Accessibility of transport is not always a priority in transport planning and implementation. There can be barriers in the physical environment and delivery of services that render transport inaccessible. The principle of the UN Convention on the Rights of Persons with Disabilities (CPRD) brings new momentum to ensuring accessibility in the delivery of transport infrastructure and services. The CRPD recognizes that obstacles and barriers to indoor and outdoor public facilities and buildings and the physical environment should be removed to ensure equal access by people with disabilities and all members of society. This note summarizes the analysis done of the accessibility features of recent transport projects in the East Asia and Pacific (EAP) region. It seeks to highlight good practice in national laws, policies and project implementation to improve the welfare of transport users across projects. The overarching objective is to suggest how to improve the implementation of accessibility features in transport projects for people with disabilities and people with limited mobility. Mobility and access requirements of people with disabilities should be considered by planning and designing barrier- free transport systems. This implies an understanding and identification of the circumstances that create barriers for people with disabilities. Many countries have made progress in reducing barriers in the transport environment...

Background: Interactions between animals and humans have been examined over many years giving rise to the belief that animals can act as therapeutic entities. Canines are the most common animal utilised due to their domestication and trainability. With the population now living longer there has been an influx of people residing in long term care facilities. The potential benefits of such interactions (referred to as canine-assisted interventions [CAIs]) for older people span across physical, emotional and social outcomes. To date the literature on this area examining the efficacy or otherwise of CAIs has been confounded by poor methodological design and variation in interventions in terms of setting, patient population, and outcomes used. Aims: This thesis explored through the systematic review of existing literature, the role of canines as therapeutic tools in the health and social care of the older population who reside in long term care facilities. More specifically the questions addressed were: What international literature exists in regards to the use of canines as therapeutic interventions in the health and social care of older people? How feasible are CAIs in the health and social care of older people? How appropriate are CAIs in the health and social care of older people? What is the meaningfulness of CAIs in the health and social care of older people? What are the effects of CAIs in the health and social care of older people? Method: The research questions were addressed by reviewing and synthesising the available international literature. This approach stems from the evidence-based movement...

Introduction: Diabetes Mellitus type I (DMTI) has become apparent in children/young people, a current and worrisome problem due to increasing incidence and prevalence. In addition to its consequences, it interferes with the quality of life (QOF), representing a public health issue. Objectives: Characterize the QOL of children/young people with DMTI; identify factors influencing children/young people with DMTI QOL; check DMTI impact in the QOF of children/young people. Methods: Systematic review of full text studies, published from January 2006 to June 2014 that included the QOF of children/young people with DMTI, children/young people with DMTI with no other pathology and their parents, consulting CINAHL, MEDLINE, MedicLatina, Academic Search Complete, Psychology and Behavioral Sciences Collection and Scholar Google, using "quality of life", "child*", "diabetes". Studies of children/young people with DMTI and other chronic illness were excluded. 546 articles have been identified, 11 selected and seven used. Results: Parents perceive less QOL and greater impact in the life of children/young people than them. Children/young people QOL improve with the insulin pump and severe hypoglycemic crisis and ketoacidosis decrease. Gender and age group influence children/young people QOL. Severe hypoglycemic crisis are related to the parents' fear of hypoglycemia...

The focus of this thesis is on the impact that a hospital admission can have on the continuing ability of Home and Community Care¹ (HACC) clients (older people and people with disability) to remain living in their home. Of concern to HACC service providers were their clients' readmissions to hospital and/or unnecessary institutionalisation after hospitalisation. Both events were considered poor outcomes by HACC service providers. The desire to improve these poor outcomes and to alleviate discontinuous care led the HACC program to fund a project in Adelaide, which I undertook as action research. In this thesis I investigated how poor outcomes could be avoided and continuity of care improved in the South Australian hospital and HACC systems. A literature review revealed that population ageing, the demand and resource pressures on acute hospitals and community services and the paucity of discharge planning were factors leading to discontinuity of care of older people and people with disability, as well as impacting on their carers. Theoretical perspectives first look at the divisions between the biomedical and social models of health, as well as the critiques of medical care and the role of bureaucracy put forward by iatrogenesis and medicalisation. This report is primarily focused with the low employment rates of people with a disability in Australia. According to latest available data from the Australian Bureau of Statistics, only 54 per cent of people with a disability are in the workforce compared to 83 per cent of people with no disabilities.1 Amongst the Organisation for Economic Cooperation and Development (OECD) countries too, Australia has performed poorly in terms of employment rates for people with disabilities. In 2010, it was ranked 21 out of 29 countries for employment rates for people with a disability. These data are causes for concern. With Australia's ratification of United Nation's Convention on the Rights of Persons with Disabilities in 2008, there is now a heightened responsibility for it to ensure employment and equal participation of people with a disability in the labour force. Moreover, employment of people with disabilities ensures their social inclusion and economic independence in society. Australia as a whole would benefit from increasing the employment rates of people with disabilities economically. This report began with an analysis of current policies and programs in place to increase the employment rates of people with disabilities. While the Disability Employment Services and reforms to Disability Support Pension are a welcome move to get more people with disabilities into the workforce...

People Smuggling Networks in the Australian Context

The Australian government has become increasingly frustrated at the inability to prevent people smugglers from transporting asylum seekers to Australia, despite increasing law enforcement measures. Yet research on people smuggling networks remain dispersed and fail to take into account recent developments on people smugglers and their activities. This report thus addresses a need to re-examine people smuggling networks that target Australia as the destination country. There are various conceptual frameworks used to examine transnational organised crime as well as people smuggling networks. However, only certain elements of each framework 'fit' the Australian context. This gives credence to the argument that people smuggling networks are constantly developing and stereotypes of smuggling networks are unhelpful. As such, this report draws from elements of these networks and applies them to empirical research on people smuggling activities. In addition these elements are applied to profiles that have been created of individual smugglers as well as information from media reports and government documents. Research on people smuggling networks have established that they are highly adaptable and resilient and this is further strengthened by the profiles of smugglers. These profiles also suggest that roles traditionally assigned to specific actors within these smuggling networks do not fit in the Australian context. People smuggling networks also show flexibility in the way they respond to law enforcement measures and routes used to enter into Australia. Nevertheless...

On 27 March 2006, the Federal Government's Workplace Relations Amendment (Work Choices) Act 2005, was enacted. This saw the most radical industrial relations change in Australia for over one hundred years. The changes included: removing unfair dismissal for employers with fewer than one hundred employees; reducing the power of the AIRC and giving the power to set wages to the AFPC; harmonising the industrial relations systems by bringing more businesses under the federal system; increasing the emphasis on AWAs; legislating five minimum Fair Pay and Condition Standards as the minimum for any agreement; introducing EGAs and; reducing the powers of unions. Since the changes were first announced there have been many opponents including the Labor Party, the unions and many academics. These opponents argued that the changes would reduce the wages and conditions of those most vulnerable in society including young people. Proponents of the changes argued that young people are not necessarily vulnerable when it comes to negotiating wages and conditions and that the changes would increase productivity and decrease the unemployment rate of young people. Since the legislation was enacted over a year ago there have been many changes. Wages of young people have been reduced slightly. The minimum wage...

People Smuggling and Irregular Migration: A Comprehensive Response to the Australian Approach

This report synthesizes contemporary research on the operation of migrant smuggling networks and international human rights critiques on the operation of border security regimes to provide a critical perspective on the operation of Australian border security discourses. This is achieved through use of the existing literature on the topic to produce a critical evaluation of the dominant approach to preventing people smuggling in Australia, and the border protection technologies currently used to enact this approach. This report draws particularly heavily on recent empirical research from Europe into the organization of people smuggling networks, and applies this to an analysis of irregular migration and border protection in Australia. This report finds, through review of the relevant literature, that the Australian security discourse on people smuggling emphasizes the nature of the phenomenon as a criminalized national security threat. This is a perspective derived from an understanding of people smuggling as an organized transnational criminal enterprise, similar, and linked, to drug and arms smuggling. To respond to what is perceived as a highly organized criminal threat, the Australian government has developed an array of offshore border protection technologies which push the frontiers of the Australian border into the international system . This paper finds that the development of these technologies is based on a misunderstanding of the nature of people smuggling organizations. Technologies have been developed with the aim of immobilizing migrants and thereby cutting off the market for is considered a highly organized transnational industry. This is in contrast to the empirical evidence on people smuggling organization...

This qualitative study was designed to inquire about the barriers to participation within the fitness industry for people living with mobility challenges. i\n examination of the insights, stolies~ and experiences with barriers through interviews gi ven by 4 people living with mobility challenges (PMC) formed the core of the research. An analysis of the interviews from the 4 PMC informants was performed at t\\/O levels. First, a content analysis served to identify general and specific categories related to barrier issues within various fitness environments. Secondly, in-depth thematic analyses of the entries related to the insights and stories from the 4 informants which emerged from the content analysis of the data gave rise to fi ve thematic statements. From the thematic statements a fitness industry awareness protocol was created in the fonn of a statement response questionnaire. The protocol, which was given to 4 fitness assessors/trainers, \vas used to provide a snapshot of the fitness industry's readiness to work vvith disability. Throughout the process, the four PNIC informants formed a collaborati vely involved group of coresearchers, adding their voices to the narrative of the fitness-barrier experience. The result of the study suggests that barriers to participation within the fitness industry for PMC exist in various forms and levels of severity. The results also suggest that the fitness industry needs to better prepare their people and environment for working with people with physical disabilities...

Deaf struggles for the right of self-representation not as disabled/handicapped people, but subjects with a particular culture who have Libras as their mother tongue, are very recent in Brazil. They have conquered the federal law no. 10.436/ 2002 recognizing the use of the Sign Language (LIBRAS stands for ‘Língua Brasileira de Sinais’, Brazilian Sign Language). Their history is marked by struggles against discrimination and in different standards of education; where deafness is clinically taken in terms of lacking of hearing, development of verbality, articulation of words, etc. This struggle is also related to naming styles: so deaf people want to be called ‘deaf people’, rather than deaf-and-dumb, which shows them as subjects without communication, and not as hearing impaired people, a derogatory clinical word. Besides, the language called LIBRAS is mistaken for ‘gestures’, ‘language’, ‘mimic’. In this paper, we have focused on print media, which is important for representations people make of deaf people. We have analysed twenty-nine materials and ads from different Brazilian newspapers and magazines from 2006 to 2006 with news or information about deaf people. We have investigated the styles of naming deaf people (hearing impaired people...

DOI: http://dx.doi.org/10.5007/1980-0037.2014v16n4p381The classic and cognitive “Timed Up and Go” tests (TUG) are used to identify old people prone to falls, but we were unable to find studies that prove their association in old people practicing physical exercise. The objective of this study was to analyze the classic and cognitive versions of TUG in forecasting and explaining the occurrence of falls in old people practicing physical exercise. Participants included 82 physically active old people. Data were collected on the occurrence of falls in the past 12 months among those who performed the classic and the cognitive TUG tests through the pronunciation of animals while performing the test. We used descriptive and inferential statistics with a significance level of 5%. A binary logistic regression was performed to associate the outcome (falls) and the performance in the tests. To identify the predictive values, the ROC Curve was used. The occurrence of falls in the sample was 19.5%. There was a significant difference between the values obtained in the TUG classic and cognitive tests (9.0 ± 1.9 and 10.0 ± 2.2 seconds, respectively). There was no difference between the old people with and without a history of falls in both tests...
