As licenças médicas da equipe de enfermagem exigem ações gerenciais imediatas quando a meta é a assistência de qualidade. Este estudo, descritivo-exploratório e quantitativo, busca caracterizar esse fenômeno em um hospital universitário entre 2003 e 2007. As licenças médicas somaram 3.207 afastamentos e 32.022 dias perdidos. Afastamentos de até dois dias representaram 54% do total e 7% dos dias perdidos; afastamentos acima de 15 dias, 5% do total e 66% dias perdidos. Assim, as licenças médicas constituem importante ferramenta no gerenciamento de pessoal de enfermagem.; Sick leaves in the nursing team demand immediate managerial actions when health care has quality as a goal. This descriptive-exploratory, quantitative study was performed with the purpose of characterizing that phenomenon in a university hospital between 2003 and 2007. The medical leaves added up to 3,207 leaves and 32,022 days lost. Leaves lasting up to two days accounted for 54% of the total leaves and to 7% of the days lost; leaves of more than 15 days, 5% of the total, and 66% of the lost days. This study has explored the potential for implementing a merit-based public personnel system in The Bahamas, a former British colony in The Commonwealth Caribbean. Specifically, the study evaluated the use of merit-based public personnel management practices in areas of recruitment, selection, promotion, training and employee development and performance evaluation. Driving forces and barriers which impact merit system successes and failures as well as strategies for institutionalizing merit system practices are identified. Finally the study attempted to apply the developmental model created by Klingner (1996) to describe the stage of public personnel management in The Bahamas. It reviews the organizational and procedural efficiency of the personnel management system and suggests ways in which smart cards might improve its efficiency. Smart card capabilities in improving the personnel management are described. Recommendations are offered for the implementation of a demonstration prototype. A plan for implementing a smart card system throughout the Colombian Navy is suggested.

Approved for public release: Distribution is unlimited; The Marine Corps currently has 18 regional contracting offices located throughout the continental U.S. and one office in Okinawa, Japan. Ten out of the 18 regional contracting offices are headed by military contracting officers. The majority of the personnel that make up the workforce in these offices are civilians. The military side of the workforce continues to get smaller not only because of downsizing but in part as a result of the Defense Acquisition Workforce Improvement Act (DAWIA). DAWIA requires the Department of Defense to increase the ratio of civilian personnel to military personnel in the acquisition workforce each year, a move toward civilianization of this profession. As more and more civilians take over acquisition and contracting positions the real challenge will be for those military officers that must head these newly formed organizations which rely heavily on civilian workforce. The major challenge that any military officer will be facing in this environment is how to manage civilians effectively. This thesis is a management study which describes and analyzes the processes implemented by the Military Sealift Command's Atlantic and Pacific Area Commands in the detailing of civil service marine personnel to Naval Fleet Auxiliary Force (NFAF) and selected Special Mission ships. Detailing is a complex process in which a personnel specialist assigns a mariner to a given ship while at the same time ensuring that he has completed the requisite training and possesses the appropriate United States Coast Guard license or documents. Because of the enormous impact it has on mariners' working lives, this thesis also examines mariners' perceptions of the detailing service they presently receive. The pending consolidation of personnel operations now performed at each Area Command under an Afloat Personnel Management (APM) Center will have a significant impact on the detailing function and on the quality of customer service received by civilian marines. Approved for public release; distribution unlimited; Unit "retention profiles" were developed using Navy Human Resource Management Survey responses for both high and lew retention units. Although the "profiles" were found to be identical for both high and lew retention units, comparative analysis of Survey responses was found of value in assisting unit Commanding Officers in developing retention management strategies. The data utilized consisted of 28,913 respondents of the Navy Human Resource Management Survey during the second guarter of fiscal year 1978. The individual's stated career intent was regressed on the survey dimensions, indices, and guestions to further understand the dynamics of the retention decision. Unit "retention profiles" were developed as a result of stepwise discriminant analysis on the survey guestions for both high and low retention units. Transition to a more democratic organization of the political environment led to the adoption of four laws in 1998 - Decentralization Laws - that provide for local governments' semi-autonomy, and define the overall context in which decentralization would occur, outlining the principles for implementation of the decentralization process. The report intends to create a platform for discussion, and consensus building in the subject of decentralization, including the preparation of a public sector capacity building program. The 2004 National Defense Authorization Act (Public Law 10-136, November 24, 2003) gives the Department of Defense (DoD) authority to establish the National Security Personnel System (NSPS). This system will mark the most significant reform to civilian personnel management in 25 years. The DoD expects to implement the NSPS in a phased approach extending over two years, and is giving consideration to the Department of the Navy being the lead service. The NSPS will be built on best practices and lessons learned from nine DoD pilot programs that have been conducted in eight laboratories and one Pentagon acquisition organization. The NSPS is being designed to simplify an overwhelming job classification system, refocus performance appraisals, and link pay and retention to employee performance. Such a dramatic change to a system that has endured for so many years is bound to pose tremendous challenges to the DoD. This thesis will explore the challenges associated with pay-for-performance and provide a series of considerations that should be addressed during the implementation process. This purpose of this article is to analyze the formation of the co-authoring social network structure in the area of personnel management in Brazil from 2007 to 2009 based on bibliographic production of national journals in the management area. By combining elements related to scientific approaches in the area of personnel management and social network analysis, we tried to show an overall picture of the formation of networks authored and co-authored as well as the institutions involved. Therefore, this quantitative research has analyzed the scientific production in 14 Brazilian journals of high impact. Analysis of the network of academic cooperation was made with UCINET 6.0 software. It should be emphasized that for definition of the sample of articles analyzed, the terms Personnel Management and Human Resources were used as synonyms. Results showed a low density and heterogeneity in network formation, which indicates that there is little collaboration for publication in the area, between researchers as well as institutions. A deeper knowledge about interpersonal relationships’ dynamics may be extremely useful for organizations. Although studies about interpersonal relationships are not much explored by researchers in management, they may contribute to theoretical advances in contemporary organization management and to the training of professionals in the area. This paper aims at discussing the proposal of Robert Hinde to organize a science of interpersonal relationship and its relevance for organizational studies; it attempts, also, to establish connections between Hinde’s proposal and the area of personnel administration. This theoretical discussion was based on Robert Hinde’s works dedicated to personal relationships, on some classic works in management science and on a parcel of the production of contemporary organizational studies. The concepts and ideas organized by Hinde as a theoretical framework for a science of relationships have been identified and presented and links between Hinde’s proposal and contemporary organizational studies have been discussed.
