The United States signed the treaty in September 1996, and currently the decision on whether to ratify it is pending in the Senate. Key differences reside in the political and objective strategic situations of the United States and the United Kingdom. In the United Kingdom's parliamentary system a single party (or a coalition) makes decisions. The United States, however, was designed to have a separation of powers, and this insures that the legislative and executive branches have opportunities for discord as well as cooperation. Currently the United Kingdom has operational weapons production facilities, whereas the United States does not. The United Kingdom has only one nuclear weapons program (the Trident missile) to maintain, whereas the United States has multiple delivery systems and warhead types to maintain. The United Kingdom's nuclear deterrent provides for the country's security needs, yet the United Kingdom is also covered by U.S. nuclear commitments. The United States must now reassess its commitments, and the means and policies it will employ in protecting and promoting national interests in the post-Cold War era. This thesis examines the author's perceived global national interests of the United States in the post-Cold War era, based upon the Preamble of the United States Constitution. United States national interests abroad include protection of American lives and property, economic prosperity, and international goodwill. The perceived national interests of the United States in the East-Asia/Pacific (EA/P) region, with particular emphasis placed on the Southeast Asian sub-region, are discussed. This thesis then examines the political, social, and economic evolution of the Southeast Asian sub-region, including the Association of Southeast Asian Nations (ASEAN), and historical United States national interests in the Southeast Asian sub-region. Past means and policies of the United States to protect and promote its interests in the Southeast Asian sub-region are reviewed. The United States of America is for all practical purposes, an empire. It has territories separated by bodies of water that are under its control, has the world's largest economy, and it has the ability to project its force with a large and powerful military. Like other empires, the U.S. is prone to follow the historical model of an imperial rise to power and a later fall from power. I hypothesize that the United States is on the verge of a fall from preeminence. By comparing the United States with the Roman and British Empires, I intend to research the economic causes behind the collapse of these two empires and see if the United States is in a comparable situation. If the United States is falling from power, then it has two options, accept its fate, or like the Romans and British, change course and try to continue to hold onto power as long as possible. The United States can learn something by studying the successes and mistakes made by previous world powers. By studying older world powers, this thesis will attempt to compare current problems the U.S. faces to those problems that Rome and Great Britain faced in their respective eras. This thesis will use these two historical case studies to find solutions to some of the problems that the U.S. faces today...

Mark Miller; Mexican immigration to the United States is a controversial issue in today???s political realm. Though it is the longest running labor movement in history, many Americans are under the impression that this is a current issue. In fact, there are many interesting assumptions about this movement, that many times prove to false. It is only by analyzing this issue through the context of historical and current trends, as well as through both the United States and Mexican perspectives that the issue can be fully understood. This paper will examine the immigration movement and US policy responses to it. It will critique these policy decisions based on the success of their intended purposes, and will find that many times these policies were misdirected. Many of the shortfalls of these policies come from a lack of understanding the depth of the Mexican immigrants??? incentives to immigrate to the United States. This paper addresses these motivational gaps by reexamining the push and pull theory, and how the United States has misused this in their policy decisions. The United States is currently focusing too much on the pull motivations of immigration and not enough on the push motivations of immigration. In addition, the pull motivation side policies are being mishandled...

Legates, David R.; Gated communities (GCs) are a growing phenomenon around the world and in the United States. Data collected by the American Housing Survey (AHS) has shown that the total number of housing units inside GCs rose from seven million in 2001 to over ten million in 2007; raising the total to slightly over eight percent. Despite increasing evidence to the contrary, GCs nevertheless are persistently viewed as being homogeneous enclaves of the wealthy. Towards gaining greater insight into the diversity and of GCs and possible differences between inside and out, this thesis uses the data collected in the most recent AHS (2007) to further elucidate the issue. A canonical discriminant function analysis (DFA) is performed to determine if a different set of push and pull factors act on the residents of GCs relative to the residents of other communities in the United States. A series of two sample difference of proportions Z-tests are used to examine the relationship between immigrants and GCs while a two sample difference of means t-test is used to determine if a gated „transnational elite‟ exists inside the United States. Differences between the residents of GCs and non-gated communities along the dimensions considered in the DFA are not found to be meaningful...

OBJECTIVES: Tuberculosis (TB) is a leading public health problem and a recognized priority for the federal Governments of both Mexico and the United States of America. The objectives of this research, primarily for the four states in the United States that are along the border with Mexico, were to: (1) describe the epidemiological situation of TB, (2) identify TB risk factors, and (3) discuss tuberculosis program strategies. METHODS: We analyzed tuberculosis case reports collected from 1993 through 2001 by the tuberculosis surveillance system of the United States. We used those data to compare TB cases mainly among three groups: (1) Mexican-born persons in the four United States border states (Arizona, California, New Mexico, and Texas), (2) persons in those four border states who had been born in the United States, and (3) Mexican-born persons in the 46 other states of the United States, which do not border Mexico. RESULTS: For the period from 1993 through 2001, of the 16 223 TB cases reported for Mexican-born persons in the United States, 12 450 of them (76.7%) were reported by Arizona, California, New Mexico, and Texas. In those four border states overall in 2001, tuberculosis case rates for Mexican-born persons were 5.0 times as high as the rates for persons born in the United States; those four states have 23 counties that directly border on Mexico...
