Non-native environments have been proposed to regulate agent interaction in open multi-agent systems. However, most approaches rely on pre-imposed regulations that agents are subject to. Taking a different stance, we focus on a normative framework that assists agents in establishing by themselves their own commitment norms. With that aim in mind, a model of norm defeasibility is presented that enables exploiting and adapting a normative background to different extents. We formalize the normative state using first-order logic and define rules and norms operating on that state. A suitable semantics regarding the use of norms within a hierarchical context structure is given, based on norm activation conflict and defeasibility.

Normative environments are used to regulate multi-agent interactions. In business encounters, agents representing business entities make contracts including norms that prescribe what agents should do. Agent autonomy, however, gives agents the ability to decide whether they fulfill or violate their commitments. In this paper we present an adaptive mechanism that enables a normative framework to change deterrence sanctions according to an agent population, in order to preclude agents from exploiting potential normative flaws. The system tries to avoid institutional control beyond what is strictly necessary, seeking to maximize agent contracting activity while ensuring a certain commitment compliance level, when agents have unknown risk and social attitudes.

The multi-agent system (MAS) paradigm has become a prominent approach in distributed artificial intelligence. Many real-world applications of MAS require ensuring cooperative outcomes in scenarios populated with self-interested agents. Following this concern, a strong research emphasis has been given recently to normative MAS. A major application area of MAS technology is e-business automation, including the establishment and operation of business relationships and the formation of virtual organizations (VOs). One of the key factors influencing the adoption of agent-based approaches in real-world business scenarios is trust. The concept of an electronic institution (EI) has been proposed as a means to provide a regulated and trustable environment, by enforcing norms of behavior and by providing specific services for smooth inter-operability. This chapter exposes our work towards the development of an agent-based EI providing a virtual normative environment that assists and regulates the creation and operation of VOs through contract-related services. It includes a presentation of the EI framework, knowledge representation structures for norms in contracts, and a description of two main institutional services, namely negotiation mediation and contract monitoring.

This study aimed to: analyze the conceptions of health education that guide educational practices of community health agents in the Family Health Program of the Butantã Health Coordination, São Paulo, Brazil, and analyze the character of these educational activities. Data were collected through focus groups and in-depth semi-structured interviews with 39 agents. The analysis procedures followed the recommendations of thematic content analysis, and praxis was the analytical category. Regarding theoretical activity as a component of praxis, we found that most health education conceptions were based on the transmission of normative information learned from health technicians. This theoretical activity ended up guiding a practical activity typical of repetitive praxis, in which the agents do not participate in the health work planning process and do not dominate the "ideal object", reproducing tasks planned by others.

Thesis (Ph. D.)--University of Rochester. Dept. of Economics, 2010.; This thesis is a collection of essays on normative and strategic analysis of economic problems, such as the adjudication of conflicting claims and the probabilistic assignment of indivisible goods. In Chapters 1 and 2, we consider the problem of dividing a resource among a group of agents who have conflicting claims on it. A rule is a function that associates with each problem an awards vector for it. In our search for the “best” rule, we follow the axiomatic approach. Our first and central two axioms, “inequality preservation in gains” and “inequality preservation in losses,” pertain to the class of “distributional” properties of rules. Such properties have been the object of much attention in recent literature. Our two requirements are that inequalities in claims, under the Lorenz criterion, be reflected in awards and losses. We study the implications of these two axioms in the presence of three basic additional axioms: “order preservation in gains,” “order preservation in losses,” and “continuity.” Chapter 1 analyzes the case when there are more than three agents. We show that these axioms single out the proportional rule. Chapter 2 analyzes the case when there are three agents. We show that there are infinitely many rules...

Cosmopolitanism in normative theory of transnational justice is often characterized by the thesis that the moral and legal status of states must be entirely derived from the moral status of the individuals who constitute them. Although the thesis itself is rather indeterminate in substantive and analytical content, it is generally understood as the claim that states should not be granted the status of moral and legal agents sui generis. This article argues that such a view is analytically and methodologically misleading, and that any fruitful approach towards a liberal theory of transnational justice must face the challenge of coming up with a more complex concept of statehood, and acknowledge that in international relations and international law states are collective moral agents in their own right that can be addressees of genuinely collective forms responsibility. The argument starts with a critical examinations of two common interpretations of the cosmopolitan thesis, a reductivist reading, which suggests that we can reduce the moral and legal status of states to the rights and duties of the individuals (section I), and a methodological reading, which suggests that the moral status of individuals must based on the acknowledgment of “universal” individual rights (section II). For different reasons...

I will address a challenge to mentalistic theories of norms, such as that developed by Cristiano Castelfranchi and Rosaria Conte, namely, the existence of large normative systems, which successfully direct people’s thoughts and actions without being, in their entirety, mental contents of individual agents. I will argue that the cognitive attitudes and operations involved in compliance with normative systems are usually different from those involved in complying with isolated social norms. While isolated norms must be stored in the memory of the agents endorsing them, this does not happen with regard to large normative systems. In the latter case, the agent adopts a general policy-based intention to comply with the normative system as a whole, an intention that provides an abstract motivation for specific acts of compliance, once the agent has established that these acts are obligatory according the system. I will show how the endorsement of such a policy can be based on different individual attitudes, ranging from self-interest to altruistic, social or moral motivations. Finally, I will analyse how a normative system may both constrain powers and extend them, relying on this abstract motivation of its addressees.

International Workshop AICOL-III, Held as Part of the 25th IVR Congress, Frankfurt am Main, Germany, August 15-16, 2011. Revised Selected Papers; The inspiring idea of this workshop series, Artificial Intelligence Approaches to the Complexity of Legal Systems (AICOL), is to develop models of legal knowledge concerning organization, structure, and content in order to promote mutual understanding and communication between different systems and cultures. Complexity and complex systems describe recent developments in AI and law, legal theory, argumentation, the Semantic Web, and multi-agent systems. Multisystem and multilingual ontologies provide an important opportunity to integrate different trends of research in AI and law, including comparative legal studies. Complexity theory, graph theory, game theory, and any other contributions from the mathematical disciplines can help both to formalize the dynamics of legal systems and to capture relations among norms. Cognitive science can help the modeling of legal ontology by taking into account not only the formal features of law but also social behaviour, psychology, and cultural factors. This book is thus meant to support scholars in different areas of science in sharing knowledge and methodological approaches. This volume collects the contributions to the workshop's third edition...

Norms and normative multiagent systems have become the subjects of interest for many researchers. Such interest is caused by the need for agents to exploit the norms in enhancing their performance in a community. The term norm is used to characterize the behaviours of community members. The concept of normative multiagent systems is used to facilitate collaboration and coordination among social groups of agents. Many researches have been conducted on norms that investigate the fundamental concepts, definitions, classification, and types of norms and normative multiagent systems including normative architectures and normative processes. However, very few researches have been found to comprehensively study and analyze the literature in advancing the current state of norms and normative multiagent systems. Consequently, this paper attempts to present the current state of research on norms and normative multiagent systems and propose a norm's life cycle model based on the review of the literature. Subsequently, this paper highlights the significant areas for future work.

In the interaction between agents we can have an explicative discourse, when communicating preferences or intentions, and a normative discourse, when considering normative knowledge. For justifying their actions our agents are endowed with a Justification and Explanation Logic (JEL), capable to cover both the justification for their commitments and explanations why they had to act in that way, due to the current situation in the environment. Social commitments are used to formalise justificatory and explanatory patterns. The combination of ex- planation, justification, and commitments

Christian List and Philip Pettit (henceforth LP) argue that groups of people can be agents beings that believe, desire and act. Their account combines a non-reductive realist view of group attitudes, on which groups literally have attitudes that cannot be analyzed in terms of the attitudes of their members, with methodological individualism, on which good explanations of group-level phenomena should not posit forces above individual attitudes and behaviors. I then discuss the main normative conclusion that LP draw from the claim that group agents exist: that we ought morally to grant legal rights and responsibilities to group agents, but that group rights should be more limited than individual rights. I argue that when it comes to the ?tness of group agents to bear legal rights and responsibilities, LP can draw support from nonreductionist views elsewhere, particularly in the philosophy of mind. I raise some objections to LPs views about the value of granting legal rights and responsibilities to group agents

Water quality management policies on a river basin scale are of special importance in order to prevent and/or reduce environmental pollution caused by human sources. Industrial effluents are a priority issue particularly in Urban Wastewater Systems (UWS) that receive mixed household and industrial wastewaters, apart from rainfall water. In this paper, we present an analysis and implementation of normative agents that capture concrete regulations of the Catalan pollution-prevention policies. The implementation of the normative agents is based on Situation Calculus.
