E, na busca por melhores condições para o desenvolvimento tecnológico, cada vez mais, pesquisa e desenvolvimento nas companhias globais são realizados por equipes localizadas em diferentes países. A participação ativa de vários países no Desenvolvimento Global de Produtos (DGP) pode possibilitar o crescimento desses países, uma vez que, para estarem inseridos no desenvolvimento mundial, eles recebem investimentos locais para se capacitarem. Internet Telephony (VoIP) is changing the telecommunication industry. Oftentimes free, VoIP is becoming more and more popular amongst users. Large software companies have entered the market and heavily invest into it. In 2011, for instance, Microsoft bought Skype for 8.5bn USD. This trend increasingly impacts the incumbent telecommunication operators. They see their main source of revenue – classic telephony – under siege and disappear. The thesis at hand develops a most-likely scenario in order to determine how VoIP is evolving further and it predicts, based on a ten-year forecast, the impact it will have on the players in the telecommunication industry.The paper presents a model combining Rogers’ diffusion and Christensen’s innovation research. The model has the goal of explaining the past evolution of VoIP and to isolate the factors that determine the further diffusion of the innovation. A quebra do monopólio estatal em 1995 e a privatização propriamente dita poucos anos mais tarde, constituem os principais marcos do processo de reestruturação do sistema brasileiro de telecomunicações. Over the last few years significant work has been done in defining interfaces, standards, reader protocols and middleware platforms for RFID (radio frequency identification) systems. However, current solutions are mainly dedicated to environments where readers or interrogators are located in the same premises that host the middleware and database servers, thus leaving unattended an accurate analysis of how efficiently to integrate them into wireless mobile telecommunication networks. This is particularly critical in cases where readers need to be placed in geographically distant and mobile locations, and where bandwidth limitations of the underlying public wireless networks might restrict the deployment of certain RFID applications. This paper aims at partially filling this gap by first proposing an approximate and heuristic theoretical model for the effects of the traffic generated by a mobile RFID reader upon the communication links to be used, and then by analyzing the possibilities of integrating readers into known mobile telecommunication technologies. The usual structural analysis models for telecommunication and transmission steel tower design tend to assume a simple truss behaviour where all the steel connections are considered hinged. Despite this fact, the most commonly used tower geometries possess structural mechanisms that could compromise the assumed structural behaviour. A possible explanation for the structure stability is related to the connections semi-rigid response instead of the initially assumed pinned behaviour. This paper proposes an alternative structural analysis modelling strategy for guyed steel towers design, considering all the actual structural forces and moments, by using three-dimensional beam and truss finite elements. Comparisons of the above mentioned design models with a third alternative, that models the main structure and the bracing system with 3D beam finite elements, are made for three existing guyed steel telecommunication towers (50m, 70m and 90m high). The comparisons are initially based on the towers static and dynamic structural behaviour later to be followed by a linear buckling analysis to determine the influence of the various modelling strategies on the tower stability behaviour.

This diagnosis and advocacy policy note highlights key issues in the Djiboutian telecommunications sector and suggests possible recommendations for policy and regulatory reform. In Djibouti the sector is fully vertically integrated and the monopolistic position of Djibouti Telecom on the whole market drives the telecommunication sector to global inefficiencies, impacting the whole social welfare. The authors review the stylized facts on regulatory reform in telecommunications and its effects on telecommunications development and Internet penetration in Latin America. Relying on data from the International Telecommunication Union, the Information for Development Program (InfoDev), and the World Bank for 1990-99, the authors then test econometrically the determinants of the differences in Internet penetration rates across Latin America. The results show that effective implementation of the reform agenda in telecommunications regulation could accelerate adoption of the Internet in Latin America-even though it is only part of the solution (income levels, income distribution, and access to primary infrastructure are the main determinants of growth in Internet connections and use). Regulation will work by cutting costs. Der Kernprozess des Interdisziplinären Brustzentrums ist der Behandlungspfad Brustkrebs. Die Qualitätssicherung der interdisziplinären Tumorkonferenzen findet bis Anfang 2008 ohne nennenswerte IT-Unterstützung statt. Daher besteht das Ziel dieser Arbeit in der Entwicklung einer Methode zur Implementierung eines multimedialen Telekommunikationsprozesses zur Prozessoptimierung und Qualitätssicherung der onkologischen Versorgung am Beispiel der Tumorkonferenz Post-OP-Board. Unter Anwendung eines eigens auf die Wertschöpfung ausgerichteten Prozessmodells wurde die exakte Position des Optimierungspotentials der Tumorkonferenz Post-OP-Board visualisiert, das durch den Einsatz von Videokonferenzen realisiert werden soll und gleichzeitig die Tumorkonferenz zur übergreifenden digitalen Kommunikationsschnittstelle werden lässt. Zur Evaluierung der Prozessqualität der Tumorkonferenz Post-OP-Board wurden klassifizierte Kosten- und Zeitfaktoren entwickelt. The competitive market forces organizations to be agile and flexible so as to react robustly to complex events. Modeling helps managing this complexity. However, in order to model an enterprise, many stakeholders, with different expertise, must work together and take decisions. These decisions and their rationale are not always captured explicitly, in a standard, formal manner. The main problem is to persuade stakeholders to capture them. This article synthesizes an approach for capturing and using the rationale behind enterprise modeling decisions. The approach is implemented through a domain-specific modeling language, defined as an extension of a standard enterprise architecture modeling language. It promotes coordination, enables presenting different stakeholders’ points of view, facilities participation and collaboration in modeling activities—activities focused here on enterprise architecture viewpoints. To present its benefits, such as rapid prototyping, the approach is applied to large organizations in the context of telecommunication service design. The purpose of this study was to assess and enhance the attitudes and knowledge of physical therapy students toward telecommunication technology. A questionnaire was given to appraise the attitudes and knowledge of 156 physical therapy students toward telecommunication technology. The intervention was a one hour presentation on applications relevant to physical therapy practice. The majority of students expressed interest in telecommunication before the presentation, and felt that expanded use of telecommunication was important to the profession. However, only a minority of students demonstrated knowledge about specific medical telecommunication applications. The post-intervention questionnaire showed the presentation to be effective in changing students' attitudes toward telecommunication, and increasing their knowledge relevant to the practice of physical therapy. If physical therapy curricula were to include exposure to telecommunication, perhaps physical therapists will be more inclined to use the technology in the future.

This paper delineates the role of government in Public-Private Partnerships (PPP) in the telecommunication sector in the Republic of the Congo. PPPs offer policy makers an opportunity to improve the delivery of services and the management of facilities, and help to mobilize private capital which in turn speeds up the delivery of public infrastructure. Along with power and transportation infrastructure projects, telecommunication figures among the most growing area in PPP projects in Africa. Nevertheless, fitting telecommunication projects into a PPP model is challenging. In order to address these challenges, this paper also summarizes the achievements in Congo's economic infrastructure sector, the risks allocated to the implementation of the project, and recommends World Bank Group risk mitigation instruments.

The magnitude of the problems facing the telecommunication software industry is presently at a point at which software engineers should become deeply involved. This paper presents a research project on advanced telecommunication technology carried out in Europe, called BOOST (Broadband Object-Oriented Service Technology). The project involved cooperative work among telecommunication companies, research centres and universities from several countries. The challenges to integrate CASE tools to support software development within the telecommunication application domain are discussed. A software process model that encourages component reusability, named the X model, is described as part of a software life cycle model for the telecommunication software industry.

Although the research support for Cloud Computing (CC) is still developing, the concept of this paper has provided comprehensive frameworks for a successful migration to cloud computing (SMCC) in telecommunication industry in Iran. Using an academic orientation, the conceptual research is focusing on the determinants of a successful migration from legacy to cloud computing. The study attempts to reveal the constructive effects and deconstructive defects of migration to cloud computing with a close regard into prior literature and practical practices all around the world. Conceptual frameworks are deducted from the literature and Telco's revolutionary movements toward cloud computing. The confirmatory quantitative approach tries to verify or reject the validity of determinants of successful migration. The study reports that there are some success and failure factors which are influencing a successful migration of data centres and servers of Iranian Telecommunication to the cloud. Runtime reconfiguration is a fundamental requirement of many telecommunication applications which also has been addressed by management standards like 3GPP TS 32.602, and NETCONF. Two basic commands considered by these standards are CREATE and DELETE which operate on managed objects inside an application. The available configuration management technologies, like JMX, OSGi, and Fractal, do not support the CREATE and DELETE reconfiguration commands of the telecommunication standards. In this paper, we introduce a novel technology, called RSCM, for development of runtime reconfigurable applications complying with the telecommunication standards. The RSCM subagent takes the responsibility of loading the application from the configuration file, executing the runtime reconfiguration commands (including CREATE and DELETE), enforcing validity of the configuration state, and updating the configuration file according to the latest reconfiguration commands. We exploit the modular and object oriented features of the XML technology to extend the object oriented and modular design principles to the configuration file. We analyse the large scale agent-based model of a prepaid telecommunication market with oligopolistic competition, heterogeneous calling patterns and different levels of agent rationality. We apply innovative implementation approach of utilizing high performance CUDA computing devices which allows us to consider population of up to 1 million consumers. We measure influence of a call graph structure, intra-family network choice coordination and agent rationality level on the market equilibrium. We discover that boundedly rational subscribers, who exploit simple decision heuristics to coordinate network choice within closed user groups, exert much stronger pressure on suppliers than fully rational ones. This leads to lower average calling costs, increased welfare and decreased monopolistic power of operators. We also observe asymmetry in operator margins and volume of on-net and off-net calls in accordance with empirical facts.

We address the problem of diagnosing large discrete event systems. Given a flow of observations from the system, the goal is to explain these observations on-line by identifying and localising possible failures and their consequences across the system. Model-based diagnosis approaches deal with this problem but, apart very recent proposals, either they require the computation of a global model of the system which is not possible with large discrete event systems, or they cannot perform on-line diagnosis. The contribution of this paper is the description and the implementation of a formal framework for the on-line decentralised diagnosis of such systems, framework which is based on the "divide and conquer" principle and does not require the global model computation. This paper finally describes the use of this framework in the monitoring of a real telecommunication network.

On December 11, 2001, the People's Republic of China officially joined the World Trade Organisation (WTO). More than 15 years after it had announced the resumption of its status as a contracting party, the country that had since then become one of the largest telecommunication market in the world, would finally abide by a set of internationally defined norms and rules. In the course of the WTO accession, its telecommunication sector has undergone an extensive reform process, introducing competition and the foundation of a legislative framework. Yet, China's telecommunication commitments have been notably weaker than those negotiated in other service sectors. The restructuring of the telecommunications sector - which started along the lines of global liberalisation programmes - could have been buttressed by the accession to the WTO. It was however shaped and blocked by diverse interests emanating from the fragmented Chinese political structure and resulted in an environment fraught with substantive regulatory issues. This thesis seeks to answer two inter-related questions: why did the government fail to reform in-depth the telecommunication sector and what mediated the impact the WTO accession process had on the sector's reform. It argues that the Chinese government's failure to create a regulatory regime to implement a policy of telecommunication liberalisation represents essentially a problem of institutional change.
