A invenção da energia elétrica pode ser considerada como um dos eventos mais marcantes da história moderna. As fortes influências sociais e econômicas que o sistema elétrico exerce sobre a sociedade, atreladas a suas características próprias, fazem com que o sistema elétrico enfrente desafios que extrapolam sua própria dinâmica. Essa característica faz com que o Estado assuma uma grande responsabilidade pela gestão e planejamento dos sistemas elétricos, o que envolve questões de natureza não meramente econômicas que impulsionam e dão forma à dinâmica dos sistemas atualmente existentes, tanto no Brasil quanto no mundo. Dentre tais ações de intervenção do Estado, que alteram as condições de competitividade do sistema e toda sua dinâmica, estão políticas tecnológicas para induzir a inovação no setor. No Brasil, a lei 9.991/2000 que institui a obrigatoriedade de investimento de parte da receita operacional líquida (ROL) das empresas do setor em Pesquisa e Desenvolvimento (P&D), representa a política tecnológica específica para abordar tal questão. O objetivo geral da presente pesquisa foi analisar a organização dos valores relativos ao trabalho de pesquisadores em uma instituição de P&D brasileira, definindo-se a hierarquia desses valores para tais profissionais. Estudos têm evidenciado lacunas em dados empíricos sobre a gestão de pesquisadores em organizações inovadoras, sendo este recurso humano envolvido estritamente com uma crucial estratégia competitiva: a inovação. Através da compreensão dos valores pessoais laborais dos pesquisadores em organizações de P&D, torna-se possível avaliar o que esses profissionais consideram importante em seu ambiente de trabalho, subsidiando conhecimento aos gestores de trabalhadores do conhecimento. Tais achados permitem a discussão de ferramentas de gestão mais adequadas, possibilitando melhorias organizacionais. Além de proporcionar à sociedade energia elétrica em quantidade e qualidade adequadas, as concessionárias e permissionárias desse serviço público no Brasil devem cumprir diversas condições contratuais específicas, como realizar investimentos em pesquisa e desenvolvimento, levando, consequentemente, alguns benefícios à sociedade. Assim, esse trabalho avalia a importância dos projetos de pesquisa e desenvolvimento das empresas do setor elétrico na capacitação profissional, através de análises comparativas com projetos realizados no âmbito da UNICAMP e agências de fomento (CNPq, CAPES e FAPESP); e qualitativas, por meio de entrevistas com os gestores das concessionárias de energia elétrica e Agência Nacional de Energia Elétrica. Como resultados desta avaliação, verificou-se que os investimentos na formação de pessoal qualificado realizados através de projetos de P&D da ANEEL, na UNICAMP, entre 2001 e 2011, em relação às demais fontes de recursos para essa finalidade, são modestos, tanto em número de bolsas como em valores monetários (4% e 2% respectivamente). For this purpose, we use a sample of 222 subsidiaries for five European countries. The paper has drawn up two important findings. Firstly, cultural dimensions such as individualism, masculinity, power distance and uncertainty avoidance influence research and development activities of the subsidiaries. Secondly, the type of management model, defined according to the location of the parent company, influence the organization of the research and development activities.

Early stages of product development are critical to success of the final product. Decisions made in the early stages will affect the design choices available during the entire development cycle. This thesis examines two research and development strategies. One product development strategy is to make critical decisions as early as possible to manage costs and coordinate work. Making decisions early can help controls costs. Early decisions can also limit the potential value of the product. The value of decisions made at the beginning of the development cycle when the least is known about the problem and the potential solutions are most susceptible to uncertainty. An alternate approach is to employ a parallel research and development strategy. Multiple alternative designs are pursued as if they were the final choice. Decision makers can then make more informed choices for the design of their product. This approach has higher development costs. The net benefit of the project can be higher due to increases in quality and decreases in schedule. Understanding when to apply parallel research and development strategy is an important consideration for those facing uncertainty in their product development cycle.; (cont.) Corporate research and development (R&D) drives progress in the high-tech industries. Companies that advance the state-of-the-art in product performance enjoy significant advantages over the competition. However, although technical achievement may be required for competitiveness, it is far from sufficient. The successful creation of a prototype is in no way an indication that large quantities of identical units can be economically or reliably produced. Indeed, transitioning a new technology from the laboratory in which it was created to a production environment can be as challenging as the actual development. Many of the obstacles on the path to production stem from process variability. The randomness inherent in every manufacturing operation introduces risk into the transition process. As products increasingly become more technologically complex, the need for close coupling between R&D and production groups also grows. In 2004, nine country programs involved in PROLINNOVA (Promoting Local Innovation in ecologically-oriented agriculture and natural resource management) considered how local innovation could be enhanced. The PROLINNOVA partners (national NGOs and government institutions of research, extension and education) saw a need for flexible funding mechanisms to support farmer-led participatory research and development (R&D) processes. They developed the concept of locally controlled "Innovation Support Funds" (ISFs) that would allow farmers to invest in their own research, to hire external resource persons to support it, to access external information, and to conduct cross visits. The note explores the ISF concept, and describes how PROLINNOVA partners envisage their operation.

Lederman and Maloney trace the evolution of research and development (R&D) expenditures along the development process using a new global panel data set. They show that R&D effort measured as a share of GDP rises with development at an increasing rate. The authors examine how four groups of countries from Latin America, Asia, advanced manufacturing exporters, and advanced natural resource-abundant countries fare relative to the predicted development trajectory. Latin America generally underperforms as do some countries in Asia and Europe, but their striking finding is that some-Finland, Israel, the Republic of Korea, and Taiwan (China)-have radically deviated from the predicted trajectory and displayed impressive R&D takeoffs. The educational/cultural backgrounds of students entering level 1 courses at university is becoming increasingly diverse, with the result that teachers can no longer assume that students will arrive with a skill base that will enable them to succeed in their chosen program. Yet it is still expected that by the completion of their program, all students will be able to demonstrate a set of Graduate Attributes that includes high level research skills necessary for HDR studies or the workforce. Here we report how we have addressed this issue in two First Year Human Biology courses. The development of research skills has been incorporated into assessment tasks, with increasing levels of complexity and autonomy introduced as the courses progress. The Research Skill Development (RSD) framework (Willison and O’Regan, in press, HERD) was used to generate marking criteria, and each student’s RSD profile was tracked and compared with their initial skill level as indicated by a diagnostic test administered at the start of the year. Data show an improvement in skill levels for most students, regardless of their starting point. This paper analyses the knowledge management practices of Spanish Technology Institutes (TIs). TIs are non-profit organisations that perform Research and Development (R&D) activities aimed at improving competitiveness by encouraging firms' technological and innovative capabilities. To achieve these objectives, TIs use the explicit and tacit knowledge embedded in their human resources, the technical possibilities of their technological and physical infrastructure, their relationship networks, and their ability to manage this combined intellectual capital. In other words they are required to exploit their intellectual capital as an essential part of their activities. Key to this is implementation of a system to collect, aggregate, manage, disseminate and analyse the information that constitutes its intellectual capital. This paper aims to describe how effectively TIs manage their knowledge, the processes involved and the factors that motivate their efforts.

The unique aspect of the CRDA is it provides an avenue for Government researchers to negotiate agreements with private industry without being ladened by numerous Government regulations, such as the Federal Acquisition Regulations (FAR), or its Department of Defense supplement, the Defense Federal Acquisition Regulations Supplement (DEFARS). The issue discussed during the research was whether a CRDA was a useful method to both expand the body of knowledge learned at Government laboratories to private industry and bring much needed funds to Government facilities and staff. Os modelos de crescimento econômico mostram que a única forma de promover o crescimento sustentado da economia é por meio do progresso tecnológico. Porém, a manutenção de um fluxo crescente de inovações tecnológicas requer uma forte estrutura de pesquisa e desenvolvimento (P&D), o que implica em uma série de gastos por parte de ambos os setores, público e privado. Conseqüentemente, as instituições de pesquisa são crescentemente cobradas quanto aos resultados dos recursos nelas investidos, o que torna interessante a realização de estudos que procurem avaliar os retornos de tais investimentos e determinar quão proveitosos estes vêm-se revelando para a sociedade. ICEFOOD-Wageningen UR main mission is to transform Chile into a Food Innovator . For this Wageningen UR will open its extensive R&D knowledge infrastructure for Chilean counterparts from academia research institutions and industry. Main focus will be the transfer of innovative technologies knowhow and expertise and to build human capacity. The ultimate goal is geared to increase the international competitiveness and integration of the Chilean agro-food sector. ICEFOOD-Wageningen UR will generate scientific knowledge and technological excellence through research and development in the agro-food complex. Developed knowhow technologies scientific insights will help to sustain a continuous flow of innovation and this will further strengthen the Chilean food industry to provide high quality healthy food which meets the demands of the modern consumer. The general objective is to attract and generate knowledge technology infrastructure and labor for the Chilean agro-food industry. The ICEFOOD consortium between Wageningen UR the co-executors the representatives of the government and the participating food industry will generate results to improve food quality safety and competitiveness as well as environment protection and will generate a positive impact in the complete food chain starting from primary sector (primary production) all the way to the consumers. This objective will be fulfilled by installation of ICEFOOD-Wageningen UR in Chile for development new knowledge competitive technologies and innovative products by collaboration and complementation between Wageningen UR and the Chilean co-executors and stakeholders. Then development new knowledge competitive technologies and innovative products in consumer and health in food processing and structuring in food safety and in food chain sustainability and dynamics.Management Units in this project are a) Research line N° 1 Consumer and Health b) Research line N° 2 New Product and Processes c) Research line N° 3 Food Safety d) Research line N° 4 Food Chain sustainability and corporateThe immediate impact of the installation and operational phases will be to increase the funding infrastructure and expertise available to the co-executors in Chile. Inflorescences develop from lateral meristems (anlagen) in latent buds during spring and summer and enter a dormant state at a very immature stage before completing development and producing flowers and berries the following spring. Lateral meristems are unique structures derived from the shoot apical meristem and can either develop into an inflorescence or a tendril. How the grapevine plant controls these processes at the molecular level is not understood, but some progress has been made by isolating and studying the expression of flowering genes in wild-type and mutant grapevine plants. Interestingly, a number of flowering genes are also expressed during berry development. This paper reviews the current understanding of the genetic control of grapevine flowering and the impact of viticulture management treatments and environmental variables on yield. While the availability of the draft genome sequence of grapevine will greatly assist future molecular genetic studies, a number of issues are identified that need to be addressed—particularly rapid methods for confirming gene function and linking genes to biological processes and traits. It collects selected information on organisations, projects, researchers, R&D results and research infrastructure acquired with the support of public funds. Its realization has been assured by the national project NISPEZ funded from EU structural funds. The SK CRIS was put into operation in January 2013. The SK CRIS system provides also some modules implemented outside the actual version of CERIF data format apart from the mentioned entities and their attributes. Additional Statistical Survey of Research and Development Potential is one of them.
