The purpose of this thesis is to identify and evaluate factors that affect retention and promotion of mid-grade officers in the U.S. Marine Corps. The analysis includes evaluation of survival patterns to ten-years of commissioned service and promotion patterns to O-4 and O-5. The primary goal is to explain the effect of an officersâ primary military occupational specialty (PMOS) on retention and promotion. The Marine Corps Commissioned Officer Accession Career (MCCOAC) data file contains cohort information from FY 1980 through FY 1999 and includes 27,659 observations. Using data from the MCCOAC data file, logistic regression and Cox Proportional Hazard models are used to estimate the effects of an officerâ s PMOS on survival and promotion patterns of Marine Corps officers. The findings indicate that an officers PMOS is significantly associated with whether an officer stays until 10 YCS or is promoted to O-4 or O-5. Logistic regression results show that pilot PMOSs are positively correlated with surviving until 10 YCS, but are negatively correlated with promotion to O-4, when compared to Infantry. This thesis examines the relationship between advanced education and the retention and promotion of Army officers. It uses data from the Active Duty Military Master File for Army officers who were commissioned between 1981 and 2001 and tracked until 2004, or until they separated from active duty. Results of survival analysis indicate that survival functions differ significantly with level of education, and that advanced education has a positive effect on both the retention and promotion of Army officers. Compared to an officer with a baccalaureate degree, the survival time of an officer with a masterαs degree, a doctorate degree, or a professional degree is greater by 29.1 percent, 23.9 percent or 8.2 percent, respectively. An officer with a masterαs degree, a doctorate degree, or a professional degree has a hazard of leaving the Army that is 38.3 percent, 44.4 percent, or 75.6 percent, respectively, of that of a college graduate. Compared to an officer with a baccalaureate degree, the length of time to promotion to O-4 for an officer with a masterαs/doctorate degree or a professional degree is 0.2 percent shorter or 2.4 percent shorter, respectively. An officer with a masterαs degree or doctorate degree has a hazard of promotion that is 115.3 percent of that of an officer with a college degree. Having a professional degree has no significant effect on the hazard of promotion.

The purpose of this study is to estimate the effect of graduate education on the promotion of a U.S. Army field grade officer. In addition, this thesis investigates whether or not there are significant differences among career fields of the Officers Personnel Management System. To do so, a probit model and three correction models are built. The first correction model uses the Heckit method to correct for sample selection bias. The second model uses the instrumental variable regression method to correct for endogeneity of graduate education. The third model uses the double selection approach that combines the Heckit correction with two stage least squares to correct for both sample selection bias and endogeneity. The probit estimations indicate that the effect of graduate education for a representative officer increase the promotion probabilities by 0.148 and 0.132 for the grades of Lieutenant Colonel and Colonel, respectively. After correcting for sample selection bias, the effect of graduate education on the promotion to Lieutenant Colonel is reduced by 59.5 percent. After correction for endogeneity, this effect is increased by 70.9 percent. Finally, this effect increases by 61.5 percent after correction for both sample selection bias and endogeneity.

This thesis investigates the effect of commissioning program on career progression for U.S. Air Force Line officers. This study specifies and estimates three logistic regression models to analyze the relationship between commissioning source and officer performance using retention and promotion to O-4 as performance measures. Two measures of retention were used: the retention after expiration of the initial minimum service requirement, and retention to the O-4 promotion board. The data used in the models was provided by Defense Manpower Data Center (DMDC) and contained information about demographics, professional and educational background, and reasons and dates for separation for officers who were commissioned between 1992 and 2006. The analysis of all three logistic regression models finds out that commissioning source is a significant determinant of retention and promotion in the Air Force. Commissioning through the United States Air Force Academy (USAFA) increases the probability of staying in the Air Force. This thesis investigates the effect of commissioning programs on career progression for Navy surface warfare officers (SWOs). This study specifies and estimates three multivariate regression models to analyze the relationship between commissioning source and officer performance using retention and promotion to O-4 as performance measures. As a measure of retention, we used retention after expiration of the initial minimum service requirement. The data was acquired from Officer Master File (OMF) via the Navy Econometric Modeling (NEM) online data system. The file contained 10,295 observations. All observations were surface warfare officers who were before the promotion board between fiscal years 1994 through 2004. Approved for public release; distribution is unlimited; This thesis examines the relationship between pre-commissioning and post-commissioning characteristics and junior surface naval officer performance, retention, and promotion. The study uses data from the Officer Promotion History Files, (1981-1995). Data on 7,038 officers entering the Navy from 1976 to 1986 are analyzed. Results indicate that Naval Academy graduates, business majors, officers with CRUDES experience, and non-minority officers are more likely to achieve Surface Warfare qualification and receive top fitness report scores. NESEP and NROTC graduates, math majors, officers with CRUDES experience and top fitness reports, and minorities officers are more likely to stay in the Navy to the O4 promotion board. Academy graduates, engineering majors, officers with CRUDES experience, and officers with top fitness reports are more likely to promote to Lieutenant Commander. No significant difference is observed between minority and non-minority O4 promotion probabilities after pre-commissioning and post-commissioning factors are controlled. However, the effects of CRUDES experience, warfare qualification, and fitness report scores may lead to indirect effects which lead to observed performance and promotion rate differences between race/ethnic groups.

The mission of the United States Naval Academy speaks clearly of three pillars of midshipman development: moral, mental, and physical. Each is equally important; however, the mission of the Naval Academy to develop midshipmen physically is often overlooked. This thesis investigates the advantages and disadvantages of the varsity sports programs of the Naval Academy to provide more accurate and detailed information to policy makers regarding the importance of athletics. Specifically, this study analyzes the role of achievement in varsity athletics on fleet performance. Using data on the Naval Academy classes of 1981-1985, six multivariate models are specified. The first analyzes variables identified in previous studies as being significant in explaining performance or promotion, and is used as a baseline for the remaining models. The second model analyzes the overall effect of athletic achievement on promotion. The next model analyzes the differential effects of achievement in a team sport versus an individual sport versus no sport at all. The effects of being a female athlete and minority athlete are then identified, followed by an analysis of blue-chip athletes. The results find that four of the variables indicating athletic achievement have positive and significant effects on promotion to LCDR. This is important because there have been few studies to analyze the possible correlation of promotion relating to accession source and cost effectiveness. I used multivariate regression to examine the possibility of promotion of naval officers from the United States Naval Academy (USNA), Naval Reserve Officer Training Corps, and Officer Candidate School (OCS) who commissioned between fiscal years 1990 and 2000. My results showed OCS officers, on average, had a higher probability of promotion to O-4 and USNA officers, on average, had a higher probability of promotion to O-5. My regression also showed officers with graduate degrees, on average, had an increased probability of promotion in comparison to those who did not. Those studied are former midshipmen from the classes of 1980 through 1985 who were carefully screened by USNA's leadership selection process to hold significant leadership positions in their final year at the Academy. Using data compiled from several sources, non-linear logistic regression methodology isemployed to determine statistically significant actors for selection andwhether such individuals have a statistical advantage in later promotion as officers. Qualitative data in the form of surveys are used to analyze current midshipmen satisfaction with the selection process and recent midshipmen leaders. Results indicate that these midshipmen leaders were the most promising candidates for admission to the Academy and the most successful midshipmen in all areas of performance, especially academics and military conduct grades. They also are found, as a whole, to have a higher promotion rate at the Commander promotion board. Approved for public release, distribution unlimited; The promotion of democracy in the Arab world, an area to date resistant to effective political liberalization, hasbecome a central pillar in American Middle East foreign policy as well as an integral element in the Global Waron Terrorism (GWOT). How will this advocacy of democracy be received, given our theoretical and historicalknowledge? The underlying assumption of U.S. policy is that democracy will moderate some of the anti-Americansentiments from the region as well as undermine terrorist activities and support. Will overt American promotion ofdemocracy cause these states to democratize? Using aspects of social movement theory, this thesis examines Arabreactions to public American promotion of democracy. I argue that America's campaign is counterproductivebecause it has polarized the political discourse, a result which weakens potential sources of internal pressure anddistorts understandings of democracy, thus facilitating states maintenance of the status quo. It does this throughframing the message as inherently American and spurring opposing movements. Using al-Jazeera data derivedfrom the Foreign Broadcast Information Service (FBIS), I recorded the connotations associated with eacharticulation of the word "democracy" to create a sample of competing frames to observe opposing movementdevelopments and frame contest trends.

Approved for public release, distribution is unlimited; This study analyzes the relationship between selection to major in the Marine Corps, and the survival of midgrade officers to the promotion point of major, by investigating the effects of billet assignments. Specifically, this study looks at the influence of the percentage of time spent in the Fleet Marine Forces (FMF), the percentage of time spent in primary military occupation (PMOS) billet assignments, and the effect of having served in combat, recruiting, security forces, joint, and drill field duties. Models were formulated using groundwork established in previous promotion, retention, and attrition studies. Assignment variables were then introduced to the models. To account for officers' choice for continued service vice forced attrition, the sample was restricted to officers who had attained five years of service. Probit regression was used to find the influence of career assignments on the probability of selection; Heckman's correction was used to control for self-selection bias; and, Cox proportionalhazard regression was used, utilizing the same assignment factors, to find the influence of assignments on the likelihood of attrition. Major changes in the advanced education of officers have always occurred following a wartime period. In the post-Vietnam period 1 change can again be anticipated and educational policy should be reviewed . The overall objective of Navy postgraduate education is to provide an efficient springboard for the continued professional development of career officers. This objective is broken down in the FY 1974 DOD Military Manpower Training Report in terms of five specific military needs: (1) The need to fill specified billets in which graduate education is essential for optimum performance of duty. (2) The need for a well-educated pool of manpower from which to select leaders and policy makers of the future. (3) The need to sustain morale and job satisfaction -- many officers seek personal fulfillment through higher education and its application in their work . This analysis focuses on the promotion rates of graduates of historically black colleges and universities (HBCUs). I estimate a model of promotion to LCDR 0-4 using a Maximum Likelihood Estimation (logistic) technique. I report the results using the 'notional-person' approach; reporting the marginal effect of changes in the explanatory variables on promotion to LCDR. Results of the study include: female promotion rates are higher than that of males, promotion rates are higher for graduates of aviation officer training programs than for graduates of military academies or ROTC programs. This study investigates whether participation in the Junior Reserve Officer Training Corps (JROTC) significantly affects U.S. Navy enlisted first-term attrition, promotion, reenlistment, time to attrition, and time to promotion. The first term of enlistment is defined as the first four years of naval service upon accession (recruitment), which are mandatory by contract. This analysis takes data from the Defense Manpower Data Center enlisted personnel service member files of U.S. Navy recruits from FY1994-2000. Each recruit has seven year's worth of data for each accession year except those from 2000, who have six. This analysis finds that JROTC has a suggestive, but not definite, statistical positive association with first-term attrition and time to promotion. Furthermore, JROTC has a statistically significant positive association with promotion, reenlistment, and time to attrition. Up to this point there has been little research conducted on the relationship between JROTC participation and propensity to succeed in enlisted naval service. This effort, coupled with LT Roy Lamont's thesis on the effects of JROTC (March 2007), could yield significant benefit in determining the return on investment of the program from the retention and performance perspective.; US Navy (USN) authors.

The focus of this research is to design a visual information solution, based on best practices for displaying performance data visually, to the Electronic Military Personnel Record System (EMPRS). Ultimately, our goal is to improve the overall effectiveness and objectivity of the Navy's selection board processes by providing a re-engineered, web-based, graphical solution to the visual displays currently in use by selection boards. The current Navy selection board voting process uses tabular forms displayed across five screens in a small theater-like setting. The forms are displayed very quickly allowing board members very little time to mentally assimilate the quantitative data dispersed over a wide area. In our model, we distill the data into a single graphical display, thus reducing the cognitive computing requirements of the board members. This thesis develops multivariate models to estimate the effects of 'below zone' early promotion on the career of officers and attempts to determine whether below-zone selection puts Navy officers on the fast track for later promotion or whether, instead, it increases the probability that their subsequent career will stagnate. Outcome variables include: performance on fitness reports, screen for command; and promotion to the ranks of Commander (O- 5) and Captain (O-6). Using data from the Navy Officer Promotion History Files, the thesis analyzed officers appearing before their respective promotion board between fiscal years 1986 and 1995. The data sets were further categorized into three major URL warfare communities (submarine, surface and aviation). Marine aviation is a perishable skill, however, not only in tactical employment, but also in operational and strategic planning. The senior leadership of the Marine Corps needs the technical and tactical experience of Marine aviators. In July of 2009, the Marine Corps Deputy Commandant for Aviation (DCA) proposed a quantitative study of the decreased promotion rates of aviator majors (O-4) to lieutenant colonel (O-5). If true, decreasing promotion opportunity of Marine aviators presents risk to the Marine Corps warfighting institution, through the loss of valuable aviation technical and tactical experience in senior leadership. The study is organized to answer the DCA's research question and to provide recommendation in how officers of the aviation component can be more competitive for promotion to O-5. The study draws upon nine years of Total Force Data Warehouse (TFDW) and Marine Manpower Support Branch (MMSB) data of Marine O-4s eligible for promotion, resulting in a dataset of 8,271 observations. Approved for public release; distribution is unlimited.; This thesis analyzes the military performance of Naval officers who graduated from the Naval Academy Preparatory School (NAPS) and subsequently received a commission through the United States Naval Academy (USNA). Using a sample from the Navy Personnel Research and Development Center's USNA longitudinal Officer Data Base, two measures of performance were examined for officers commissioned between 1980 and 1985. Retention was first analyzed by creating a binary criterion to designate whether an officer was on active duty or not as of June 1990, producing a continuation rate for each year group in the study. A performance index was also developed, based on the number of recommendations for early promotion (REP) appearing on all qualified fitness reports. The results indicate that retention rates tend to be higher for USNA graduates who attended NAPS than for those who did not. However, NAPS graduates are less likely than other USNA officers to receive a REP on their fitness report. Performance differences were found based on demographic characteristics, education, and Navy experience. The analysis includes evaluation of fitness reports, retention, and promotion to O-4 and O-5 ranks as performance measures. The primary goal is to examine the existence of any marriage premium on officers' performance and productivity and to investigate potential causal hypotheses. The personnel database used for the analysis includes more than 27,000 male Marine officers who entered the Marine Corps between FY 1980 and 1999. After controlling for selection, estimating fixed effects and using panel data in order to capture timely-varying effects, this study finds that there is a marriage premium for all performance measures. The thesis rejects the explanation that such premiums are due to supervisor favoritism. Multiple factors influence a Marine officer's probability of promotion. Currently, MMOA-4 counselors are not able to provide career advice based on statistical analysis of the multitude of variables that could be significant in an officer's potential to advance to the next higher grade. Development of a statistical counseling model provides MMOA-4 the ability to examine an officer's current predicted probability of promotion as well as his future potential for advancement--given a set of possible career choices. Such a model may increase the effectiveness of the career counseling process and potentially impact USMC officer retention and performance. This study makes recommendations to improve the Marine Corps Performance Evaluation System (PES). The researcher's analysis of eight years of fitness report data indicates that current procedures (which use raw numbers to evaluate the effects of the Reviewing Officers (RO) assessment) should be changed to a percentile system. The current system only provides a generalized output that has limited value in fitness report analysis. The raw numbers of the comparative assessment limit the possibility of comparing officers across a grade for each RO. The exact value of the percentile system allows for officers to be differentiated and compared across grade. This is similar to the relative value system used for Reporting Senior (RS) markings.
