The rapid and continuous pace of technological change is a major challenge for all managers, who are often faced with innovations’ adoption decisions affecting the future of their companies. This is a fundamental issue on strategy, if we see strategy as a set of actions to make critical choices between two or more alternatives, in order to achieve competitive advantages or to respond to competitors. Strategy‐minded leaders try to predict the value that they will create with their choices in the organization. However, formulating strategy is a difficult task, due to the high level of uncertainty hampering the anticipation of future trends. An even harder work is the implementation of strategy, due to its interdependent relationship with strategy formulation, which is materialized in the organizational structure dedicated to fulfil the organization goals. In this work we propose to look at the factors that strategy‐minded leaders perceive that influence the adoption of innovations and we explore their relationships within several academic fields, of study, namely strategic management, organization theory, organization behaviour and organization development, adopting an holistic perspective that will allow for a better understanding of strategic adoption decisions. This analysis is grounded on field work that involved the collection of primary data from different enterprises. The research was based on a quantitative approach and on an intentional non‐probabilistic sampling strategy. The sample includes thirty four Portuguese firms...

Despite the potential of telehealth services to increase the quality and accessibility of healthcare, the success rate of such services has been disappointing. The purpose of this paper is to find and compare existing frameworks for the implementation of telehealth services that can contribute to the success rate of future endeavors. After a thorough discussion of these frameworks, this paper outlines the development methodologies in terms of theoretical background, methodology and validation. Finally, the common themes and formats are identified for consideration in future implementation. It was confirmed that a holistic implementation approach is needed, which includes technology, organizational structures, change management, economic feasibility, societal impacts, perceptions, user-friendliness, evaluation and evidence, legislation, policy and governance. Furthermore, there is some scope for scientifically rigorous framework development and validation approaches.

This book focuses on the institutional innovations needed to lead the diffusion of the new information and communication technology (ICT) that can help transform developing economies into knowledge economies and information societies. It shows that developing e-leadership institutions is a long-term process, fraught with uncertainties, but a process that remains at the heart of implementing ICT-enabled development strategies. It focuses on improving governance and the delivery of public services, bridging economic divides, promoting social inclusion, and drastically cutting transaction costs across the economy. It seeks to exploit new sources of growth, employment, and competitiveness by promoting the ICT and IT-enabled services industries and the use of ICT by small enterprises to network and compete. This book draws on the experience of Sri Lanka to explore what is involved in moving from vision to implementation of a comprehensive e-development strategy-the e-Sri Lanka program. The focus is on building local e-leadership institutions to drive this process and leveraging ICT to transform government and empower communities through e-government and e-society. Finally...

Contaminated sites associated with economic growth and development and increased urbanization pose a growing public health and environmental problem. Emissions and discharges, particularly uncontrolled ones, onto land can pollute the soil and the groundwater beneath, and can also affect surface water quality and sediments in nearby rivers and streams. This document is intended to summarize the rationale and the major policy, regulatory, implementation, and organizational issues involved in creating a contaminated site program, especially for low and middle income countries. The document offers alternatives regarding the design and implementation of such a program. It provides an action agenda of short- and longer-term activities to be considered when establishing a contaminated site program. In addition to providing some optional approaches for the many policy and programmatic issues, the document provides numerous references from the experience of other country programs to draw upon in considering program options. The document is intended to help support World Bank staff or other international financial institutions and assistance agencies in their dialogues with governmental officials in low and middle income countries regarding specific options and steps on developing or implementing contaminated sites programs in their countries. It is also relevant for governmental agencies in these countries responsible for site contamination and pollution management...

[Abstract]The main interest in this study is to describe and understand the potential of collaborative work in virtual environments, in the field of higher education. The problem presents the complexity of any holistic study, since it intends to represent the ensemble of factors involved in a situation of collaborative learning mediated by technology. Thus, we have tried to cater the institutional view, the teacher perspective and the classroom environment, in which students are protagonists. This approach has been necessary to deal with the cognitive, organizational and social elements that interact in collaborative work, which involve the development of a variety of competences in teachers and result in diverse learning. The holistic perspective of the study led to a literature review that, on the first hand, would frame e-learning and, in particular, collaborative learning in the field of higher education. This way, we incorporated the institutional vision and the scope of technologies. Chapter 1 deals with the challenges of universities in Spain to align with the evolution of a society that has widely adopted technologies. Maintaining an innovative perspective implies a culture of flexibility and change making, which doesn‘t seem an easy task in a context with few resources and where laws are conditioned by government alternation. The real change that has affected higher education is the fact that while 50 years ago society and institutions fed off almost exclusively in relation to knowledge...

Doutoramento em Ciências e Tecnologias da Informação; Within IT areas, Quality is often reduced to visions strongly influenced by operational and tactical instruments, relegating to minor dimensions crucial Organization Development (OD) aspects which sustain Learning, and Innovation. The current Program, grounded on the relevance of these aspects, has targeted, within a Bank’s IT Division, an approach to induce organizational change, and to produce strategic actions and behavioural changes which have led to an effective improvement on Customers, and Employees’ Satisfaction. It has followed an Action Research paradigm – addressing a complex, transformational, planed change, and using a multidimensional, integrative approach, based on a holistic, open systemic view – not targeting for the development of new theories, but, mainly, the fulfilment of existing empirical, and methodological gaps. It has integrated a two-cycle OD approach, where a first cycle focused on Service Culture, Leadership, and Employee Engagement has developed the conditions for a second cycle based on the acquired knowledge (double loop) and devoted to strategy implementation. Although the intervention’s achievements cannot be generalized outside the context...

Approved for public release; distribution is unlimited; As the defense establishment downsizes, it has turned to the private sector to model its methods for improved productivity. Business Process Reengineering (BPR) is a technique used by the private sector to achieve order of magnitude improvements in organizational performance by leveraging information technology to enable the holistic redesign of business processes. This thesis provides a guide to the methods and tools used during BPR, and presents a practical way for Marine Corps' leaders to establish and direct a reengineering effort. Instruction is provided on the basics of how to establish a strategic direction, organize the reengineering team, and analyze business processes through the use of process-maps, flowcharts, Integrated Definition for Function (IDEFO) models, Activity-Based Costing (ABC), and value-added assessment. Approaches and principles useful during the development of the new process are discussed, as well as benchmarking and the factors leading to process implementation and organizational change. This report describes how tertiary education contributes to building up a country's capacity for participation in an increasingly knowledge-based world economy and investigates policy options for tertiary education that have the potential to enhance economic growth and reduce poverty. It examines the following questions: What is the importance of tertiary education for economic and social development? How should developing and transition countries position themselves to take full advantage of the potential contribution of tertiary education? How can the World Bank and other development agencies assist in this process? The report draws on ongoing Bank research and analysis on the dynamics of knowledge economies and on science and technology development. Using this background, it explores how countries can adapt and shape their tertiary education systems to confront successfully the combination of new and old challenges in the context of the rising significance for tertiary education of internal and international market forces. It examines the justification for continuing public support of tertiary education and the appropriate role of the state in support of knowledge-driven economic growth. Finally...

Consideration of lifelong learning extends the World Bank's traditional approach to education, in which subsectors are looked at in isolation. Three years ago, when he articulated the Comprehensive Development Framework, World Bank President James Wolfensohn referred explicitly to lifelong learning as a component of what education means for poverty alleviation In 1995 "Priorities and Strategies for Education" (report no. 14948) emphasized the need to look at the education system in a more holistic manner. The 1999 "Education Sector Strategy"(report no. 19631) discussed the role of new technologies. The World Bank has just completed important new policy work on higher education reforms as well as a vision paper on the role of science and technology. The current report is the Bank's first attempt to lay out an analytical framework for understanding the challenges of developing a lifelong learning system. While the World Bank's involvement in lifelong education is still at the conceptual stage, two new projects-in Romania and Chile-have already been prepared to address the need for continuing education and lifelong learning. In the years to come more analytical work on lifelong learning is expected...

There is an increasing need for organizations to collaborate with internal and external partners on a global scale for creating software-based products and services. Many aspects and risks need to be addressed when setting up such global collaborations. Different types of collaborations such as engineering collaborations or innovation-focused collaborations need to be considered. Further aspects such as cultural and social aspects, coordination, infrastructure, organizational change process, and communication issues need to be examined. Although there are already experiences available with respect to setting up global collaborations, they are mainly focusing on certain specific areas. An overall holistic approach that guides companies in systematically setting up global collaborations for software-based products is widely missing. The goal of this thesis is to analyze existing literature and related information and to extract topics that need be taken into account while establishing global software development collaborations - to identify solutions, risks, success factors, strategies, good experiences as well as good examples. This information is structured in a way so that it can be used by companies as a well-grounded holistic approach to guide companies effectively in setting up long-term global collaborations in the domain software development. The presented approach is based on scientific findings reported in literature...

Despite numerous calls for the transformation of undergraduate STEM education, there is still a lack of successful models for creating large-scale, systemic cultural changes in STEM departments. To date, change efforts have generally focused on one of three areas: developing reflective teachers, disseminating curricula and pedagogy, or enacting institutional policy. These efforts illustrate many of the challenges of departmental change; in particular, they highlight the need for a holistic approach that integrates across all three of these levels: individual faculty, whole departments, and university policymakers. To address these challenges, as part of our campus-wide AAU-sponsored effort in STEM education transformation, we import and integrate models of change from multiple perspectives. We draw from models in organizational change, from departmental and disciplinary change in STEM education, and from efforts to support individual efforts such as the development and dissemination model. As a result, our departmental cultural change efforts are an attempt at holistic reform. We will discuss our theoretical underpinnings and ground this theory in a sample of approaches in two departments.; Comment: 9 pages, 1 figure, submitted to the proceedings of the Transforming Institutions: 21st Century Undergraduate STEM Education conference

Diversity management is not a numbers game. Diversity management is a holistic and strategic intervention aimed at maximizing every individual's potential to contribute towards the realization of the organization's goals through capitalizing on individual talents and differences within a diverse workforce environment. Managing interpersonal relationships within a diverse workforce environment presents a number of challenges related to changes in the social, legal and economic landscape, individual expectations and values as well as the inevitable change in organizational culture (Chartered Institute of Personnel and Development 2005: 1-7). Whether or not organizations are effective in managing diversity is a function of senior managements' commitment, and the perceived centrality of diversity management by all those who populate the institution's workspace. Above all it should be clear to all employees, irrespective of race, gender, or vocational/professional status, that each and every one of them has something of value to contribute towards the realization of the institution's mission and goals. It is crucial to determine clear and manageable success indicators, focusing not only on compliance with legal obligations to include and/or increase the number of employees from the underrepresented and designated groups...
