O transporte ferroviário tem grande participação no transporte de cargas e passageiros em todo o mundo. No Brasil a malha ferroviária sofreu um processo de abandono e deterioração no período de 1960 a 1990. A partir de 1990 a privatização da rede ferroviária nacional iniciou uma retomada de investimentos e nos últimos anos à demanda por transporte ferroviário vem crescendo significativamente. É necessário, então, que os recursos da ferrovia sejam utilizados de maneira eficiente para atender a crescente demanda, o que exige planejamento estratégico, táctico e operacional. No nível operacional uma das principais etapas e também umas das mais carentes de ferramentas computacionais é o Planejamento de Circulação de trens. O processo operacional de uma ferrovia é dinâmico, sujeito a inúmeras interferências imprevisíveis e uma ferramenta computacional para o apoio ao planejamento de circulação de trens deve fornecer soluções com tempo de processamento compatível com essa realidade. Este trabalho propõe algoritmos para o planejamento de circulação de trens em tempo real, utilizando metodologias de inteligência computacional e conjuntos nebulosos. This report highlights deficiencies and indicates priorities for a prospective national transport strategy and action plan for further consideration by key stakeholders. The overall objective should be the development of a transport system, and an institutional framework, that facilitates rather than constrains, economic development in Bosnia and Herzegovina. A strong transport system contributes to economic growth by reducing the economic distance to markets by expanding opportunities for trade, by improving the competitiveness of national locations for production and distribution, and by facilitating mobility for a country s citizens; while minimizing the social and environmental costs of the transport sector. The report concludes by recommending actions that aim to improve the institutional framework, improve the sustainability of the transport sector, facilitate broad based economic growth, and mitigate the social and environmental detriments associated with transport. Specific policy recommendations are presented to accomplish these conclusions.

This document aims to provide practical guidance on how best to include consideration of accessibility for People with Limited Mobility (PLM). While disabled people are a primary focus, the definition of PLM considered within this guidance note therefore also encompasses this broader range of users with mobility constraints and needs. Barriers to addressing the needs of PLM are often a product of a lack of information for transport professionals and facility designers, combined with limited resources. To assist client countries with implementing the principles and binding obligations of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), it is clear that World Bank Task Team Leaders (TTLs) need to understand how to build in accessibility for disabled people in the design and implementation of transport projects. This note explores issues within the urban logistics and port-cities thematic pillar. It is one of three focus areas, or thematic pillars, for the multi-donor trust fund for sustainable logistics (MDTF-SL). The goal of this pillar is to finance activities that will assist developing countries in two areas; addressing urban congestion resulting from retail distribution of goods, and improving the sustainable design and operation of port-cities. Activities under this pillar will concentrate on reducing congestion and pollution by focusing on the efficient distribution of goods in urban environments. Additional emphasis will be placed on the urban planning tools and investments required for port-cites to address sustainability issues endemic to densely populated economies serving as either a local or regional transport hubs.

The United Arab Emirates (UAE) was selected as a case study because it is one of the countries in the region that has had rapid success in scaling up infrastructure in a relatively short period of time. Also, the Government of Pakistan (GoP) is seeking to attract participation of investors from the UAE into domestic infrastructure projects. The study also briefly considers the potential impact of the infrastructure development boom in the UAE on the Pakistan infrastructure implementation capacity in terms of competition for skilled resources in relation to consulting firms and construction services. The study points out that while government agencies and private sector in the UAE have been very successful in implementing various large projects in the past, however, capacity constraints are becoming evident in construction and infrastructure implementation due to the mega size and scale of projects envisaged for completion over the coming years. This set of reports on manufacturing plans implementation in India includes the following: (1) A new agenda. Improving the competitiveness of the textiles and apparel value chain in India report is structured as follows: section one sets out the context, describing trends in global markets and in the textiles and apparel supply chain in India; section two analyzes in detail the choke points that are hindering the growth of the latter; section three sets out a reform agenda to address them; and section four concludes. (2) Fast tracking Indias electronics manufacturing industry. Business environment and industrial policy examines the prospects for India to meet its potential. Drawing on extensive survey questionnaires and interviews with key industry players (both domestic and foreign) and relevant government agencies, this study identifies major challenges India-based companies face in engaging in electronics manufacturing. The analysis culminates in detailed policy suggestions for regulatory reform and support policies needed to unblock barriers to investment in this industry and to fast-track it’s upgrading through innovation. This report summarizes the results for the transportation sector from a larger study, the low carbon study for Brazil, developed by the World Bank as part of its initiative to support the integrated efforts of Brazil to reduce global and national greenhouse gases emissions, while promoting long-term development. The study covers four key areas with potential low carbon options: 1) Land Use, Land Use Change and Forestry (LULUCF), including deforestation, 2) transport systems, 3) production and use of energy, particularly electricity, oil, gas and bio fuels, and 4) municipal waste, solids and liquids. This study aims to underpin Brazil's efforts to explore methods for reducing total emissions of Greenhouse Gases (GHGs) arising from all areas of human activity. More specifically, this study seeks to highlight low-carbon alternatives for Brazil´s transport sector. These alternatives could contribute positively to the world's climate, as well as benefit Brazil's socio-economic development. Cities emerge from the spatial concentration of people and economic activities. But spatial concentration is not enough; the economic viability of cities depends on people, ideas, and goods to move rapidly across the urban area. This constant movement within dense cities creates wealth but also various degrees of unpleasantness and misery that economists call negative externalities, such as congestion, pollution, and environmental degradation. In addition, the poorest inhabitants of many cities are often unable to afford a minimum-size dwelling with safe water and sanitation, as if the wealth created by cities was part of a zero-sum game where the poor will be at the losing end. The main challenge for urban planners and economists is reducing cities' negative externalities without destroying the wealth created by spatial concentration. This Country Economic Memorandum (CEM) sets a framework for a dialogue on inclusive economic growth and income convergence in Romania. Generous Foreign Direct Investment (FDI) and other financial inflows lifted consumer demand, built up key industries, modernized wholesale trade and unleashed the movement of labor from low-productivity activities like agriculture towards high-productivity activities like manufacturing. Public and private investments in education lifted tertiary education enrollment from 12 to 23 percent. Preliminary calculations suggest that this growth was shared even after the crisis, as the income of the bottom 40 percent of the population grew by 5.5 percent on average during the 2000-2011 periods, a pace slightly above the 4.8 percent growth in the income of all households and the 4.1 percent average growth. Transport is not 'gender neutral'. Men and women hold different socio-economic roles and responsibilities that are associated with different patterns of transport access, needs, and use. Yet, there is often not much recorded evidence on the differences in gender travel needs between men and women, in urban areas in particular. Transport planning has not routinely addressed these differences and sex-disaggregated data on transport needs and patterns is very limited. The present regional report summarizes the findings and recommendations of four separate case studies on gender and transport conducted in Casablanca, Morocco, Sana'a and rural Yemen, and Nablus, Jenin, and Tulkarem in the northern part of the West Bank, during between September 2008 and September 2009. Transportation accounts for some 26% of all mine accidents in South Africa. Although this figure may not be as prolific as fall of grounds accidents or accidents caused by seismic events, the enormity of transportation accidents demands attention, especially as many of these accidents are avoidable. This paper investigates vertical (i.e. shaft), horizontal (i.e. haulages), and in-stope transportation systems and their function as it applies to safety. Recent transportation accidents are discussed looking at current trends within the three transportation areas. In the shaft area, discussions will focus on handling of material cars, loading and off-loading of the workforce and management of shaft orepass systems. The horizontal component will focus on personnel transportation, safety around trains and hoppers, and handling of material in the cross-cut. The discussion on in-stope transportation will focus on the general congestion of the stope environment and how it affects the overall movement of personnel, material, and rock. Of concern are the large numbers of material handling and scraper winch accidents that occur and which will be discussed in some detail. The paper will conclude with a section on proposed guidelines within the three above-mentioned systems for mine engineers to consider in mine design and life of mine planning and scheduling.
