The corridor between Malaysia and Indonesia is the second largest remittance outflow for Malaysia and the largest remittance inflow for Indonesia. In the East Asia and Pacific Region, Indonesia is the second largest supplier of labor migration with 680,000 overseas worker contracts concluded in 2006 alone. Since 2003, the number of contracts has more than doubled. Malaysia, in general, is a destination for foreign workers because of its economic performance and government recruitment policies aimed to alleviate labor shortages. In addition to these factors, the cultural and geographical proximity of Indonesia makes Malaysia a destination for both documented and undocumented Indonesian migrant workers. This report is a combined effort between the Financial and Private Sector Development and the East Asia and Pacific Social Development units of the World Bank. It is part of a series of studies under both the global Bilateral Remittance Corridor Analysis program and the Indonesia Female Migrant Worker Program. The report analyzes the transfer of remittances by Indonesian migrant workers known as Tenaga Kerja Indonesia (TKI). The main objective of this report is to contribute to policymaking efforts to increase the impact that remittances have on economic growth and poverty reduction in Indonesia...

Gender is a concept that refers to socially constructed roles, behavior, activities and attributes that a particular society considers appropriate and ascribes to men and women. A useful definition of the concept of gender mainstreaming is provided by the United Nations Economic and Social Council (1997), suggests that mainstreaming a gender perspective is the process of assessing the implications for women and men of any planned action, including legislation, policies or programs, in all areas and at all levels. It is a strategy for making the concerns and experiences of women as well as men, an integral dimension of the design, implementation, monitoring and evaluation of policies and programs in all political, economic and societal spheres, so that women and men benefit equally and inequality is not perpetuated. The ultimate goal is to achieve gender equality. The chapters that follow highlight in a short summary form experiences of mainstreaming gender at various levels in the water and sanitation sector. It begins with a discussion on gender responses to policy and its requirement for analysis and clear policy objectives to guide operations. The second section touches on experiences of mainstreaming gender within sector operations...

Negative attitudes toward groups in society are widespread and underpin systematic processes of social exclusion that marginalize people and deny them opportunities and dignity. This paper looks at the processes underlying social exclusion. It uses data covering Eastern Europe and Central Asia to study the responses to a simple hypothetical survey question about which specific groups respondents would not like to have as neighbors. Unwelcoming attitudes toward groups such as immigrants, ethnic minorities, the poor, HIV+ individuals, and others are surprisingly common. These attitudes fall into three distinct clusters: intolerance for the poor and for different lifecycle stages; intolerance toward stigmatized attributes and behaviors; and intolerance toward specific identity groups. An empirical analysis of the determinants of attitudes shows that country-specific factors are far more important than socio-economic characteristics. These findings could have important implications for theories about exclusion and for the design of appropriate social inclusion policies. The authors argue that strategies to address social exclusion need to consider ways to change social norms...

The objective of this study was to go beyond a standard gender review of project design to increase knowledge of how and to what extent World Bank agriculture projects address gender issues during implementation. The study introduces a tool to track gender mainstreaming in the implementation phase of a project. The tool is then used to review the portfolio of current agriculture projects, establish a baseline, and suggest targets for gender mainstreaming for the future portfolio. There is a need to move beyond quality at entry to have a more realistic picture of gender mainstreaming in projects. The Agriculture Action Plan (2013-15) explicitly emphasizes the importance of reducing gender inequality in access to assets, services, collective action, and opportunities. The plan specifies key actions to increase the share of agriculture and rural development projects by 2015. That will (1) include gender analysis in its design, with a target of 100 percent, and (2) include gender mainstreaming in all three dimensions of design (analysis...

Sex ratio at birth, the number of boys born for every 100 girls, has increased in the South Caucasus in the past decades. A World Bank study sought to produce rigorous and supporting evidence on the issue of “missing girls” in the South Caucasus countries of Armenia, Azerbaijan, and Georgia to inform and propose policy options. The findings highlight the causes and consequences of skewed birth ratios and sex selection and are summed up in this brief. Although recent data suggest an improving trend, the higher-than-expected ratio of male to female births reveals underlying gender inequality in the region- overshadowing progress in other areas, such as educational attainment. The specific topics addressed in this paper are: the preference for sons, decline in fertility, prenatal sex detection technology, and shocks due to the dropping rates. Finally the report concludes by discussing policies that could be put in place to address the current trend in sex ratio in the Caucasus.

Honduras has experienced moderate economic growth in the past decade, in line with the rest of the region. Despite this growth track record, limited opportunities for decent jobs for the majority of workers have resulted in stagnant poverty and inequality rates that are still the highest in Central America (CA). In parallel, progress in human development indicators has also been mixed in the last decade. In education, while primary enrollment has significantly increased, low coverage at all other levels of education, inequalities in access and low quality persist. In health, Honduras is close to achieving the 2015 child mortality Millennium Development Goals (MDGs), but maternal mortality, noncommunicable diseases (NCDs), and violence pose additional challenges. And despite advances in setting up a social protection system, fiscal sustainability and lack of coordination among interventions prevail, undermining poverty reduction efforts. The ability of the Honduras government to expand safety nets, to increase the access and quality of public education and health services...

Gender inequality and related issues remain a major global challenge, particularly for developing countries. Despite considerable progress on gender equality over recent decades, key gender gaps remain in endowments (health and education), in access to jobs and economic opportunities, and in voice and agency. Lack of data limits ability to assess gender gaps and measure progress toward eliminating them. Successfully addressing the incompleteness of civil registration and vital statistics (CRVS) systems can help fill some of these vital data gaps. In addition, having official personal identification (ID) is an important stepping-stone for women and girls - enabling them to access services, claim their entitlements as citizens, and increase their voice and agency through participation in voting and other politics. Global initiatives such as identification for development (ID4D) promote opportunities to provide women with access to foundational documentation such as birth certificates and expansion of other ways to establish their legal identity. In addition...

Women, violence & the city: addressing gender-based violence in urban settlements

Violence against women is a universal epidemic. It does not discriminate between age, income, ethnicity or religion. One in three women worldwide will experience violence in their lifetime. Despite the monolithic universality of the problem at the global level, the lived experience of being violently abused in the workplace, public spaces or the home is intensely personal. This tension between the particularity of local manifestations of violence against women and the overwhelming prevalence of the issue worldwide confounds traditional aid interventions. Navigating between the local and the global provokes questions about management and governance in aid. Should development be 'top-down' or 'bottom-up'? How can local custom and tradition be reconciled with a 'universal' human rights approach to aid? How do we target an individual's specific encounter with violence, while developing models of aid and assistance that can be replicated on a wider scale? This report seeks to determine how comprehensive the nascent UN Women Safe Cities for Women and Girls Global Programme (2008-2015) will be in addressing key factors contributing to gender-based violence in urban settlements. The 'Port Moresby: A Safer City for Women' pilot initiative (as an intervention representative of the Global Programme) is examined through the conceptual lens of governance...

There is still a long road ahead before all Indonesian's can benefit from the full potential of ICT. That road seems even longer to rural women. Despite some improvements in access and the rapid deployment of lower cost wireless technologies, not much has changed in rural areas of Indonesia. Infrastructure in rural areas is limited and existing services are expensive and practically outside of rural women's reach. Women still face enormous barriers and access to communications and information relevant to their realities is very limited. This report provides a gender perspective on the status of ICT in rural areas of Indonesia and presents the main findings of our gender analysis. The discussion is illustrated by case studies (see Appendices on p.42) developed by the core team responsible for the preparation of this report and based on the field research.

Regional trade in Africa can play a vital role in diversifying economies and reducing dependence on the export of a few mineral products, in delivering food and energy security, in generating jobs for the increasing numbers of young people, and in alleviating poverty and promoting a shared prosperity. Women play a key role in trade in Africa and will be essential to Africa's success in exploiting its trade potential. In many countries in Africa, the majority of small farmers are women, and they produce crops such as maize, cassava, cotton, and rice that have enormous potential for increased trade between African countries and with the global market. Women are also involved in providing services across borders, such as education, health, and professional services, including accountancy and legal services. Hundreds of thousands of women cross borders in Africa every day to deliver goods from areas where they are relatively cheap to areas in which they are in shorter supply. Yet, policy makers typically overlook women's contribution to trade and the challenges they face. This volume brings together a series of chapters that look at the ways that women participate in trade in Africa...

This report examines youth in post-conflict Burundi. The research responds to the nascent but growing body of knowledge on conflict, young men and gender. War and violence have devastated societies and economies throughout Africa with young men being the main perpetrators of this violence. This research attempts to contribute to this body of knowledge. It looks at youth and young men in particular in two countries emerging from years of ethnic conflict, with a view to identifying if gender norms may increase the risk of renewed conflict. Specific objectives of the research in Burundi were to examine how poor and excluded youth are faring and coping in the country's post-conflict environment; how gender dynamics are playing out in Burundian society and how these may contribute to increased risk of renewed conflict; and what the implications of findings are in terms of future policy and programming. The study takes a special look at youth ex-combatants who are in the process of being reintegrated back into their communities...

The objective of this briefing note is to provide World Bank energy task teams a brief overview of the key issues, resources and tools to help integrate gender considerations into energy sector operations. This briefing note discusses the key elements of the 'gender in energy' topic and provides specific examples on 'how to' integrate gender considerations in energy policy dialogue and the project cycle. This note draws on recent experience within the World Bank and elsewhere in mainstreaming gender in energy projects. It aims to consolidate this knowledge and make it available to energy practitioners addressing gender aspects of energy projects. This note is complemented by a compendium of online resources to provide energy teams with basic tools, such as sample questionnaires, terms of reference, and screening guidance, as well as reference material on gender and energy. These resources have been developed by drawing on the experience of Energy Sector Management assistance Program's (ESMAP's) Africa Renewable Energy and Access (AFREA) gender and energy program...

As the first output from the gender and governance in rural services project, this report presents descriptive findings and qualitative analysis of accountability mechanisms in agricultural extension and rural water supply in India, Ghana, and Ethiopia, paying specific attention to gender responsiveness. The gender and governance in rural services project seeks to generate policy-relevant knowledge on strategies to improve agricultural and rural service delivery, with a focus on providing more equitable access to these services, especially for women. The project focuses on agricultural extension, as an example of an agricultural service, and drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. A main goal of this project was to generate empirical micro level evidence about the ways various accountability mechanisms for agricultural and rural service provision work in practice and to identify factors that influence the suitability of different governance reform strategies that aim to make service provision more gender responsive. Three out of four poor people in the developing world live in rural areas...

As análises e observações em campo indicaram que os papéis sociais feminino e masculino tendem a se manter no meio rural, embora as mulheres estejam, aos poucos, transformando suas práticas.; This dissertation addresses the consequences of pluriactivity for relations of gender in families of farmers in two municipalities of Rio Grande do Sul, namely Veranópolis, located in the mountain region and Salvador das Missões...
