O estudo apresenta uma análise dos principais determinantes da eficiência técnica das escolas do ensino básico brasileiras. Por se tratar de uma amostra de escolas do Saeb (Sistema de Avaliação do Ensino Brasileiro) para os anos de 1999, 2001 e 2003, optou-se por utilizar um método conhecido como fronteira estocástica. Todos os exercícios foram realizados com as instituições da quarta e oitava séries do ensino fundamental e terceira série do ensino médio, dando ênfase para a quarta série do ensino fundamental em duas disciplinas, Matemática e Português. Dois modelos foram aplicados, sendo que um deles inclui variáveis ambientais como regressores da fronteira estocástica (Modelo A), enquanto o outro especifica a ineficiência técnica como dependente dessas variáveis ambientais (Modelo B). Ambos os modelos mostraram que a eficiência técnica depende positivamente da escolaridade da mãe e do fato do aluno ser branco e negativamente com a proporção de alunos reprovados. Contudo, os dois modelos produziram estimativas de ineficiência técnica distintas, diferenciando-se em termos de média e de densidade. Os pequenos estabelecimentos, apesar de mais numerosos e ocuparem menor área que os médios e grandes estabelecimentos, geram parcela muito importante da produção agrícola brasileira, a despeito de as políticas agrícolas brasileiras terem, de meados dos anos 1960 a meados dos anos 1980, criado mais mecanismos para a modernização dos médios e grandes produtores e pouco terem estimulado a modernização da pequena produção. Isto poderia implicar essa última ser ineficiente em relação à média e grande produção. The objective of this study was to measure the levels of technical efficiency of a sample of wine producer farms, belonging to the Portuguese Alentejo region, and to relate these efficiency levels to some characteristics of the farms such as: physical and economic size, farmers’ age, land property, irrigation, labour use, and area and product specialization. The methodology chosen to measure the individual levels of efficiency was non-parametric due to the advantage of not defining a functional form for the production technology. The results show that for vineyard farms there is space for an increase of efficiency levels in input use. This study measures levels of technical, allocative and economic efficiency in agricultural crop production for Brazil in 1995. A nonparametric frontier model (DEA) under constant returns to scale was used. On average, the results suggest that the sector suffers from moderate technical inefficiency and from strong allocative inefficiency. If full technical efficiency were achieved, the crop production would increase by more than 30% over that obtained in 1995. Land and labor were overutilized, while fertilizers and pesticides were underutilized. Climate, soil conditions and irrigation use affected technical efficiency levels, and education in rural areas helped explain the extent of allocative efficiency. The state of São Paulo State was the only production unit in Brazil operating in full efficiency in 1995.

The objective of this study was to measure the technical and scale efficiencies of milk-producing farms in the state of Minas Gerais, considering different production levels, and also to identify the determining factors of their technical efficiency. The analyses were carried out using both Data Envelopment Analysis (DEA) and an econometric Tobit model. The data consisted of information collected in 2005 relating to 771 milk-producing farms. The results indicated that most of the farms exhibit technical inefficiency problems. Small farmers have the potential to expand their production and productivity, increasing technical efficiency, since they were performing with increasing returns to scale. The large farmers presented the best measures of technical efficiency, which is explained, partly, by factors such as access to rural credit, training and technical support.

In this study we assessed the technical efficiency of the 27 Brazilian states in the years 1995/96 and 2006. The ata on land and labor were otained from the agricultural census of the two considered periods. Data on credit for investment and running costs were obtained from the Brazilian Central Bank reports. In the analysis we used a DEA CCR model and a stochastic frontier with technical effects. The second model better fit the data, with 99% of correlation between predicted and observed values. The results show that Distrito Federal had the highest technical efficiency in agriculture in 2006 and the second highest in 1995/96. The lowest technical efficiency was found int Piauí in 2006 and in Tocantins in 1995/96. The estimated elasticities show that increases of 1% in per captia income would increase the technical efficiency by 0.77% in the North, by 0.76% in the Northeast, by o.59% in teh Center-west, by 0.56% in the South and by 0.49% in the Southeas region.; 2009

[Conclusion]: Using individual vessel data from the Malaysian gill net, the study finds that most fishers exhibit a high degree of technical efficiency. Moreover, the factors explaining efficiency significantly differ by region and overall level of economic development. For instance, in the poorer and less developed east coast primary schooling of the skipper, smaller vessel size and larger family size significantly increase technical efficiency, but this is not yes for west coast. If these results hold yes in other artisanal fisheries with similar technology and environments, it would suggest that South East Asian gill net fishers are poor and efficient , but the factors that contribute to technical efficiency differ considerably by locality. The potential implications from our findings is that development projects targeted to artisanal fisheries must be locally-based and tailor made by region rather a broad and one size fits all approach to fisheries development. Further, the results suggest that targeted assistance to human and social capital and away from vessel and gear upgrades, may yield greater efficiency payoffs for artisanal fishers. Este estudio examina la eficiencia técnica y sus determinantes en las empresas de Europa del Este que recientemente se han incorporado a la Unión Europea (UE). Como marco de referencia para establecer los factores condicionantes de la eficiencia técnica obtenida, se recurre al concepto de cadena de valor, descrito por M. E. Porter (1985). La metodología empleada adopta un enfoque semi-paramétrico en el cual se realiza un análisis de "bootstrap" para determinar los intervalos de confianza de los índices de eficiencia técnica estimados mediante el método del análisis Envolvente de Datos (DEA). El análisis empírico se centra, por tanto, en comparaciones internacionales del rendimiento de la empresa y de sus factores determinantes. Despite its contribution to the Spanish economy, as far as the authors are aware, the technical efficiency of the Spanish construction industry has neither been measured nor have the factors influencing it been analyzed. This paper measures the technical efficiency of the Spanish construction sector before and during the current financial crisis and investigates the degree to which factors influencing efficiency levels in this sector have changed. Stochastic frontier analysis (SFA) methods are applied to firm-level data (692 constructions firms) over the period 1996-2011. The results show that the average Technical Efficiency of the sector is 0.85. Results also indicate that variables affecting Technical Efficiency in the construction sector must be analyzed depending on real state cycle. Based on the findings, policy recommendations to improve the sector efficiency were developed. Important factors affecting efficiency change have been identified, and some managerial recommendations to increase the sector efficiency have been developed. The main recommendations for construction companies include: (1) cooperation and company mergers have a positive impact on companies’ efficiency; (2) accumulation of excessive financial burden damages the business long-term stability; and (3) business strategy should be tailored to economic prospects.

RESUMEN: Este trabajo se desarrolla desde un punto de vista empírico, en el cual se analiza la eficiencia técnica de los países de la OCED teniendo en cuenta la inversión en TIC, un análisis en profundidad de la eficiencia utilizando un modelo paramétrico que contempla lo cambios en el tiempo, así como la descomposición del error, en ineficiencia y ruido blanco. Se analizan si tienen relación una alta inversión en Tecnologías de la Información y Comunicación con la eficiencia de los países, y se determinan los factores de la ineficiencia. Por otra parte, se han utilizado los datos de 34 países, y se han tomado en cuenta las variables macroeconómicas de la inversión en TIC. The paper provides the first ex-post estimates of the effects on technical efficiency of input controls in a fishery. Using individual vessel data from the northern prawn fishery of Australia for the years 1990–1996 and 1994–2000, a stochastic production frontier is estimated to analyse the efficiency impacts of input controls on engine and vessel size. The results indicate that technical efficiency is increasing in a measure of vessel size and engine capacity that was controlled by the regulator from 1985 to 2001, and decreasing in an unregulated input, gear headrope length. The study shows that fishers have substituted from regulated to unregulated inputs over the period 1990-2000 and technical efficiency has declined coincident with increasing restrictions on vessel size and engine capacity. This paper presents a technical efficiency analysis of container ports in Latin America and the Caribbean using an input-oriented stochastic frontier model. A 10-year panel is employed with data on container throughput, port terminal area, length of berths, and number of cranes available in 67 ports. The model has three innovations with respect to the available literature: (i) it treats ship-to-shore gantry cranes and mobile cranes separately, in order to account for the higher productivity of the former; (ii) a binary variable is introduced for ports using ships' cranes, treated as an additional source of port productivity; and (iii) a binary variable is used for ports operating as transshipment hubs. The associated parameters are highly significant in the production function. The results show an improvement in the average technical efficiency of ports in the Latin America and the Caribbean region from 36 percent to 50 percent between 1999 and 2009; the best-performing port in 2009 achieved a technical efficiency of 94 percent with respect to the frontier. The objective of this study is to estimate the levels of technical efficiency of the small pineapple farmers of Santander, Colombia, using the stochastic frontier approach. In addition, this study attempts to determine whether the acreage and some of the socio-economic characteristics of farmers can influence the efficiency of their pineapple farms. By exploiting the information that was gathered in a survey of 194 pineapple farmers in the region, these farmers' technical efficiency was estimated using a Cobb-Douglas-type stochastic frontier model and a technical inefficiency model. The results suggest that acreage and the variables that are associated with the human capital, e.g., the level of schooling and the years of experience in agricultural activity, explain the levels of technical efficiency to a significant degree.

O objetivo deste artigo foi mensurar as eficiências técnica e de escala de propriedades produtoras de leite do Estado de Minas Gerais, considerando diferentes estratos de produção, e identificar os fatores determinantes desta eficiência. Utilizaram-se como modelos analíticos a Análise Envoltória de Dados (DEA) e um modelo econométrico Tobit e, como base de dados, informações de 771 propriedades produtoras de leite. Os resultados obtidos indicaram que a maior parte das propriedades apresenta ineficiência técnica. Os pequenos produtores têm potencial para expandir suas produções e produtividades, aumentando a eficiência técnica, visto que estão operando com retornos crescentes a escala. Este trabalho teve por objetivo analisar a eficiência técnica das propriedades citrícolas do estado de São Paulo. Aplicou-se a análise envoltória de dados (DEA), para calcular os níveis de eficiência técnica, e uma abordagem econométrica, para conhecer os determinantes da eficiência técnica. Os resultados mostraram que grande parte das propriedades citrícolas atua de forma ineficiente e as variáveis que mais contribuem para aumento da eficiência são “escolaridade” e “tempo como produtor rural”. This work presents a model to obtain a stochastic frontier production function of a Mexican power generation company. The stochastic frontier allows us to evaluate the technical efficiency of an energy producer according of the level of inputs. Electricity generation based on thermal generation is highly expensive due to operational inefficiency of thermal power plants. At the moment, in Mexico, technical efficiency of thermal power units has not been studied for the national electricity system. Therefore, in order to know the productivity levels of thermal generation, an empirical application of the stochastic frontier model is obtained using a panel data of thermoelectric units from the Mexican electricity system for the 2009-2013 period.

The paper examines the extent to which sub-national public officials are efficient in delivering basic education services and argues that technical inefficiencies, especially in the management of public funds for education, could potentially contribute to poor education service delivery in South Africa. A conceptual framework is proposed to show the underlying mechanisms by which these technical inefficiencies can adversely affect education outcomes. The analysis is based on two micro-level surveys that were applied at 175 public primary schools and 13 district education offices (DEOs) in two provinces in South Africa: the North-West Province and Gauteng. The analysis reveals that South Africa has a well-planned decentralised structure to administer education. However, districts have significant human resource constraints. Capacity is often lacking and record-keeping, particularly of financial information, is very poor. Lack of technical efficiency has resulted in misappropriation of funds (leakage) and extensive delays in remitting funds to schools. The paper concludes that these inefficiencies potentially affect education outcomes and therefore should be given due consideration when designing and implementing education policy reforms.
