify gaseous loading effects. The grain boundary fission gas inventory is simulated prior to the transient using a diffusion model in FRAPCON 3.3 code. peer-reviewed; The convergent validity of the Movement Assessment Battery for Children-2 (MABC-2) and the McCarron Assessment of Neuromuscular Development (MAND) in an ecologically valid environment Laura Cronin Purpose: To investigate reliability and validity of the MABC-2 and the MAND in 7-9 year old children in mainstream schools. Relevance: Poor motor skill development is a growing problem with children as physical, emotional and social co-morbidities can occur simultaneously or sequentially (Kaplan et al. 1998, Chen et al. 2009, Missiuna et al. 2007). As early detection is vital, ecologically valid, psychometrically robust assessments should be implemented within the child‟s natural environment. Participants: 114 7-9 year old children participated in the validation study. 20 children aged 7-9 years participated in the reliability study. Method: Reliability Study: Children were assessed on two occasions, two weeks apart within their normal school environment. On the first occasion each child was scored by two raters (inter-rater reliability) and on the second occasion the child was re-assessed by the first rater (intra-rater reliability). Validation study: Counterbalanced administration of the MABC-2 and the MAND to children within their normal school environment. Analysis: Intraclass correlations and limits of agreement were utilised to determine the reliability of the MABC-2. Correlations and case agreement were used to determine the validity of the MAND and the MABC-2. Performance of motor impaired children was compared to normally developing peers to determine which aspects of each test were good at discriminating between groups. Results: MABC-2 has excellent inter- and moderate intra-rater reliability within this population. The MABC-2 and MAND have a large positive relationship; however there is a lot of independence between both tests. The case agreement between both tests in identifying children with motor impairments was poor (12.5%). Manual Dexterity was good at discriminating normally developing children from motor impaired children. Conclusions: A lot of independence and poor case agreement exists between both assessments. Some aspects of the assessments are stronger than others at differentiating motor impaired children from their typically developing peers. Implications: It is vital that motor assessments can be implemented within the child‟s natural environment. Both of these assessments can be effectively implemented in groups within a school setting and can be very useful in identifying children with poor motor development; however the poor agreement between assessments highlights the necessity for a gold standard assessment which can be used as a criterion measure

This Country Fiduciary Assessment (CFA) follows upon the Country Financial Accountability Assessment (CFAA) issued in 2003 and the Country Procurement Assessment Report (CPAR) issued in 2002. Because procurement is integral to the concept of public financial management (PFM), this CFA integrates procurement and financial management assessment into a single report. The report has three objectives: first is to provide the Bank and other donors with an updated assessment of fiduciary progress since 2003. Digital natives demand a more active approach to learning. Moreover, the acquisition and assessment of competencies, rather than the mere transmission of information, is becoming more relevant in the Knowledge Society. 3D virtual worlds are a promising environment to meet both of these requirements. In a 3D virtual world, learners are immersed in a rich environment that allows them to have an active experience through their avatars and interaction devices. The learning process in traditional learning management systems has been widely studied, but there is relatively little literature about the use of 3D virtual worlds for learning, although the expectations are high and the possibilities opened immense. This paper focuses on an important part of the teaching and learning process: the assessment. Job satisfaction has rarely, however, been related to the quality of work that is produced on the job. At the various Military Entrance Processing Stations (MEPS) throughout the country, it is the quality of work rather than the quantity of work that is the critical issue. This study first examines the organizational structure and the duties and responsibilities of a MEPS, and then examines the correlation between job satisfaction and quality of performance. Correlations were found only in the Category III (small) MEPS and in Central Sector. Additionally, when the subjectivity of the Sector Commander's Assessment was eliminated from the MEPS Awards Program criteria, a significant correlation was indicated between job satisfaction and quality in the pooled MEPS data.; Lieutenant, United States Navy

The purpose of the assessment is to assess the public finance management (PFM) system performance of the Government of the Republic of South Sudan (GRSS). This public expenditure and financial accountability (PEFA) assessment is focused on the GRSS. At the time of the assessment, South Sudan was a semi-autonomous part of Sudan managed by the Government of Southern Sudan (GoSS), as part of the Government of National Unity (GoNU) that included both GoSS and the Government of Sudan. This report will later feed into a country integrated fiduciary assessment (CIFA) along with a country procurement assessment report prepared during June to July 2011 by a World Bank team on GRSS's procurement system, using the Organization of Economic Cooperation and Development-Development Assistance Center (OECD-DAC) assessment methodology, and with a PFM diagnostics study on four state governments (Northern Bahr el Ghazal, Unity, Western Equatoria, and Jonglei) that was conducted during June 2011. The Philadelphia Brief Assessment of Cognition (PBAC) is a neuropsychological screening instrument that assesses five cognitive domains: working memory, visuospatial functioning, language, episodic memory and comportment. The aim is to verify if PBAC can properly be used in the Brazilian sample. Participated in this study: (a) 200 healthy volunteers - 100 young [21.6(2.5) years old] and 100 older adults [70.1(7.3) years old]; >12 years of education; (b) 30 Alzheimer's patients (AD) [73.7(5.7) years old], 4-11 years in education. The PBAC scores: (a) 95.8(2.6), 90.0(4.4) and (b) 65.0(10.8) were correlated with the Mini-Mental State Examination (MMSE) for young 29.1(0.9), older adults 28.3(1.4) and AD 18.4(3.0) groups. A positive correlation between MMSE and PBAC (r=0.9, p<0.001) was found. Negative correlations were observed between PBAC domains [memory (-0.63), visuospatial abilities (-0.44) and working memory (-0.3) tasks]. MANOVA showed a better male performance in visuospatial functioning (F=8.5, p=0.004). The Brazilian version of PBAC proved to be a promising screening instrument for clinical purposes.

The public real estate market was initiated by the Real Estate Investment Trust Act of 1960. Since then, investors have been concerned with the assessment of performance comparisons between publicly held assets and privately held assets. The main concern for the assessment is to reveal historically which type of ownership provided the more efficient vehicle for the investors. The National Council of Real Estate Investment Fiduciaries (NCREIF) provides the investment performance of privately held commercial real estate, and the National Association of Real Estate Investment Trust (NAREIT) provides that of publicly held commercial real estate by REITs. However, direct comparison between the two indexes is problematic due to the different characteristics of each market and the lack of historical data for accurate assessment. The primary purpose of this study is to adjust characteristics of commercial REIT assets underlying one portfolio to match the characteristics of privately held commercial assets. Over 200 general practitioners (GPs) and others have contributed to the development of Membership by Assessment of Performance (MAP): a new scheme for assessing established GPs. By means of a Delphi consultation with a broad cross-section of the profession, a working conference, piloting with potential candidates, and repeated checking with reference panels, the assessment was developed within two years. We report the development of MAP, including the results of the Delphi consultation, which asked 'Which aspects of a general practitioners performance are important to assess?'.

This study is drawn from a proposal of assessment of the Brazilian education as informed by "SINAES - Sistema Nacional de Avaliação da Educação Superior" (National System of Assessment of the Superior Education). The Institutional Assessment as proposed by SINAES, according to Law nº 10.861, of April 14, 2004, is comprised of four assessment tools, namely (1) Self-assessment, (2) External Assessment, (3) Assessment of the Teaching Conditions (ACE), and (4) National Exam of Students’ Performance (ENADE). Among these tools, the third one – ACE – was picked out for the research, and among all the courses offered by the Federal University of Santa Catarina (UFSC), the concentration was on its Accounting Course (CCN). Thus, the goal of the research is to simulate the assessment of the Accounting Course of UFSC in the second semester of 2004. For the achievement of such a goal the methodology used can be classified as exploratory. As regards data collection, the tool used was the closed questionnaire, whose construction was based on information contained in the “Manual de Avaliação do Curso de Ciências Contábeis” (Manual of Assessment of the Accounting Course), organized by “Instituto Nacional de Ensino e Pesquisas Educacionais – INEP” (National Institute of Teaching and Educational Research) and applied in five axes of assessment. A dynamic self-assessment of performance on supply chains operating in emerging markets is proposed. Based on well-established key performance indicators (KPI), this paper provides a decision support aid. Although it has been validated in the automotive industry, the standardized model's approach makes it applicable to other industries. It is the result of a large literature review and identification of best practices from the automotive industry in which the lack of dynamic tools to evaluate logistics performance of suitable supply chains to the current competitive exchange rate was detected. Developed under a system dynamics approach (DS), the model analyzes different scenarios taking into account KPI and its dynamic relationships. The results obtained were validated through the statistical technique of design of experiments (DOE). This model also considers the specific features of the automotive operations in emerging countries as well as their importance in the future development of the manufacturing industry. In this context, the tool exposed is a key backup to decision making and to dynamically evaluate the variables with major influence on manufacturing supply chains. As a conclusion, findings are discussed and future researches are presented.

An assessment of South Africa's research journals: impact factors, Eigenfactors and structure of editorial boards

Scientific journals play an important role in academic information exchange and their assessment is of interest to science authorities, editors and researchers. The assessment of journals is of particular interest to South African authorities as the country's universities are partially funded according to the number of publications they produce in accredited journals, such as the Thomson Reuters indexed journals. Scientific publishing in South Africa has experienced a revolution during the last 10 years. Our objective here is to report the performance of the country's journals during 2009 and 2010 according to a number of metrics (i.e. impact factors, Eigenfactors® and the international character of editorial boards); to identify and compare the impact of the South African journals that have been recently added to the Thomson Reuters' Journal Citation Reports®; and to elaborate on issues related to science policy.
