Esta tese tem por objeto a análise das relações existentes entre as políticas públicas de qualificação de trabalhadores e a inovação tecnológica na indústria brasileira. O ponto de partida é o recorrente discurso, para o qual convergem parcelas importantes dos segmentos da sociedade (Governo, empresários, representantes de trabalhadores, acadêmicos etc.), sobre a importância da qualificação profissional dos trabalhadores para impulsionar o desenvolvimento tecnológico, colocando-se a sua deficiência como um dos fatores que comprometem a competitividade das empresas e, em decorrência, do país. No entanto, as contradições subjacentes ao discurso nos levaram a interrogar sobre os liames que ele engendra e o que de fato ele traduz. Assim, dada a tendência de transferir a atribuição da qualificação de trabalhadores ao Estado e considerando que este vem operacionalizando políticas públicas para dar conta desses reclamos, por que esse discurso persiste e, até, se intensifica? The present study aims to analyze the relation between the statutes of vocational identity and family variables, throughout adolescence. The variables related to the family context that were taken into account were the following: parental authority, perception of parents’ support, parents’ qualifications, family self-concept, sibling friendship, divorce versus non divorce of parents, and television viewing of aggressive programs. The sample consisted of 357 students of different school years (7th, 9th and 11th grades) and of both sexes. Melgosa’s (1987) Occupational Identity Scale, already adapted to Portugal, was used as the evaluation instrument, with the following factors: diffusion, foreclosure, moratorium, achievement. Analyses of the results showed significant differences in most situations as regards the dimensions of vocational identity, according to each of the independent variables; these differences favored the groups belonging to better family contexts. In several of the situations the effect of the interaction of the variable school year with the variables related to the family context was also found. This study includes the discussion of the results and their comparison to somewhat similar investigations, suggesting the need for further research associated to school and personal variables.

This paper stresses that despite the fact that India is a fast developing economy difficulties have led the Government to conclude that far more needs to be done to engender more employment opportunities for the majority of Indians, to enable them to participate in the benefits of growth and to contribute to that growth. To do this they must have education and training that equips them for the labor market. One of the sources of the skilled workforce is the vocational education and training system. However, the government realizes that the system is not being able to appropriately respond to the needs of the labor market. A key issue, then, is what reforms/interventions are needed to improve the effectiveness of the system. Answering that question is far from easy and this paper attempts to provide some options for doing so. On the one hand India faces the future with its changing realities; on the other hand it must deal with the nature of its established traditions and structures. This paper has laid out some key reforms that must be undertaken in different areas to make the vocational education and vocational training systems more responsive to the needs of the labor market. Die Arbeit beschreibt einzelne Entwicklungsschritte einer Einrichtung der Berufsbildung von 1999 bis 2004 im Spannungsfeld zwischen wirtschaftlichen Veränderungen, gesellschaftlichen Bedingungen und dem Anspruch einer entwicklungsbezogenen Förderung von jugendlichen Nachwuchskräften. Das Praxisfeld gehört zur Voith-AG und der Beobachtungsraum umfasste die Lernfelder der gewerblich-technischen Berufsgruppen und die Bereiche der berufsvorbereitenden Bildungsmaßnahmen für benachteiligte Jugendliche am Firmenstandort Heidenheim. Die Ziele der Alltagsgestaltung der Ausbildungspraxis orientierten sich an der Förderung der Individualität und Handlungsfähigkeit der Jugendlichen, an der Vermittlung von fachlichen Kernqualifikationen und der Schaffung einer sozialen Atmosphäre, die zur Mitgestaltung einer kreativen beruflichen Gemeinschaft anregen sollte. Although Turkey experienced prosperous growth during the early and mid-2000s, similar success could not be achieved in increasing the employment rate. The Turkish economy, which had already started to slow down in 2007, was severely affected by the global economic crisis in 2008, and the global financial turmoil led to a sharp contraction starting in the last quarter of 2008. The Recovery began in the last quarter of 2009 and was rapid, with growth reaching 9 percent in 2010 and 8.5 percent in 2011. Successful development of the workforce requires a Technical and vocational education and training (TVET) system that is aligned with the needs of the labor market. The objective of this paper is to review reform to the vocational education and training (VET) sector over the last decade in the context of Indigenous participation. In particular, it focuses on the five objectives of the National Strategy as these were identified in A Bridge to the Future (ANTA 1998a), and their implications for Indigenous participation in the VET sector. These five objectives underpin the policy framework that has driven VET reform, thus providing a convenient platform from which to discuss any possible impact on Indigenous Australians. Following the endorsement by Commonwealth, State and Territory governments in 1989 of the broad principles outlined in the Aboriginal Education Policy (AEP), Aboriginal and Torres Strait Islander people have enjoyed greater access to and participation in the vocational education and training (VET) sector. This represents a considerable shift from the, at best, marginal participation of Indigenous Australians in post-compulsory education just two decades ago. Today Aboriginal and Torres Strait Islanders participate in the VET sector to a proportionally greater degree than do other Australians (Robinson & Hughes 1999). The Indonesian government is largely concerned that there are too many graduates leaving secondary school without the skills necessary to ensure their economic welfare, and to contribute to national economic and industrial development. Furthermore, the Indonesian youth unemployment and underemployment rates are high and rising. The Indonesian community has a great number of students who, despite their qualifications, find it very difficult to find employment. Because of this, the Indonesian government decided to develop technical and vocational education and training (TVET) secondary schools, also known as SMKs, as the Indonesian government believed that the vocational nature of the TVET curriculum better enabled students to master a number of specific job-related knowledge and skills needed for employment, and therefore it would be easier for them to find employment. However, since the initiation of the Indonesian government's development plan for SMKs, there has been a prolific debate about whether the Indonesian government should have pushed funding into SMKs, and whether the development projects will succeed. After three decades of conflict, Afghanistan needs a well-trained and flexible workforce to help rebuild the country. The conflict has decimated Afghanistan's training infrastructure, torn the fabric of human society, and relegated the country to the status of one of the least developed in the world. The country's efforts to emerge from near-total collapse is hampered by a number of factors, one of which is absence of a well-educated and -trained labor force able to acquire the skills and trades the country needs as it grows. A well-trained labor force will yield higher levels of productivity and be able to accommodate the changing needs of a post conflict economy while ensuring higher earnings and greater mobility for workers. Though most of the Afghan labor force is in the informal sector, skills acquisition judiciously combined with literacy and numeric programs should produce a workforce able to adapt modern production technologies and take advantage of opportunities through self-employment and small-enterprise development. Linked to the quality and productivity issues are requirements of today's world with the construction. Construction processes need to demonstrate their efficiency significantly, dynamic and competence. In a survey conducted by CNI - National Confederation of Industry and the CBIC - Brazilian Chamber of Construction Industry, it was pointed out that the construction companies have difficulties in finding professionals with basic qualifications, such as masons and servants, for example. The low professional qualification in companies working accelerated favoring low productivity. The objective of this study is to analyze the perception of different actors of civil construction in the city of Curitiba - PR with the qualification, aimed at improving the quality and increasing productivity for the development of the building sector. A pesquisa teve como objetivo analisar a natureza das qualificações profissionais, as redes sociais e o mercado de trabalho no setor da Construção Civil, mais especificamente, no subsetor Edificações Habitacionais. Partimos do pressuposto de que o setor é portador de uma especificidade no que diz respeito ao processo de trabalho, marcado por contingências que induzem a uma grande variabilidade, flexibilidade e, sobretudo, a uma descontinuidade do processo produtivo, o que traz como conseqüência uma elevada instabilidade. Tais especificidades se articulam e se alimentam de fluxos particularmente complexos e instáveis de mão-de-obra, as quais se caracterizam por uma lógica de extrema flexibilidade. Levantamos a hipótese de que a execução de trabalho no setor possui uma forte dependência dos saberes de ofício, o que Induz certa autonomia do trabalhador. This paper creates a pseudo cohort of individuals who left school in the mid-1990s, using Labour Force Survey. The extent of low achievement at school amongst this group is documented, and then the impact of such low achievement on labour force status is estimated. The main focus of the paper is then to investigate to what extent unqualified school leavers can improve their labour market status through the acquisition of vocational qualifications, and how many follow this option. The results show that vocational qualifications at all levels can improve the employment chances of unqualified school leavers, even once we use panel data to control for unobserved individual heterogeneity and to ensure that the qualification is acquired before employment is attained. There are also small effects on occupational mobility, but little impact on wages. However, few unqualified school leavers seem to be following this vocational route to qualification achievement.

This paper uses Labour Force and other national survey data to examine stock levels and changes in the stock of skills (educational and vocational qualifications) of the population over the period 1985-1996 for six European countries with particular reference to the low-skilled. National qualifications are classified using the International Standard Classification of Education (ISCED) levels 0-7. The low-skilled are defined as those who left education and training/gained no qualifications beyond the period of compulsory schooling. All countries have reduced the proportion in the low-skilled group over the period 1985-1996; however, countries which already had the lowest levels of low skills (Sweden, Germany) made the fastest progress. Younger (25-28) populations are better qualified than the working-age populations. Considerable differences still remain between countries in stocks of skills in both the young (25-28) and working-age population. These differences are greater at the lower end of the ISCED scale (0/1/2) than at the higher end (ISCED 5/6/7). In a number of countries (France, Germany, Netherlands, Portugal) higher level educational and vocational qualifications (ISCED 3 and above) were gained at a relatively late age (22-25). In Sweden and the UK only small proportions of the low-skilled gained further qualifications after the age of 21. Proportions of low-skilled men and women in the working-age population have declined at similar rates in all countries but in Germany and the UK the proportion of women with low skills remains substantially higher. There is no parity of esteem between academic and vocational qualifications in the labour market. Data from the Labour Force Survey show that on average men and women working full-time with academic qualifications at one level in the national qualifications framework earn about the same as men and women with vocational qualifications set notionally one level higher. So those with A levels have earnings similar to those with higher or level 4 vocational qualifications, those with 5 or more O levels or higher grade GCSEs have earnings similar to those with level 3 vocational qualifications, and those with 1-4 O levels or higher grade GCSEs have earnings similar to those with level 2 vocational qualifications. These higher earnings occur firstly because academic qualifications at a given level are more successful in buying access to more highly paid occupations. Secondly, within the most highly paid managerial, professional and technical occupations, academic qualifications are associated with higher earnings. These findings raise significant issues for public policy, calling into question the way in which the UK’s National Targets for Education and Training have been formulated and much work on international comparisons of educational attainment.
