The impact of structured teaching methods on the quality of education in Brazil

This paper estimates the impact of the use of structured methods on the quality of education for students in primary public school in Brazil. Structured methods encompass a range of pedagogical and managerial instruments applied in the educational system. In recent years, several municipalities in the state of Sao Paulo have contracted out private educational providers to implement these structured methods in their schooling systems. Their pedagogical proposal involves structuring of curriculum content, development of teacher and student textbooks, and the training and supervision of teachers anti instructors. Using a difference-in-differences estimation strategy, we find that the 4th- and 8th-grade students in the municipalities with structured methods performed better in Portuguese and mathematics than did students in municipalities not exposed to these methods. We find no differences in passing rates. A robustness test supports the assumption that there is no unobserved municipal characteristics associated with proficiency changes over time that may affect the results. (C) 2012 Elsevier Ltd. Visando a compreender o debate sobre qualidade da educação no Brasil, a pesquisa dedica-se ao seguinte problema de investigação: o que está em jogo nas noções de qualidade da educação para alguns dos principais atores sociais do campo educacional? Como hipótese, considerou-se que estaria em jogo uma redução da noção de qualidade da educação a um viés estritamente instrumental, que identifica o desempenho de estudantes nas provas em larga escala como o resultado e o foco da educação escolar. Nessa hipótese, duas grandes orientações estariam presentes: a primeira, marcada por uma lógica advinda da economia, conceberia a qualidade da educação como a capacidade cognitiva de estudantes, expressa pelos resultados dos testes padronizados, com os demais aspectos educativos sendo analisados em termos de fatores associados a esses resultados. O desenvolvimento do conceito de número e de sistemas de medidas permitiu ao homem o controle sobre a produção de mercadorias e sobre o trabalho dos homens. Para a ciência, um sistema de medidas universal viabilizou o intercâmbio entre pesquisadores. Processos de padronização, normalização e certificação de qualidade foram desenvolvidos com o auxílio da ciência. Esta, ao ser incorporada pela indústria, torna-se também uma mercadoria. Esta pesquisa investiga se há correspondência entre a opinião do magistério, do sindicato e da Secretaria de Educação em relação ao seu plano de carreira e à qualidade da educação. O questionamento sobre o silêncio docente em torno de problemas educacionais e uma ampliação da noção de qualidade da educação para o documento que regula a profissão docente basearam o seguinte problema de pesquisa: qual é a correspondência entre a opinião docente e o discurso institucional sobre a relação entre estatuto do magistério e qualidade da educação? A principal hipótese examinada foi a de que não há correspondência entre a opinião do magistério e o discurso institucional sobre aspectos profissionais e a qualidade da educação quando docentes não dominam o discurso e as práticas políticas dos atores que influenciam ou definem as políticas educacionais formuladas para alcançar determinado patamar de qualidade da educação, como é o caso do estatuto do magistério. Para responder ao problema, foram realizados dois procedimentos de coleta de dados: entrevistas com professoras/es e análise documental de fóruns virtuais, dos jornais e boletins produzidos pelo Sindicato dos Funcionários Públicos de Diadema (Sindema) e das circulares produzidas pela Secretaria de Educação de Diadema. Using a difference in differences estimation strategy, we find that the fourth and eighth grader students in the municipalities with structured methods performed better in Portuguese and Math than students in municipalities not exposed to the methods. We find no differences in approval rates. However, a robustness check is not able to discard the possibility that unobserved municipal characteristics may affect the results.

Satisfaction surveys offer a potentially convenient and cost-effective means for measuring the quality of services. However, concerns about subjectivity and selection bias impede greater use of satisfaction data. This paper analyzes satisfaction data about health and educational services from the 2006 second round of the Governance and Decentralization Survey in Indonesia to assess whether satisfaction data can serve as reliable indicators of quality, despite dubiously high levels of reported satisfaction. The authors use an expectation disconfirmation model that posits that a user s satisfaction with a facility improves with the (positive) difference between the actual quality of the facility and the household s expected standard for quality, which is influenced by its socioeconomic characteristics. The findings show that, after taking into account the expectations of households, reported satisfaction does vary significantly with objective indicators of quality. The analysis also checks for possible selection bias affecting the results by using a two-stage selection model. Bulgaria has recently introduced sweeping reforms of its secondary education system to promote more autonomy and accountability of schools for better learning outcomes. Positive results are already showing but more remains to be done to reap the full benefits of the reforms. Per-student-financing and delegated budgets have led to a wave of school closures that had become essential in the wake of a dramatic decline in student numbers. As opposed to the previous centralized system, school-based management with a considerable degree of decision-making power of the school principal has set the stage for schools to better adjust to local needs and opportunities for a better education. External student assessments are now routinely conducted, which have substantially improved the evidence base for education policy-making. However, concerns remain as to the accountability of schools to the local community. While principals are accountable to the municipal authorities for the use of financial resources, parents have little formal ways of holding principals accountable for learning outcomes. In 2000, the goal that, by 2015, all children will have access to, and complete, free and compulsory primary education of good quality, was set. Despite the progress in terms of student enrollment and completion, the quality of learning produced in developing countries remains poor. Existing models of education production are inadequate for informing education reform for the purpose of improving school quality, as measured by student learning. Thus, a broader and more integrated approach of policy making is put forward. Building on theory and empirical evidence on what works, the paper puts forward a framework for improving the quality of education. The framework includes six factors: (1) assessment; (2) autonomy; (3) accountability; (4) attention to teachers; (5) attention to early childhood development; and (6) attention to culture. Going forward, there is a need to develop a system of international quality benchmarks drawing on a larger body of evidence. Most importantly, more empirical evidence from impact evaluations is needed.

The quality of education is a major policy challenge facing the Maldives. The country achieved the first generation objective of providing universal access to basic education through rapid expansion of enrollment. As is frequently the case with such countries, the second generation challenge is to provide education of adequate quality. Evidence from a variety of sources shows that education quality in the Maldives is weak, and needs urgent improvement. Learning outcomes in both primary and secondary education are modest. National assessments of learning outcomes at Grade 4 and Grade 7 show that learning levels are unsatisfactory. This paper analyzes the relation between public, education-related infrastructure and the quality of education in schools. The analysis uses a case study of the establishment of two large, high-quality public libraries in low-income areas in Bogotá, Colombia. It assesses the impact of these libraries on the quality of education by comparing national test scores (SABER 11) for schools close to and far from the libraries before (2000–02) and after (2003–08) the libraries were opened. The paper introduces a Blinder-Oaxaca decomposition on difference-in-differences estimates to assess whether variation of traditional determinants of mathematics, verbal, and science test scores explains the estimates. The analysis finds differences that are not statistically different from zero that could be attributed to the establishment of the libraries. These results are robust to alternative specifications, a synthetic control approach, and an alternative measure of distance.

The Luxor Education Roundtable (March 19-20, 2010) on the quality of education: the gateway to employability was jointly organized between Minister of Investment Mahmoud Mohieldin of Egypt and the World Bank. The round table is a direct response to a request from the Government of Egypt (GoE) to identify and share best practices in the development of sound education systems around the world. Today, managers are increasingly interested in knowing how the work in organizations aftects employees' health. Less common is the interest in stress erupting in the academic community - among students, faculty and administrators. The authors present a reflection paper focused on student stress. In this paper, they first examine McLean 's model of context, vulnerability and stressors. This model provides the framework for the student surveys and for the entire paper.
