O tema desta dissertação é o patrimonialismo como um estilo político ainda atuante nos dias de hoje. Sob o ponto de vista da cultura política, o patrimonialismo pode ser entendido como um tipo de comportamento que deriva de crenças e valores tradicionais cultivados na história brasileira. Além da sua sobrevivência por meio da cultura, é argumentado que a ideologia do Estado autoritário também seja um meio sustentador e disseminador do fenômeno. O estilo político patrimonialista é caracterizado pelo poder arbitrário legitimado por uma tradição em tratar a coisa pública como privada. Sustenta e é sustentado pela cooptação política e pelas relações clientelistas e assimétricas entre os atores políticos. Esse comportamento antirrepublicano e antidemocrático é composto por uma lógica corrupta em sua essência podendo ser um estimulador da desmobilização social (que culmina na baixa participação política) e da reduzida qualidade democrática em nosso país. Esta tese buscou analisar o impacto do orçamento participativo enquanto um novo instrumento de inovação democrática na cultura política local a partir da afirmação de que esse instrumento tensiona a política mais conservadora presente em diferentes municípios brasileiros. Trata-se de pesquisar nesta tese a tensa relação no exercício da política quando o OP é colocado em prática. A questão a que se tenta responder é: Como se verifica o impacto provocado pela inovação democrática, pela gestão participativa, com o OP sobre a cultura política? Tomando como ponto de partida essas indagações analisamos os efeitos políticos a partir de um estudo de caso sobre o OP em Barra Mansa, Rio de Janeiro. A contaminação de práticas culturais conservadoras como o clientelismo coloca um desafio à democracia participativa. Constatou-se também que um dos maiores conflitos com o OP se deu com aqueles vereadores, inclusive do PT, acostumados a reproduzir uma prática menos democrática na intermediação de interesses com a população por meio do favor e do clientelismo. O que encontramos no estudo de caso foi que o sucesso democrático de uma experiência de participação popular depende bem mais dos aspectos culturais e políticos presentes na sociedade brasileira. The novel A carteira de meu tio, written by Joaquim Manoel de Macedo, shows the reality of Brazilian political culture during 19th century. The book makes radiography of political customs, using symbols and allegories that re-affirm the image of country with a low consistence in representatives and institutional political space exiguous in function of predominance of privilege of clients. The allegories presented in the book A carteira de meu tio, refers to the constitution of 1824, are the starting point of this research that realizes a social interpretation of a literary work, showing how this one present important representations to analyzes of society. In gauging how well residents in the new post-communist states such as Ukraine become true citizens, who are capable of fulfilling their obligations to their governments, it is necessary to measure how compliant the populace is on an individuallevel with respect to taxes. While there is a lack of data on taxpayer compliance rates in Ukraine in comparison to its neighbours, results from a series of unique Taxpayer Compliance Attitudinal Surveys designed and carried out by this author in 2004 and 2005 illustrate how Poles, Russians and Ukrainians view paying their dues. The data indicates not only that the Polish polity is far more willing in its attitude towards paying taxes than the Russian and Ukrainian polities are, but that Russians respond to the state with greater fear of coercion while Ukrainians, showing the lowest levels of support for obeying the law, react to state efforts to increase tax compliance with less fear and little trust. The Ukrainian survey also provides for additional comparative analysis of those in the different regions of the country. Although several dimensions of the present euro-crisis have been analysed by students of European integration, the impact of the crisis on the political culture of EU leaders has been largely overlooked. The political culture of a nation, a social class or, in case of the EU, an elite consists of a system of beliefs, symbols, and values – the latter including conceptions of purpose – that defines the situation in which political action takes place. One of the roots of the traditional political culture of EU leaders was the Monnet strategy of fait accompli, which consisted in pushing ahead with integration without worrying about either public support or democratic legitimation. This approach was supported by the prevailing emphasis on the process of integration rather than on the concrete results of specific collective decisions. The most serious consequence of the political culture shared by most EU leaders was the tendency to disregard both feasibility constraints and the limits of collective action. Under the impact of the euro-crisis total optimism has been replaced by panic-driven austerity. The paper concludes by calling attention to the fact that there are various alternative approaches to regional (in particular, European) integration. One approach deserving particular attention in the present situation is the functional – rather than territorial – approach advocated by David Mitrany in the 1940s and by Ralph Dahrendorf in the 1970s.

The purpose of this study was to determine if the political culture of the Miami Cuban exile community was a significant factor in creating the environment that led to the 1996 fiscal crisis of the City of Miami. The study performed an ethnographic case study that utilized a triangulation strategy which included both qualitative and quantitative methods. Focus groups were conducted to ascertain qualitative and quantitative data as to differences among ethnic and generational groups regarding notions of governance, public administration practices, and overall political values and core beliefs. Quantitative data was obtained through a five year and seven month review of newspaper articles from two periodicals based in Miami-Dade County. A review was also conducted of secondary data in audit and management reports, blue ribbon commission studies, Certified Public Manager (CPM) enrollment, and legal case decisions to examine the administrative practices of the City of Miami leading up to and subsequent to its fiscal crisis. The study found that a political subculture of caudillismo was present in Cuban exile core areas of Miami that appears to have had an influence on the administrative practices and notions of governance that led to the fiscal crisis. The author concludes that an imported foreign political culture has imposed itself as a subculture in core areas of the exile community and that the operationalization of this subculture has manifested itself in non-mainstream notions of governance and public administration practices. ^

This study examines the effectiveness of civic organizations focusing on leadership and the role of culture in politics. The study is based on a quasi-experimental research design and relies primarily on qualitative data. The study focuses on Miami's Cuban community in order to examine the role of public initiative in grassroots civic and community organizations. ^ The Miami Cuban community is a large, institutionally complex and cohesive ethnic community with dense networks of community organizations. The political and economic success of the community makes it an opportune setting for a study of civic organizing. The sheer number of civic organizations to be found in Miami's Cuban community suggests that the community's civic organizations have something to do with the considerable vibrancy and civic capacity of the community. How have the organizations managed to be so successful over so many years and what can be learned about successful civic organizing from their experience?^ Civic organizations in Miami's Cuban community are overwhelmingly ethnic-based organizations. The organizations recreate collective symbols that come from community members' memories of and attachments to the place of origin they hold dear as ethnic Cubans. In this article, it is proposed to differentiate political cultures in two dimensions. First, inspired by Habermas' distinction of the contents of discourse, a distinction is suggested between moral, ethical-political and pragmatic elements of political culture as well as of an element of culture of balancing interests. Second, inspired by Kohlberg's stage models for the development of the individual moral consciousness and for moral culture, a distinction is similarly suggested between two pre-conventional, two conventional and two post-conventional collective stages of political culture. It can be shown that from a normative point of view, only deliberations made in a post-conventional political culture can produce reasonable or at least fair results. Conceptual considerations indicate processes of direct democracy as the method for promoting post-conventional political cultures. The more liberty that the citizens have to formulate and trigger processes of direct democracy, the more one can expect from them to generate post-conventional political cultures.

Este trabalho enfoca as fotografias de guerra dos fotógrafos David Seymour, George Rodger, Henri Cartier-Bresson e Robert Capa no período anterior à fundação da agência Magnum. Naquele momento eles estavam envolvidos em uma cultura política determinada, os círculos de esquerda e anti-fascistas europeus, e esta filiação política fez parte do desenvolvimento de uma linguagem visual nova. Assim, suas fotografias de guerra construíram bases para uma linguagem fotográfica que intentava comunicar o que acreditavam serem realidades políticas e sociais, impactadas ao mesmo tempo que impactando uma cultura visual e uma cultura política; estabelecendo ao mesmo tempo um modelo para a profissão de repórter fotográfico. Deste modo, o Capítulo 1 se volta para os primeiros meses da Guerra Civil Espanhola, em que um ímpeto revolucionário pautou as reportagens de Chim, Capa e Cartier-Bresson para a imprensa de esquerda francesa. Esta tese estuda os valores políticos dos sucessivos grupos de jovens "em formação" no cenário da democratização brasileira e os compara àqueles expressos por seus concidadãos mais velhos, que viveram, pelo menos, o regime militar. O estudo é baseado na análise longitudinal de surveys nacionais realizados em 1989, 1993 e 2006 e as variáveis utilizadas são a preferência por regimes políticos, a confiança nas instituições representativas, a percepção da eficácia política, o voto voluntário, os hábitos de conversa e informação políticas e a participação em associações ou comunidades de bairro. Com os pressupostos de que a socialização política ocorre por toda a vida e que as experiências políticas mais recentes, com o regime corrente, importam mais na avaliação e adesão a esse regime, a hipótese da tese aponta que a faixa etária dos indivíduos - como "coorte" ou como "ciclo de vida" - não tem impacto independente sobre aqueles aspectos de seu envolvimento político-institucional e democrático. This article discusses the impact of political culture on the exploitation-exploration internationalization strategies of firms. In particular, we propose that four dimensions of political culture – nationalism, internationalism, patriotism, and cosmopolitanism – influence firms’ willingness to explore new opportunities and/or to exploit existing products and capabilities across borders. We suggest that firms in nationalist home country cultures are more likely to pursue exploitation strategies, whereas those in cosmopolitan cultures are more likely to pursue exploration strategies. For firms embedded in patriotic or internationalist cultures, a mix of exploitation and exploration internationalization strategies might be the more likely choice. We conclude that these political culture dimensions may be useful to understand and predict many firm-level strategic choices, such as the type of internationalization strategy pursued, the choice of foreign entry mode and location, and decisions concerning the management of foreign subsidiaries.

A proposta deste estudo é refletir sobre a formação da cultura política brasileira e o quanto ela pode influenciar e a participação política. Esta discussão está fundamentada no conceito de capital social. Há uma especificidade histórica do país, com períodos autoritários e períodos democráticos frágeis e efêmeros. Estudiosos do pensamento político brasileiro, numa vertente de cunho culturalista, desenvolveram seus estudos no sentido de apontar fatores étnico-culturais da formação da sociedade brasileira. A partir dos anos 50, o descompasso entre economia e política permitiu que viesse à tona a tecnocracia, enfatizando a industrialização e colocando a participação popular com o algo secundário. O resultado desse modelo é o afastamento dos cidadãos das questões públicas e a visão de que elas devem ser resolvidas por técnicos, que gerem toda a máquina e a burocracia do Estado. Mas eis uma situação complexa: como exigir maior participação quando a população não confia nas instituições políticas? Prosocial Behaviour and Political Culture Among Australian Secondary School Students

This study investigates the extent to which forms of prosocial behaviour and values of social responsibility are related to various domains of political culture among Australian youth. Using data from a survey of 1311 senior secondary students from the ACT and South Australia, it was found that 14 per cent had participated in one or more volunteer activities and 26 per cent scored highly on social responsibility values. Furthermore, it was found that at least one or the other of these prosocial measures was positively related to five of the six domains of political culture, the exception being the feeling of political efficacy. Students who were prosocial also manifested higher levels of political knowledge, political awareness, political activism experience, and positive attitudes towards political freedoms and towards human rights. The implications of these findings for family practices and school programs for volunteer activities and for the instilling of a sense of social responsibility are discussed.

Through analysis of data produced by the World Values Surveys project, this paper attempts to identify the impact that the period in which democratic institutions have come to prevail has had on the younger sectors of the population, precisely those who have had their political socialization during this period. Beginning from the premise that the incorporation of political values is rooted primarily in the first two decades of an individual´s life, we seek to verify the validity of the hypothesis that democratic institutions tend to favor the establishment of values that are consistent with and amenable to their consolidation and deepening. For these purposes, we have tested the association between the variable “age” and some measures of values and political attitudes that have been emphasized by different approaches to what has been called “the theory of political culture”. This article raises questions for the formation of hypotheses about the possible changes and present features of youth political culture in Brazil. It is aimed at preparation for an analysis of the data of a national survey (“”Profile of Brazilian Youth”) undertaken by the São Paulo “Instituto Cidadania” in November 2003. It is intended that the analysis should take into account the results and interpretations presented by previous surveys of youth political culture, both in Brazil and abroad. The first part of the article examines the Brazilian youth’s commitments (as well as lack of commitment) to democracy, through indicators and interpretations, of conventional political participation. The second part considers other data and interpretations of political participation, which are held to be unconventional. The latter include the value-orientations and associational practices of the youth. This thesis explores the relationship between religion and politics in contemporary (post-1974) Greece, and the implications of this relationship for the secularisation, democratisation, and westernisation of Greek society. In Part One, the thesis uses an institutional and historical analysis of Church-State relations to explain how tensions and contradictions rooted in earlier historical experiences have paved the way for relations between Church, State, and political culture since 1974. Part Two presents three case studies of contemporary Church- related movements that have affected both relations between Church and State and today's Greek political culture generally. Overall, the thesis will explore the major connections between the Greek-Orthodox Church and the political establishment, and determine to what degree they are affecting the process of modernisation. The main problems highlighted are: (a) the secularisation of Greek society and politics, and the ability of the Greek-Orthodox Church to resist or influence this process, especially within the context of the secularising policies of the government, Church-State separation, the contemporary resurgence of religion in public life; (b) the implications of Church-State separation for the democratisation process in Greece. This thesis makes a contribution to the study of Israeli foreign policy, Israeli-American relations and the role of Israeli political culture in foreign policy. First, all the works on American-Israeli relations focus on American policy. Second, works examining the role of Israeli values in foreign policy focus primarily on the values of the Israeli right, usually purely in regard to the Palestinian question and use a concept of political culture that is static. In contrast, this thesis examines, US-Israeli relations from the Israeli view point and encompasses the impact of the Israeli left's values on policy. Moreover, it uses a concept of political culture that is fluid rather than static. Following a brief introductory section outlining the interpretative concept of political culture employed, the thesis turns towards a section on Israeli political culture. Here two main sub-cultures are identified; a universalist orientation which views Israel as a normal country and which aspires to normalisation and a particularist orientation which sees Israel as 'a nation that dwells alone', with a particular mission to fulfil. From this basis, four approaches within the Israeli elite towards relations with the United States over the Palestinian question are drawn out.
