As organizações líderes de diferentes setores têm como característica comum a medição do próprio desempenho e seu uso na busca de níveis superiores. Na área agrícola, esforços nesse sentido são ainda incipientes. Em função da importância que sistemas mecanizados têm para o sucesso de empresas agrícolas, devido a sua participação nos custos e potencial para sua redução, e a importância que medidas de desempenho têm no auxílio a gestão, o objetivo deste trabalho é propor um sistema de medição de desempenho integrado para dar suporte à gestão da mecanização agrícola. A metodologia foi dividida em duas fases principais: adaptação de um modelo conceitual sistêmico (baseado no Balanced Scoredcard e conceitos da Fundação Nacional da Qualidade) e posterior desenvolvimento numa situação prática (estudo de caso junto a uma agroindústria canavieira). Foram encontrados indicadores de desempenho associados a: custo e prazo (tradicionalmente utilizados); controle e melhoria na qualidade de operações e processos de apoio; preservação ambiental; segurança, saúde, satisfação, motivação e capacitação de colaboradores; desenvolvimento de sistemas de informação. Para competir em um mercado global as organizações precisam, além de formular e implementar estratégias, adotar ferramentas de gestão para monitorar e controlar o desempenho do negócio e comunicar suas ações junto aos seus stakeholders. Diante disso, nos últimos 20 anos, os pesquisadores passaram a examinar e propor sistemas de mensuração de desempenho, considerando os parâmetros financeiros e não financeiros, para auxiliar os gestores na implemtação de planejamento estratégico, na tomada de decisão e no controle das ações. Mas, causa surpresa, os poucos trabalhos dirigidos às Pequenas e Médias Empresas (PMEs), sobre esse tema. Nos últimos anos, muitas empresas de construção civil têm buscado melhorar seus sistemas de Planejamento e Controle da Produção (PCP) como uma das formas de melhorar o desempenho de empreendimentos em termos de prazo e custo, além dos constantes objetivos de aumentar a qualidade e a produtividade. Um marco importante no desenvolvimento de sistemas de PCP para esse setor foi a introdução do sistema Last Planner de controle da produção, concebido com base em modelos e teorias desenvolvidos para a Engenharia Industrial, a partir de meados da década de 90. Esse sistema tem sido refinado em diversos estudos ao redor do mundo, grande parte deles baseados em uma análise qualitativa dos dados gerados. Os sistemas de medição de desempenho em segurança e saúde no trabalho (SMDSST) contribuem para identificar e caracterizar os riscos de acidentes, sendo um elemento fundamental da gestão da SST em qualquer setor industrial e também uma base para a melhoria contínua. O presente trabalho propõe um conjunto de critérios para avaliar SMDSST no setor da construção civil. Os critérios desenvolvidos foram estabelecidos a partir de três tipos de requisitos: (a) consistência do SMDSST com uma filosofia de gestão da SST, denominada engenharia de resiliência; (b) conformidade dos SMDSST com requisitos gerais de sistemas de medição de desempenho, tais como o grau de definição dos indicadores, a sua incorporação na rotina organizacional e o alinhamento das medidas com as estratégias; e (c) contribuição para a identificação e monitoramento dos principais fatores causais de acidentes, classificando-os em falhas relacionadas aos subsistemas pessoal, tecnológico, organizacional e do ambiente externo. Diversos esforços têm sido realizados para melhorar o desempenho do rocesso de planejamento e controle da produção na indústria da onstrução através da implementação do Sistema Last Planner de ontrole da Produção. Em que pese a ampla disseminação deste iversos países, há poucos estudos quantitativos sobre o impacto da sua implementação e sobre os fatores que afetam a sua eficácia. The paper presents a Distributed Measurement and Control System (DMCS) applied to a physical process equipped with all the instrumentation needed to run control loops for temperature, level, flow and pressure, quantities widely found in the process industry. The system is supported by a service-oriented middleware platform based on the IEEE 1451.1 std and the Windows Communication Foundation (WCF). Tests were made to evaluate the performance of the system in terms of sampling frequency and behavior of control loops. The methodology of each experiment is described, results are analyzed and conclusions are extracted.

A Work Project, presented as part of the requirements for the Award of a Masters Degree in Management from the NOVA – School of Business and Economics; This Work Project (WP) addresses the challenges faced by companies, particularly software houses, in reporting, decision making and controlling project performance activities. It focuses on issues regarding design and implementation of management control systems to support those activities and help achieve strategic goals. The WP suggests courses of action to be followed to improve the quality of information provided by such systems for budgeting and costing projects, and evaluate their performance. A case study approach (Ryan et al. 2002) was followed, applying Pinheiro’s (2007) control plan to a real company. The findings may apply to other companies facing similar constraints.

Approved for public release; distribution is unlimited; The Navys approach to planning and executing Chief of Naval Operations maintenance availabilities has undergone significant changes since 2006. The adoption of unique lean initiatives and defined project management fundamentals have guided shipyard and project leadership as they manage scheduled industrial maintenance for ships and submarines. These business practices have resulted in performance measurement and control data being gathered for shipyard management to use as they analyze availability performance. This thesis reports on the results of exploratory analyses of these data to evaluate associations and trends pertaining to cost and schedule performance since the inception of the lean initiative. The studys analyses suggest that numerous performance metrics display trends which suggest availability performance is improving over the defined lean initiative time frame; that several metrics are functions of the length of the individual availability and require appropriate weighting considerations; and that average weekly interim production bow wave metrics evaluated early in an availability may have predictive abilities concerning availability completion success.

In late calendar year 2001, while NSWG-1 was working out the initial financial ramifications of its new organization, the Global War on Terror (GWOT) began. With the GWOT came extraordinarily large supplemental appropriations. These appropriations helped subsidize some of NSWG-1's new funding needs. Thus, NSWG-1 recognized it might face a future funding deficit if, and when, supplemental appropriations are discontinued. As a result, the NSWG-1 leadership formed a budget team determining how to more closely scrutinize the normal year budget to find discretionary funding for emergent needs. They executed improvements to NSWG-1's expenditure tracking system to capture more specific expenditure data upon which to base future spending decisions, and to establish a new baseline of normal, post transition needs. This Public Expenditure and Financial Accountability (PEFA) assessment provides an updated and systematic diagnostic of the Public Financial Management (PFM) system in Georgia and provides mid-2007 as a base line for complementing the Government's efforts to monitor progress in the PFM reforms going forward. This summary presents: (i) an assessment of Georgia's PFM performance in applying the PEFA Performance Measurement Framework structured across six dimensions; (ii) an assessment of the impact of PFM weaknesses; and (iii) an assessment of the institutional framework underpinning the prospects for PFM reform. There are, however, areas in the existing internal and external control system, personnel and payroll, public procurement, and reporting of high quality consolidated financial statements that are in need of continued reform to further enhance the effectiveness of the PFM. It is envisaged that this assessment will contribute to the government reform agenda by highlighting the areas in which reform has succeeded and those in which weaknesses remain. The assessment will also serve the donor community in directing its assistance programs in those areas of public financial management where the Government's PFM strategy can be further strengthened.

A Fiduciary System Assessment (FSA) was carried out in accordance with OP/BP 9.0 that evaluated the fiduciary systems pertaining to the Health System Quality and Efficiency Improvement Program for Results. The integrated fiduciary assessment comprised separate assessments of the fiduciary risks relating to the programs: (i) procurement; (ii) financial management; and iii) governance. This report is designed to assist the authorities develop an overall road map for reforming budget preparation. A specific focus is on the steps to be taken to introduce a medium-term framework for the central government's budget and a performance-based budget. These reforms require important preconditions to be in place, and a substantial change in the culture, incentives and behavior of the public service, and are likely to take several years to complete. Successive Indonesian governments have embarked on various reforms in the budget and public financial management system. New laws for governing budget and planning processes were adopted during 2003-04, which are gradually being implemented. The national development planning agency (BAPPENAS) and spending ministries have developed strategic government and ministerial plans that provide a basis for elaborating the framework for performance measurement and evaluation. Motivated by the need of observers that are both robust to disturbances and guarantee fast convergence to zero of the estimation error, we propose an observer for linear time-invariant systems with noisy output that consists of the combination of N coupled observers over a connectivity graph. At each node of the graph, the output of these interconnected observers is defined as the average of the estimates obtained using local information. The convergence rate and the robustness to measurement noise of the proposed observer's output are characterized in terms of $\mathcal{KL}$ bounds. Several optimization problems are formulated to design the proposed observer so as to satisfy a given rate of convergence specification while minimizing the $H_\infty$ gain from noise to estimates or the size of the connectivity graph. It is shown that that the interconnected observers relax the well-known tradeoff between rate of convergence and noise amplification, which is a property attributed to the proposed innovation term that, over the graph, couples the estimates between the individual observers. Performance measurement of robotic controllers based on fuzzy logic, operating under uncertainty, is a subject area which has been somewhat ignored in the current literature. In this paper standard measures such as RMSE are shown to be inappropriate for use under conditions where the environmental uncertainty changes significantly between experiments. An overview of current methods which have been applied by other authors is presented, followed by a design of a more sophisticated method of comparison. This method is then applied to a robotic control problem to observe its outcome compared with a single measure. Optimal sensor scheduling with applications to networked estimation and control systems is considered. We model sensor measurement and transmission instances using jumps between states of a continuous-time Markov chain. We introduce a cost function for this Markov chain as the summation of terms depending on the average sampling frequencies of the subsystems and the effort needed for changing the parameters of the underlying Markov chain. By minimizing this cost function through extending Brockett's recent approach to optimal control of Markov chains, we extract an optimal scheduling policy to fairly allocate the network resources among the control loops. We study the statistical properties of this scheduling policy in order to compute upper bounds for the closed-loop performance of the networked system, where several decoupled scalar subsystems are connected to their corresponding estimator or controller through a shared communication medium. We generalize the estimation results to observable subsystems of arbitrary order. The motivation of professional personnel within the confines of formal management control systems is often problematic. The paper investigates how interactive management controls can augment a performance measurement framework (PMF) in order to motivate personnel in a state-controlled research organisation. A case study method, combined with a survey, was used to test the research questions. The results indicate that the PMF motivated its researchers, as well as facilitated the achievement of organisational objectives. The results also indicated the presence of a wide range of interactive management controls that were employed to design and implement the PMF. These interactive controls included leadership enthusiasm, ownership, open communication and other informal activities that acted as a lubricant to reduce the friction of the formal PMF. In effect, these informal controls motivated researchers because they provided a series of rewards, they improved the perception of formal controls and they increased the efficiency of the organisation structure.
