O estudo teve como objetivo avaliar a associação entre a percepção subjetiva da qualidade de vida dos cuidadores familiares de pacientes dependentes atendidos pelo Programa Saúde da Família e as características sociodemográficas e de saúde, grau de sobrecarga percebida e grau de independência funcional do paciente. Foram entrevistados 66 cuidadores, de dezembro 2006 a março de 2007, utilizando os instrumentos WHOQOL-bref; Zarit Burden Interview e a Medida de Independência Funcional para os pacientes. Houve o predomínio de mulheres cuidadoras, donas de casa e em média com 50,5 anos. A média da medida de independência funcional foi 57,82 classificando a amostra de pacientes em dependência modificada. A escala Zarit correlacionou-se negativamente com todos os domínios do WHOQOL-bref. The Programa de Aquisição de Alimentos was created by the Lula administration (2003) as part of Fome Zero (Zero Hungry). This program aims to ensure access to food for people living in food and/or nutritional insecure situation and strengthen family agriculture, by food that is pushased by the government. Considering the importance of this program as a differentiated policy that we abode in the analysis far of its implementation on national scale, as its operationalization in a specific context, with the spatial cutout of the municipality Dracena, located on São Paulo state western portion. It was found that, either in national and municipal levels, the program presented a growth on the number of approved projects, participating producers, benefited institutions and resource values. Este estudo teve por objetivo compreender os significados do trabalho no processo de viver de trabalhador(as) do Programa de Saúde da Família, de um município do Rio Grande do Sul. Com base em uma abordagem exploratório-descritivo, dados qualitativos foram obtidos através de entrevista e grupo focal, com dez trabalhador(as) do Programa de Saúde da Família. Os dados foram analisados usando o programa de análise qualitativa - QSR Nvivo e interpretados através do referencial teórico proposto. De acordo com os resultados deste estudo, o trabalho emergiu a partir de uma rede de significados que o caracterizam como processo (des)potencializador do viver humano do(as) trabalhador(as) do Programa de Saúde da Família.

El objetivo del trabajo es presentar una caracterización y análisis de la forma que asume la vinculación de las mujeres jóvenes de sectores de pobreza con las políticas sociales. Nuestro propósito es el de estudiar el significado que le asignan a la participación en un programa de empleo las propias jóvenes, a partir del reconocimiento de algunas características específicas que las impulsan a la misma, así como su articulación con las estrategias familiares de ingresos. La presentación está organizada en dos partes. En la primera se presenta sintéticamente una descripción de un programa de empleo del Ministerio de Trabajo y Seguridad Social, que por sus características constituye el programa con mayor número de mujeres como beneficiarias: Servicios Comunitarios. En la segunda parte, se analizan los Planes ejecutados en el marco del Programa Servicios Comunitarios, implementados en un territorio específico: en el Partido de Moreno. Los datos que se presentan provienen, por un lado, de documentos del Ministerio de Trabajo y de la Municipalidad de Moreno y, por el otro, de entrevistas a responsables provinciales del Programa y a las jóvenes que han participado en los Planes.

The main objective of the study about the citizenship development in elderly attended by the Conviver Program of the City Hall of Campina Grande in Paraiba, Brazil was to evaluate how the actions of the Program contribute for the citizenship practice according to the users. The Citizenship analyzed is the existence of political, civil and social rights according to Marshall. For that it was utilized a descriptive research and a study of case based on technical procedure. The research was settled by the people who are benefited by the Conviver Program of the Snow Hair Group and the sample was formed by the active participants that it is in the Group for over ten years, corresponding to a total of ten elderly. For the data collection was utilized basic questionnaire in function of the low schooling of the interviewed, according to Marshall (2002) theory about the citizenship construction from each person. It was utilized the methodological procedure proposed by Bardin (2006), categorical analysis, in the qualitative data analysis, that was divided in four parts. In relation to Political Rights, noted that the program has stimulated your Watched on the exercise of voting and being voted. Brazilian Housing policy has always promoted homeownership. In 1999, a new form of housing promotion was set up in the country with the PAR (Programa de Arrendamento Residencial, or residential rental programme). This is a sort of leasing, in which a right to buy is granted at the end of contract. Again, with this, the final objective is homeownership. This dissertation aims at further understanding the role of PAR in the wake of the country s housing policies of the post-BNH period, analysing the case of João Pessoa, capital city of Paraíba state. By focusing in the city, it has been possible to analyse also the impact of the programme in the dynamics of the city s urban development. This research deals with the evaluation of the Programa do Governo Federal para Urbanização de Favelas Habitar Brasil(1993) carried out in the Africa slum - Redinha neighbourhood in Natal-Rn. This study carried out in period from 2005 to 2006 searches to identify the effects of the actions proposed by Program in 1993-1994 about the current urbanistic configuration of the Africa community. This present study aims to identify and evaluate the impacts caused by the state Programa do Leite in the familiar life of the ones that get this benefit in Natal, from 2003 to 2008. The interviews were done in the four areas of the city and show the high level of poverty of the ones registered in the benefit. The introduction of the families in the program changed their habits. The study also shows the fragility of the poor population inside social welfare works like this one. Some of these programs become permanent by the politicians and by the lack of economic independence of the ones that get the benefit, causing much more dependence of these people on the social program; O presente estudo visa identificar e avaliar os impactos causados pelo Programa do Leite estadual na vida familiar dos beneficiários de Natal-RN de 2003 a 2008. The Family Health Program implemented in Brazilian municipalities from 1994 represents today the most promising proposal to promote important changes in municipality`s health systems, to allow universal access to health care, comprehensiveness, equity and to promote social control, achievements provided by the health reform process and incorporated to the Unified Health System principles. However, many are the challenges imposed to the Family Health Program so that it can cause these advances. In this study, we aimed to answer the following research question: what are the results of the Family Health Program in relation to beneficiaries at small, medium and large municipalities? The hypothesis that guided this work was that the variation in levels of achievement/results (strict, impacts and effects) of the Family Health Program is related to the size of the municipalities. This work aims at developing an evaluation of the implementation of the Program Escola Ativa as a public policy for rural schools with combined grade classrooms in Jardim do Seridó RN (1998 2009) focusing on the following dimensions: school s physical environment, training, follow up, and didactic usage of the methodology. In order to develop this research we refer to the literature that analyzes the cycle of policies (FREY, 2000). In this approach, evaluation represents an important step in the process of analyzing the implementation of public policies, as a way of measuring up their performance, as well as a guide for realignments and redefinitions (PRESSMAN; WILDAVSKY, 1998). The research seeks to comprehend the development of the promoting and structuring Fiscal Education actions in the states and in the federal district, attending to the guideline and the administrative requirements established by the Escola de Administração Fazendária (ESAF) to implement the Programa Nacional de Educação Fiscal (PNEF). The study has an exploratory content with a qualitative approach. The informations were collect with a questionnaire applied through the Google-docs by the managers of the program in any federated unit. Were founded several results, as the fragility of the program in the budgeting and financial area, the low frequency of the Grupo de Educação Estadual (GEFE) in regular meetings, the absence to monitor undertaken actions and the absence of interlocution between the GEFE and the forums of national discussions, especially the Conselho Nacional de Política Fazendária (CONFAZ). The present thesis evaluated the contributions and limitations of the tutorship program introduced in EMATER-RN, as a tactic of organizational socialization for civil servants in probationary stage. Tutorship was understood as an intensive and continuous relational process, in which a more experienced person in the organization the tutor offers psychosocial support, stimulates the development of the professional career and enables to the newcomer the tutee learning on job performance. The organizational socialization was considered in the perspective of the symbolic interactionism. The study was characterized as a program evaluation and as an action research. The practical interventions for the program implementation were conducted and, at the same time, the evaluations of process, results and reaction to the program were applied. Among the major contributions of the action research, it stood out: the diagnosis of reasons for the formation of the pair and of expectations of tutors and tutees, the improvement of the tutorship registration tools, the ascertainment of the success of the program in the socialization of the new civil servants, the confirmation of the importance of the compatibility among them and of the adequate performance of tutorship functions for achieving its benefits. The Kangaroo Program was implemented in Brazil in 2000 through the Unified Health System (Sistema Único de Saúde SUS) sustained with a humanized rethoric of health care assistance. This program adopts the skin-to-skin contact contributing to the mother-infant bond, breastfeeding and promoting security in mother s care. The users of SUS are encouraged to live in the maternity ward to follow the baby health improvement. However, it was verified in previous observations that mothers participation in the Kangaroo Program has been done through an imposed practice. Therefore, this study intended to understand the texts that permeate the kangaroo practice. This research was developed through two studies: 1) an historic exploration of motherhood concept and an analysis of how the motherhood is presented in the official document that orients the program; 2) an analysis of institutional dynamic of Kangaroo Program, emphasizing the study about the health workers everyday practice, the mothers view about their life in the maternity wards, and the attendance practice. This paper proposes discusses the theme of the youth and of the violation of rights in the context of the Young Agent Program developed in the local authority of Arez/RN, sugar cane region of the Brazilian northeast. We take like empirical reference, the young people in the age group from 15 to 17 years old that were participating of the activities of the Program, in the period of April to July of 2008. Objectives of this study were constituted, economical-partner apprehended the conditions and cultural of the young participants of the Young Agent Program, in the context of violations of rights; as well as the analysis of the limits and means, of the bases theoretician-politician, methodological and of the activities developed in the Program. In the persecution of the objectives we use like methodological instrumental the observation, activities in group with the focal group technique and the application of semi-structured interviews. This study, within the search Fundamentals of Educational Processes line, aims to understand the principles, characteristics and design of integral education of More Education Program (PME). This program is a Federal Government initiative operating in public schools since 2008. Regulated by Act nº 17 of april 24, 2007, the PME is part of the Education Development Plan (PDE), one of the main measures adopted by the Ministry of Education (MEC) for elementary schools. In the methodology of the study adopted the literature and documentary research. With the literature, proceeded to a selection, reading and analysis of various relevant to the theme. Regarding the documentary research sought to raise in educational legislation, the main materials that regulate the PME, such as the Ministerial Decree nº 17/2007 and Decree 7083 of January 27/2010. This research had the objective to evaluate management efficacy, to identify institutional and organizational obstacles and the effectiveness of Bolsa Família Program for the alimentary safety of rural families assisted in the municipality of Rio Verde (GO). In order to achieve the proposed goals, the study is supported by literature review and quantitative and qualitative analysis of the data collected in the field research. The study is structured in five chapters, including the introduction. In the second chapter, the theoretical and methodological aspects are presented, followed by a discussion of public policies, transfer payment policies, evaluation of public policies, alimentary safety and rurality. In the third chapter, we present the general aspects of Bolsa Família Program and secondary data obtained from the official agencies of the program in the researched empirical universe. In the fourth chapter, we present the analysis and discussion of the data about alimentary safety and Bolsa Família Program in the researched universe and in the fifth, our conclusion. 94 rural families, all beneficiary of the program, were interviewed through the application of a semi-structured questionnaire. This document discuss, using analysis and experience of teachers in the “Salto para o Futuro program” applied in Brazilian‟s capital, the process of teacher‟s continuous formation with specific delimited subject of their works in the core business, limits and possibilities of the program, in the intention as public policy program in e-learning used by MEC. In this paper the period of study is about 1992 to 2000, years of beginning and ending of the program. The method of the study was a qualitative research using this list of procedures: bibliography collection of thesis and dissertations approved in the Post-Graduation about educations and available on Capes website, semistructured interviews with ex-teachers of the Program Salto Para o Futuro and documental analysis of the course‟s final reports offered by the Program. Anemia is a common deficiency throughout the world, its main cause, iron deficiency, is the most prevalent nutritional deficiency in the world. Were studied twelve municipalities in the region North of the State of Alagoas, having intended to investigate the prevalence of anaemia in pregnant women and children and to investigate the reasons for (in) effectiveness of the national programme of iron supplementation (PNSF).The data collection occurred in three modules: population receiving the PNSF, children 6 to 18 months and pregnant women blood sample collection, and held the determination of hemoglobin to assess the prevalence of anaemia in the Group; Programme Manager, Coordinator of the PNSF in the municipality; and finally, health care professionals who work in basic care. In all modules were applied questionnaires drawn up in the search following the Manual of the PNSF. Were interviewed 1,446 families, totaling a sample of 6,446 individuals residing in the northern municipalities of Alagoas. Of the total of 90 individuals, pregnant women, 157 children were in the range from 0 to 60 months. The prevalence of anaemia in pregnant women was 46.8%, there were no cases of severe anaemia, 41.8% were cases of mild anemia and 5.1% of moderate anaemia. In children 6 to 60 months...

La presente memoria se origina en el deseo del Programa de Habilidades Directivas (PHD) del Departamento de Ingeniería Industrial de la Universidad de Chile, por conocer el impacto que tuvo el Programa de Fortalecimiento a Equipos Ejecutivos en la Corporación Nacional del Cobre (Codelco), entre los años 2005 y 2006. Este programa fue aplicado a 5 equipos ejecutivos, aún así se evaluaron a sólo 3 de ellos por haber mantenido mayor continuidad en el proceso. La evaluación se basó en el Modelo de Excelencia Ejecutiva desarrollado por la Subgerencia de Desarrollo del Cuerpo Ejecutivo de Codelco, en particular se estudió la evolución de los indicadores del desempeño que componen el modelo. Éstos miden 3 variables: las competencias, divididas en 3 cluster temáticos, el clima compuesto por 7 dimensiones, y los resultados reflejados en el convenio de desempeño. Siendo los objetivos de la intervención transversales al modelo desarrollado por Codelco, la medición del impacto se realizó desde una perspectiva deductiva donde a partir de las evoluciones experimentadas por las variables, se visualizó el efecto del programa. Este enfoque no considera la influencia de factores externos sobre el rendimiento ejecutivo, por lo que se utilizó una técnica denominada “grupo de control” que busca aislar los efectos del programa mediante la comparación con un equipo referencial de similares características al intervenido. As políticas educacionais brasileiras que ampliam a jornada diária escolar possibilitam odebate acerca dos fenômenos lazer e educação. Assim, este estudo investigou a interfaceentre Lazer e Educação no Programa Escola Integrada do município de Belo Horizonte,cuja proposta de tempo integral possibilita práticas do universo do lazer e objetivaproporcionar uma formação diferenciada. A investigação utilizou a abordagem do ciclode políticas (Policy cycle approach) para entender os contextos de influência, produçãode texto e prática do programa. No contexto de influência foi construída e analisada atrajetória de formulação da política de ampliação diária do tempo escolar, considerandoque sua constituição não se organiza de forma linear. Na constituição das políticaspúblicas as agências multilaterais entram no campo da educação com o discurso deenfrentamento das desigualdades e fracassos escolares e da busca da qualidade daeducação. No contexto de produção de texto foram identificadas e analisadas asperspectivas de lazer e de educação nos documentos.
