Todo e qualquer empreendimento começa a se materializar na área suprimentos de uma empresa, sendo a principal função de esta área adquirir os materiais e serviços que compõem os empreendimentos. A gestão de suprimentos estabelecida para um determinado empreendimento pode fazer com que este tenha, ou não, um bom desempenho, bem como possibilitar que a execução seja mais eficiente e eficaz. Esta gestão, além de ser a mais adequada para a execução do empreendimento, deve também refletir a estratégia da organização, para que seja garantida a vantagem competitiva escolhida. Biopharmaceutical companies are focusing on operational efficiency more than ever before due to cost pressures, generic competition, complex pricing, regulations, and globalization. Due to the low probabilities of success of drug development and achieving market penetration, it is critical for a company to optimize the sizing of a manufacturing facility to achieve maximum capacity utilization while avoiding or minimizing non-productive, idle capacity. In order to achieve high manufacturing efficiency and minimize capital risks, many firms elect to outsource various phases of the drug development value chain. This thesis investigates the major drivers for vertical integration and outsourcing in the biopharmaceutical industry. This work examines outsourcing and vertical integration decisions including their financial, organizational, and strategic effects on the organization. It presents a methodology and framework for strategic sourcing decisions and includes a set of quantitative tools for assessing outsourcing options and guidelines for selecting, implementing, and managing relationships with contract manufacturers. Proceedings Paper (for Acquisition Research Program); In 2005, the Office of Management and Budget (OMB) issued a memorandum to federal agencies to identify three routinely purchased commodities that could be more effectively and efficiently acquired through the use of an acquisition approach called Strategic Sourcing. The memorandum requires agencies to implement Strategic Sourcing efforts to save the government money and improve performance on the more than $500 billion spent through contracting each year. In an effort to save millions of dollars of agency funds, concern has been raised by small business advocates that Strategic Sourcing efforts may narrow their opportunities and create bundled requirements which they are not able to meet. Strategic Sourcing concepts generally require national coverage for product or service provisions that may fall beyond a small businesses capability. Additionally, the Obama administration has called for a reduction of contracts awarded non-competitively; however, single award requirements are still within federal acquisition guidelines. If these requirements are procured under a single award effort, Strategic Sourcing can limit competition at the task and delivery order levels without incentivizing vendors to further reduce prices.

Proceedings Paper (for Acquisition Research Program); In this paper, we examine the initial efforts to instill a strategic purchasing mindset in defense organizations and to create commodity councils whereby strategic sourcing might be executed. Our analysis has determined that there are at least three primary barriers to successful implementation of strategic purchasing in DoD acquisition. First, products or services that may be easily 'commoditized' by industry are subject to many more constraints which limit or obviate the ability for the Government to leverage its spend. Second, the additional regulations and statutes which the DoD must comply with (such as the Buy American Act, Davis-Bacon, and Small Business Rules) limit the opportunities to pursue leveraged buying. Third, there is no single voice responsible for the organization spend, or with the ability to dictate and enforce strategic acquisition programs. This paper offers potential solutions for each of these challenges.

Approved for public release; distribution is unlimited; The objective of this project is to examine how the Army is utilizing strategic sourcing as an effective process for getting the best overall value for acquiring goods and services. An analysis will be done to determine if the Army is using Strategic Sourcing as intended by the Office of Management and Budget (OMB) initial implementation. This will be examined to determine if strategic sourcing will contribute to the efficiency of the acquisition process. Acquisitions will be examined to determine if strategic sourcing is meeting the needs of the organization and alleviating redundancy in the acquisition process. The discussions will also look at how important internal customer requirements and external marketplace intelligence roles are in the strategic sourcing process. As a result of this project, the Army will better understand the areas that may need improvement and areas that have been working effectively. Future recommendations for research will be provided for consideration.

Approved for public release; distribution is unlimited; The purpose of this study is to identify opportunities for strategic sourcing in the Naval Postgraduate School contracting office. The benefits of strategic sourcing in industry have helped realize cost savings time and time again. The necessity to acquire products and services more efficiently is a growing concern across the Department of Defense. A major step in strategic sourcing is to conduct a spend analysis, which identifies strategic sourcing opportunities. This research includes a spend analysis on theNPS contracting office, using data from FY2012 through FY2014. With the findings of the analysis, the authors identified opportunities to reduce the school’s supply base and lower the number of contract actions, making the overall contracting process more efficient. The study concludes with recommendations of commodity and service categories that could be strategically sourced to realize cost savings acrossNPS.

Faced with budget cuts and other resource constraints, the DoD must transform its procurement process to ensure cost-effective sourcing of critical supplies and services. One aspect of current transformation in the DoD is the use of a strategic sourcing approach for the procurement of services at military installations. Using the Air Force’s strategic sourcing process as our context, we developed an optimization model for selecting a set of proposals from among multiple offerors for services to be performed at multiple installations. The selection achieves the most favorable objective by balancing the confidence level in an offeror’s past performance with the cost of services to the Air Force. The research findings, which are based on a realistic scenario, demonstrate improvements over the current sourcing process in both overall performance and cost.

Identified as a BCP, strategic sourcing is an integral part of the procurement transformation, aimed at buying products cheaper and faster. Success in the commercial industry has shown that strategic sourcing is a powerful tool that can significantly cut costs and improve customer responsiveness. These initiatives include Consolidated Purchasing, Commodity Councils and Regionalization. This project will examine a successful Commodity Council (CC), a failed CC, and one in the early stages of development. We will seek characteristics common to both successful and unsuccessful councils, as well as characteristics that differentiate the outcomes. We will include a brief history of strategic sourcing as a long-term supply-chain management solution in the private sector, the impetus behind AF implementation of strategic sourcing through CCs; associated transactions costs, and finally, the resource management practices necessary to move beyond theory to practical application. In the federal government, the Office of Federal Procurement Policy (OFPP) began an initiative in 2004 through its Chief Acquisition Officer Council (CAOC) to provide for Strategic Sourcing on a government-wide basis. Similarly, State and Local governments have initiated strategic sourcing initiatives to varying degrees across the United States. In support of this initiative, the National Institute of Governmental Purchasing (NIGP) adopted a resolution in 2006 supporting the use of Strategic Sourcing at levels of government. Chocolate is a multibillion dollar industry with nearly 50 million people along cocoa’s global value chain dependent on the crop for their livelihood. Low productivity, urbanization, climate change, rise of the middle class leading to growing global chocolate demand, and consumer demand for increased transparency have put pressures on the cocoa value chain. By 2020, annual global cocoa demand is projected to exceed supply by nearly 1 million tonnes. Cocoa producers are faced with low incomes, low productivity and poor agricultural practices, leading to a vicious poverty cycle. In many origins, farmers are looking elsewhere for alternative livelihoods. Such factors pose risks to the stability of the cocoa value chain. In light of these pressures, chocolate manufacturers are exploring alternative sourcing strategies. The emergence of industry mechanisms such as third-party certifications, direct trade and dedicated supply chains have ushered in a new wave of business models that hold promise for more sustainable sourcing.
