O objetivo principal da pesquisa, desenvolvida no âmbito do Grupo de Estudos e Pesquisas em Política Educacional (GREPPE), consistiu em analisar o processo de implementação do projeto "Educação Repaginada" e suas contradições, buscando investigar em que medida o projeto se constitui numa alternativa à adoção de "sistemas privados de ensino", tendo em vista que pesquisas anteriores indicam o crescimento deste formato de privatização. O estudo compreende o período de 2004, ano que antecedeu o início do primeiro mandato do ex-prefeito José Geraldo Garcia, a 2012, quando se finalizou a elaboração do material didático "Aventura do Conhecimento". This thesis is situated within the history of education , linked to the line of Philosophy and History of the Graduate Program in Education of the Federal University of Pelotas Education . His aim was to investigate the trajectory of private education in Pelotas , a city located south of the Rio Grande do Sul, in the period from the late nineteenth century and the beginning of the XXI century. For this , we used as the primary source document printed from private primary and secondary schools , primary and secondary education advertisements, published in the press . The aim of this thesis is to prove that the private schools in Pelotas was hitherto consisting of three cycles . The first began in the second half of the nineteenth century , characterized by the education offered by an owner or by a group of teachers who organized education in a more sophisticated process than existing spare classes in the city . The book examines five ways through which public-private contracts can help countries meet education goals. First, public-private partnerships can increase access to good quality education for all, especially for poor children who live in remote, underserved communities and for children in minority populations. Second, lessons for innovative means of financing education can be particularly helpful in post-conflict countries undergoing reconstruction. The case studies in this book provide useful information on the characteristics of students and the performance of various types of schools that benefit from public-private partnerships. While these case studies are empirically grounded, their results are not necessarily of universal application, because context also matters. The authors are careful to point out that while one of the case studies is based on an experiment, the other case studies use instruments or matching methods that have their limitations. Yet a key result from this work is that sound analyses of existing data are feasible and can yield useful conclusions about the contribution that private service providers can offer to educational development. These case studies will encourage more researchers to undertake similar work to demonstrate the many options that developing countries have to reach their education goals.

The approach to regulating private sector education is as unique as the countries in which the institutions are located. Governments are under considerable pressure as they endeavor to meet access to education targets at all levels, from basic to tertiary. Increasingly, governments are recognizing that they are unable to meet these demands without investment from private providers and thus are eager to ensure that providers and investors are of the highest possible quality. This paper looks at the private schooling sector in Pakistan, a country that is seriously behind schedule in achieving the Millennium Development Goals. Using new data, the authors document the phenomenal rise of the private sector in Pakistan and show that an increasing segment of children enrolled in private schools are from rural areas and from middle-class and poorer families. The key element in their rise is their low fees-the average fee of a rural private school in Pakistan is less than a dime a day (Rs.6). They hire predominantly local, female, and moderately educated teachers who have limited alternative opportunities outside the village. Hiring these teachers at low cost allows the savings to be passed on to parents through low fees. This mechanism-the need to hire teachers with a certain demographic profile so that salary costs are minimized-defines the possibility of private schools: where they arise, fees are low. It also defines their limits. Private schools are horizontally constrained in that they arise in villages where there is a pool of secondary educated women. They are also vertically constrained in that they are unlikely to cater to the secondary levels in rural areas, at least until there is an increase in the supply of potential teachers with the required skills and educational levels.

This guide has been prepared as a reference for International Finance Corporation (IFC) partner banks and other investors considering an investment in private education. It aims to: 1) describe some of the special features of private education entities, such as primary and secondary schools, technical and vocational colleges as well as tertiary colleges and universities; and 2) indicate the key questions to ask and what to look for when such institutions are being appraised. The document is divided into four sections: i) the education sector in emerging economies; ii) investing in education; iii) national policies and regulation; and iv) good practice, pitfalls and performance. The first section sets the education market in a global context, explaining why the private sector is emerging as a major player in many countries. The second section sets out the different approaches of private equity and banks as lenders. The next section focuses on the national context and describes some of the national policies and regulations that might influence the operations and profitability of an education institution. One of the key features of the Dutch education system is freedom of education -- freedom to establish schools and organize teaching. Almost 70 percent of schools in the Netherlands are administered by private school boards, and all schools are government funded equally. This allows school choice. Using an instrument to identify school choice, it is shown that the Dutch system promotes academic performance. The instrumental variables results show that private school attendance is associated with higher test scores. Private school size effects in math, reading, and science achievement are 0.17, 0.28, and 0.18.

As countries redouble their efforts to achieve learning for all at the primary and secondary levels, the private sector is a resource for adding capacity to the education system. This report presents an analysis of how effectively the current policies in Tanzania engage the private sector in basic (primary and secondary) education. The analysis draws on the engaging the private sector (EPS) framework, a product of the World Bank’s systems approach for better education results (SABER). SABER EPS research in Tanzania has found that access to primary education is nearly universal; however enrolments at the secondary level are low. The report provides an overview of SABER EPS, followed by a description of the basic education system in Tanzania, with a focus on the private sector and government policies related to private provision of education. The report benchmarks Tanzania’s policy environment utilizing the SABER EPS framework, and finally offers policy options to enhance learning for all children in primary and secondary school.

This report analyzes the equity effects of public subsidization of private schools in Cote d'Ivoire, updates previous analyses, and attempts to assess how efficiently public spending is targeted. The subsidy per student in private (and public) schools increases at higher quintiles. Students from families in the highest quintile receive more than twice the subsidy received by students from families in the lowest quintile, compared with four times more in the case of students attending public schools. However, the subsidy system is progressive as there is a clear tendency for the share of family education expenditure covered by subsidies to decline at higher quintiles. This element of progressivity is stronger in the case of private school attendance.

As Dubai has grown over the last two decades, the demand for private education has grown with it, a reflection of the number of expatriates settling in the city and the various curricula on offer to cater to expatriates. Given the city-state's unique context (in which a majority of the population are expatriates, not Emiratis), the immediate challenge for this new public institution was to identify an appropriate approach for regulating a private education sector. It was the central tenets of this approach, dependent essentially on oversight rather than intervention, which appealed to the knowledge and human development authority (KHDA) and so the policy framework from that report was adopted, adapted, and put into place in Dubai. The KHDA has returned to the World Bank requesting a review of the governance initiatives. This paper provides an overview of what matters most for engaging the private sector in basic education. In many countries, private schools educate a substantial and growing share of the student population. The goal of this paper is not to advocate for private schooling, but to outline the most effective evidence based policies that governments can use to orient these non-state providers toward promoting learning for all children and youth. This paper uses survey data from representative samples of government and private schools in two states of India, Uttar Pradesh and Madhya Pradesh, to explore systematic differences between the two school types. The authors find that private school students have higher test scores than government school students. However, in both private and government schools the overall quality is low and learning gains from one grade to the next are small. There is large variation in the quality of both school types; and observed school and teacher characteristics are weakly correlated with learning outcomes. There is considerable sorting among students, and those from higher socio-economic strata select into private schools. Private schools have lower pupil-teacher ratios and seven to eight times' lower teacher salaries but do not differ systematically in infrastructure and teacher effort from government schools. Standard benefit-incidence analysis assumes that the subsidy, and quality of education services are the same for all income deciles. This strong assumption tends to minimize the distributional inequity at various education levels. Using a new approach, emphasizing marginal willingness to pay for education, the authors analyze the impact of public spending on the education spending behavior of the average household. They address several questions: What would an average household, with a given set of characteristics be willing to spend on an individual child, with given traits if subsidized public education facilities were unavailable? What would the household have saved by sending the child to public school rather than private school? How great are these savings for various income groups? What are the determinants of enrollment by income group, and by location? How do individuals' education expenditures affect enrollment patterns? Education is central to giving children the building blocks for a life free of poverty. When schools fail to deliver quality education, children are left without the skills and knowledge they need to realize their capabilities and become productive adults. This isn't just a problem of insufficient supplies or poor facilities. Policymakers and education experts in developing countries often grapple with the problems of accountability: it can be hard to create mechanisms for holding schools responsible for student achievement, but across the world, promising innovations are being introduced. The World Bank is working hard to help countries meet the United Nations Millennium Goal of universal primary education, and to ensure that schools teach effectively and students can learn. To understand whether low-cost private schools can improve access to education and promote student learning especially in cases where public schools aren't succeeding the World Bank carried out an evaluation of a new public-private education partnership in Pakistan at the request of the government. Private schools in the program receive a per-student monthly subsidy in exchange for waiving tuition for all students and meeting a minimum pass rate in a standardized academic test administered to students.

Emerging trends in education show the private sector to be playing an increasingly important role in financing and providing educational services in many countries. Private sector development has not arisen primarily through public policy design, but has of course been affected by the design, and limitations of public policy. The author traces trends in private sector development in eleven of seventy World Bank education projects in 1995-97, asking two questions: What has been the rationale for Bank lending in education? Public provision of private goods such as education is usually viewed as a form of redistribution in kind. However, does it arise when income redistribution is feasible as well? In this paper I analyse a two-dimensional model of political decision making. Society has to choose both the tax rate and the allocation of the revenues between income redistribution and public provision of education. The political process that I analyse involves endogenous parties. Parties have a unique role in the model; I assume that parties increase the commitment ability of politicians and, as a result, increase the ability of different groups in society to compromise with one another. I find that public provision of education arises as an anti-majoritarian outcome; public provision of education arises only when those who benefit from education, e.g., voters with children, are a minority. The reason is that when education is consumed only by a minority, such redistribution in kind is 'cheap' relative to universal income redistribution, i.e., it can be effectively provided even with low taxes. Executive Summary Private schools have historically played an important role in the reproduction of the ruling classes in Britain. They continue to do so, but there is surprisingly little modern research as to how these schools impinge on the economy. In this paper we analyse the role of independent schools in the teachers’ labour market. Teacher shortages in maintained schools are a recurring problem. A potentially relevant factor that has arisen in recent years is rising competition in the teachers’ labour market from independent schools. There has been a huge increase in the demand for education and in particular a rising willingness of the better-off to pay for academic credentials. The fees that better-off parents are prepared to pay for private educational advantage have more than doubled in real terms over the last twenty years, and the average cost of a full private education for a child in day school now reaches six figures, and approximately a quarter of a million pounds for a boarder. The nominal fees have risen by 6% or more every year since 2000. These incomes have given independent schools the means to deploy ever more teaching staff per pupil.
