Esta pesquisa demonstra que as prefeituras dos municípios brasileiros não estão em acordo com o Art. 30 da Constituição Brasileira (1988) e a Portaria nº 511 (2009) do Ministério das Cidades, o que é apresentado em publicações científicas da área de cadastro e gestão territorial. This article analyses several dimensions in the Brazilian electoral experience in the 19th century (1870-1889), based on evidence from the municipality of Campos dos Goytacazes, Rio de Janeiro State. The study focuses on three main questions: frequency of elections, voter registration rates, and the profile of qualified voters. According to data from the Rio de Janeiro State Archives and Campos dos Goytacazes Municipal Archives, ordinary citizens voted frequently during the period studied, sometimes more than once a year. Data from the 'Voter Qualification Lists' in the municipality were used to calculate the voter registration rates (number of registered voters divided by the population) and establish a profile of voters in the region based on age, occupation, schooling, and income. The voter profile included a large share of both illiterate and low-income voters, which nonetheless did not mean a democratization of the exercise of political power in a slave-owning society marked by heavy social exclusion and poverty.

Image guided external beam radiation therapy (EBRT) for the treatment of cancer enables accurate placement of radiation dose to the cancerous region. However, the deformation of soft tissue during the course of treatment, such as in cervical cancer, presents significant challenges. Furthermore, the presence of pathologies such as tumors may violate registration constraints and cause registration errors. In this paper, we present a unified MAP framework that performs automatic segmentation, nonrigid registration and tumor detection simultaneously. It can generate a tumor probability map while progressively identifing the boundary of an organ of interest based on the achieved transformation. We demonstrate the approach on a set of 30 T2-weighted MR images, and the results show that the approach performs better than similar methods which separate the registration and segmentation problems. In addition, the detection result generated by the proposed method has a high agreement with the manual delineation by a qualified clinician.

External beam radiation therapy (EBRT) for the treatment of cancer enables accurate placement of radiation dose on the cancerous region. Furthermore, the presence and regression of pathologies such as tumors may violate registration constraints and cause registration errors. In this paper, automatic segmentation, nonrigid registration and tumor detection in cervical magnetic resonance (MR) data are addressed simultaneously using a unified Bayesian framework. The proposed novel method can generate a tumor probability map while progressively identifying the boundary of an organ of interest based on the achieved nonrigid transformation. The method is able to handle the challenges of significant tumor regression and its effect on surrounding tissues. The new method was compared to various currently existing algorithms on a set of 36 MR data from six patients, each patient has six T2-weighted MR cervical images. Background Surgery for hip femoroacetabular impingement/acetabular labral tear (FAI/ALT) is exponentially increasing despite lacking investigation of the accuracy of various diagnostic measures. Useful clinical utility of these measures is necessary to support diagnostic imaging and subsequent surgical decision-making. Objective Summarise/evaluate the current diagnostic accuracy of various clinical tests germane to hip FAI/ALT pathology. Methods A computer-assisted literature search of MEDLINE, CINAHL and EMBASE databases using keywords related to diagnostic accuracy of the hip joint, as well as the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines were used for the search and reporting phases of the study. Quality assessment of bias and applicability was conducted using the Quality of Diagnostic Accuracy Studies-2 (QUADAS-2). Random effects models were used to summarise sensitivities (SN), specificities (SP), diagnostic odds ratio (DOR) and respective confidence intervals (CI). Results The employed search strategy revealed 21 potential articles, with one demonstrating high quality. Nine articles qualified for meta-analysis. The meta-analysis demonstrated that flexion-adduction-internal rotation (pooled SN ranging from 0.94 (95% CI 0.90 to 0.97) to 0.99 (95% CI 0.98 to 1.00); DOR 5.71 (95% CI 0.84 to 38.86) to 7.82 (95% CI 1.06 to 57.84)) and flexion-internal rotation (pooled SN 0.96 (95% CI 0.81 to 0.99); DOR 8.36 (95% CI 0.41 to 171.3) tests possess only screening accuracy. Conclusions Few hip physical examination tests for diagnosing FAI/ALT have been investigated in enough studies of substantial quality to direct clinical decision-making. Further high-quality studies across a wider spectrum of hip pathology patients are recommended to discern the confirmed clinical utility of these tests. This report presents an analysis of the early childhood development (ECD) programs and policies which affect young children in Mauritius. It is part of a series of reports prepared by the World Bank using the systems approach for better education results (SABER)-ECD framework and includes analysis of early learning, health, nutrition, and social and child protection policies and interventions in Mauritius, along with some regional and international comparisons. The Government of Mauritius (GoM) runs free public preschools, and gives cash transfers to private schools for every child enrolled. The GoM offers free public healthcare, including essential health and nutrition services for pregnant women and young children. While the GoM has implemented important ECD policies and programs, some aspects of the legal framework and systems to monitor and assure quality can be improved.

Laboratories have historically been under supported in developing country health systems resulting in poor quality diagnosis and inadequate disease surveillance. Laboratory professionals are predominantly male with relatively limited female labor participation, with potential gender based barriers to advancement. The focus on communicable diseases has meant that funding for broader public health laboratory services has been relatively neglected. In this paper the authors present a number of strategies to address these problems based on the outcomes from a literature review and case studies conducted in four African countries. Improved registration and human resource planning are required to establish the scale of the problem and to develop country specific strategies to address skills shortages. More high quality pre-service training is needed to supply the service with suitably skilled professional staff to address the current deficit. Innovative in-service training is essential to maintain competence and collaboration is required with the private sector to utilize their expertise. A clear career structure with transparent promotional opportunities is required to recruit and retain staff in the public sector. The establishment of suitable work environments and regulatory and representative bodies will also support recruitment and retention as well as enhance quality. It is also clear that this cadre has been underrepresented in human resources for health research and more activity in this area will lead to greater understanding of the problems and provide more potential solutions.

Securities regulators in many developing countries are looking for ways to help grow their nongovernment bond markets to finance development. A common challenge is onerous regulations for issuance of bonds, which tend to discourage companies from coming to market. This paper explains and analyzes an issuance framework—a hybrid offer regime (HBOR)—that is particularly suitable for bonds and could help encourage greater issuance and market growth. The HBOR reduces issuance requirements and approval times for bond issuers but maintains certain protections to ensure investor comfort. While certain aspects of this type of issuance have been covered in literature on private placements, the review of hybrid offer regimes, as discussed in this paper, is new and has been evaluated by the WBG. Drawing on the experience of eight countries, the paper identifies key features of HBORs and highlights important issues for policymakers to consider in their implementation. Policies underpinning the processes used by nurse regulatory authorities to assess overseas - qualified nurses ( OQNs ) vary from country to country. Some countries ' policies are to undertake paper - based assessments of nurses ' initial and post registration education and experience, while others require all nurses to undertake a generic examination. How these policies were developed and why, were pivotal questions in this study. The aim of the study was, to critically analyse the policy development and policies relating to assessment of overseas - qualified nurses in thirteen nurse regulatory authorities from Australia and overseas. Using Critical Social Theory as the theoretical underpinning a critical policy analysis was undertaken. Data was obtained from policies and procedures, interviews, organisational websites, annual reports and Nurses Acts. The process of development of these policies and procedures was analysed using Bridgman and Davis ' policy cycle. The study revealed that only one organisation used a framework to develop policies on the assessment of OQNs. Policy analysis in most organisations was based on anecdotal evidence and experiential knowledge of Board staff. No organisation had conducted research on whether overseas - qualified nurses were competent to practice following a paper - based assessment or an examination. This review concludes that for Togo's urban and peri-urban areas to sustainably grow, issues of urban governance and development need to be approached in a comprehensive manner, driven by well -guided policies developed in partnership with the people to support Sub-National Government Authorities and Entities(SGAs) in carrying out their functions efficiently. To meet evolving challenges of urbanization and decentralization, the Government of Togo (GoT) must rationalize the roles of various levels of government and agencies and limit their numbers to limit duplication, strengthen the capacities of relevant sector institutions and coordinate institutional actions and investments. An essential part of the Pakistan Infrastructure Implementation Capacity Assessment (PIICA) was an assessment of available resources and the demand generated for these resources by the proposed infrastructure projects. A demand-supply gap analysis for Human Resources (HR), major construction materials and equipment keeping in view the Medium Term Development Framework (MTDF) for up to 2010 has been reviewed to better understand the constraints faced by the industry. Shortage of manpower emerged as a significant theme when studying the implementation capacity of large infrastructure projects in Pakistan. Stakeholders (clients, consultants and contractors) have been unanimous in identifying the lack of suitably qualified people in their organizations as an impediment both to successful implementation as well as the quality of the products and services they deliver. O presente estudo tem como propósito, demonstrar o perfil dos profissionais auxiliares da Odontologia (Atendente de Consultório Dentário e Técnico em Higiene Dental) e suas implicações no mercado de trabalho: segundo as características demográficas e profissionais (formação e atribuições desempenhadas); e segundo a opinião subjetiva a respeito da satisfação e estresse experimentados no seu trabalho. A coleta de dados foi feita a partir de aplicação de 380 questionários aos participantes dos cursos nas diferentes localidades, nos anos de 2000 e 2001, para pessoal auxiliar odontológico (ACD e THD). Os resultados foram analisados estatisticamente e demonstram que os participantes são, na maioria: jovens, do sexo feminino, solteiros e com segundo grau completo. A maioria dos participantes: é ACD, não está registrada em carteira de trabalho, foi treinada pelo CD, trabalha em consultório odontológico privado com carga horária de 8 horas diárias. Uma minoria dos participantes: apresenta habilitação específica para a função que desempenha, está inscrita no CRO. Os dados inferem que os THDs são subutilizados no serviço, já que um número, relativamente reduzido, realiza grande parte das atividades para as quais se encontram legalmente habilitados...

BACKGROUND AND AIMS: General practice in the UK is experiencing difficulty with medical staff recruitment and retention, with reduced numbers choosing careers in general practice or entering principalships, and increases in less-than-full-time working, career breaks, early retirement and locum employment. Information is scarce about the reasons for these changes and factors that could increase recruitment and retention. The UK Medical Careers Research Group (UKMCRG) regularly surveys cohorts of UK medical graduates to determine their career choices and progression. We also invite written comments from respondents about their careers and the factors that influence them. Most respondents report high levels of job satisfaction. A noteworthy minority, however, make critical comments about general practice. Although their views may not represent those of all general practitioners (GPs), they nonetheless indicate a range of concerns that deserve to be understood. Although the professional title ‘genetic counsellor’ has wide international recognition, formal courses or training programmes in genetic counselling exist in only a small number of countries. In 2002, voluntary registration of genetic counsellors in the UK began under the auspices of the Genetic Counsellor Registration Board. Practitioners are eligible for registration after 2 years of genetic counselling practice and prior attainment of either a nursing or midwifery qualification with relevant Bachelor's degree or a Master's degree in genetic counselling. After a government commitment to increase the genetic counsellor workforce, the national professional organisation for genetic counsellors obtained government funding to expand training capacity for genetic counsellors through a training scheme. The Genetic Counsellor Training Post Scheme was designed to ensure that both appropriately qualified nurses and Master's level genetic counselling graduates were offered the opportunity to undertake a 2-year training period prior to registration. The scheme has proved highly successful. Of 43 trainees appointed, 42 went on to work as genetic counsellors, and 36 have already gained their professional registration. Details of this unique scheme including trainee outcomes and experiences are presented. This type of scheme may be appropriate for the development of the genetic counselling profession in other countries.

In 2012, the National Central Cancer Registry (NCCR) of China collected cancer registration information for the year 2009 from local cancer registries and analyzed it to describe the incidences and mortalities of cancers in China. Based on the data quality criteria from NCCR, data from 104 registries covering 85,470,522 people (57,489,009 in urban areas and 27,981,513 in rural areas) were checked and evaluated. The data from 72 registries were qualified and accepted for the cancer registry annual report in 2012. The total cancer incident cases and cancer deaths were 244,366 and 154,310, respectively. The morphologically verified cases accounted for 67.23%, and 3.14% of the incident cases only had information from death certifications. The crude incidence in the Chinese cancer registration areas was 285.91/100,000 (317.97/100,000 in males and 253.09/100,000 in females). The age-standardized rates for incidences based on the Chinese standard population (ASRIC) and the world standard population (ASRIW) were 146.87/100,000 and 191.72/100,000, respectively, with a cumulative incidence of 22.08%. The cancer mortality in the Chinese cancer registration areas was 180.54/100,000 (224.20/100,000 in males and 135.85/100,000 in females).
