Apresentam-se nesta dissertação as tecnologias necessárias para desenvolvimento de aplicações interativas na área m-government de TV digital móvel. Para o desenvolvimento, utiliza-se a parte declarativa de middleware Ginga (Sistema Brasileiro de Televisão Digital) e Lua como linguagem imperativa. Essa linguagem permite realizar processamento matemático, manipulação de dados e principalmente o uso de canal de interatividade. O Ginga NCL é obrigatório em dispositivos portáteis numa plataforma particular nesses dispositivos. A presente proposta visa a seu uso num cenário destinado ao diálogo entre o governo e a população; This work presents the technologies required for the implementation of interactive applications in the m-government area of mobile digital TV. For that development, we use the declarative environment of Ginga middleware of the Brazilian Digital Television System (SBTVD). Besides we use Lua as an imperative language that allows mathematical processing, data handling and, especially, the application of an interactivity channel. The objective of this paper is to begin to explore coalition behaviour in Portuguese local government. Electoral rules exclude formal post-electoral coalition formation here. Given this, why study coalition behaviour in Portuguese local government? We argue that there is a coalition-like type of bargaining in the form of delegation, i.e., the distribution of portfolios to some but not all members of councils. This makes Portuguese local governments attractive sites for study. In the paper, we first describe the institutional structure and rules of the game at the local government level. Second, using descriptive evidence on recent local election data, we look at how parties behave post-electorally and discuss how this behaviour in light of the portfolio allocation and coalition bargaining literature.; Fundação para a Ciência e a Tecnologia (FCT)

In this paper, we present an empirical study of local e-government in Portugal and an investigation of the socio-economic indicators that are most significant to explain its development. The websites of all Portuguese municipalities were analysed according to three dimensions: government information, service delivery and participation. The results were investigated using regression models to identify the socio-economic indicators that are most significant to explain development and clustering techniques to identify homogeneous groups of municipalities in what concerns that development. We identify the socio-economic factors that are most significant to explain the results of municipalities and the discriminating factors for development in each dimension of analysis. We also identify seven main profiles of municipalities with different median scores in the three dimensions, which allow us to validate our own methodology and, generically, the ordered stages paradigm of the majority of the existent e-government maturity models. © 2013 Inderscience Enterprises Ltd.

CHDS State/Local; National and state homeland security strategies call for continuity of operations plan development. The 2006 Nationwide Plan Review Phase II Report identifies continuity of operations plan development as a state and local goal with a federal goal of providing continuity of operations plan development support. Most local governments do not have a continuity of operation plan or it needs to be updated. Continuity of operations plan guidance is provided by a variety of international, federal, state and local documents. Common, unique and best practice elements are identified and should be contained in a continuity of operations plan. An identified compilation of continuity of operation elements is presented. Planning templates are good for COOP document structure and should contain the compilation of COOP elements, a recommended template is offered. Local government continuity of operations plan developers must independently develop and "own" their continuity of operations plan based on the compilation COOP elements. An after action-report is a necessary component for continuity of operations plan maintenance and can be used for continuity of operations plan research. E-Government is a broad research field in which researchers are currently involved in a range of different research projects. Our purpose in this paper is to assist researchers in the development and direction of future analyses, identifying trends in terms of research and the methodology used. Universities and departments that make the main scientific contributions are identified, in order to locate and contextualize the research carried out into e-Government and to enhance intercommunication among researchers and thus knowledge in this field. To achieve this goal, we examined periodical publications listed in the Social Science Citation Index (SSCI) of the Institute for Scientific Information (ISI) in the fields of Public Administration and Information Science, during the period 2000-2009. Knowledge gaps and research opportunities have been derived, highlighting the need to use quantitative methodologies and to identify key factors to promote a theoretical framework to enhance the efficient implementation of e-Government, as well as identification the main universities where the researchers can complete their doctoral academic training.

Arch Barrett's Graduation address was presented to the House of Representatives in two parts. The Hon. John M. Spratt, JR. presented Barretts speech given by Arch Barrett at the Naval Postgraduate School Joint Professional Military Education Course in June, 2003. His speech influenced the passing of the Goldwater-Nichols Act Whenever the Pentagon raised an objection, Arch Barrett was sent over and he'd argue with the naysayers until they ran out of objections and had to relent. Soffe Corporation (Soffe), apparel manufacturer, and to identify areas of influence that Soffe can control to shape the requirements of future military needs. M.J. Soffe is a main government supplier of the U.S. Marine Corps uniform olive drab and brown crew neck undershirts. This is a study that complements M.J. Soffe's effort to understand the Federal Acquisition Regulation (FAR) and requirements process to improve their efficiency for future growth. This project will look at the external environment which influences the military garment industry. Also, an analysis of the requirements generation process will be completed to provide recommended opportunities for M.J. Soffe to shape future apparel requests of the military services. Approved for public release; distribution is unlimited.; The purpose of this research is to determine whether there are differences in perceptions between approving officials (AOs) and cardholders (CHs) regarding internal controls within the Government Purchase Card Program (GPCP) at the Naval Postgraduate School (NPS). A main component of the research is a voluntary and anonymous online survey deployed to the AOs and CHs at NPS. Results from the analysis of the survey data can be used to identify areas of improvement within the GPCP. Based on the data analysis, there were eight significant differences in perceptions of internal controls between AOs and CHs. They were identified in three of the five internal control components: risk assessment, information and communication, and monitoring activities. The data analysis revealed that AOs generally responded more positively than CHs, implying that AOs may perceive the strength of the GPCP's internal controls to be stronger than the CHs perceive them. In addition, there were survey items to which both AO and CH responded strongly, which included such things as password protection, separation of duties, and adequate fraud education. The purpose of this thesis is to identify problems in the management of Government Furnished Property (FP) in the Government's acquisition process. The research focused on the reasons the Armed Services Board of Appeals (ASBCA) sustained the contractor's appeal of the contracting officer's final decision (COFD). Using this research methodology it was found that the rationale used by the ASBCA in sustaining the contractor's appeal could be used to categorize the problems in the management of GFP as follows: (1) GFP not suitable for its intended use, (2) Government failure to deliver GFP, (3) Government failure to compensate for additional costs associated with additional items of GFE, (4) equipment should have been GFE vice CFE, and (5) Government failure to maintain accurate records of what it furnished as GFP. Reasons one and two are related to the Government's requirements under the GFP clause and account for 72.7% of the ASBCA's reasons for sustaining the appeals of this study. Government action is essential to increase the healthiness of food environments and reduce obesity, diet-related non-communicable diseases (NCDs), and their related inequalities. This paper proposes a monitoring framework to assess government policies and actions for creating healthy food environments. Recommendations from relevant authoritative organizations and expert advisory groups for reducing obesity and NCDs were examined, and pertinent components were incorporated into a comprehensive framework for monitoring government policies and actions. A Government Healthy Food Environment Policy Index (Food- EPI) was developed, which comprises a ‘policy’ component with seven domains on specific aspects of food environments, and an ‘infrastructure support’ component with seven domains to strengthen systems to prevent obesity and NCDs. These were revised through a week-long consultation process with international experts. Examples of good practice statements are proposed within each domain, and these will evolve into benchmarks established by governments at the forefront of creating and implementing food policies for good health. A rating process is proposed to assess a government’s level of policy implementation towards good practice. The Food-EPI will be pre-tested and piloted in countries of varying size and income levels. Russian economy has been growing at an average nominal rate of 6 percent annually for the past decade. Among the most important factors contributing to its expansion has been the skyrocketing cost of oil and gas. Recently developing countries have focused attention on the usefulness of tax expenditures' in shaping prudent and transparent fiscal policy. In adopting a market economy, developing countries commonly use tax expenditures as major fiscal policy instruments. However, with limited theoretical understanding of, and ad hoc experience with, applying tax expenditures, developing countries now confront not only revenue losses higher than they had anticipated but also the erosion of their tax bases in systems that generally have been in existence fewer than 10 years. Este trabalho tem como objetivo explorar como a governança de TI tem implicações no atendimento ao cidadão por meio de serviços de governo disponibilizados em dispositivos móveis, conhecido como m-government. Foi estudada a forma como os órgãos envolvidos no desenvolvimento de aplicativos para o cidadão se organizam, tanto em termos da legislação que define suas competências quanto em termos da dinâmica deste desenvolvimento, por meio de entrevistas com atores de papel relevante neste cenário. Também foi realizada a análise da governança de m-government no Estado usando uma matriz de arranjos de governança. A conclusão foi que a governança que a legislação indica que se pretende para o Estado, como políticas emanadas de um órgão central, ainda está em estágio embrionário e que por enquanto as Secretarias e órgãos praticam m-government para atender objetivos que são específicos de suas pastas, indicando que há um longo caminho para se alcançar o objetivo de um governo único para um cidadão único.

Literature indicates that there is a lack of an integrated approach to monitoring and evaluation (M&E) of interventions focusing on rural development, resulting in policy development and analyses not being supported, transparency and accountability on rural spending not enhanced and organisational learning not encouraged. The study looked into the institutionalisation of M&E in government. The research was conducted in three phases: Comparative Case Studies (Canada, Chile, Brazil, Uganda and the United Nations Development Programme), a single Case Study (Limpopo Provincial Government, South Africa) and the development of a model for the integrated and transversal M&:E of rural development programmes implemented by government departments (being the general objective of this empirical study). Qualitative data were obtained through document analysis and desk based survey of existing information from various sources.
