Serviços Web são usados como uma das formas de se obter uma Arquitetura Orientada a Serviços (SOA). Com aspectos interoperáveis, dinâmicos e distribuídos, tais serviços agregam valores de negócio, são unidades de software com alta coesão e são utilizados para integração entre aplicações empresariais. Em um contexto de SOA, provedores de serviços devem oferecer garantias de funcionamento de seus serviços. Esta garantia é realizada através de atributos de Quality of Service (QoS) inseridos em contratos do tipo SLA (Service Level Agreement). Cloud computing is becoming the new generation computing infrastructure, and many cloud vendors provide different types of cloud services. How to choose the best cloud services for specific applications is very challenging. Addressing this challenge requires balancing multiple factors, such as business demands, technologies, policies and preferences in addition to the computing requirements. This paper recommends a mechanism for selecting the best public cloud service at the levels of Infrastructure as a Service (IaaS) and Platform as a Service (PaaS). A systematic framework and associated workflow include cloud service filtration, solution generation, evaluation, and selection of public cloud services. A number of countries have introduced or are considering the introduction of a trade information portal as a means of facilitating trade and increasing transparency. For World Trade Organization (WTO) members or countries in the process of acceding to the WTO, a trade information portal will assist in complying with new commitments currently being negotiated as part of the Doha Development Round. The negotiations aim to strengthen the provisions of Article X of General Agreement on Tariffs and Trade (GATT) which currently requires that all regulatory trade related information "shall be published promptly in such a manner as to enable governments and traders to become acquainted with them". In many developing nations, government agency specific websites may not exist and even when they do they are often incomplete, out of date, or the content may not cover the entire spectrum of information that a trader may wish to obtain to ensure compliance with import, export, or transit requirements. It is therefore desirable to create a single platform where all the information relating to trade from all the various agencies is aggregated under one roof and is readily available for searching and viewing. This guide discusses the issues and challenges that developing nations are likely to face when implementing a trade information portal and provides a checklist of practical guidelines for the steps that might be required in order to achieve effective implementation.

This working paper elaborates on an assessment framework to monitor and evaluate e-government procurement systems in India. This is relevant due to the fact that many government agencies have sought to extend use of e-tendering system implemented in their organization to handle procurement in World Bank funded projects. The World Bank has developed a procedure to assess e-tendering systems for compliance to certain guidelines laid down by Multilateral Development Banks. The World Bank prefers to work with the Government of India in development of a robust mechanism for assessment of e-tendering systems instead of independently assessing e-tendering systems as has been done till date. This survey of e-procurement systems in Asia/Oceania, South America and Europe was funded by the Asian Development Bank, the Inter-American Development Bank and the World Bank. It is a project of the Multilateral Development Bank (MDB) harmonization of e-procurement group. The survey was developed by Curtin University and International Governance Solutions using an experienced research and consultancy team. The survey covered systems in fourteen countries, which vary in size of the procurement market, the degree of integration of systems and degree of centralized management of procurement. While there is clear evidence as to how common issues were addressed, the relatively small number of countries involved makes identifying some trends difficult.

This study presents the vision and implementation recommendations for the electronic identity based service delivery framework (EISDF) in Vietnam. It also delineates the roles to be played by the diverse stakeholders (private, public, development community, etc.) in the field. The study recommends various relevant and innovative electronic identity (eID) services that can be implemented to transform and enhance the accountability and efficiency of service delivery across sectors. These recommendations are based on the stocktaking of international experiences and identified possibilities based on the country assessment. Special emphasis is placed on eID systems that operate on mobile phones, and on those that have the potential of being scaled up by both the public and private sectors in Vietnam. The eID systems can help reduce identity fraud and enable individuals to avail of services more securely in a variety of contexts as in mobile banking and mobile applications for health care.

Web services are autonomic software applications that provide specific services on the Web and are accessible through standards-based protocols and interfaces in order to ensure interoperability. Web services have gained immense popularity due to the potential of dynamically composing multiple Web services over the Internet into complex multi-organizational Business-to-Business and Business-to-Consumer processes. The management of such composite processes, however, poses a non-trivial problem in terms of cost and complexity due to technology growth, increasing consumer demands for service quality, and the varying Internet workload. Based on a study of the state-of-the-art and a critical assessment of the limitations of the existing solutions, we present the Comprehensive Service Management Middleware (CSMM) framework to facilitate execution of the four major tasks of client-side process management namely, service selection, negotiation of Service Level Agreement (SLA), composition and execution of the process, and monitoring and validation of SLAs. We also propose the Negotiation Broker (NB) framework for automated intelligent agent-based negotiation of Service Level Agreements (SLAs), and the Performance Monitor (PM) framework for distributed client-side monitoring and verification of SLAs. The assurance of quality of service properties is an important aspect of service-oriented software engineering. Notations for so-called service level agreements (SLAs), such as the Web Service Level Agreement (WSLA) language, provide a formal syntax to specify such assurances in terms of (legally binding) contracts between a service provider and a customer. On the other hand, formal methods for verification of probabilistic real-time behavior have reached a level of expressiveness and efficiency which allows to apply them in real-world scenarios. In this paper, we suggest to employ the recently introduced model of Interval Probabilistic Timed Automata (IPTA) for formal verification of QoS properties of service-oriented systems. Specifically, we show that IPTA in contrast to Probabilistic Timed Automata (PTA) are able to capture the guarantees specified in SLAs directly. A particular challenge in the analysis of IPTA is the fact that their naive semantics usually yields an infinite set of states and infinitely-branching transitions. However, using symbolic representations, IPTA can be analyzed rather efficiently. Services as part of our daily life represent an important means to deliver value to their consumers and have a great economic impact for organizations. The service consumption and their exponential proliferation show the importance and acceptance by their customers. In this sense, it is possible to predict that the infrastructure of future cities will be supported by different kind of services, such as smart city services, open data services, as well as common services (e.g., e-mail services), etc. Nowadays a large percentage of services are provided on the web and are commonly called web services (WSs). This kind of services has become one of the most used technologies in software systems. Among the challenges when integrating web services in a given system, requirements-driven selection occupies a prominent place.
