There are two main purposes to this thesis study. First, we will deploy the principles of software development that we have learned through the Software Engineering track here at NPS and test its validity through the development of a real world system. This system will be a completely self sustaining prototype of a web design containing both the front end and back end requirements. Second, we will conduct a study of Human Computer Interaction (HCI) through the design and usability testing of a new interactive uniform regulations manual. All military services currently possess their own individual uniform regulations specific to each service. This system, although it will be specific to the United States Marine Corps, can be used as a model for any other service as well as any international military desiring a similar solution to the inherent problems associated with current manuals. The new system will address all aspects currently outlined in the regulations. This regulation will be used by all US civilians and military service members to whom the current manual is now relevant. Although we fully intend to deliver a finished product to the Marine Corps for their official use, the true value to us as students is in the process of developing and testing this new system. The knowledge learned here will benefit us in any future system design or development projects.

This thesis focuses on a return on investment (ROI) strategy for radio frequency identification (RFID) item-level tagging of assets by organizations that maintain manual inventory and tracking systems. The basis of strategy exists in leveraging benefits offered in repeated use of automated identify data and capture technology, RFID. The business model used for this thesis focuses on organizations that provide reference material management services (RMMS) (e.g. library reference material, employee privacy information records, laptops, etc) to internal and external customers. Although technology has created a means to digitized reference material, many organizations are required to maintain manual record systems for various reasons. In addition, a digitized capability does not address the issue of accounting for other pilferable items such as laptops, personal digital assistants, etc. Therefore, evaluating capabilities available in RFID technology could lead to strategic options for eliminating the challenges posed by the lack of item visibility that exist in a manual RMMS business processes. Strategy development will derive from lessons learned in documented RMMS case studies that implemented an RFID solution. This thesis discusses and analyzes companies in private sector industry that have reported positive ROI with tangible benefits by implementing RFID for the purpose of asset control/management.

Analyses of solutions for large-scale optimization models are very difficult without effective computer aids. Solution reports may require weeks to design, implement and produce with conventional report writing systems. The reports produced are voluminous, often exceeding 100,000 printed lines, and are thus quite awkward to access manually. Timely and economic analysis of solutions to large models is further hindered by inflexible and costly report writing software and procedures. ATHENA has been developed to allow extremely efficient immediate interactive storage and analysis of the solution file from any optimization system. ATHENA is easy to learn and use; user friendly features are provided which can preemptively assess the potential cost and implications of each request for solution information, assist the confused user, and provide the required solution information with very fast response time. The user is provided with extensive search under mask and compound logical relational constructs, as well as the capability to quickly diagnose suspicious model symptoms, and to format and issue offline reports. ATHENA is implemented in portable FORTRAN, with a parser and interpreter easily modified and expanded to suit particular hardware environments and user demands. The system has been initially designed and tuned for large-scale problems with up to 30...

This manual for the user of the finite-element code ATILA provides instruction for entering information and running the code on a VAX computer. The manual does not include the code. The finite element code ATILA has been specifically developed to aid the design of piezoelectric devices, mainly for sonar applications. Thus, it is able to perform the model analyses of both axisymmetrical and fully three-dimensional piezoelectric transducers. It can also provide their harmonic response under radiating conditions: nearfield and farfield pressure, transmitting voltage response, directivity pattern, electrical impedance, as well as displacement field, nodal plane positions, stress field and various stress criteria...Its accuracy and its ability to describe the physical behavior of various transducers (Tonpilz transducers, double headmass symmetrical length expanders, free flooded rings, flextensional transducers, bender bars, cylindrical and trilaminar hydrophones...) have been checked by modelling more than twenty different structures and comparing numerical and experimental results

Approved for public release; distribution unlimited.; This research effort explore the merit of developing a procurement policy manual for purchasing organizations within the Navy Field Contracting System (NFCS). The structure, content, uses, advantages, and methods for evaluating effectiveness found in the literature, as well as the generic characteristics of a procurement policy manual, are identified and discussed. These properties are then applied to Navy purchasing manuals and questionnaires received from participating contracting activities and the differences and similarities analyzed. The research concludes that procurement policy manuals are useful and Navy contracting organizations should be encouraged to develop and use them. Many Navy manuals are not well organized and are often too technical. The generic characteristics of desirable manuals should be incorporated into the planning stage of manual development. Recommendations include encouraging the use of the manuals, applying the generic characteristics, training the procurement policy specialists, measuring manual effectiveness, making the manuals a part of procurement training , and using the manuals to evaluate purchasing performance. Ideas for related research efforts complete this thesis.

Approved for public release; distribution is unlimited; This dissertation investigates the problem of automatic transcription of the hand-keyed' Morse signal. A unified model for this signal process transmitted over a noisy channel is shown to be a system in which the state of the Morse process evolves as a memory-conditioned probabilistic mapping of a conditional Markov process, with the state of this process playing the role of a parameter vector of the channel model. The decoding problem is then posed as finding an optimal estimate of the state of the Morse process, given a sequence of measurements of the detected signal. The Bayesian solution to this nonlinear estimation problem is obtained explicitly for the parameter-conditional lineargaussian channel, and the resulting optimal decoder is shown to consist of a denumerable but exponentially expanding set of linear Kalman filters operating ona dynamically evolving trellis. Decoder performance is obtained by computer simulation, for the case of random letter message texts. For nonrandom texts, further research is indicated to specify linguistic and formatdependent models consistent with the model structure developed herein.; http://archive.org/details/optimalbayesiane00bell; Lieutenant...

This thesis designs, develops and tests a computer-assisted system to construct final examination schedules at the Naval Postgraduate School. The system is based on a greedy heuristic that produces high quality solutions for 200 examinations in a few minutes on a personal computer. Comparisons between computer constructed schedules and the manual schedule for the 1994 winter quarter show the manual schedule's superiority. Despite this observation, the computer system's ability to rapidly produce feasible schedules (approximately 15 minutes compared to 5 days) makes it ideal to assist the schedulers and to conduct policy studies. One policy study conducted in this thesis shows a reduction in classrooms reserved solely for final exams has little impact on the quality of the schedule. Another policy study shows the difficulty of finding any schedule without some students having back-to-back examinations.; Lieutenant Commander, Spanish Navy

MBA Professional Report; The purpose of this MBA project was to conduct a comprehensive review of the current DoN Manager's Internal Control (MIC) Manual to evaluate its effectiveness in helping to align the Navy's current mission, organizational philosophy, management strategy, goals, metrics, sustainment efforts, and improvement programs. Additionally, this study reviews the (MIC) manual to evaluate its ease of use or identify potential challenges in applying the concepts as outlined in the aforementioned manual. The primary framework used in evaluating the MIC manual was a report published by Government Accountability Office (GAO) titled: Internal Control Management and Evaluation Tool (2001) which is based upon the five standards for internal control in the federal government. Although the MIC manual provides an interpretation of the guidance and requirements set forth by SECNAVINST 5200.35E, the manual falls short in transcending or translating the spirit and intent of SECNAVINST 5200.35E and other statutory and regulatory references. The MIC manual's ease of use is hindered due to the strict focus on providing instructional guidance in adhering directly to the requirements of SECNAVINST 5200.35E alone. Additionally, it is challenging for the reader to grasp the purpose and vision of the program given that the overarching organizational goals and objectives are not clearly stated within the manual. Structuring the MIC manual to reflect GAO's five standards of internal control will increase its effectiveness in aligning an organizations' current mission...

Approved for public release; distribution is unlimited; A menu driven computer program has been developed to serve as a user's interface with ACSYNT, the NASA-AMES program for aircraft synthesis. The interface program, CREATE, drastically reduces the amount of time required to learn how to use acsynt, thus allowing the power of ACSYNT to be used more effectively by the Aircraft Design curriculum at the Naval Postgraduate School. CREATE has been developed to reduce the required number of inputs to ACSYNT and is ideal for use with the early phases of the Aeronautical Engineering Curriculum. It can provide rapid feedback when examining the effects that different aircraft parameters have on the overall aircraft performance, thus enhancing the students understanding of the relationships between the numerous variables of aircraft studies. Included in the thesis are four examples that demonstrate some of the capabilities of ACSYNT and the use of CREATE.; Lieutenant, U.S. Navy (USN) author

Approved for public release; distribution is unlimited; The one thing among many that must be prepared for every flight is the making of a flight plan. Pilots must use charts or graphs from the flight manual to compute the fuel flow that is essential to flight plan. Since this requires many steps of interpolation to compute the specfic conditions that cannot be read directly from flight manual, it is time consuming and increases the probability of making a mistake. This problem obstructs the execution of various mission changes and continuous sorties. A computer program for personal computer or hand-held calculator is developed to compute the desired fuel flow by modifing the equations for an 'IDEAL' airplane; http://archive.org/details/useofcomputertoo00ohch; Major, Republic of Korea Air Force

Approved for public release; distribution is unlimited; Handheld calculators are now powerful enough to have become indispensible tools for the engineer and scientist. With enhanced equation solving capability and extensive user memory, the HP-28S introduces exciting new possibilities. The entire set of tables for one-dimensional gas dynamics can be accessed with unequalled accuracy and speed. But this enhanced power cannot be properly tapped without a pre-planned user directory organization which takes advantage of the HP-28S internal structure. Experience has shown that many students buy expensive programmable calculators but underuse them, finding their powerfulness baffling and frustrating. They employ the same computational techniques with sophisticated $200 continuous-memory programmable machines as could be accomplished with a simple $20 scientific calculator. This manual contains a compendium of useful formulae, programming, and computational techniques for the popular HP-28S Pocket Calculator. In addition to helpful instructions on units conversion, directory organization, and problem-solving methodology which will benefit any HP-28S user, the Aeronautical Engineering student will find sections on Thermodynamics...

OBJECTIVES. We describe a school program based on a student manual for promoting mental health and preventing mental illness. METHODS. A preliminary version of the manual was assessed for face validity by two focus groups. The final version was evaluated for acceptability among 253 students in 10 high schools and 1 middle school in Italy. RESULTS. The manual included 18 chapters (or "units") which address skills for enabling students to cope with their daily lives: communication skills, problem-solving, assertive skills, negotiation, stress management, anger management and conflict resolution. The manual was found to have been acceptable by high school students. CONCLUSIONS. The effectiveness of the manual in actually promoting mental health and preventing mental illness is currently being evaluated.
