This document provides an assessment of the public procurement system in Sindh province using the baseline indicators system developed by the Development Assistance Committee of the Organization for Economic Cooperation and Development (OECD-DAC). This assessment, interviews and discussions were held with stakeholders from the public and private sectors as well as civil society. Developing country governments and donors have a mutual interest in increasing the effectiveness, efficiency, and transparency of procurement systems. Both have worked together under the auspices of the World Bank and OECD-DAC procurement round table initiative to develop a set of tools and standards to support and guide improvements in procurement systems. These tools include: (i) benchmarking for assessing the structure of public procurement systems, and (ii) monitoring and evaluation of public procurement systems. A key analytical tool developed for benchmarking is the baseline indicators system which comprises four pillars: 1) the legislative and regulatory framework; 2) institutional framework and management capacity; 3) procurement operations and market practices; and 4) integrity and transparency of the public procurement system.

The readiness assessment and roadmap for implementation are the first two components of the Electronic Government Procurement (E-GP) assessment and implementation effort to assist the Royal Government of Bhutan (RGoB) develop an e-GP implementation plan. Sierra Leone is a post conflict country with a population of 6 million in an area of 71,740 square kilometers. The Country Procurement Status Review (CPSR) report was prepared on the basis of the findings from a joint World Bank (WB)/Asian Development Bank (ADB) mission that visited the Kyrgyz Republic in February 2012. The main objectives of the CPSR are: (a) to analyze the Kyrgyz public procurement system, including the existing legal framework, organizational responsibilities, control and oversight mechanisms, capacity, and current procedures and practices, as well as how well these work in practice; and (b) based on these analyses and review, to identify key areas for improvement in public procurement and prepare an action plan for implementation of related revisions to the public procurement system. The report has three chapters: (I) Introduction; (II) Assessment of the Public Procurement System; and (III) Recommendations and Action Plan. The main aim of the CPIP is to assess the current state of pubic procurement in West Bank and Gaza in the form of a 'snap shot' and accordingly, to provide a partial assessment, broadly along the lines of the OPCS paper that would address the following objectives. First, to assess the latest progress with regard to the procurement reform recommended by the 2004 CPAR and the commitment of the Palestinian Authority (PA) to pursue the reform. Next, to report on the link between public sector procurement and the local private sector, in terms of competitiveness, performance, constraints, and commercial practices affecting public procurement. Finally, compile a set of recommendations that would strengthenprocurement arrangements and functions under future Bank-financed operations in the WB&G. This Country Procurement Assessment Review (CPAR) update is conducted jointly by the Mozambique Government, the World Bank (Bank), the African Development Bank (AfDB), and the donor community with a view to update the diagnostic work carried out in 2002. This Country Procurement Issues Paper (CPIP), is an interim assessment of the public procurement system of The Gambia based on the self-evaluation conducted by the Government in early 2005. The CPIP follows-up the Country Procurement Assessment Review (CPAR) undertaken in 1998, which led to the preparation and implementation of the public procurement reform program. Since the 1998's review, progress has been made especially in the legal, regulatory, and institutional framework. In 2001, Parliament adopted the Public Procurement Act (PPA) that defines the rules for public procurement. The PPA complies with the international best standards with a few exceptions. The PPA created a regulatory authority, The Gambia Public Procurement Authority (GPPA), to supervise the sector. Under the leadership of GPPA; The Gambia has made slow but steady progress towards a more transparent and more efficient procurement system. As of June 2005, the International Development Association portfolio includes five projects with a total commitment of US$79 million, of which US$28.5 million is undisbursed. Proper public procurement practices directly reflect good governance. Transparent and effective procurement practices minimize expenditure and create opportunity. Procurement is an enormous component in the process by which governments build infrastructure, such as schools and hospitals. It involves the management of significant amounts of money and is therefore often the cause for allegations of corruption and government inefficiency. The difference between getting public procurement right and doing it wrong has the potential to be either highly rewarding, or highly damaging. In some nations, reforms implemented to improve the efficiency of public procurement have resulted in savings of 1% of a country's gross domestic product. The purpose of this Country Integrated Fiduciary Assessment (CIFA) is: (i) to assess the quality of public finance management and procurement systems in South Sudan; and (ii) to then determine the extent of fiduciary risk posed to domestic and external tax payers by the government's use of their funds through these systems. This assessment reviews the current status of public procurement in Armenia and makes recommendations for further improvements. It also provides an update of the Country Procurement Assessment Report (CPAR) carried out in May 2004. The report includes an action plan to assist the Government of Armenia (GoA) in moving the procurement reform agenda forward. The assessment was carried out jointly with the counterpart team appointed by the Minister of Finance.
