A parir da análise de Esping-Andersen dos três tipos de Welfare States presentes na Europa Ocidental: o Social Democrata, o Corporativista e o Liberal, analisa-se a diferença do impacto da União Européia nos diferentes tipos de Welfare States. Compara-se o país escolhido, a Suécia, como modelo de Welfare State Social Democrata, e é escrutinado o resultado da supranacionalidade no escopo do seu Welfare State em comparação com os outros países da Europa Ocidental. É utilizada na pesquisa uma análise histórica institucional. A análise empreendida verificou que as instituições do Welfare State sueco, são menos suscetíveis ao impacto de uma maior supranacionalidade. Contraposta a outros modelos de Welfare State ele é mais resistente. O presente estudo tenta compreender as causas das trajetórias divergentes de três diferentes modelos de Welfare State: o liberal, o conservador/corporativista e o social-democrata. Para tanto são selecionados três países que representam tipos ideais destes modelos: Reino Unido, França e Suécia, respectivamente. São utilizadas as ferramentas do institucionalismo com o objetivo de estabelecer uma relação entre o enraizamento dos valores em cada sociedade selecionada e suas instituições formais. As trajetórias são analisadas no contexto de uma crescente integração econômica e da pressão da União Europeia para a convergência dos modelos de proteção social. Pode-se perceber a partir da pesquisa que alguns modelos de Welfare State são mais resilientes que outros e que as trajetórias são dependentes das trajetórias passadas (path dependency). Os modelos e suas transformações refletem os valores socio-culturais dos países selecionados, e essa relação não determinística faz a convergência das políticas sociais, obejetivo da União Europeia, difícil e improvável de ser realizada no curto/médio prazo. This research analyzes the origin of Welfare State, from the Report by William Beveridge. At the end of Second World War, the concern about citizenship rescue spread the idea of Social Welfare State. The British influence, also represented by the Beveridge Report, is of great importance in this process. Tendo em vista a trajetória do Welfare State cuja origem remete ao continente europeu com difusão e institucionalização após a Segunda Guerra Mundial e partindo das formulações teóricas de Gøsta Esping-Andersen, sociólogo dinamarquês que atribui a emergência do Welfare State ao desdobramento de fatores históricos e políticos, como a luta de classes, as estruturas de poder político e estruturas institucionais, a presente dissertação objetiva reconstituir os princípios ético-político e filosófico do Welfare State dos países nórdicos, denominado por Esping-Andersen, em razão de sua concepção política, de Welfare State social-democrata. In the extensive literature that has been dedicated during the past fifteen years to the comparative analysis of the welfare states, a significant number of studies have focused on the identification of the ideal regimes or types, in addition to their empirical validation. The celebrated work, Three Worlds of Welfare Capitalism, by Esping-Andersen (1990) constituted the point of departure for a vigorous academic debate which, as a response to some of the criticisms that were raised by the study, led to the construction of various alternative typologies, as well as a prodigious output of empirical studies aiming to identify what is termed in the present paper, real types. This paper seeks to contribute to the discussion on the current state of knowledge with regard to the differences and similarities in the welfare states following the scientific contributions made over the past fifteen years. Two general conclusions emerge in particular: firstly, that the diversity of typologies has not contributed to the desired clarification; and secondly, that the results of the studies are inconclusive, both with regard to the precise number of real types of welfare state - despite the fact that all of them confirm the existence of at least three types - and to the classification of the countries concerned. The relations between the welfare state and development are frequently portrayed as problematic and even dilemmatic. For example, it is claimed that the welfare state is only possible in developed countries, or that typical welfare state redistribution is necessarily accompanied by weaker economic growth. The main purpose of this article is to systematize the arguments and evidence against these assumptions, featuring the functionality of the welfare state for development in both economic and non-economic terms.

Esta tese investiga estratégias de sobrevivência e integração social que são desenvolvidas por imigrantes brasileiros nas cidades de Roma e Barcelona para enfrentar as diferentes manifestações das políticas de welfare state que ocorrem nestas duas cidades a partir da análise das trajetórias de vida de alguns destes imigrantes. Over the past two decades, one of the leading areas of welfare state change has been in respect of women’s access and entitlement to a range of social policy programs and benefits. The debates which led to these changes have called into question many of the assumptions which underpin welfare state provision in Australia and have gradually shifted our institutional model of welfare state provision from being one which confers social citizenship on women via a male breadwinner towards a model which addresses social rights on an individual basis. German Policy Studies / Politikfeldanalyse Vol. 1/2002; This research paper wants to present comparative studies of specific areas or problems of the welfare-state. It deals with the question: do something like coherent national types à la Esping-Andersen still exist, and must Germany always be classified as a conservative, corporative type, or should politically and theoretically relevant differences and similarities be examined along policy lines? This question also applies to a specific level of policy on which a study concentrates. Most contributions in this issue follow qualitative methods instead of a quantitative analysis of aggregate data. The second theme is the broad concept of the welfare-state. This means that not only the central aspects of the welfare-state will be examined, like social insurance, additional areas like social assistance, labour-market policy, but also socio-political activities on the local level. Six contributions try to develop these conceptual and methodological ideas.

The question of the relation between the aims of current federalism and welfare states has often been portrayed as the idea of two dynamics addressing divergent senses: while federalism would essentially imply centrifugal tendencies, the fulfilment of welfare state postulates would require certain social standardization processes. However, the viewpoint from which this work departs is the constitutional intertwining of both concepts: it sets out to analyze how the welfare state principle and the federal territorial structure are constitutionally interrelated. In particular, the aspect of welfare state that is tackled refers to its fulfilment on a nation-wide basis, which requires focusing on the mechanisms needed to generate certain levels of socio-economic standardization. The main theme of the dissertation is therefore the analysis of the structural elements that embody the territorial scope of solidarity within the context of two politically decentralized countries, Germany and Spain. The dissertation is structured into five chapters. Concepts of social justice are at the very heart of the welfare state. From the perspective of the history of institutions, the article reconstructs the principles of justice which underlie the architecture of the social security systems in Great Britain and Germany and analyses how they have changed since 1945. It turns out that in general both welfare states are based on mixtures of different concepts of justice. Parallels can be found above all in the health care systems, which in both countries are based on a combination of two principles – equality of access on the one side and treatment according to one’s needs on the other side. There are more significant differences, in contrast, in regard to insuring against unemployment and to pension systems, whereby the British welfare state entails a link between the norms of equality and of neediness, whereas in Germany the principle of the equivalence between contributions and benefits is deeply rooted. This article analyses the institutionalization of social services in England and Wales, France and Germany in comparative perspective. The focus is on recent changes that include large elements of privatization (in particular in England and Wales) and decentralization (mainly in France). These developments are often regarded as indications of a retreat of the welfare state from the area of social services. The article, however, supports an alternative interpretation that sees behind these developments an attempt by the welfare state to establish more integrated and socially controlled systems of social services. Variations between countries are explained partly by variations in their institutional heritage and partly by country-specific sociopolitical constellations and institutional innovations. The analysis combines the concept of welfare mix with a comparative-historical perspective. This approach offers an alternative to the dominant broad theories of welfare regimes that are less adequate for studying institutional change.

How did the formation of the 'German model' become possible in the face of employers’ structural power? The thesis confronts two alternative theoretical approaches for explaining employers’ acceptance of market-correcting institutions: an economic-functionalist approach ('crossclass coalition thesis') and a political-strategic approach ('political accommodation thesis'). The first one focuses on economic benefits derived by specific types of firms from welfare state and industrial relations institutions, the second on political constraints and changes in the political power structure, and employers’ strategic responses to them. Este artigo discute a trajetória do Welfare State brasileiro no período compreendido entre meados da década de 1930 e fins da década de 1990. Ao se comparar a literatura sobre o assunto, destaca-se que o caráter redistributivo das políticas sociais foi comprometido por um modelo econômico concentrador, pela ausência de coalizões entre trabalhadores industriais e não industriais e por uma burocracia com baixos níveis de autonomia em relação ao governo. This paper presents a data series on social expenditure in Portugal for the period 1938-2003. The series was built with the aim of identifying and characterizing the most significant phases in the process leading up to the current welfare state system in this country. The establishment of a social insurance (Prevideˆncia) in 1935 was one of the founding pillars of the Estado Novo (New State). Reforms to Social Welfare (Prevideˆncia Social) in 1962, while in the full throes of the New State, policy measures taken after the revolution of 1974 and a new orientation for social policy following the accession of Portugal to the European Economic Community (EEC) in the mid-1980s brought about significant transformations in the institutional organizational structure that provided welfare and conferred social rights in Portugal. To understand this process, knowledge is needed of the transformations to the institutional structures governing the organizations that provided welfare, welfare coverage in terms of the type of benefit and the population entitled to social risk protection, the magnitude of spending on benefits associated with these risks, as well as how benefits were allocated between the institutions. A first version of this paper was presented at the VI Conference of the European Sociological Association, Murcia, 23-26 September 2003.; Over the last 20 years there have been several “newcomers” to the area of welfare studies. We may highlight here just three of them: the study of the Welfare State from a gender perspective; the comparative approach that gave birth to welfare models; and the study of welfare legitimacy, i.e. of the attitudes people have towards the Welfare State (WS). Although this paper fits into the last of those areas it also has some links with the other two. First, because rather than merely describing attitudes towards the WS, our objective here is to analyse to what extent men’s attitudes differ from those of women. The large variety of changes detected in the Welfare State (WS) in the last years hints at the difficulty of coming up with a universal definition of reform. These complex changes: 1) invite questioning the idea of institutional persistence or of simple adjustment as it was used so far; 2) call for the avoidance of an all too simple identification of the concept of WS reform with that of retrenchment; 3) suggest that new indicators other than public expenditure should be found to analyze welfare reform; 4) require us to develop reform definitions that are suitable for each policy area and even for each welfare regime. This paper seeks to improve our understanding of Welfare Reform and their present conditions. To that end, it analyzes Welfare Reform from a micro level. In contrast to analyses from a macro o meso level, that seek to pinpoint general changes in welfare regimes or policy sector trajectories, the micro analysis focuses on the observation of particular reforms, which enables the identification of concrete changes and its meticulous analysis. Through a comparative analysis of the reform of unemployment protection in France (PARE 2000) and in Spain (“Decretazo” 2002) this paper tries to answer the following questions: Under which conditions initiatives of Welfare Reform arise? doi: http://dx.doi.org/10.5007/2177-7055.2013v34n66p161 O presente artigo analisa a crise vivenciada pelo Estado Providência na contemporaneidade e sua consequente substituição pelo Estado Penitência, que responde repressivamente às demandas das classes outrora beneficiárias das políticas sociais públicas, em um quadro social de pobreza agravada diante do fenômeno da globalização econômica e da exclusão de grandes contingentes populacionais do mercado de trabalho/consumo.
