OBJECTIVE To examine factors associated with social participation and their relationship with self-perceived well-being in older adults. METHODS This study was based on data obtained from the National Socioeconomic Characterization (CASEN) Survey conducted in Chile, in 2011, on a probability sample of households. We examined information of 31,428 older adults living in these households. Descriptive and explanatory analyses were performed using linear and multivariate logistic regression models. We assessed the respondents’ participation in different types of associations: egotropic, sociotropic, and religious. RESULTS Social participation increased with advancing age and then declined after the age of 80. The main finding of this study was that family social capital is a major determinant of social participation of older adults. Their involvement was associated with high levels of self-perceived subjective well-being. We identified four settings as sources of social participation: home-based; rural community-based; social policy programs; and religious. Older adults were significantly more likely to participate when other members of the household were also involved in social activities evidencing an intergenerational transmission of social participation. Rural communities...

This study aims to understand the participation in the FUT management process according to the institutional documents and the university community perception: teachers, students, and administrative staff. To achieve the goal, we used an empirical-theoretical investigation, including bibliographic survey and documentary research, related to the written documentation about the FISEs, especially the FUT, and field research including the university community from seven campuses involved in the study. The study about the participation in the FUT management process had as basis the understanding in the social regulation process, resulting from the overlapping of the public and private spheres, and the liberal and materialist-historical democratic approaches. From this broader discussion, we make explicit the tension between the business-strategical and the participatory-democratical management perspectives and the participation in the business organizations and social institutions as the FISES. Owing to the social regulation perspective, we aim to understand the civil society participation in the Brazilian State modernization process, and in its bulge, the historical democratization of the Brazilian public university, in distinct moments...

This work is part of the line of research State, History and Educational Policy, from the Program of Pos-Graduation in the School of Education of the Federal University of Goiás and aims to understand the concepts of participation that have been developing in the social practices of institutionalized education, present in the scientific journal Educação & Sociedade. For this reason, we begin with the understanding that a conceptual category must apprehend the social reality, outlining the processes and structures that make it historically. This understanding is based on the contribution theoretical and methodological developed by Karl Marx and corroborated by István Mészáros. From this perspective, there was research about the theoretical development and elements socio-historical that determine the concept of participation on the liberal theories that problematize the relation individual and society in modernity. Such theories conceive the isolated and self-sufficient individual constituted by social relations inherent to the mode of capitalist production and reproduction, and mystify the ancient principles of freedom and equality mediators of this relationship, as well as reveal the representative participation as a concept of bourgeois liberal democracy. It brings also the critique of this meaning of the isolated individual and their participation reified...

The United Nations recently criticized the Canadian Government for lacking a unified federal policy for child programming; lacking a clear strategy in the development of youth rights, opportunities, and initiatives; and averting accountability as there is no assurance that these programs are effective due to the absence of evaluative methods. The UN went on to highlight that addressing these issues in Canada is particularly important for “vulnerable” youth such as Aboriginal, black, immigrant, and disabled children. Youth- that being anyone between the ages of 15 and 24- have been greatly, if not completely excluded from research that informs public policy and planning, and barred from the opportunity to meaningfully participate in planning processes that affect their lives. This has left industry professionals with a large anomaly when it comes to ensuring inclusive, effective, and sustainable planning practices within communities. Of the limited research that has been conducted, the majority is largely focused on the cognitive capacities of young people when participating within the adult dominated realm of planning. Overwhelmingly, researchers discover that young people do in fact have the ability and motivation to effectively participate in planning...

Background: The National Bowel Cancer Screening Program (NBCSP) is a population-based screening program based on a mailed screening invitation and immunochemical faecal occult blood test. Initial published evidence from the NBCSP concurs with international evidence on similar colorectal cancer screening programs about the unequal participation by different population sub-groups. The aim of the paper is to present a cross-sectional analysis of participation in the NBCSP for Adelaide, in order to identify geographical areas and population groups which may benefit from targeted approaches to increase participation rates in colorectal cancer screening. Method: De-identified data from the NBCSP (February 2007 to July 2008) were provided by Medicare Australia. Mapping and analysis of the NBCSP data was performed using ESRI ArcGIS software, MapInfo, Microsoft Access and Microsoft Excel. Data was aggregated to postcode and participation was then mapped according to overall participation rates, sex and age. Results: The overall participation rate was 46.9%, although this differed by age, gender and geographical location. Maps provided in the paper reveal a socio-economic patterning of participation in the NBCSP, whereby areas with higher participation rates are also more affluent...

Kenya's new Constitution mandates a new era of public participation in government, particularly in the 47 new County Governments. Despite the limited participation in decisions regarding the vast majority of government spending, Kenya has a significant history with direct participation in government, as this has been a feature in several of the government's devolved funds such as the Constituency Development Fund (CDF) and Local Authority Service Delivery Action Plans (LASDAP). The objective of this report is to provide lessons and draw on best practices from previous Kenyan experiences with participation in local government, with a focus on how to effectively implement public participation. The research therefore seeks to prompt dialogue, ideas and action among stakeholders to follow through on the strong mandate provided by the Constitution, both at the national and the county level. The report completes six case studies of direct public participation in local government, where cases were selected for their reputation of strong participation. Two of the case studies looked at the operation of the Local Authority Service Delivery Action Plans (LASDAP)...

According to a theoretical model, school autonomy and parental participation in schools, can increase student learning through separate channels. Greater school autonomy increases the rent that can be distributed among stakeholders in the school, while institutions for parental participation (such as school board) empower parents to command a larger share of this surplus - for example, through student learning. Using a rich cross-sectional data set from Argentine schools (sixth and seventh grades), the authors find that autonomy, and participation raise student test scores for a given level of inputs, in a multiplicative way, consistent with the model. Autonomy has a direct effect on learning (but not for very low levels of participation), while participation affects learning only through the mediation of the effect of autonomy. The results are robust to a variety of robustness checks, and for sub-samples of children from poor households, children of uneducated mothers, schools with low mean family wealth, and public schools. It is possible that autonomy...

According to a recent Eurobarometer survey (2014), 68% of Europeans tend not to trust national governments. As the increasing alienation of citizens from politics endangers democracy and welfare, governments, practitioners and researchers look for innovative means to engage citizens in policy matters. One of the measures intended to overcome the so-called democratic deficit is the promotion of civic participation. Digital media proliferation offers a set of novel characteristics related to interactivity, ubiquitous connectivity, social networking and inclusiveness that enable new forms of societal-wide collaboration with a potential impact on leveraging participative democracy. Following this trend, e-Participation is an emerging research area that consists in the use of Information and Communication Technologies to mediate and transform the relations among citizens and governments towards increasing citizens’ participation in public decision-making. However, despite the widespread efforts to implement e-Participation through research programs, new technologies and projects, exhaustive studies on the achieved outcomes reveal that it has not yet been successfully incorporated in institutional politics. Given the problems underlying e-Participation implementation...

Public participation has long played an important role in national forest planning. Under 1982 regulations, this participation has largely taken place through traditional notice and comment procedures mandated by the National Environmental Policy Act (NEPA). In 2005, the Forest Service issued a new planning rule that excluded forest planning from NEPA procedures, but required a collaborative process in addition to traditional notice and comment periods. Some interest groups argued this approach degraded public participation, while the Forest Service argued it would provide for better public participation. The objective of this analysis is to determine how public participation in national forest planning might be impacted under the 2005 rule. I interviewed participants in plan revision processes for three national forests - one taking place under the 1982 rule (Mark Twain), one taking place under the 2005 rule (Uwharrie), and one that switched from the 1982 to the 2005 rule (Western Montana Planning Zone). I analyzed the interview results using an evaluative framework that defined good public participation. The framework included the following elements: (1) a fair outcome, (2) equal access/representation, (3) equal voice/participation...
