Este estudo tem como objetivo analisar a história do curso de Ciências Contábeis da Faculdade de Ciências Econômicas da Universidade Federal do Rio Grande do Sul (UFRGS), sendo este o primeiro curso de Ciências Contábeis do Estado, remontando sua origem com a criação da Escola de Comércio de Porto Alegre, em 1909, sua independência e consolidação com a criação do curso de Ciências Contábeis e Atuariais em 1946 e sua evolução até o presente momento. Para atingir este objetivo realizou-se uma pesquisa qualitativa fundamentada em referências bibliográficas. Com o aumento da complexidade da vida econômica, o crescimento comercial, o processo de divisão do trabalho e a necessidade de especialização de atividades, surge uma necessidade premente de qualificar-se profissionais para efetuarem escrituração mercantil nos estabelecimentos comerciais e órgãos públicos. The Internet, and thus e-commerce, both Business to Consumer (B2C) and Business to Business (B2B), has changed the way companies do business with each other and communicate with their customers. Because of the speed of the Internet, information transfer both among companies and between a company and its customers has become faster, albeit technologically more complex, in the e-commerce era. It has been a challenge for e-companies to develop creative, satisfying ways of communicating with their customers. After all, the Internet is approximately a decade old, and there has not been enough accumulation of knowledge about customer behavior. Unlike in conventional shopping where the customer takes the product with him/her or makes specific delivery arrangements in a specific geographical zone, in e-commerce the customer picks a specific delivery method from literally anywhere in the world at any time. This, of course, brings many logistical challenges for a successful delivery. It is time to recognize that while space may be infinite, Earth orbital space is a finite natural resource that must be managed properly. The problem we face with space pollution is complex and serious. The space treaties and conventions are not sufficient. They were drafted at the time of space exploration in the 1960s and 1970s. Today, they fail to account for rapid changes in the field, especially the increasing commercial activity. Moreover, the existing mitigation guidelines remain voluntary and are not legally binding under international law. As a result, space debris tends to accumulate and remains in orbit for a long period of time. A space debris convention is thus warranted. The proposed international convention would have the following objectives: 1) Implement an international and independent tracking and cataloguing system for space debris; 2) Adopt enforceable space debris mitigation and disposal guidelines; 3) Enforce a space preservation provision for protecting the most vulnerable outer space regions and; 4) Define a space debris compensation and dispute settlement mechanism.; (cont.) In recent years, the decline of the mass media and the growth of a participatory and fragmented audience online have forced advertisers, agencies, and publishers to revise their thinking about delivering marketing messages to consumers. Changes in web technology and consumer behavior has, in many cases, increased opportunities to target advertising, yet how to make the most effective use of the web as a channel for commerce and communication has proven to be more elusive. Third Annual Acquisition Research Symposium; This paper reports on an experimental study where 178 student subjects without formal training in contracting issues were asked to accept or reject each of 20 clauses of a software purchasing contract. The subjects used a Web-based interface to accept or reject clauses. Of the 20 clauses in the contract, 6 were intentionally deceitful, in the sense that they specified binding obligations that made it unadvisable to accept them as part of a contract. On average, the subjects were able to correctly accept approximately 11 out of 14 non-deceitful clauses. Somewhat surprisingly, the subjects were able to correctly reject only 2 out of 6 deceitful clauses. The study also suggests that, among untrained individuals, those who are older, have more general work experience, and have above-average scholastic ability are the ones more likely to perform well in contracting tasks under conditions similar to those found in this study (i.e., Web-based contracting conditions). This thesis presents two applications of the prototypical make-to-stock queue model that are mainly motivated by supply chain management and e-commerce issues. In the first part, we consider the decentralized version of the make-to-stock model. Two different agents that we call the supplier and the retailer control production and finish goods inventory level independently. The retailer carries finished goods inventory to service an exogenous demand and specifies a policy for replenishing his/her inventory from the upstream supplier. The supplier, on the other hand, chooses the capacity of his manufacturing facility. Demand is backlogged and both agents share the backorder cost. In addition, a linear inventory holding cost is charged to the retailer, and a linear cost for building production capacity is incurred by the supplier. The inventory level, demand rate and cost parameters are common knowledge to both agents. Under the continuous state approximation that the M/M/1 queue has an exponential rather than geometric steady-state distribution, we characterize the optimal centralized and Nash solutions, and show that a contract with linear transfer payments based on backorder, inventory and capacity levels coordinates the system in the absence of participation constraints.; (cont.) This paper introduces to the English-language literature the Aula do Comercio (School of Commerce) which was established in Lisbon in 1759. This school was a product of the Portuguese Enlightenment period and provided a model for development of similar government-sponsored schools across Europe. Our principal objective is to provide a comprehensive description of the school by outlining why it was established, how it operated, what it taught, what effects it had, and why it closed in 1844. It is important to gain an understanding of the School of Commerce because it was an important milestone in the development of commercial education in eighteenth century Europe. The School has attracted considerable notoriety, especially in the Portuguese-language literature, where it is claimed to be the world's first government- sponsored school to specialise in the teaching of commerce, including accounting.

Este trabalho demonstra que, diferentemente do que se tem tanto falado, a primeira instituição formal de ensino contábil do Estado de São Paulo foi a Escola Politécnica, fundada em 1894, que ministrava no Curso Preliminar, equivalente ao primeiro ano do curso de engenharia, aulas de Escrituração Mercantil, conferindo aos alunos que fossem aprovados nas disciplinas que integravam esse primeiro módulo, o diploma de Contador. Em 08.12.1900, o Decreto Federal no 727 reconhecia oficialmente os diplomas expedidos pela instituição, desde a sua fundação, independentemente do exercício da profissão. A Fundação Escola de Comércio Álvares Penteado, fundada em 1902, foi a segunda instituição voltada ao ensino contábil nesse Estado. Considerando-se um hiato de oito anos entre a fundação de ambas as instituições, não restam dúvidas de que a Escola Politécnica é a primeira instituição formal de ensino contábil do Estado de São Paulo. Professor Bob Bennett traces the history of chambers of commerce from their inception in the 18th century to the present day. What started as a movement seeking concessions from the elite has morphed into an institution closely partnered with government. While modern chambers of commerce have lost much of the spirit with which they were founded, they still serve an important role. He finds that the cost of partnering has tempered their impact and that chambers of commerce should be reinvigorated by taking a more adversarial position towards government.

This study compares business culture in seventeenth and eighteenth century China and England through an examination of the ideals of the businessman. It focuses on these ideals as presented in business advice literature, the core of which are business handbooks giving advice on how businessmen were expected to behave. These handbooks have not previously been used comparatively. This study looks at three aspects of the ideal of the businessman – attitudes to the market, wealth and social relations. Business culture is an important factor in global history for explaining economic performance and the Great Divergence. In England, the rise of a bourgeoisie with commercial values and increasing status of commerce is seen as a spur to economic development. On the other hand, in China, the ideal of the Confucian merchant has been argued to be a possible hindrance. By comparing the business cultures of China and England through an analysis of business advice literature we find similarities which dispel many stereotypes, and differences, which point out factors important in the Great Divergence. Reflection upon cameralism and the police in the context of enlightened reformism offers suggestive insights into the links between economic ideas and the administration of the state. The Portuguese case is an interesting example of how those ideas are assimilated and put into practice. This paper first presents the characteristics of Portuguese enlightened reformism and its place in the history of ideas. After that, cameralism and the police are investigated, with particular attention being paid to the legislative action of the king. Finally, the paper analyzes and discusses this process of the assimilation of ideas, supported by examples of the Portuguese experience in centralizing the administration of the public finances within the Royal Treasury and in providing technical training to public officers through the School of Commerce.
