The evaluation process of real investment projects must consider not only the traditional financial approach, but also non-financial aspects. Non financial analysis can provide additional relevant information about projects. We investigate financial and non-financial areas most relevant in project appraisal. We present main critical success factors and areas of analysis that lead to the perception of project success. Finally, companies are segmented to verify its financial and nonfinancial practices, considering industries, type of project, size and duration of the project. The results show that there are other factors in addition to financial that affect the investment decision with great importance, specifically the strategic, technical and commercial areas. Perceived success of a project is related to the consideration of strategic, political and human resources aspects in its evaluation. There is a greater perception of success when companies attach greater importance to financial and commercial aspects in project appraisal. The existence of many financial and strategic factors is associated with a greater perceived success of the project. We found that there is a greater perception of success in companies with larger projects...

This paper describes project management processes of coordination teams, in the implementation of interdisciplinary project approaches in Engineering Education. These interdisciplinary projects are based on the Project-Led Education (PLE) concept and are being implemented since 2004/2005 in the Industrial Management and Engineering (IME) master degree course (1st and 2nd cycle of Engineering Education) at University of Minho. Usually, these approaches involve a coordination team of 10 to 15 members with different roles: teachers, tutors and education researchers. This team is responsible for preparing the project for the semester and forming the students’ teams. The coordination of these two types of teams is centred on a project manager that is responsible for, and supports, all the work developed during the semester, e.g., prepare the initial presentation of the project to the students, prepare the web site that supports the work, establish the communication between students and the rest of the team, prepare the students’ guide, and so on. Managing these projects is an intense task that demands a lot of time and different competencies. In this work it is presented a project management framework based on project management knowledge areas...

peer-reviewed; This exploratory study of IT project teams in Sweden and Ireland investigates how three agile practices, namely daily stand-ups, iteration planning, and iteration retrospectives, contribute to motivation or de-motivation in an agile team. Several studies recognise that motivating staff is critically important for a project manager and have identified factors that motivate IT project staff in particular. Yet relatively little is known about motivation in an agile context and in particular how an IT project manager may use agile practices to improve team motivation. Seventeen individuals across two teams were interviewed, including both project managers and their staff. The results from both cases indicate that agile practices can contribute to team motivation and de-motivation. This study makes an important contribution in the area of motivation and agile project management by identifying factors that contribute to and inhibit motivation in agile IT project teams. It also makes a contribution to the existing literature by identifying additional factors that motivate and de-motivate IT developers, namely increased visibility and transparency on the progression of tasks, an increase in the number of meetings, lengthy meetings...

This thesis examines the functional management role of the Project Manager with respect to the Foreign Military Sales process associated with the sale of new tactical wheeled vehicles. An effective FMS implementation process is becoming more crucial to the encouragement and sustainment of United States defense companies, and for the modernization of allied forces. A comparative analysis of the sale of the new Family of Medium Tactical Vehicles to Thailand and Kuwait, was conducted to identify the role of the Project Manager and develop lessons learned and recommendations for issue resolution. Both cases were analyzed from five different perspectives: (1) comparative analysis of the PMO's actions in the Letter of Offer and Acceptance phases, (2) functional analysis of the security assistance agencies involved in the FMS vehicle process, (3) functional management role analysis of the PM, (4) ethical considerations concerning FMS and the PM, and, (5) an analysis of the impact of FMS on the industrial base. Conclusions drawn from these analyses reveal that the functional management role of the PM is vital to the successful completion of FMS transactions. Adoption of the recommendations in this thesis should result in improved project management and project effectiveness in future Foreign Military Sales agreements.; NA; NA; U.S. Army (U.S.A.) author.

The role of leadership in the international community has taken on a new meaning for the United States in the post Cold-War Era. American engagement and leadership are just as important today as they were during the Cold-War Era because we confront an interdependent world in which the line between our concerns at home and our interests abroad is increasingly blurred. The United States offers Security Assistance to strengthen the national security of friendly nations, support existing or prospective democratic institutions, and market-oriented economies. In some instances, we can leverage our power and resources through alliances and multinational institutions. We have a stake in helping our allies to strengthen their own defenses so that they can share the common defense burden. Even in times of shrinking domestic defense budgets, and a 'downsizing' defense industrial base, the U.S. will continue to be the world leader in the transfer of defense articles and services to meet our foreign policy objectives. An examination of the role of the Project Manager is critical to increasing the efficiency of the Foreign Military Sales process. The functional management role of the Project Manager is vital to the success of FMS transactions. By closely examining the FMS case of the MLRS to Israel...

To help organizations better understand and improve the management of information systems development (ISD) projects, this dissertation aims to understand what ISD project knowledge and beliefs ISD professionals work with and how the knowledge and beliefs are organized in their minds. Drawing on the cognitive perspective using a mental model approach, I define a new construct, ISD Project (ISDP) mental model, which refers to ISD professionals’ knowledge and belief structures that help them understand, conduct, and manage ISD projects. Particularly, two essential elements of ISDP mental models - content and structure – were explored. Regarding the content, forty fundamental concepts were derived from literature reviews and cognitive interviews with 19 ISD experts. Analysis of 95 ISD professionals’ cognitive responses using Multidimensional Scaling revealed four types of evaluative beliefs - customer-, team-, enterprise-, and product-oriented beliefs. This new construct, along with its assessment procedures, provides a useful starting point for academics and organizations to explore the people factor in ISD. To investigate the impact of ISDP mental models, I examined work relationships between project managers and developers where effective work relationships are crucial to project success. Specifically...

Project managers face difficult decisions with regard to completing projects on time and within the project budget. A successful project manager not only needs to assure that the project is completed, but also desires to make optimal use of resources and maximize the profitability of the project. The goal of this research is to address the time-cost tradeoff problem associated with selecting from among project activity alternatives under uncertainty. Specifically, activities that make up a project may have several alternatives each with an associated cost and stochastic duration. The final project cost is a result of the time and cost required to complete each activity and lateness penalties that may be assessed if the project is not completed by the specified completion time. In an effort to optimize the project time-cost tradeoff, a dynamic, simulation-based optimization method is presented. In particular, the method minimizes the expected project cost due to lateness penalties and the activity alternatives selected. The method is designed to be implemented in two phases. The first phase, referred to as the static phase, is implemented prior to the start of the project. The static phase results in the expected cost for the recommended project configuration including the alternative selected for each activity and the distributions of the project completion and total project cost. The second phase...
