Assessing the scientific research productivity of a Brazilian healthcare institution: a case study at the heart institute of São Paulo, Brazil

INTRODUCTION: The present study was motivated by the need to systematically assess the research productivity of the Heart Institute (InCor), Medical School of the University of São Paulo, Brazil. OBJECTIVE: To explore methodology for the assessment of institutional scientific research productivity. MATERIALS AND METHODS: Bibliometric indicators based on searches for author affiliation of original scientific articles or reviews published in journals indexed in the databases Web of Science, MEDLINE, EMBASE, LILACS and SciELO from January 2000 to December 2003 were used in this study. The retrieved records were analyzed according to the index parameters of the journals and modes of access. The number of citations was used to calculate the institutional impact factor. RESULTS: Out of 1253 records retrieved from the five databases, 604 original articles and reviews were analyzed; of these, 246 (41%) articles were published in national journals and 221 (90%) of those were in journals with free online access through SciELO or their own websites. Of the 358 articles published in international journals, 333 (93%) had controlled online access and 223 (67%) were available through the Capes Portal of Journals. The average impact of each article for InCor was 2.224 in the period studied. CONCLUSION: A simple and practical methodology to evaluate the scientific production of health research institutions includes searches in the LILACS database for national journals and in MEDLINE and the Web of Science for international journals. The institutional impact factor of articles indexed in the Web of Science may serve as a measure by which to assess and review the scientific productivity of a research institution.

A introdução das tecnologias da informação aos processos da gestão do conhecimento e da comunicação científica podem trazer diversas melhorias a produção do conhecimento. Nessa linha, observa-se através deste trabalho, que a implantação de práticas de gestão do conhecimento científico nos laboratórios e grupos de pesquisa acadêmicos podem trazer diversos benefícios e contribuições para a produção e divulgação do conhecimento científico. Evidencia-se para o autor a grande importância da introdução de regras e políticas que possam nortear os processos de produção do conhecimento e comunicação científica. A presente tese tem como objetivo construir princípios que possam auxiliar a desenvolver a pesquisa científica para investigar Ambientes Virtuais de Aprendizagem (AVAs), sob o ponto de vista do pensamento complexo. Para tanto, o estudo é desenvolvido numa abordagem qualitativa de cunho dialógico, com base no Paradigma do Pensamento Complexo proposto por Edgar Morin. Este estudo indica princípios da pesquisa científica em ambientes virtuais de aprendizagem, fundamentado na compreensão dos desafios que a cibercultura impõe para a realização de pesquisas científicas em AVAs e na análise da dinâmica dos mesmos. Estes princípios são divididos em ontológicos, epistemológicos e metodológicos, e formam o quadro de referência para o desenvolvimento de um tipo de pesquisa que denominamos de PesquisAVA. In Brazil, scientific research is carried out mainly at universities, where professors coordinate research projects with the active participation of undergraduate and graduate students. However, there is no formal program for the teaching/learning of the scientific method. The objective of the present study was to evaluate the comprehension of the scientific method by students of health sciences who participate in scientific projects in an academic research laboratory. An observational descriptive crosssectional study was conducted using Edgar Morin complexity as theoretical reference. In a semi-structured interview, students were asked to solve an abstract logical puzzle - TanGram. The collected data were analyzed using the hermeneutic-dialectic analysis method proposed by Minayo and discussed in terms of the theoretical reference of complexity. The Brazilian scientific community claimed for a definitive systematization and for comprehensive and realistic national rules, to provide guidance and regulation, instead of sanctions, so that the question of scientific research involving animals could be better contemplated. This is beginning to occur now with Law n.º 11.794, sanctioned by the President of the Republic on November 8, 2008. PURPOSE: To describe the evolution of Brazilian regimentation for scientific use of animals and to analyze Law n.º 11.794. METHODS: The legislation about the use of animals in teaching and in scientific research in Brazil and in Rio de Janeiro State was identified and discussed. RESULTS: Until now, there was no updated general and systematizing rule regarding animal vivisection and experimentation for didactic or scientific purposes. The only specific law dates back to1979 and was not regimented. More recent laws equated the practice of scientific experiments to acts of abuse and mistreatment of animals, when alternative technology was available. Municipal laws that restricted the scientific practice of vivisection and experimentation with animals were created in the cities of Rio de Janeiro and Florianopolis. Dans cet article, nous mettons en évidence trois façons dont les brevets sur les gènes pourraient nuire à la recherche scientifique. Premièrement, les lois relatives aux brevets sur les gènes risquent d’exacerber la culture du secret omniprésente en science. Deuxièmement, sans un accès à toutes les étiologies génétiques, les brevets sur les gènes peuvent limiter la capacité des chercheurs à étudier les maladies poly ou multigénétiques. peer-reviewed; Research has shown that crowdsourcing and crowdfunding are accelerators and facilitators of societal, business and institutional change, presenting numerous potential benefits to the triple helix of government, industry and university. Scientific Research Funding Agencies play an important role in the triple helix and play an important role in the development and instantiation of public policy. E-participation and e-government platforms have invited a new actor to the triple helix in the form of the crowd. The citizen as a member of the crowd presents potential solutions to public needs. This paper shows that whereas numerous models are available for the private and public use of crowdsourcing and crowdfunding, a limited number of models are available for use by science funding agencies. Accordingly, this research in progress paper attempts to fill this gap by examining the actors involved in the crowd process and presenting a preliminary categorisation of the associated types of users of the crowd. This paper is part of an overall project that focuses on building a suitable crowd model for these agencies. This policy note provides a detailed assessment of Bulgaria's innovative capacity and offers policy recommendations to increase the impact of science and innovation. Part one of the policy note provides an assessment of Bulgaria's innovation capacity in the public and private spheres. Background: In light of the increasing recognition of the importance of physician scientists, and given the association between undergraduate research experiences with future scientific activity, it is important to identify and understand variables related to undergraduate student’s decision to engage in scientific research activities. The present study assessed the influence of individual characteristics, including personality traits and socio-demographic characteristics, on voluntary engagement in scientific research of undergraduate medical students. Methods: For this study, all undergraduate students and alumni of the School of Health Sciences in Minho, Portugal were invited to participate in a survey about voluntary engagement in scientific research activities. Data were available on socio-demographic, personality and university admission variables, as part of an ongoing longitudinal study. A regression model was used to compare (1) engaged with (2) not engaged students. A classification and regression tree model was used to compare students engaged in (3) elective curricular research (4) and extra-curricular research. Results: A total of 466 students (88%) answered the survey. A complete set of data was available for 435 students (83%).Higher scores in admission grade point average and the personality dimensions of “openness to experience” and “conscientiousness” increased chances of engagement. Higher “extraversion” scores had the opposite effect. Male undergraduate students were two times more likely than females to engage in curricular elective scientific research and were also more likely to engage in extra-curricular research activities. To gauge the current commitment to scientific research in the United States of America (US), we compared federal research funding (FRF) with the US gross domestic product (GDP) and industry research spending during the past six decades. In order to address the recent globalization of scientific research, we also focused on four key indicators of research activities: research and development (R&D) funding, total science and engineering doctoral degrees, patents, and scientific publications. We compared these indicators across three major population and economic regions: the US, the European Union (EU) and the People's Republic of China (China) over the past decade. We discovered a number of interesting trends with direct relevance for science policy. The level of US FRF has varied between 0.2% and 0.6% of the GDP during the last six decades. Since the 1960s, the US FRF contribution has fallen from twice that of industrial research funding to roughly equal. Also, in the last two decades, the portion of the US government R&D spending devoted to research has increased. Although well below the US and the EU in overall funding, the current growth rate for R&D funding in China greatly exceeds that of both. OBJECTIVE: To explore methodology for the assessment of institutional scientific research productivity. MATERIALS AND METHODS: Bibliometric indicators based on searches for author affiliation of original scientific articles or reviews published in journals indexed in the databases Web of Science, MEDLINE, EMBASE, LILACS and SciELO from January 2000 to December 2003 were used in this study. The retrieved records were analyzed according to the index parameters of the journals and modes of access. The number of citations was used to calculate the institutional impact factor. RESULTS: Out of 1253 records retrieved from the five databases, 604 original articles and reviews were analyzed; of these, 246 (41%) articles were published in national journals and 221 (90%) of those were in journals with free online access through SciELO or their own websites. Of the 358 articles published in international journals, 333 (93%) had controlled online access and 223 (67%) were available through the Capes Portal of Journals. The average impact of each article for InCor was 2.224 in the period studied. CONCLUSION: A simple and practical methodology to evaluate the scientific production of health research institutions includes searches in the LILACS database for national journals and in MEDLINE and the Web of Science for international journals. The institutional impact factor of articles indexed in the Web of Science may serve as a measure by which to assess and review the scientific productivity of a research institution.

This article results of bibliographical, exploratory and qualitative research. Its argues that three approaches are gifts in the educational process of discipline of the Scientific Research Methodology in Information Science. They are the social facts of the Information Science, the types of the research and the social theory. It sees that the pedagogical possibilities of the education of Scientific Methodology in Information Science are related with the practical one of the writing which depends on the practical one of the reading.; Resultado de pesquisa bibliográfica, exploratória e qualitativa, o texto argumenta que três enfoques estão presentes no processo educacional das disciplinas de Metodologia da Pesquisa Científica em Ciência da Informação, ou seja, a partir dos fatos sociais da Ciência da Informação, da tipologia da pesquisa e da teoria social. Defende a idéia de que há uma relação direta entre o ensino / aprendizagem da Metodologia Científica e as condições educacionais e de infra-estrutura informacional ofertadas no ensino fundamental e médio. Vê que as possibilidades pedagógicas do ensino de Metodologia Científica em Ciência da Informação estão relacionadas com a prática da escrita a qual depende da prática da leitura.

Time, science and consensus: the different times involving scientific research, political decision and public opinion

This essay analyses the asymmetrical relationship between the time of scientific research and the time of the different segments interested in their results, focusing mainly on necessity to establish technical consensus about the fields of science that require rigorous investigations and texts. In the last years, civil society sectors - mainly scientific journalism, legislative power, and public opinion - has shown growing interest in participating of the decision making process that regulates science routes. In this study, we analyzed the decision making process of the Biosafety Law, as it allows research with embryonic stem cells in Brazil. The results allow us to conclude that this asymmetrical relationship between the different times (of science, scientific disclosure, public opinion, and public power) contribute to the maturing of the dialog on scientific policies, as well as to the establishment of a consensus concerning science routes, which aims at the democratization of scientific work.
