O objetivo deste trabalho é apresentar as formas adquiridas pela cultura do trabalho portuário avulso após o processo de modernização, ocorrido em 1993, ano de promulgação da Lei nº 8.630, que rege sobre a reforma portuária brasileira. O caso estudado é o Porto de Santos. O estudo levanta a hipótese que com a regulamentação da atividade sindical e a vinculação do trabalho portuário avulso ao sindicato (closed shop), fato ocorrido nos anos 1930, esta cultura passa a basear-se na figura da entidade sindical. O processo de regulação econômica e reforma do estado brasileiro, iniciado no Governo Fernando Collor de Mello, acaba com o closed shop e vincula o trabalho portuário a um órgão gestor de mão-de-obra. A lei aparece como marco, pois determina o fim do sistema de closed shop. Para análise da formação desta cultura utiliza-se a noção de experiência e o conceito de consciência de classe de E. P. Esta tese trata da relação entre a CUT e a estrutura sindical corporativa no Brasil. O tema já foi amplamente estudado pela sociologia no meio acadêmico, e da mesma forma tem sido elemento de reflexão e debate entre dirigentes e militantes sindicais. Nesse sentido, a originalidade deste trabalho é revisitar o tema e analisa-lo à luz do contexto do governo Lula, eleito em 2002 para seu primeiro mandato como presidente da República com a plataforma de modernização da legislação sindical através de uma reforma sindical negociada por representantes do governo, empresariado e trabalhadores no Fórum Nacional do Trabalho (FNT). Desse ponto de vista, essa tese se apropria de um debate já estabelecido sobre o conceito de corporativismo e faz um resgate histórico da CUT, dos anos 1980 aos dias atuais, enfatizando suas vicissitudes e contradições para a superação do modelo herdado da Consolidação das Leis do Trabalho (CLT), nas décadas de 1930 e 1940. A longevidade da estrutura sindical brasileira de viés corporativista e as reformas neoliberais realizadas na América Latina e no Brasil a partir dos anos 1990 têm suscitado o debate sobre a necessidade de realização das reformas trabalhista e sindical. O objetivo do trabalho é analisar as propostas de reformas trabalhista e sindical nos governos Cardoso e Lula e os conflitos e consensos provocados nessas discussões envolvendo, especialmente, governo e trabalhadores. A pesquisa incluiu a análise sistemática das alterações ocorridas nas legislações que regulam as relações individuais (trabalhistas) e coletivas (sindicais) do trabalho nos governos Cardoso e Lula e analisou a posição das centrais sindicais: Central Única dos Trabalhadores, Central Geral dos Trabalhadores e Força Sindical sobre as reformas, constantes da documentação oficial das centrais e das falas de seus dirigentes. The implementation of the customs union (CU) in 1995 was the culmination of thirty-two years of association between the European Union (EU) and Turkey and was expected by Turkey to be the first step in the EU accession process. The CU has been a major instrument of integration for the Turkish economy into both European and global markets. The CU covers trade in just industrial goods (including the industrial components of processed agricultural products) and excludes primary agriculture, services, and public procurement but has proved to be a powerful force of regulatory convergence. The evaluation s objectives are to assess the impacts of the CU and to make forward looking, solution-orientated recommendations for its improvement with an emphasis on the economics behind the various trade irritants and options for dealing with problems related to asymmetries as well as examining the case for widening. Diese Studie untersucht Prozess und Ergebnisse struktureller Wirtschaftsreformen in vier arabischen Ländern (Jordanien, Ägypten, Algerien und Vereinigte Arabische Emirate). Die Fälle wurden so ausgewählt, dass sie als repräsentativ für die arabische Welt insgesamt gelten können. Wirtschaftsreformen wurden dort mit dem Ziel initiiert, liberale Marktordnungen zu schaffen. Wie jedoch in den empirischen Kapiteln (6-10) gezeigt wird, sprechen die Indizien dafür, dass die Ergebnisse dieses Prozesses nicht den Intentionen der externen Akteure entsprechen, welche die Reformen unterstützten (v.a. This study looks at lessons to be drawn from the ten-year experience of the transition countries in Eastern Europe and the former Soviet Union in the period 1991 to 2000. The World's Bank "world Development Report 1996: From Plan to Market" focused on the transition process during the first half of this period. It recognized that while initial conditions are critical, decisive and sustained reforms are important for recovery of growth and should be accompanied by social policies designed to protect the most vulnerable groups until growth takes hold. Many of the prescriptions of the 1996 World Development Report continue to be valid today. The present study confirms that while initial conditions were critical for explaining the output decline at the start of transition, the intensity of reform policies explains the variability in the recovery of output thereafter. The authors aim at contributing to understand the dispersion of returns from policy reforms using cross-country regressions. The authors compare the "before reform" with "after reform" GDP growth outcome of countries that undertook import-liberalization and fiscal policy reforms. They survey a large sample (about 54) of developing countries over the period 1980-99. The benefits of openness to trade and fiscal prudence have been extensively identified in the growth literature, but the evidence from simple cross-section analysis can sometimes be inconclusive and remains vulnerable to criticism on estimation techniques, such as identification, endogeneity, multi-colinearity, and the quality of the data. The authors use a different analytical framework that establishes additional controls. First, they construct a counterfactual control group. The collapse of central planning set in motion the reintegration of the Central European countries into the world economy. The European Union (EU), because of its proximity, economic weight, and policy-induced deep integration, has shaped these countries' politics, and economics. The process of accession to the EU - which began with the signing of the European Association Agreements in 1991 - has influenced their economic institutions, policies, and performance. The author traces the emerging architecture of commercial relations in Europe, and argues that the accession process had its greatest impact on capital flows, and later on good flows. The performance of the East Asian transition economies in export and income growth has been strikingly better than that of countries in Eastern Europe and the former Soviet Union. The East Asian economies have achieved remarkably high growth rates in outputs and exports without the often large declines in output and exports observed in Eastern Europe and the former Soviet Union. Bulgaria's entry into the EU Single Market raises new opportunities and new risks for the national economy. As shown in the rest of Europe, a program of regulatory reform offers an effective strategy for managing the risks of more intense competition while preparing Bulgarian companies to prosper within the largest economy in the world. Bulgaria has already made significant progress in regulatory reform, with an emphasis on developing regulatory impact analysis (RIA) in Bulgaria's public administration. To support these activities, the Council of Ministers agreed in August 2006 to the proposal of the Ministry of Economy and Energy to develop a national plan for better regulation. The goal is to progressively achieve a low-cost, low-risk regulatory system that both supports national competitiveness and effectively protects public interests. To achieve its potential, Bulgaria should converge, not with a minimum standard of regulatory reform, but with the best performers in Europe. The Kyrgyz Republic suffered severe shocks during the early years of independence, loosing its traditional markets in the Former Soviet Union republics, as well as substantial transfers and subsidies from the Soviet Union, that included a falling GDP during the first five years of transition. These circumstances prompted the Kyrgyz Republic to adopt a wide range of reforms to accelerate the transition to a market economy, emphasizing price and trade liberalization, and the shift of ownership of state assets to the private sector, including land, and most state-owned enterprises (SOEs). Since the mid-l990s, the economy has shown steady signs of recovery. Despite these favorable developments, the Kyrgyz Republic remains the second poorest of the FSU republics, and one of the poorest countries in the world. This paper applies a partial equilibrium model to analyze the fiscal revenue implications of the prospective economic partnership agreement between the Economic Community of West African States (ECOWAS) and the European Union. The authors find that, under standard import price and substitution elasticity assumptions, eliminating tariffs on all imports from the European Union would increase ECOWAS' imports from the European Union by 10.5-11.5 percent for selected ECOWAS countries, namely Cape Verde, Ghana, Nigeria, and Senegal. This increase in imports would be accompanied by a 2.4-5.6 percent decrease in total government revenues, owing mainly to lower fiscal revenues. Tariff revenue losses should represent 1 percent of GDP in Nigeria, 1.7 percent in Ghana, 2 percent in Senegal, and 3.6 percent in Cape Verde. However, the revenue losses may be manageable because of several mitigating factors, in particular the likelihood of product exclusions, the length of the agreement's implementation period, and the scope for reform of exemption regimes. The large country-by-country differences in fiscal revenue loss suggest that domestic tax reforms and fiscal transfers within ECOWAS could be important complements to the agreement's implementation.

The analysis presented in this report assembles, for the first time, evidence from a variety of sources in the countries of Eastern Europe and the former Soviet Union to show that policy and institutional reforms are important in achieving higher productivity growth. However, significant challenges remain in sustaining that growth. Many countries that started the reform process early, such as the new member states of the European Union, have come to resemble advanced market economies and face challenges in competing successfully in the global economy that are similar to the challenges faced by other European countries. For these new European Union members, the report argues, policies that facilitate innovation and firm expansion will be a key. But for other countries that started the reform process later, such as the countries of Southeastern Europe and the former Soviet Union, there is still a need to address the legacy of transition. This book examines issues at the forefront of the debate on land law reform, pays particular attention to how reform options affect the poor and disadvantaged, and recommends strategies for alleviating poverty more effectively through land law reform. It reviews the role of the World Bank in land law reform, examining issues of process as well as substance. It also identifies key challenges and directions, and stresses the need to design law reforms in ways that suit diverse economic, legal, and institutional environments. This book is a contribution to comparative thinking on reform of the law relating to land. It examines the implications for land law reform in the broadening of development goals beyond growth to include environmental protection, poverty eradication, and achievement of gender equity, and it reviews a broad range of experience in land law reform. In this dissertation, we examine the socioeconomic impact of land reform schemes and discuss the policy implications of combining aspects of both state-led and market-based approaches to land reallocation through regional planning. We focus on land reform settlements in Northeast Brazil, where both approaches operated over the same time frame (1997-2002). Empirically, we identify the effects of various indicators on the socioeconomic growth of a sample of rural territories and localities, giving emphasis to the influence of the market-based Land Bill Programme (PCT) and the traditional state-led scheme (INCRA) on that growth through panel data analysis, cross-section regressions and field-based analysis. It has been concluded that: i) The scope for plan-led strategies towards sustainable development in the countryside has been given less than sufficient emphasis in the land reform literature; ii) There is not clear evidence that the market-based approach leads to higher socioeconomic growth regionally than does the state-led approach, or vice versa; iii) Although the market-based scheme contributed to improved access to title, the PCT settlements failed to impact positively settlers? welfare in the majority of sites; iv) Securing both higher access to land rights and better living conditions through land reform requires an approach that combines both state-led and market-based elements; v) Securing measurable positive impacts on the regional economy requires a land reform strategy that has a regional scope. A intenção do Governo Federal seria atualizar as leis trabalhistas e sindicais, adequando-as às novas exigências do desenvolvimento nacional, de maneira a criar um ambiente propício à geração de emprego e renda. Assim, o Fórum ocupa-se em modernizar as instituições de regulação do trabalho, especialmente a Justiça do Trabalho e o Ministério do Trabalho e Emprego; estimular o diálogo e o tripartismo e assegurar a justiça social no âmbito das leis trabalhistas, da solução de conflitos e das garantias sindicais. This article analyzes the interaction between organized labor and government during reform of the pension system in Argentina. The purpose is to investigate the political and institutional conditions favorable to the inclusion of trade unions in a negotiated pension reform process. The Argentine pattern of union-government interaction was shown to be shaped more by the peculiarities of the decision-making process than by the demands and power of union organizations.
