Technology infusion and policy implementation bring impacts to the trade space of complex engineering systems. This work describes in detail the frameworks for quantitative analyses on these impacts, demonstrates their use on the sample system, and presents the analysis results. The low earth orbit (LEO) communication satellite constellation system serves as the platform for carrying out the system trade space analysis. The system is reproduced in computer environment in the form of a multiple-input-output MATLAB model. The model contains multiple modules that incorporate the physics, economy, and policies of the real-world system. The inputs to the model are system design variables and the outputs are system performance, capacity, and cost. The Pareto optimal solution set of the baseline trade space is generated by the model using a full-factorial run that covers the entire design space. To simulate technology infusion, technical and cost attributes of four new technologies are quantified and infused into the system model. The infusion of technologies and combinations of technologies into the system is simulated. Policy implementation is simulated by changing the policy constraints in the model. In recent years we have seen a confluence of science and technology that portends great impact to business strategy and product development. Technology plays an important role in dealing with air pollution and other environmental problems faced by developing and developed societies. This research examines if technological solutions alone, such as end-of-pipe and process control technologies, can achieve substantial and sustained emissions reduction from the industrial sector in the Mexico City Metropolitan Area (MCMA). Environmental standards for most of the criteria pollutants have frequently been violated in the MCMA. Severe air pollution in the MCMA, and the roles of point and area sources, particularly industrial sector, are the prime motivating factors for this research. Industrial sources of air pollution play a significant role in aggravating the air pollution problem in the MCMA. This research focuses on a 25-year horizon for socio-economic growth of the MCMA, and its implications on industrial energy demand, and pollutant emissions. I develop a simulation model to estimate industrial energy demand and emissions from the MCMA industrial sector. Political participation and community involvement in the United States have declined steadily and significantly over the past four decades, and some attribute the fall to new media, such as television and the Internet. This thesis is a study of new technologies and their impact on political and community involvement. I-Neighbors.org is a technology allowing individuals register a free website and email list for their neighborhood. Through a particular feature of I-Neighbors called GovLink users can contact their elected officials for free. This thesis is based on a study of the behavior of I-Neighbors and GovLink users, looking for evidence that these technologies affect community involvement and political participation. Coal is widely relied upon as a fuel for electric power generation, and pressure is increasing to limit emissions of the CO2 produced during its combustion because of concerns over climate change. In order to continue the use of coal without emitting CO2, low cost technologies must be developed for capturing CO2 from power plants. Current CO2 capture technology is expensive, both in terms of capital and operating cost, so research and development efforts will be heavily relied upon to improve the economic profile of the technologies. With scarce resources available for R&D, and a number or different technologies competing for these funds, efforts must be prudently prioritized in order for successful advancements to be realized. This thesis assesses the state-of-the-art CO2 capture technologies available today, as well as the leading technology options for improvement. It also examines types of R&D, government and industry roles in R&D efforts, and methods and tools for managing these efforts. From these analyses, qualitative conclusions about how to prioritize CO2 capture technology R&D efforts to ensure advancement are offered.; (cont.) This paper evaluates the advanced coal technology research, development and demonstration programs at the U.S. Department of Energy since the 1970s. The evaluation is conducted from a portfolio point of view and derives implications for future program design and implementation. The evaluation framework consists of four categories of criteria that assess the portfolio from strategy, diversity, partnership, and project merit points of view. The analysis of the successes and the failures of the past programs in technical, financial and managerial respects shows that these programs are reasonably successful in (1) remarkably advancing coal technologies to enable the U.S. to use coal as its major energy resource in the electricity sector when facing more stringent environmental regulation or possibly even in a greenhouse gas constrained world; (2)accumulating effective program management experience, especially involving industry in technology development from the beginning of the process to facilitate future deployment. It is well known that the use of high-brightness LEDs for illumination has the potential to substitute conventional lighting and revolutionize the lighting industry over the next 10 to 20 years. Embryonic stem cells serve as powerful models for the study of development and disease and hold enormous potential for future therapeutics. Yet, over two decades after mouse embryonic stem cells (mESCs) were first isolated, there is still little known about the role of cell-cell signaling in self-renewal. Since traditional cell-culture techniques do not provide significant control of the stem cell microenvironment, the goal of this thesis was to develop a cell patterning technology that allows us to precisely control stem cell signaling and monitor cell proliferation over time. In the first aim of this thesis, we describe the development of our first cell patterning technology using dielectrophoresis (DEP). DEP uses nonuniform electric fields to trap cells on or between electrodes. We first used beads as model particles to validate the strength of our DEP square trap, and then demonstrated efficient cell patterning with multiple cell types. In the second aim of this thesis, we describe the development of a novel cell patterning technology that we created, called the Bio Flip Chip (BFC).; (cont.) The healthcare industry is expanding swiftly and total healthcare expenditures are expected to reach 18% of GDP by 2008. However there exist steep variances in quality of care and high incidences of medical error. This has given impetus to efforts at progressively evolving the healthcare delivery system. The role of information technology (IT) is seen as being central to cost reduction and quality improvement of healthcare delivery. Furthermore, efficiency gains will realize approximately 20% in cost reductions. However, there are significant challenges associated with widespread adoption of IT by healthcare providers. Despite the existence of vendor and technology maturity, implementation rates for clinical patient record systems were only 35% in 2006. This study addresses the problem of low IT adoption in hospitals through a three pronged analysis methodology. A Clockspeed analysis has revealed a dichotomy between the maturity levels of technology and vendors on the one hand and delivery processes on the other. This has resulted in lower business value being realized from IT investments by healthcare providers.; (cont.) This thesis explores and evaluates the essential strategies needed for transit agencies to switch from traditional fare collection systems to smart cards. More transit agencies today are investing in smart card technology as part of their new automated fare collection (AFC) systems. Although the benefits of switching to smart card systems have been well-researched and acknowledged by transit agencies, it is unclear how a transit agency should go about implementing a smart card system in order to achieve optimum customer acceptance and to reap maximum benefits from the system. Recent experience has shown that a range of implementation policy decisions can go a long way towards speeding or slowing down the adoption of the technology by customers. A case study approach is used here to identify and evaluate the effectiveness and impacts of policies used by five transit agencies that currently employ smart cards. These policies fall into two categories: 1) distribution, operational and usage policies, and 2) fare policies. This thesis characterizes the important role of US ethnic scientists and entrepreneurs for international technology diffusion. Chapter 1 studies the transfer of tacit knowledge regarding new innovations through ethnic scientific communities in the US and their ties to their home countries. US ethnic research communities are quantified by applying an ethnic-name database to individual patent records. International patent citations confirm knowledge diffuses through ethnic networks, and manufacturing output in foreign countries increases with an elasticity of approximately 0.3 to stronger scientific integration with the US frontier. To address reverse-causality concerns, reduced-form specifications exploit exogenous changes in US immigration quotas. Consistent with a model of sector reallocation, output growth in less developed economies is facilitated by employment gains, while more advanced economies experience sharper increases in labor productivity. The findings suggest tacit knowledge channels partly shape the effective technology frontiers of developing economies. During the last two decades, traffic congestion in the U.S. has increased from 30% to 67% of peak period travel. Further, current research shows that measures taken within transportation systems, such as adding capacity, improving operations and managing demand, are not enough to keep congestion from growing worse. With the worsening traffic, the vehicle's fuel consumption and pollutant emissions will inevitably increase. As such, this thesis aims to quantitatively evaluate the energy and environmental impacts of worsening traffic on individual vehicles and the U.S. light-duty vehicle fleet, as well as to design feasible measures beyond transportation systems to offset theses impacts. The fuel consumption and emissions of different vehicle types under different driving situations provide the basis for analyzing the energy and environmental impacts of worsening traffic. This thesis addresses problems of attribution that arise from the data integration that is exemplified by data re-use and re-distribution on the Web. We present two different perspectives. We begin with a simple definition of attribution, asking what data are we interested in and where does it come from? A formal model and its properties are defined, implementation in an extended relational algebra is described, and application to semistructured data on the Web is discussed. However, because the problem is more than simply what and where, we then expand the scope of our analysis. From the perspective of intellectual property policies, we adopt a broader view of the attribution problem space. A policy analysis that surveys the status quo policy landscape and stakeholder interests is followed by specific policy recommendations. Informed by our technology perspective, we offer two new arguments to support misappropriation as a policy approach to the attribution problem space. Our formal model of attribution is developed in the established foundation of the Domain Relational Calculus (DRC). Guglielmo Marconi's trans-Atlantic wireless experiment in 1900 marked the beginning of a communication revolution that transformed the open space above the earth into channels of information flow. This dissertation grapples with the historical conditions that gave rise to such a transformation: the studies of radio-wave propagation and the treatments of radio interferences in early twentieth-century America and Western Europe. The part on propagation examines the debate between the surface diffraction theory and the atmospheric reflection theory for long waves, the development of the ionic refraction theory for short waves, the evidential quests for the existence of the ionosphere, and the studies of the geomagnetic effects on propagation. The part on interferences focuses on the engineering efforts toward the characterization of atmospheric noise and signal-intensity fluctuations, the policies of radio-channel allocation for fighting man-made interference, and the scientific research into electronic tube noise. "What Voice over Internet Protocol (VoIP) is going to do is start to weaken the foundation of the way we've done things for 100 years...Congress already should be discussing the next telecom bill," said Federal Communications Commission (FCC) Chairman Michael Powell in February 2004, before the United States Senate. The objective of this thesis is to study how VoIP challenges the incumbent US telecommunications act. The appearance of VoIP comes at a juncture when telecommunications system has already turned into a large-scale, complex system with multiple, competing infrastructures. VoIP, however, greatly augments the nested complexity by affording a technology that enables multiple architectures and business models for delivering the same voice (and often converged voice and data) service, while remaining agnostic to the underlying infrastructure. The VoIP-enabled architectures have very different capabilities and costs from one another. Many do not - or cannot - support social regulations such as emergency 911, wiretapping and disability access. This thesis aims to elucidate real option thinking and real option valuation techniques for innovative technology investment. Treating the fuel cell R&D investment as a real option for General Motor's light passenger vehicle fleet, the thesis presents a 3-step approach to value the R&D and its influence on the fleet value, in which the uncertainties and managerial flexibility are proactively accounted for and evaluated. To comprehensively assess the investment, the thesis includes analyses and discussions on fuel cell technology, industry, and related public policies, as well as illustrations and comparisons of various project valuation techniques. In order to surmount the barriers to transboundary integration and coordination of environmental technology and regulatory policy in Southeastern Europe, the environmental capabilities and needs of the region are discussed, and a regional cooperation and coordination systems framework is developed. The thesis focuses on a case study of transboundary water resource management of the Mesta/Nestos River Basin between Bulgaria and Greece is presented in order to understand the coordination problems between a particular locality's level of integration in environmental technology development and use, and environmental regulatory policy, as well as the barriers to cooperation between two localities sharing a transboundary resource. For the case study, the physical characteristics and environmental stresses on the basin are described in detail. Next the policy governing local water resource management and environmental technology development is reviewed in terms of national laws and regulations, the bilateral diplomatic agreements, and the EU framework that drives much of the current activity in the basin today. Finally, the gaps in current policy and the barriers to coordinating water resource-related technology policy and environmental regulatory policy development are analyzed.
