A first-generation of feminist scholarship on international relations challenged the implicitly gendered foundations of mainstream IR, including its masculine conceptual bias and state-centricity and the reliance on positivist ways of knowing. These feminist theoretical challenges cleared the path for new thinking and for the development of distinctly gendered approaches to international relations. A second generation of feminist IR scholarship is now emerging, in which empirical research is strengthening and expanding on those earlier theoretical advances. Here, I explore these second-generation efforts to combine gendered theory with close empirical study of global/local processes. These efforts offer a number of lessons for how we might conduct our future scholarship. By showing—not telling—how gender is relevant to global politics, the insights from these studies can build upon one another in impressive ways. As such, they promise to speak to major concerns of feminist and ‘mainstream’ IR scholars alike.; yes

A number of recent developments have prompted a revival of interest in liberal theories of international relations, among them the spread of democratic institutions, economic liberalisation and the increasing significance of international institutions in many aspects of life. This paper argues that liberal international relations theory, overimpressed by developments such as these, risks becoming an apologia for a narrow version of liberalism currently promoted by Western governments. The challenge of rethinking the meaning of liberalism in a ‘globalising’ world characterised by extreme economic inequality, social upheavals and the reassertion of cultural differences—and the questions whether and how liberal values can at all be realised in such a world—have been left to political theorists, whose struggles with these issues attract little interest in an international relations discipline still largely committed to the idea of a purely empirical social science. The paper suggests that a different, ‘critical’ conception of liberalism offers a way of relating pressing liberal normative concerns to empirical research, instead of seeking to keep the two entirely separate. It presents a critique of current liberal international relations theory and outlines an alternative approach.; yes

Approved for public release; distribution is unlimited.; This thesis explores the diplomatic relations of North Korea, officially known as the Democratic People's Republic of Korea (DPRK), with an emphasis on its minor diplomatic relations. Minor, for purposes of this thesis, refers to those states other than the Big Four Plus One (i.e., China, Japan, South Korea, Russia, and the United States). This thesis covers the evolution of these relations, assesses trends, and predicts the direction in which these relations may be headed. While many refer to North Korea as a hermit kingdom, its diplomatic relations challenge this label. The DPRK has been and remains active diplomatically. The DRPK enjoys close relations with many states that continue to be marked by the rhetoric of a previous era. There is more continuity than change in its minor foreign relations; however, signs of new life cannot be ignored. While most of its bilateral-minor relations were established to help bolster its claim as the sole legitimate government of the Korean Peninsula, these relationships have become more important as the DPRK has become increasingly isolated. Furthermore, by keeping these relations warm, they assist Pyongyang in its possible efforts to engage in diplomatic hedging if needed. Over the years...

Approved for public release, distribution unlimited; This thesis examines the past and present condition of Turkey's relations with an ally, the United States, and an old neighbor, Iran, and identifies the variables that have divided or united these three important players of the Middle East since 1979. The goal of this thesis is to answer the following questions: Is Turkish foreign policy changing direction? Is there really a common ground for Turkey and Iran to cooperate for the stability of the region? Is cooperation possible for these two old rival states each of whom has been seeking to be the dominant power of this region since the very beginning of their relations' long history? If yes, is it worthwhile for Turkey to improve her relations with Iran even in the face of U.S. opposition? In this context, although there seems a relative recovery in Turkish-Iranian relations and a decline in Turkey's relations with the United States due to diverging interests in the Middle East, Turkey and the United States should realize their importance for each other. They should establish a stronger structure to synchronize relations, so they do not end up in a "lose-lose" position by ignoring each other's priorities.

Approved for public release; distribution is unlimited; This thesis analyses the strategy of modern Ukrainian - U.S. defense and military relations in three areas: Defense Relations; Military Relations; and Civil-Military Relations. These relations are assessed in terms of their adequacy to obtain Ukraine's overall strategic goals. The quantity and complexity of the U.S. defense and military engagement programs towards Ukraine have made the entire coordination process fragmented. The thesis concludes that the recent goals and objectives of existing relations should be concentrated on the Ukrainian Armed Forces transition to democratic civil-military relations. The transformation of the Ukrainian Armed Forces is essential to maintaining progress toward the development of stable and democratic civil-military relations in Ukraine and its armed forces that are prepared to assume their place within European and Transatlantic Security.; Major, Ukrainian Army

Australia sees Taiwan as an important, independent regional trading power. Although never central to Australian foreign policy, since the mid-1980s in particular, Australia has been upgrading its relations with Taiwan in the light of Taiwan's economic growth, the emergence of political freedoms, and pragmatism in its relations with Beijing. While official policy remains that diplomatic relations are maintained only with Beijing, with no expectation of change in the future, economic relations with Taiwan have grown substantially in various directions in recent years. Australia has also supported strongly Taiwan's membership of global economic organisations as well as its participation in regional discussions of economic cooperation. Relations between Beijing and Taipei are an important factor in regional stability. While there are some longer-term fears of a greater China, Australia's policy sees closer cross-strait relations as contributing in several directions: to economic development in Taiwan, China and thereby to the Asia-Pacific economic community, including Australia; in the development on the mainland of institutional reforms that in the long run could help political change in China and stabilise the region; and in strategic terms in reducing the risks of cross-strait conflict...

Colombian public relations professionals face an environment shaped by a government-declared war against guerrillas, paramilitaries, and drug traffickers. Practitioners explained the implications of this conflict-laden environment for the practice of public relations during 10 in-depth, highly structured interviews. Findings include how regionalism has marked the evolution and practice in Colombia, the need for organizational representatives to keep a low profile because of security concerns, encroachment on the profession by other disciplines, and lack of trust in institutions due to the country's critical situation, demanding nation-building campaigns. © 2004 Elsevier Inc. International Relations (IR) has an ‘orthodox set’ of benchmark dates by which much of its research and teaching is organized: 1500, 1648, 1919, 1945 and 1989. This article argues that IR scholars need to question the ways in which these orthodox dates serve as internal and external points of reference, think more critically about how benchmark dates are established, and generate a revised set of benchmark dates that better reflects macro-historical international dynamics. The first part of the article questions the appropriateness of the orthodox set of benchmark dates as ways of framing the discipline’s self-understanding. Sections two and three look at what counts as a benchmark date, and why. We systematise benchmark dates drawn from mainstream IR theories (realism, liberalism, constructivism/English School and sociological approaches) and then aggregate their criteria. Part four of the article uses this exercise to construct a revised set of benchmark dates which can widen the discipline’s theoretical and historical scope. We outline a way of ranking benchmark dates and suggest a means of assessing recent candidates for benchmark status. Overall, the article delivers two main benefits: first, an improved heuristic by which to think critically about foundational dates in the discipline; second...

On one level, history is used by all parts of the International Relations (IR) discipline. But lurking beneath the surface of IR’s approach to history lies a well-entrenched binary. Whereas mainstream positions use history as a means to fill in their theoretical frames (seeing history as a kind of ‘scripture’ of abstract lessons), many post-positivists reduce history to a pick-and-mix of contingent hiccups (a ‘butterfly’ of what-ifs and maybes). Interestingly enough, this binary is one reproduced throughout the social sciences. As such, there is a bigger story to the apparently ‘eternal divide’ between history and social science than first meets the eye. This article uses the various ways in which history is used — and abused — in IR to probe more deeply into the relationship between history and social science as a whole. This exploration reveals four frameworks, two drawn from history (context and narrative) and two drawn from social science (eventfulness and ideal-typification) which illustrate the necessary co-implication of the two enterprises. The article employs these tools as a means of re-imagining the relationship between history and social science (including IR), conceiving this as a single intellectual journey in which both are permanently in view.
