Introdução: A presente tese, a partir de uma análise estratégica, articula as dimensões da teoria organizacional no campo da administração pública, o objeto de estudo-trabalho processo saúde-doença, a prática profissional integral e o planejamento estratégico situacional, por meio da Estratégia de Atenção Primária à Saúde. O propósito é o de, a partir da articulação das dimensões referidas, compreender e situar os Programas de Saúde do México a nível nacional e do Distrito Federal, a nível local, e estabelecer sob que pressuposto, de bem-estar ou qualidade, se encontram elaborados. O objetivo principal deste trabalho foi criar um modelo que auxiliasse o indivíduo a vincular a hierarquia de seus valores pessoais com a identificação dos elementos necessários para o desenvolvimento do seu planejamento estratégico pessoal, de forma sustentável. Planejamento estratégico pessoal é um tipo de planejamento sistemático orientado ao indivíduo, por meio instrumentos pré-definidos de análise pessoal, autoconhecimento e de tomada de decisão. Os modelos de planejamento estratégico pessoal existentes não fazem referência a instrumentos de investigação de valores pessoais, que são generalistas. Recent increases in funding for malaria control have led to the reduction in transmission in many malaria endemic countries, prompting the national control programmes of 36 malaria endemic countries to set elimination targets. Accounting for human population movement (HPM) in planning for control, elimination and post-elimination surveillance is important, as evidenced by previous elimination attempts that were undermined by the reintroduction of malaria through HPM. Strategic control and elimination planning, therefore, requires quantitative information on HPM patterns and the translation of these into parasite dispersion. HPM patterns and the risk of malaria vary substantially across spatial and temporal scales, demographic and socioeconomic sub-groups, and motivation for travel, so multiple data sets are likely required for quantification of movement. The purpose of this study was to 1) describe a strategic plan for recruitment and retention used in conducting eye health education research with African-Americans living in urban and rural areas of Alabama and 2) characterize recruitment and retention patterns for this community-based project. We evaluated an eye health education program tailored specifically to older African Americans. InCHARGE© was designed to promote eye disease prevention by conveying the personal benefits of annual, dilated, comprehensive eye care and teaching strategies to minimize barriers to regular eye care. The InCHARGE© program or a social contact control program was delivered at 20 senior centers in predominately African American urban and rural communities. From pooled data across three studies, 380 African Americans completed a questionnaire about knowledge and attitudes/beliefs about eye disease and eye care before the program and by telephone at either 3 or 6 months after the presentation. The project consisted of 4 phases and a total of 10 strategic objectives for recruitment as well as retention of older African Americans that were implemented in a systematic fashion. Overall, retention rates for follow-up at either 3 or 6 months were 75% and 66% respectively. African Americans from rural areas were more likely to be lost to follow-up compared to those from urban areas. We discuss the benefits of utilizing a strategic plan that serves to address problems with underrepresentation of minorities in clinical research.

Through this capstone, I explore the unique dynamics I encountered in the Delaware Department of Education during the department’s final year as a federal Race to the Top grant recipient. This document describes my intended work for the department, culminating in a two-year strategic plan. The goal of my theory of action was to ensure that the resources of the department were aligned to a focused set of priorities, reflecting a balance of accountability and support. Through the following sections I explore the rationale for my work, results achieved, and attempt an explanation of the results themselves. I close with implications for my own leadership, the site itself, and the sector as a whole. In the Review of Knowledge for Action, I explore the role of State Education Agencies (SEA) as both a support body and a monitoring and accountability agency, and develop a personal theory of action that guided my work within the department. The role of the SEA in the sector is a complex one where opportunity and tension exist simultaneously in the pursuit of creating conditions for improved academic outcomes for students. As I discuss, both the literature and the day-to-day operations of the department demonstrate challenges in this work. This study focuses on the tax system for non-subsurface users in Kazakhstan. It takes as given the tax reform package that the authorities and stakeholders are designing, but proposes a number of additional steps to be taken over the next 2-3 years aimed at maximizing the benefits of tax neutrality on competitiveness. The first volume of this report mainly focuses on tax policy: taxes on labor, capital, and consumption. A draft report on administration was also produced for discussion, which includes an initial assessment for organization, planning and staffing, a large taxpayers unit, anti-corruption issues, taxpayer services and education, audit and inspections, collection activities, and legal issues and appeal. Norton, is a strategic management tool that has been successfully implemented in the private sector. This tool uses a balance of a historical perspective (financial) and three operational perspectives (customer service, internal business processes, and innovation and learning) that allow managers to readily evaluate an organization's performance towards achieving its vision and mission. This study examines the applicability of the Balanced Scorecard concept to Government organizations as a potential strategic management tool. The Government organization chosen to test this applicability was the Naval Dental Center Pearl Harbor (NDCPH) because it was recognized in 1998 for its organizational excellence by receiving the Hawaii State Award of Excellence, and the author's personal experiences onboard NDCPH as comptroller. The study centered on analyzing NDCPH's Mission, Vision, Key Success Factors (KSFs), and performance metrics, for use in developing a proposed Balanced Scorecard framework. This was done by equating the KSFs with Kaplan and Norton's perspectives and then matching appropriate performance metrics to the KSFs. 'Language Ecology and Language Planning in Chiang Rai, Thailand' had three main aims: to study the language ecology and sub-ecologies of Chiang Rai province, to study the factors and forces that affect the language ecology, and to study language plans and language policies in Chiang Rai. This study employed two main frameworks: theoretical and methodological framework. The theoretical construct is based on a parameter rich linguistic theory, Ecolinguistics, where concepts and parameters from linguistics and non-linguistics disciplines are employed. The parameter rich theory assists immensely in the understanding of language as it believes that language is interconnected with the world and the world with language. The study was conducted using ethnography as the methodological framework due to it allowing a wide array of data collection methods which include document studies, observation, participant observation, recorded and unrecorded interviews, personal communications and field notes. Moreover, ethnography provided an opportunity to reflect on the researcher's multiple identities and in varying degrees as insider and outsider. Data collection was conducted in Chiang Rai and six villages in three districts; two districts in the Greater Mae Khong Subregion (G1-IS) area namely Chiang Khong and Chiang Saen; and one district in a special economic border zone area Maesai district. The districts were chosen based on economic influences while the six villages were randomly selected. The villages studied were Wiang Mok and Huay Kok villages in Chiang Khong district; Sop Ruak and Santhaat villages in Chiang Saen province; and Phamee and Payaang Chum in Maesai district. Universities have entered a period of rapid change and upheaval due to an external environment beyond their control which includes shifting demographic patterns, accelerating technology, funding shortages, and keener competition for students. Strategic planning, a comprehensive vision which challenges universities to take bold and creative measures to meet the threats and opportunities of the future, is an institutional imperative in the 1980's. This paper examines freshman student feedback in an effort to incorporate this important element into a strategic plan for Brock University, a small, predominantly liberal arts university in St. Catharines, Ontario. The study was designed to provide information on the characteristics of the 1985-86 pool of freshman registrants: their attitudes towards Brock's recruitment measures, their general university priorities, and their influences in regard to university selection (along with other demographical and attitudinal data). Scenario analysis is a strategic planning technique used to describe and evaluate an organization's external environment. A methodology for conducting scenario analysis using the Jefferson County Department of Health and the national, State, and county issues confronting it is outlined. Key health care and organizational issues were identified using published sources, focus groups, questionnaires, and personal interviews. The most important of these issues were selected by asking health department managers to evaluate the issues according to their probability of occurrence and likely impact on the health department. The high-probability, high-impact issues formed the basis for developing scenario logics that constitute the story line holding the scenario together. The results were a set of plausible scenarios that aided in strategic planning, encouraged strategic thinking among managers, eliminated or reduced surprise about environmental changes, and improved managerial discussion and communication.

The article presents data about the sugar cane agribusiness system (AGS) in Brazil, and trends for ethanol, sugar and bioenergy. Making use of the macro environmental (STEP) analysis, it's possible to know opportunities and threats to the whole system, in terms of politic-legal (institutional), economic-environmental, socio-cultural and technological variables. At the same time, through the internal analysis, it can be showed strength and weak points in terms of five analytical dimensions: production, communication, logistics, personal capabilities and coordination. OBJETIVO: O enfoque démarche estratégica problematiza a dissociação entre direção estratégica da instituição e nível operacional, em busca do planejamento contínuo e flexível de projetos. O objetivo do trabalho foi descrever a aplicação deste enfoque na avaliação de unidade hospitalar. PROCEDIMENTOS METODOLÓGICOS: Foi realizada aplicação adaptada do enfoque na unidade materno-infantil de hospital público estadual, localizado no município da Serra, ES, como análise da gestão hospitalar, com envolvimento indireto dos atores institucionais que se constituíram nos informantes-chave no período de abril a julho de 2006. Além de reuniões com atores-chave, os dados foram obtidos nas fontes: livros de registros de internações do centro obstétrico, da maternidade e do berçário, faturamento do hospital, relatório estatísitico dos resultados perinatais da unidade materno infantil; livros de atendimento do ambulatório de aleitamento materno, considerando o ano de 2005. RESULTADOS: Os segmentos mais valorizados foram: unidade intensiva neonatal, centro cirúrgico obstétrico e centro obstétrico. Também obteve alta valorização o Programa de Atenção Humanizada à Mãe e ao Recém-nascido. Os principais pontos fracos evidenciados foram: baixa articulação com a rede (parceria com a rede municipal); insuficiência de leitos e de investimento tecnológico necessários para atender a demanda; rotatividade profissional devido aos vínculos temporários; e deficiente implementação da humanização comprometendo os fatores estratégicos de êxito dos segmentos. This article aimed to identify the profile of people who use the Personal Strategic Planning, and from this, evaluate the theoretical and empirical elements needed for the development of a methodological framework for Personal Strategic Planning. Extending the concept of Strategic Planning from the organizational to the personal life, the research is developed based on the literature of Personal Strategic Planning. The collection of primary data was conducted through a questionnaire with 35 questions, available for more than 60 days at two institutional sites of the UFSC – Universidade Federal de Santa Catarina. Altogether, 345 people responded the questionnaire. Dessa forma, o presente trabalho tem como objetivo desenvolver um modelo de Planejamento Estratégico Pessoal que contemple as diversas áreas de atuação e desempenho humano. O modelo proposto neste trabalho está dividido em: Planejamento Individual, Planejamento Profissional, Planejamento Familiar, Planejamento de Negócios Pessoais e Planejamento da Participação Política, Social e Religioso/Espiritual e seus respectivos campos.
