Os países, para continuarem competitivos, procuram aprimoramento contínuo da capacidade em Ciência, Tecnologia & Inovação (CT&I) num contexto de globalização mundial. Para isso, necessitam definir prioridades e formular políticas de CT&I. Uma das ações que podem contribuir para a melhoria da competitividade é a elaboração do Foresight Tecnológico, utilizado tanto para prever as conseqüências do uso dessas tecnologias para o meio ambiente e a sociedade, quanto para desenvolver formas de prevenir o seu impacto, visando conservar o meio ambiente e proporcionar melhorias sociais. Trata-se de uma pesquisa exploratória realizada por meio do estudo de caso, de levantamentos bibliográficos, obtenção de dados documentais e entrevistas com pessoas que participaram da elaboração de estudo foresight. Discorre sobre a teoria de foresight, o processo de elaboração do estudo, certas técnicas e métodos utilizados em alguns países em que foi realizado. Recentemente o setor da construção civil no Brasil vem apresentando um ritmo intenso de crescimento, cujo dinamismo se deve às mudanças institucionais e a evolução do cenário macroeconômico. O volume crescente das obras tem pressionado os setores de insumos e alguns reflexos disto já foram sentidos, como problemas localizados de abastecimento e de variação dos preços de alguns materiais. Neste cenário insere-se a presente pesquisa, de caráter exploratória, que se propõe a realizar o diagnóstico do setor de produção e comercialização de insumos (materiais) da Cadeia Produtiva da Construção Habitacional, segundo os princípios do conceito de prospecção tecnológica. O método básico de pesquisa correspondeu às pesquisas bibliográfica e descritiva, utilizando-se da pesquisa de campo para a obtenção de dados atualizados. Para realizar o diagnóstico foi adotado um modelo conceitual de prospecção tecnológica de análise de cadeias produtivas, proposto por Castro & Lima (2001). Os principais resultados obtidos foram modelagem, análise de desempenho, identificação dos fatores críticos, respectivas forças impulsoras e restritivas e, por fim, a determinação de gargalos do setor. A indústria em geral e particularmente o segmento plástico enfrentam uma época de competitividade global e acirrada. Além disso, pressões sociais como a questão ambiental, eficiência energética e busca por produtos de qualidade são fatores que impulsionam a demanda por inovações e aprimoramentos constantes. Dentro do mercado dos polímeros, os plásticos de engenharia representam a fatia de materiais com melhor potencial para estes aprimoramentos. É objetivo deste trabalho avaliar as principais tendências de melhoria de propriedades, novas tecnologias de modificação e reforços, novas aplicações potenciais e volumes de consumo para os representantes dessa classe de materiais para os próximos 20 a 30 anos. O primeiro material selecionado para este estudo foi o Nylon 66, devido à sua grande versatilidade de modificação e aplicação além de ser um dos principais representantes dos polímeros de engenharia. Universidade do Porto; The foresight study of the technology needs for the Wine Industry allowed the identification of technological needs that require development. The DELPHI method, a technology foresight method that has been successfully used before in the agrifood sector, formed the basis of the analysis. This method required the participation of experts from the wine industry. The application of the method was undertaken in two rounds of surveys: the first round had the participation of 42 experts and the second round 30 experts. The surveys were the same in both rounds, with only one difference: in the second round, the results of the first survey were revealed as a feed-back to the participants. In conclusion, it is possible to demonstrate three trends: natural resources sustainability, information technologies and promotion of information access capabilities (including the development of expeditious methods), and promotion of the intrinsic diversity of the Portuguese wine industry products. The work has shown that there is a great detachment between the wine industry and the scientific institutions, highlighting the need of an increment in the efforts of technology transfer. There is therefore a need to undertake new editions of this foresight study with a greater participation of the wine cluster experts.

Paper presented at the 1st Winter School of PhD Programme on Technology Assessment on the December 6th and 7th, 2010, at the Universidade Nova de Lisboa campus of Caparica (Portugal). A final version was developed for the unit “Project III” of the same PhD programme on Technology Assessment at the Universidade Nova de Lisboa in 2010-11 under the supervision of Prof. António Brandão Moniz; Purpose. In this paper, I argue that corporate foresight can play the important role not only for large multinational companies, but also for small and medium sized enterprises (SMEs). Rohrbeck et al (2010) proposed that effective corporate foresight can be organized without a process model but with certain capabilities and activities. In this paper it is hypothesized that the latter approach could be suitable for SMEs. Furthermore, it is hypothesized that organizational future orientation of an SME can be also enhanced by engaging in networks with other stakeholders. Therefore, the paper aims to explore the different routes to enhance corporate foresight capabilities in SMEs. Based on the report for the unit “Foresight Methods Analysis” of the PhD programme on Technology Assessment at the Universidade Nova de Lisboa, under the supervision of Prof. Dr. António B. Moniz; Healthcare systems are characterized by a rapid technology push and demand. Most decisions taken in this field usually are accompanied by risk and uncertainties. Due to financial constrains (common in every healthcare system), all decision must be made based on evidences of reliable studies. It may be not possible to know the future needs of healthcare systems in general, but it should be possible to foreseen them. This paper aims to shed some light on how prospective analysis can be an adding tool for the decision-making process, by enhancing exploratory and strategic dimension of planning and managing in a sensitive field such as healthcare. In order to provide for a simple overview on foresight exercises applied to health, this paper presents two study-cases that applied different methods. Recently Technology Foresight (TF) exercises promoted by governments are spreading all over Europe However the forms that TF takes within each country are very diverse. First, in order to understand the importance of the policy context, as an example, we will explain the 'fate and fortune' of foresight in Spain in relation to the attempts to bring it into the science and technology (S&T) policy agenda and will analyse the institutional constraints over the development of TF. The second part of this paper is related to the extent in which TF is a useful tool for policy making. We will enlighten the analysis with the use of the theory of decision making, especially by reflecting on the role of the information emerging from TF as legitimation for policy makers, but more importantly on the promising use of TF for coordination within national innovation systems.

O setor cosmético brasileiro gerou mais de 5,6 milhões de oportunidades de trabalho por todo o Brasil e faturou US$ 43 bilhões em vendas ao consumidor no ano 2013. Além disso, os cuidados cosméticos, especialmente aqueles destinados à pele, promovem o bem-estar e uma melhor qualidade de vida entre os usuários, oferecendo benefícios psicossociais e também para a saúde, como a proteção solar. No Brasil, a maioria das empresas no setor cosmético é de micro, pequeno ou médio porte, com capacidade inovadora baixa e investimentos em pesquisa e desenvolvimento incipientes, de modo que seu posicionamento futuro é bastante incerto diante da alta competitividade. Neste trabalho, buscou-se produzir material científico destinado a orientar os empreendedores e gestores das micro, pequenas e médias empresas (MPMEs) brasileiras do segmento de cuidados com a pele a traçar suas estratégias de diferenciação tecnológica, frente aos concorrentes de grande porte, até o ano 2025. A pesquisa, predominantemente qualitativa e preditiva, foi fundamentada na metodologia dos estudos prospectivos e foi estruturada nas seis fases seguintes: A) análise do macroambiente do setor cosmético de cuidados com a pele; B) identificação das oportunidades de inovação tecnológica em cuidados com a pele; C) análise de pedidos de patente relacionados aos cuidados com a pele no Brasil; D) identificação das tecnologias-chave para os cuidados com a pele até o ano 2025; E) desenvolvimento de cenários tecnológicos para as MPMEs do segmento de cuidados com a pele com projeções até o ano 2025 e F) proposição de um método de desenvolvimento de cenários orientados pela identidade organizacional para empresas com gestão centralizada no empreendedor. This study asks the central question, ‘Are social entrepreneurs using foresight to create innovation based on triple bottom line sustainability measures?’ and ‘if so, how?’ Sustainability is the emergent criteria for evaluating many aspects of the social world, including corporate governance, health systems, economics, social welfare and the environment. All the while, innovation is one of the key factors in the constitution of our social worlds, be this legislative, organisational, social or technical change. Therefore, it appears that the drive toward sustainability should be coupled with an emphasis on innovation – in particular creating innovation toward sustainability. Yet unexamined assumptions exist behind such language. Sustainability is a concept within the context of ‘the future’, requiring one to question ‘what is the future’ – in essence a utilisation of the strategic capacity for foresight. A confecção de uma agenda de C,T&I em energia é atualmente um tópico de grande relevância devido à ainda recente liberalização do mercado energético. Com o intuito de se mapear as tecnologias mais promissoras no desenvolvimento da matriz energética brasileira, o projeto de prospecção tecnológica em energia, realizado pelo Centro de Gestão e Estudos Estratégicos (CGEE), teve como finalidade à identificação de alguns conjuntos de tópicos tecnológicos considerados prioritários para investimentos em C,T&I no Brasil para os próximos 20 anos. Esta dissertação, baseada numa das etapas deste projeto, tem como objetivo analisar e validar a consulta Delphi em energia realizada com especialistas da academia, indústria e governo do Brasil. Após a validação desta técnica, um exercício de ranqueamento dos tópicos tecnológicos com as respostas da segunda rodada da consulta é montado para comparar com os resultados do ranqueamento efetuado pelo projeto do CGEE. De acordo com os resultados, a consulta Delphi em energia permite uma mudança de opinião em alguns tópicos tecnológicos, um aumento do consenso (medido através da variação do desvio padrão) e uma convergência dos respondentes menos especializados na direção das médias totais das respostas da primeira rodada; a comparação do ranqueamento com os resultados do CGEE não mostra diferenças significativas...

To perform a foresight study with a scientific orientation, we used the Delphi’s method. To follow this method, the collaboration of specialists from both areas of research is required. Being so, they were asked to answer to two surveys with the same statements – the only difference between them was that, following one of the principles of the method, the second round of the survey provided a feedback of the first responses . In the first round we managed to get 34 responses and in the second round the number of valid responses was 35. The reduced number of answers given (35 out of 70 proposed) can, in a certain way, influence the results of the study, although it is sufficient in what concerns the achievement of some general tendencies. Lead user driven innovation and open innovation paradigms seek to involve consumers and common people to innovative product development projects. In order to help developers choose ideas that meet the end users' needs, we undertook a massive collaborative research effort and collected 40000 ideas from 2150 common people about future mobile services that they would like to use. We inspired each people to produce tens of mobile service ideas. In this paper we carry out an analysis for 4000 ideas from the idea database. We had a particular interest in whether peoples' ideas can be used in foreseeing the technology development needs. The results show that end users produce ideas that are conservative more than novel. Therefore, we claim that consumers' technology foresight horizon is limited by the existing technological base. The second finding, linked to the previous one, is that the great majority of the ideas that consumers expressed could be realised utilizing existing technologies. The implication of this finding is that the idea database should be an interesting source of ideas for service developers. In some countries in Europe, Foresight, as a organised process or collective consultation on plausible future developments, has been recently used as a main framework for science and technology policy co-ordination; although in Spain, even though the government is a central player in the national innovation system (NIS) and in the research and technological development (RTD) activities, neither a highly systematic or formalised use of technology foresight has occurred and remains a marginal aspect or a minor dimension for its national RTD policy planning. However, this does not indicate that in Spain, foresight has been ignored. On the contrary, foresight and evaluation for Spanish S&T were considered very important for the government action in S&T policy planning in mid-1980s and an administrative locus in government for both activities were institutionalised; but Foresight in Spain had not gained the centrality in S&T policy planning as it appears to have happened in other countries, and had been keep as a tool for producing information (reports) on the future developments at sectoral level. This report provides a synthesis of theoretical and empirical work in the sciences and social sciences that indicates the drivers, opportunities, threats, and barriers to the future evolution of cyberspace and the feasibility of crime prevention measures. It is based on 10 state-of-the-art science reviews commissioned by the UK Office of Science and Technology Foresight Project. Each of the papers highlights the current state of knowledge in selected areas as well as gaps in the evidence base needed to address issues of cyber trust and crime prevention in the future.

Internationally infrastructure is ageing rapidly and there is increased utilisation of infrastructure due to urbanisation and globalisation. Significant amounts are invested globally to address this issue, although funding fluctuates from year to year. One response to this situation is to position the construction industry with advanced technological solutions. However, the construction industry is renowned for low levels of innovation and the South African government has also underfunded research into infrastructure. There is a need to stimulate innovation in the construction industry to develop the uniquely South African technological solutions required to provide and maintain economic and social infrastructure. An investment in construction innovation should be based on a review of the current state of construction technology and the industry and an analysis of the drivers and trends that will shape the future construction industry landscape. Technology foresight studies are recognised as one way to determine the future factors that will influence a specific economic sector.
