The role of information systems in mergers and acquisitions (M&A) becomes increasingly important as the need for speed of reaction and information is growing. Mergers and acquisitions may disrupt the operations of the organizations involved. Major issues include the need to integrate personnel, business processes, information systems, and diverse information technologies across the merging organizations. Executives who underestimate or disregard the costs and time associated with merging computer applications, infrastructure or IT organizations will face unpleasant surprises. In this thesis, I study a number of online information communities to understand how open practices are currently used in supporting community functions. By examining how communities operate, I hope to provide individuals and corporations interested in creating such communities with a good starting point. The communities examined, some corporate and some user sponsored, share different types of information and have different intents. The healthcare industry is expanding swiftly and total healthcare expenditures are expected to reach 18% of GDP by 2008. However there exist steep variances in quality of care and high incidences of medical error. This has given impetus to efforts at progressively evolving the healthcare delivery system. The role of information technology (IT) is seen as being central to cost reduction and quality improvement of healthcare delivery. Furthermore, efficiency gains will realize approximately 20% in cost reductions. However, there are significant challenges associated with widespread adoption of IT by healthcare providers. Despite the existence of vendor and technology maturity, implementation rates for clinical patient record systems were only 35% in 2006. This study addresses the problem of low IT adoption in hospitals through a three pronged analysis methodology. A Clockspeed analysis has revealed a dichotomy between the maturity levels of technology and vendors on the one hand and delivery processes on the other. This has resulted in lower business value being realized from IT investments by healthcare providers.; (cont.) To address the concern of low business value realization from IT investments, a workflow and Social Networking Analysis was conducted on the surgery patient flow process of a prominent Boston area hospital. Improvement in efficiency of healthcare in the United States is an urgent issue. Information technology is seen as one of key solutions to improve efficiency. As such, hospitals in the United States are rapidly adopting information technology. However, past studies on information technology development projects in other industries have documented a very high rate of failure, typically attributable to the lack of treatment of organizational and behavioral factors. Ever since the introduction of the Internet in 1994, one of the defining characteristics of the global economy, particularly in the US, is a dramatic increase in expenditures on Information Technology. While this trend is expected to continue, a major issue for companies of all sizes is the manner in which precise forecasting of future IT cost may be undertaken. The present thesis investigates the possibility that a set of the essential deterministic cost drivers with varying weighted factors may prove capable of estimating total IT infrastructure costs. An online questionnaire was developed for this purpose, and was used to survey senior IT leadership teams. The data collected from this survey was then computed with Analytical Hierarchy Process (AHP) to illustrate the relative importance of different cost drivers. The study revealed three primary findings. First, that a set of essential deterministic cost drivers with varying weighted factors could be used as a general tool for estimating the total cost of IT infrastructure. Second, these different sectors prioritize cost drivers differently from each other. As companies are increasingly relying on information technologies (IT) to help maintain their existing and develop new competitive advantages, investing effectively in IT is becoming more and more important. One of the biggest challenges facing an enterprise IT organization is how to select a project portfolio that is best aligned with the business strategies and to deliver highest value using limited IT resources. In this research paper, I examined in detail a recently proposed IT governance framework, designed a System Dynamics model based on this framework, and developed a simulation application to investigate constructs, relationships and scenarios suggested by the framework. My research identified and examined several levers through which IT managers can achieve better alignment with business goals and more efficient use of IT resources. I examined alternative IT governance regimes (combinations of rules and policies for selecting among opportunities and retaining existing systems) in terms of their effects on efficiency, feature satisfaction, and cost of the resulting legacy asset base. In the nuclear, aerospace and chemical industries, the need for risk management is straightforward. When a system failure mode may cause a very high cost in lives or economic value, risk management becomes a necessity. In its short history, Information Technology (IT) came to be a crucial part and sometimes the platform of business activities for many large companies such as telecommunication or financial services organizations. However, due to scale and complexity, risk management methods used by other industries are not widely applied in IT.In this thesis, we investigate how probabilistic risk assessments methods used in other industries can be applied to IT network environments. A comparison is done using a number of possible approaches, improvements to these approaches are suggested, and different tradeoffs are discussed. This thesis identifies the specific characteristics of information aggregators, and proposes nine business models appropriate for information aggregators. These nine models are: advertising, brokerage, subscription, licensing, infomediary (information intermediaries), referral/click-through, customized/personalized service, professional service/consulting, and application service provider. The thesis then looks into various companies who base their businesses on information aggregation and analyzes the development of their business models in the context of competition. The financial and social performances of these companies are studied and reasons are explored. In the end, the thesis summarizes findings from case studies, lists the widely used business models and the rarely used ones, and explores reasons for this phenomenon. The conclusion of this research is that information aggregation is a start point for a company to develop differentiated product or services. MBA Professional Report; This project developed a baseline assessment for assisting Commander, Naval Surface Forces (CNSF) leaders and managers in understanding and improving the following information technology programs: Training and Operational Readiness Information Services (TORIS), Continuous Monitoring Program (CMP), and the CNSF Web. The programs were described, assessed, and evaluated in terms of their backgrounds, mission needs, performance, technical requirements, functionality, and contractual terms. One conclusion was that the contractual statement of work does not measure the performance of the system; rather, it is designed to mandate the requirements for the contractor's performance (e.g., indicators that measure downtime, trouble calls, and software bugs are missing). An overarching recommendation is to integrate all staff information technology functions under one authority, while establishing simple and relevant program performance benchmarks to measure and track actual performance.

Moreover, it demonstrates an approach to measuring the use of graduate education within organizations. Marine Corps officers who graduated from the Naval Postgraduate School's Information System Technology curriculum are studied. The study used a web-based survey for data collection and a Knowledge Value Added method to objectively estimate the value of education topics across different Marine Corps processes. Results indicate that the Information System Technology curriculum is designed and implemented to successfully meet sponsor requirements. It reveals that the education is highly valued and frequently used in post graduation billets. The most valued aspect of the education is theoretical knowledge. However, the research showed how practical information technology skills and social relationships that developed during the resident education were also highly valued and frequently used. The results go on to show that personal interest in education topics often corresponded to greater perceived value. Lastly, a proof of concept demonstrates a method to measure and compare the use on graduate education in subsequent organizational processes. Discusses the main concepts concerning to the development of an electronic reference system in an information unit through the use of information technology. The concepts related to the use of chatterbots are presented as well its main uses, evolutive generations and the languages used in its implementation. It is explained in a generalized way what it is an ontology and its meaning in the area of Information Science. The architecture of the DELPHOS system is explained and also the choices made concerning the construction of the user interface, AIML processor and the bases of knowledge.
