Reports in both the national and international media and anecdotal evidence indicate that the prevalence of crime and violence is high in PNG, and presents an important obstacle to long-term development. A growing body of literature and data on the issue identify a diverse range of forms of crime and violence; from violence in the household to violent conflict between clans, and various forms of interpersonal violence. This violence has been linked to various factors, ranging from historical and cultural factors, to, more recently, economic drivers. Conflict and violence have historically been an integral part of social life in PNG. This briefing note presents an analysis of the drivers of violence and crime in PNG. An extensive data and literature review was undertaken by a World Bank team, following a scoping mission to PNG in December 2011. A follow-up mission to Port Moresby in October 2012 which included individual consultations with stakeholders as well as an experts meeting on Conflict and Fragility helped test and refine the analysis. The brief begins with a description of the role of conflict in PNG society...

Violence against Women and Girls (VAWG) is a pervasive global problem. It is a violation of basic human rights and a drag on development. Much of the research to-date on the topic-including a major recent World Health Organization study to produce global prevalence rates has focused on better understanding the scale and nature of the problem. The present study builds on this body or research while shifting focus to synthesizing global evidence on potential solutions. This paper, a systematic review of reviews, breaks new ground by synthesizing evidence on the effects of VAWG prevention interventions. It examines the diversity of geographical context, the types of violence addressed, and the numerous approaches that have been used to combat VAWG. Additionally the review summarizes the quality of evidence on efficacy and effectiveness in order to highlight strengths and gaps of interventions on a global scale and could serve as a point of reference for those intending to undertake future design, implementation, and evaluation of interventions. This paper finds that knowledge of intervention impacts on VAWG prevention is growing...

Background Violence in the emergency department (ED) is a significant problem and it is increasing. Several studies have shown that violence in the ED is more likely to occur within the first hour of a patient’s presentation. Therefore, it is possible that there are some indicators of violence observable during the initial nurse-patient/relative interaction at triage. Nevertheless the problem remains inadequately investigated as many incidents are not reported and most studies that have investigated this issue are descriptive in nature. Although these studies have provided important preliminary information, they fail to reveal the complexities of the problem, in particular the cultural aspects of violence which are crucial for the ED. Aims The main aims of this study were to explore the cultural aspects of violence in the ED and to determine the possible indicators of violence at triage. Methodology Contemporary ethnography based on interpretive and post-positive paradigms was adopted to frame the methodology of this study. Methods This study was carried out at a major metropolitan ED over three months. The data collection techniques included field observations, questionnaires and semi-structured interviews. The data analysis framework adopted for this study incorporated Spradley's (1980) and LeCompte and Schensul's (1999) approaches. Findings The study indicated that the cultural meanings of violence were complex and highly subjective with variations among nurses which in turn influenced their responses to violence (e.g. reporting or not reporting an incident). The cultural meanings were sometimes contradictory and confusing as violence could be seen as both a challenge and a threat or predictable and unpredictable. The same type of behaviour from one individual could be perceived as violent but not for another. Many nurses perceived that violence was unpredictable and inevitable but the study demonstrated that there were indicators of violence which could be used to predict and prevent the problem. Factors such as environment...

This research report formed part of an internship with the Federal Member for Fowler, Mr Chris Hayes MP. The internship was taken as coursework for a Bachelor of Arts and Asian Studies at the Australian National University. Domestic violence is a serious social issue which has immense and continuing impact on Australian society in general. A widely recognised contributing factor for domestic violence, low socio-economic status, justifies concern about domestic violence in South West Sydney. Domestic violence is generally under-researched and there is little published information written specifically about the area. This research investigated local knowledge of people experienced in working with communities and domestic violence against a backdrop of existing research on domestic violence. Statistics used in this report are drawn from: Australian Bureau of Statistics surveys, the Australian Component of the International Violence Against Women Survey and administrative reports such police and service provider reports. The definition of domestic violence in these sources differs making it difficult to collect and analyse domestic violence data accurately. In addition under-reporting of domestic violence, especially in police records...

Violence against women is a universal epidemic. It does not discriminate between age, income, ethnicity or religion. One in three women worldwide will experience violence in their lifetime. Despite the monolithic universality of the problem at the global level, the lived experience of being violently abused in the workplace, public spaces or the home is intensely personal. This tension between the particularity of local manifestations of violence against women and the overwhelming prevalence of the issue worldwide confounds traditional aid interventions. Navigating between the local and the global provokes questions about management and governance in aid. Should development be 'top-down' or 'bottom-up'? How can local custom and tradition be reconciled with a 'universal' human rights approach to aid? How do we target an individual's specific encounter with violence, while developing models of aid and assistance that can be replicated on a wider scale? This report seeks to determine how comprehensive the nascent UN Women Safe Cities for Women and Girls Global Programme (2008-2015) will be in addressing key factors contributing to gender-based violence in urban settlements. The 'Port Moresby: A Safer City for Women' pilot initiative (as an intervention representative of the Global Programme) is examined through the conceptual lens of governance...

In writing this paper, I have drew upon a rich body of literature outlining some of the key issues that have consistently been identified as critical to consider when addressing Indigenous family violence. There are three aims in this research project, the first is to review the context of the violence that is occurring in NSW, second analyse the current evidence of the violence, and finally to review the NSW Domestic and Family Violence Action Plan of 2007 with a concentration on need the need for an additional provision to be placed for Indigenous women. Chapter 1 of this report examines the causes of the violence in which Indigenous Family Violence occurs, in particular it exploring in depth the factors through the examination ofthree categories: underlying factors, situational factors, and precipitating factors. First underlying factors lie in the deep historical roots of the indigenous people like that of colonization, which makes them vulnerable and leads them to violent behaviour. Next, are situational factors that include aspects of indigenous people's current situational behaviour like that of alcohol abuse which exacerbate violent tendencies. Finally is precipitating causes that may be one or many events that trigger a violent episode...

The aim of this study is to explore the relationship between women's labor market outcomes and partner violence among Tanzanian women, and to estimate the difference in women's weekly earnings between women who have been abused and women who have not. In addition, this study estimates the lost earnings to women because of partner violence as a share of Tanzania's gross domestic product. Partner violence is the most common form of violence against women and the adverse consequences for women s health have been well documented. Few studies have estimated the economic costs of partner violence in low- and middle-income countries and current evidence suggests that the cost is large. Using data from the nationally representative 2008-2009 Tanzania National Panel Survey, the study uses propensity score matching methods to estimate the difference in women's earnings from formal waged work and non-agricultural self-employment. Data on women's earnings from agricultural self-employment, the largest employment sector for women in Tanzania...

Violence against women, recognized globally as a fundamental human rights violation, is widely prevalent across high-, middle-, and low-income countries. Violence against women has significant economic costs in terms of expenditures on service provision, lost income for women and their families, decreased productivity, and negative impacts on future human capital formation. The paper makes a major contribution to the discussion of economic implications of intimate partner violence (IPV) through its conceptual mapping of the links between IPV and economic growth based on a review of literature on their complex dynamics based on data from Vietnam. It reviews costing methodologies and identifies types of costs that potentially can be estimated given different degrees of data availability. The paper argues strongly for a focus on estimating impacts on productivity, which is a key driver of economic growth. It also calls for committed action by both national governments and The World Bank Group in terms of integrating IPV and violence against women and girls (VAWG) into national and sectoral development plans and Bank funding streams; strengthening national statistics offices to collect...

Worldwide, patterns of violence against women differ markedly from violence against men. For example, women are more likely than men to be sexually assaulted or killed by someone they know. The United Nations has defined violence against women as "gender-based" violence, to acknowledge that such violence is rooted in gender inequality and is often tolerated and condoned by laws, institutions, and community norms. Violence against women is not only a profound violation of human rights, but also a costly impediment to a country's national development. While gender-based violence occurs in many forms throughout the life cycle, this review focuses on two of the most common types-physical intimate partner violence and sexual violence by any perpetrator. Unfortunately, the knowledge base about effective initiatives to prevent and respond to gender-based violence is relatively limited. Few approaches have been rigorously evaluated, even in high-income countries. And such evaluations involve numerous methodological challenges. Nonetheless, the authors review what is known about more and less effective-or at least promising-approaches to prevent and respond to gender-based violence. They present definitions, recent statistics, health consequences...

Addressing youth issues is essential to promoting stability and preventing violence in fragile and conflict-affected states. However, there is little evidence that youth programming and policies have helped reduce violence in these settings. This can reflect the lack of understanding about youth issues and how problems affecting them encourage their participation in violence. This study set out to understand youth violence in Liberia and Sierra Leone, two countries in which there has historically been a great deal of youth participation in group violence, where the risk of youth mobilization into violence persists, and where interpersonal and gender-based violence are still a concern. In addition to having young populations, both countries have governments that have emphasized improving youths' lives by both reducing poverty and preventing violence. In turn, programming and policies in these (and many other conflict-affected) countries tend to be focused on employment generation due to the assumption that youth become prone to violent behavior as the result of economic exclusion (their inability to achieve a stable source of livelihood). The findings from this study will be useful to help governments (particularly of fragile and conflict-affected states) and donors better understand youth issues...

OBJETIVO: Validar o instrumento do estudo World Health Organization Violence Against Women (WHO VAW) sobre violência psicológica, física e sexual por parceiros íntimos contra mulheres.
