Este trabalho propõe um estudo sobre o ciclo de movimentos reivindicatórios dos policiais militares brasileiros, ocorrido ao final do primeiro semestre do ano de 1997. As manifestações dos praças da Polícia Militar de Minas Gerais se tornaram um estandarte tático para a ação coletiva dos PMs de diversas localidades do território nacional. Quatorze estados integraram o ciclo nacional de protestos: Alagoas, Bahia, Ceará, Goiás, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Paraíba, Pernambuco, Piauí, Rio Grande do Sul; e, sem movimento organizado, São Paulo e Rio de Janeiro. Narrativas, em história oral de vida, revelaram o diálogo entre as especificidades regionais e uma cultura policial militar nacionalmente constituída. O presente trabalho tem por objetivo discorrer sobre o protesto notarial de títulos e outros documentos de dívida, por meio da sistematização da literatura existente sobre o assunto. A parte inicial contempla breves linhas sobre a função notarial e o estudo do tema sob a perspectiva histórica e de Direito Comparado. Em seguida, é delineado o panorama atual do instituto no Brasil. Ao final do trabalho, o autor traz reflexões sobre o tema, incluindo a análise econômica, o cotejo com o Direito Comparado e o estudo dos desafios e perspectivas. Ao longo do estudo verifica-se que o protesto se caracteriza como meio célere e eficaz para a comprovação do inadimplemento e do descumprimento de obrigações, propiciando ao devedor o conhecimento da apresentação feita em caráter oficial pelo credor, com a possibilidade de pagamento ou oferecimento de resposta, no prazo de três dias úteis. O presente estudo trata do conceito de esfera pública (Öffentlichkeit) na sociedade moderna a partir da teoria social de Niklas Luhmann. Não se trata, contudo, de mera exegese. É certo que a teoria luhmanniana é utilizada como guia do argumento e como referencial teórico básico, mas sua utilização é feita através de uma abordagem interdisciplinar que visa a dialogar tanto com a macro teoria dominante acerca da esfera pública (de Jürgen Habermas) quanto com problemas teóricos levantados por teorias de médio alcance que, preocupadas com a pesquisa empírica, evidenciaram problemas e fenômenos contemporâneos que não parecem ser passíveis de enfrentamento pela teoria habermasiana. ENVIRONMENTAL CONFLICTS IN MINING, QUARRYING, AND METALLURGICAL INDUSTRIES IN THE IBERIAN PENINSULA (19TH AND 20TH CENTURY): POLLUTION AND PUBLIC PROTEST. Paulo E. Guimarães, NICPRI / University of Évora (Portugal) J. D. Pérez Cebada, Universidad of Huelva (Spain) Comparative and transnational analyses of social conflicts, related to the environmental changes produced by modern and contemporary mining industries, have been a topic of growing academic interest for the last two decades. Those conflicts were often presented in different contexts as anti-modern peasant protests, indigenous resistance, or conflicts of interest and as a cause for social disruption. In the Iberian Peninsula, the more important mining basins were affected by the three classical types of pollution (atmospheric, water and soil pollution). Pollution also triggered persistent conflicts between mining companies and diverse social groups: rural communities, mining workers, scientists, sanitary professionals, and especially farmers and landowners. The former groups sometimes combined their forces, whereas the latter fought on their own. This panel has gathered recent contributions on the environmental changes produced by the development of the mining industry in the Iberian Peninsula during the last two centuries and how it related with conflict and social change at community level and at the national and transnational levels.

Die Dissertation untersucht politische Kommunikation, Protestpolitik und Bürgerengagement in der Bundesrepublik anhand des politischen Einzelkämpfers Helmut Palmer (1930-2004), des „Remstalrebellen“. Helmut Palmer zählt zu den bemerkenswertesten Persönlichkeiten in der Geschichte des Bundeslandes Baden-Württemberg. Mit seinem Wirken als Protestpolitiker ohne Unterstützung durch eine Organisation oder Partei prägte er seit den 1960er Jahren in ca. 300 Bürgermeister-, Landtags- und Bundestagswahlen das politische Leben Baden-Württembergs mit, ohne je ein Amt oder Mandat innegehabt zu haben. Dabei erreichte er beachtliche Wahlergebnisse. Die Arbeit konzentriert sich hauptsächlich auf die 1960er bis 1990er Jahre. This thesis’s networked public sphere - the Civic Superstructure - transforms the public sphere by reconsidering the pace and purview of the civic. Contemporary public institutions are typically disconnected and isolated islands dispersed throughout the city. Our fast-paced, plugged-in lifestyle, however, is evermore inconsistent with such inconvenient geographical dispersal. By incorporating isolated public institutions into a networked system, this project provides a connective layer across an existing site and takes advantage of the interstitial zones between private institutions to offer the civic realm in places where you least expect it. This sprawling network acts as a platform for accessing public services and information, while also providing a new common space for the public to meet, to learn, to play and even to protest — in short, to be a public, even in this most unlikely of places rendered newly civic through a combination of digital and physical access.

Approved for public release; distribution is unlimited; Fear of the real or perceived consequences of receiving a bid protest exists. U.S. Navy contracting officers have some concern of protests. This concern can be linked to certain consequences on acquisition strategies. There is enough qualitative and quantitative empirical evidence to suggest that fear of protest can impact what would otherwise be prudent business decisions. The greatest concerns are a few instances of inappropriate uses of lowest price technically acceptable and the reduced technical evaluation effectiveness attributed to fear of protests. If fear waters down the source selection hindering its ability to distinguish between the true value of offers, then contracting officers must ask themselves why go through the trouble of a best-value source selection? Could contracting officers simply award to the low bidder? To what extent is the set of stringent source selection rules driving the acquisition team to this result by default (i.e., regardless of source selection method actually employed)? Thus, for the sake of stringent, fairness-based rules, contracted outcomes can be compromised. Whether the tradeoff is prudent remains to be determined. CHDS State/Local; The study of a law enforcement response to a national movement is a homeland security issue. How America polices its population establishes the benchmark for how it treats the world and is worthy of exploration. What can the experiences of four major U.S. cities, in their response to the Occupy Movement, tell us about using emergent strategies for policing protest in the twenty-first century? In the fall of 2011, the Occupy Movement protests swept across the United States in a matter of weeks. Activists demonstrated against income inequality and the state of the economy, and they established camps in major urban areas, occupying public spaces. I conducted case studies of New York City; Oakland, California; Portland, Oregon; and Dallas, Texas, and analyzed the results. That analysis revealed common themes, including a lack of negotiated management, restricting access to traditionally open public spaces by the police and the use of emergent practice in the complex adaptive environment of demonstrations. Approved for public release; distribution is unlimited; The Department of Defense continues to aggressively pursue A-76 competitive sourcing targets set by the Office of Management and Budget. As more A-76 acquisitions are processed, it is imperative that these studies are conducted fairly and efficiently. Legal challenges to A-76 actions disrupt the process and have a negative impact on the organizations and people undergoing study. Historically, industry has successfully protested a high percentage of A-76 procurements. This thesis examines General Accounting Office A-76 bid protest decisions issued between 5 February 1996 and 23 December 2002. The cases and protest issues are analyzed to determine the reasons that A-76 protests were lodged, and the reasons that A-76 protests were lost by the Government. The thesis identifies common themes, trends, and key issues, and draws conclusions based on that information. Recommendations for A-76 process improvements are developed and provided. This article examines the conditions for the emergence of a most unexpected movement. It traces how a small number of leaders, in the context of weak support of the institutional representative frameworks, gave collective and political meaning to the dissatisfaction of the unemployed. Sticking to the European agenda, the movement, by means of the 'march' format, was able to make itself visible to the media and, more generally, to public opinion, both of which it then used as resources. I identify the strategic orientations that ran through the movement and whose articulation led to a new mode of the Europeanization of action, which I call 'the externalization of protest.' The article concludes by identifying some of the effects induced by the marches, and suggests the incapacity of the mobilization to survive to the global justice movement, although it was one of its first expressions.

Good public procurement practices are a major determinant of the effectiveness of public expenditure. On behalf of their citizens, governments typically spend as much as 5-20 percent of their gross domestic product on procurement of goods and services, and effective procurement policies enable better use of government budgets. This dissertation looks at the challenges that deliberative democratic theory encounters when it tries to offer a rich account of inclusion yet refuses to acknowledge the legitimacy of external protest. While sympathetic to deliberative democracy’s goals, I challenge this focus upon the deliberative group as the theory tries to satisfy requirements of inclusion and legitimacy. In response I offer a normative account of protest within a larger deliberative framework – one that offers a more comprehensive account of democratic inclusion. I look at critiques of deliberative democracy, particularly in terms of the theory’s ability to account for pluralism, and I argue that in order to meet this challenge we need to offer a normative justification of protest. Moreover, we need to do this not only to achieve full and effective inclusion but also to deal with the lack of efficacy that marginalized deliberants may encounter even when requirements of formal and effective inclusion are met. Online social media activity can often be a precursor to disruptive events such as protests, strikes, and “occupy” movements. We have observed that such civil unrest can galvanize supporters through social networks and help recruit activists to their cause. Understanding the dynamics of social network cascades and extrapolating their future growth will enable an analyst to detect or forecast major societal events. Existing work has primarily used structural and temporal properties of cascades to predict their future behavior. But factors like societal pressure, alignment of individual interests with broader causes, and perception of expected benefits also affect protest participation in social media. Here we develop an analysis framework using a differential game theoretic approach to characterize the cost of participating in a cascade, and demonstrate how we can combine such cost features with classical properties to forecast the future behavior of cascades. Using data from Twitter, we illustrate the effectiveness of our models on the “Brazilian Spring” and Venezuelan protests that occurred in June 2013 and November 2013, respectively. We demonstrate how our framework captures both qualitative and quantitative aspects of how these uprisings manifest through the lens of tweet volume on Twitter social media.

The paper discusses the protests in 2013 in Brazil, drawing a parallel, as to its character of happening, with the events of May 1968. Cases of this type differ from traditional social movement leaders and the lack of precise focus. However, analyzing aspects of Brazilian society, local protests may be related to poor quality of public services and the state in general. Esse artigo examina as condições de emergência e as dinâmicas de utilização de manifestações e de protestos públicos na defesa de causas ambientais. A metodologia focalizou as relações entre o uso de tais formas de protesto, os tipos de causas defendidas e as características sociais das organizações e das lideranças que promovem e sustentam tais mobilizações. The first year of the coalition has been marked by protests and marches that have, on occasions, spilled over into disorder and even violence. The police have in turn been accused of heavy-handed tactics in suppressing legitimate forms of political dissent. During 1997, many Thai NGOs became involved in anti-government protests at local and national levels as an extension of their advocacy work. The latest and longest protest in Thai history took place from January to May 1997 with more than 30,000 protesters taking part. The main aim of this paper is to examine why public protest has increasingly become part of the advocacy work of these NGOs. It suggests that where social and economic tensions have reached a crisis point, (generated by Thailand’s highly uneven economic development of the past decade), there is a phenomenon of ‘cultural drift’ in which dominant values and norms are challenged and protest action by the poor breaks out. Some Thai NGOs have therefore taken on the role of ‘social movement organisations’ and in interventions have attempted to shift conflicts from local peripheries into the national arena. Drawing on ‘resource mobilisation theory’, this paper argues that NGOs have become involved in the protest movement as ‘resources’ rather than as full ‘actors’ by providing linkages and networks. The study suggests that the ‘social movement’ perspective as a conceptual framework for the analysis of the NGOs’ advocacy work is useful. It also argues that the NGOs which emphasise advocacy should be considered as ‘social movement organisations’.
