A presente pesquisa teve como objetivo principal investigar e elaborar instrumentos e procedimentos para a proposição do Sistema de Indicadores de Sustentabilidade do Desenvolvimento do Turismo (SISDTur), utilizando-se abordagem participativa e envolvendo a comunidade local do município de Bueno Brandão-MG, localizado na região da bacia hidrográfica de montante do rio Mogi-Guaçu, no sul do estado de Minas Gerais, Brasil. As preocupações com os problemas e desafios socioeconômicos e ambientais, relacionados ao uso dos recursos hídricos e à estrita dependência econômica da produção agropecuária nesta região remetem à necessidade e proposição de oportunidades de desenvolvimento local, visando propiciar melhores condições de vida aos moradores locais. A inserção do turismo, no contexto de novas perspectivas de desenvolvimento, torna-se alternativa socioeconômica emergente, exigindo a elaboração e aplicação de procedimentos, instrumentos e indicadores que verifiquem e avaliem a efetivação das condições de sustentabilidade (ambiental, social, econômica, cultural e institucional) do desenvolvimento do turismo. The tourism policies pursued by the Brazilian government since the 1990s have not produced the benefits that were expected from mass tourism. The example of two very successful cases of community-based tourism, stressing paths rooted in a development model that is fair and environmentally responsible, shows that tourism development can improve the quality of life in communities that receive an influx of tourists provided that the local community is taken into account and the planning and implementation of such development focus on creating opportunities and benefits for its members. © 2008 Latin American Perpectives.

The main goal of this thesis is to propose a conceptual theoretical model of critical success factors of International Development Cooperation programmes that are based in knowledge transfer approaches in the context of tourism development. The research was structured around three main theoretical pillars: international development cooperation (IDC), tourism as a tool for development, and knowledge transfer (KT). By exploring these pillars´ main interrelations, it was possible to gather the necessary background to develop the theoretical model and apply it to a real context. It was adopted a qualitative research approach using as a case study an IDC programme in tourism - the UNWTO.Volunteers programme. The key contribution of this thesis in the theoretical realm is the bridging of fields of study that are insufficiently covered in the scientific literature. The resulting model proposal applied to a real context of an IDC programme implementation permitted to test it partially providing useful insights for future research. It is postulated that IDC programmes in these contexts constitute a process rather than an end in itself. This study examines if tourism development in the municipality of Maragogi, Brazil, has contributed to local development measured based on the eventual contribution of tourism to improvements in the quality of life in the host communities. Maragogi has gone through wide socio-spatial changes over the last decades resulting from tourism development. In fact, traditional fishermen communities have often been displaced from their land to give way to tourism equipments. Brazil's federal government has elected tourism as an instrument for the development of the country's North-east region based on tourism's alleged capacity to boost the economy, to create jobs, and to improve the income of the population of host communities. However, the displacement of poor residents, poorly-trained workers, and increasing urban problems - such as garbage, traffic, noise, the creation of enclaves of have-nots, among other problems - show that the contribution of tourist activities for local development has been relative. Such context, similar to many other destinations in the North-east of Brazil, reveals a gap between the rhetoric that has been used both by the government and the private sector of tourism as a development inductor and the empirical reality of many municipalities. The tourist activity , which appropriates spaces and natural , cultural , social and economic scenarios in a given locality , requires a model of integrated development necessarily reconciling the support of residents. In this perspective , this study aims to analyze the factors influencing the support of residents in tourism development in archaeological sites , specifically in the two counties of Parelhas and Carnaúba dos Dantas , in Rio Grande do Norte, in the region of Seridó Potiguar as well as the interrelationship existing between these factors . To achieve the proposed objective of the research , a descriptive -exploratory and quantitative study based on the study of Nunkoo and Hamkisson (2012 ) , using the technique of Structural Equation Modeling - SEM to explain the relationships of the constructs used in this research. Data collection was performed during the periodof May 2013 to July 2013. Among other studies, results indicate that , for the profile of the interviewees used , the higher the confidence of the community residing in the government agencies responsible for, the largest tourism will support the resident to the tourism development and that this supply relationship institutions and government agencies an opportunity to enhance their development strategies and social thinking of the resident agent of tourism . The Union of Comoros has struggled through political unrest for over thirty years. As a result, its tourism sector is still in the exploration phase of its life cycle. Christmas Islanders are currently experiencing a number of challenges to the economic development of their island. Christmas Island's two main private employers, the island's phosphate mine and the island's casino complex, are both confronting considerable obstacles to their future operations. Whilst phosphate stores on the island are rapidly declining, the island's casino complex has now been closed for over a decade and is in need of extensive repair if it is to ever re-open. With no other major industries for employment currently available to the island's residents, Christmas Islanders are looking to the Australian federal government to establish new industries for employment in the near future. The tourism industry has in the past been a major source of employment for Christmas Islanders and is widely perceived within the community to be the economic future of the island once the phosphate mine closes. Government influence in developing tourism as an alternative industry on the island has had mixed success since the late 1990s. In recent years poor decision-making by the federal government has had an overwhelmingly negative impact on tourism industry development on the island. Australian federal government policy regarding economic development is likely to be the key factor in the establishment of new industries for employment on Christmas Island. This paper presents the strategy vision for Africa of promoting tourism. The strategy relies on four pillars: policy reforms, capacity building, private sector linkages, and product competitiveness. Working closely with client countries, implementation of the Africa Region Tourism Strategy, will focus interventions in these four areas in order to address the persistent constraints to the growth of tourism in Africa. Combined, these interventions will enable high-demand tourism products to compete in the global marketplace. The approach is region-wide; it engages staff across the Bank's Africa Region. The Government of Ethiopia (GOE) has set in train an initiative to develop the tourism sector in Ethiopia. This study supports this objective through in depth analysis of the supply and demand sides of the sector and by proposing a focused and viable strategy to grow tourist visitation and revenues whilst supporting the GOE poverty reduction goals. The study identified that tourism generated approximately US$ 132 million in in country expenditure revenue from a base of about 150,000 foreign visitors who came to Ethiopia for various purposes such as leisure, business and conferences and to visit friends and relatives. The study established that each of these categories of visitor have different expenditure and length of stay characteristics and based on this suggests a strategy of focusing on the development of leisure tourism, identifying this as the segment with the most potential to deliver growth. A final theme focuses on the need to improve demand for tourism and to work on the image of Ethiopia. In June 2006, the Guizhou Tourism Administration's Guizhou Provincial Rural Tourism Development Plan was approved by the National Tourism Administration of The People's Republic of China (CNTA). This plan provides official strategic guidance for the development of the rural tourism sector and identifies around 160 villages for development. Using KwaZulu-Natal in South Africa as a case study, it highlights both the benefits, and trade-offs I promoting, an managing sustainable nature-tourism development, and it assesses how policy can enhance nature tourism's contribution to economic growth, poverty reduction, and conservation. This study analyzes strategic intervention options that can inform the implementation process of Ethiopia s national tourism development policy in an effort to make the sector globally competitive. It also outlines the analytical foundations for technical assistance that will be provided to Ministry of Culture and Tourism (MoCT) by the World Bank-funded Ethiopian Sustainable Tourism Development Program (ESTDP). Colombia is a country that has achieved significant tourism growth in recent years, yet there is limited empirical evidence about its tourism development. Innovation in tourism products is one of the keys to Colombia maintaining positive tourism development. This empirical study analyzed innovation in tourism products in 364 Colombia companies. The focus is on both macroeconomic and microeconomic .aspects. The study shows how to use some of the best management practices - system dynamics, systems thinking, breakthrough thinking, benchmarking and delivering profitable value - in scenario planning for Croatian tourism and economic development. The transition process brings about numerous challenges to every aspect of life, but especially in economics. Government administrators, economists, tourism planners, corporate managers and university professors can find the best way to deal with these challenges in such increasingly complex environment. This paper analyzes territorial factors in tourism development planning, comparing two mo deis of regional growth: the centralized tourism development zone model, and the territorial and endogenous model.The theoretical analysis is carried out against the backdrop of the development model that has been implemented in Brazil since the mid-1990s. This model is based on the creation of regionalized "tourism development zones", The development zone growth model, that inspired the "deve!opment zones", highlights aspects related to the role of regional specialization, in this case, tourism. Its implementation is based on exogenous investments that don't use, on an optimized scale, local productive resources. On the other hand, the territorial and endogenous model focuses on local resources and their relationship with tourism development in the territory itself. This article analyses community-based tourism (CBT) as a methodology of work that aims to improve the livelihood of the communities that choose this activity as an economic development strategy. This paper traces the development of creative tourism as new form of cultural tourism. This trend has been stimulated by the growth of new consumption patterns, by more involved and skilled forms of tourism activity, and by changes in the production of tourism, such as the development of the experience economy. Arguably creative tourism also provides some answers to the increasing problems experienced in cultural tourism development, which is rapidly becoming another form of mass tourism. The paper outlines the different forms that creative tourism can take, ranging from interactive workshops and learning experiences to creative backdrops for tourism activity. Illustrations of creative tourism forms are taken from creative tourism networks, workshops, creative spaces, cultural itineraries and creative events.
